The 30 foot right -of -way dedication indicated on the map must be corrected to show a 10 foot right - of -way dedication. The final width of the right -of -way will be 30 feet after the dedication occurs. However, the actual width of the land to be dedicated is only 10 feet wide. Back in 7/98, Ron Riach, the applicant's engineer, requested clarification regarding setbacks for Lots 1 and 4. At that time it was determined that the "first front" of both lots would be on Ryan Way (20' setback) and the "second front" would be on the cul -de -sac (10' setback). The current plans reflect this. This was granted on the condition that the setback for the garages on those lots will be 20' from the cul -de -sac so cars in the driveways will not block or interfere with pedestrian circulation on the sidewalk. We will require this condition be shown on the face of the short plat and I will state this in the preliminary approval letter when the time comes. Although we have processed your applications for a boundary line adjustment and a short plat simultaneously, some tasks must occur sequentially. The boundary line adjustment documentation must be finalized, approved and recorded before the short plat documentation can be finalized, approved and recorded. However this process can be streamlined, as follows. TIMELINE You will need to obtain all required permits prior to beginning any construction of the required short plat improvements. During the time that your boundary line adjustment application is nearing final approval, please continue to finalize the engineering plans and short plat documents prepared by JRR Engineering and Crones & Associates Surveyors. The Public Works Department has provided red line revisions on your last submitted plan set (attached). In order to proceed with Public Work's review, please apply for the Miscellaneous Permit (also attached). In connection with that application, you should provide four sets of plans to the permit center. These plans should reflect the red -line revisions made by Public Works. Please Note: All requirement improvements must be constructed by the applicant and be approved by the City, or a bond posted by the applicant for construction of same, prior to the short plat being filed. Said bond shall be in an amount equal to 150% of the estimated cost of complete construction of such improvements as determined by the Director of Public Works. If the applicant is planning to bond all the improvements, a construction estimate must be provided to Public Works. Installation of the site improvements may be delayed up to six months beyond final approval when a financial guarantee is provided to ensure installation. Based on your submittal, preliminary approval of your boundary line adjustment is granted subject to the conditions stated below. There are three basic steps in the approval process: Preliminary Approval, Final Approval and Recording. Preliminary Approval of Boundary Line Adjustment This letter constitutes your preliminary approval. The application was reviewed by the Tukwila Short Subdivision Committee and approved with conditions. The conditions imposed are to ensure that the boundary line adjustment is consistent with the City's policies and regulations. PRELIMINARY APPROVAL CONDITIONS FOR BOUNDARY LINE ADJUSTMENT General Submit a survey map for the boundary line adjustment as described in the application checklist which is consistent with all of the conditions of approval. The surveyor's original signature must be on the face of the boundary line adjustment and must have adequate margins meeting King County recording requirements. Expiration The final approved boundary line adjustment must be filed with the King County Department of Records by February 26, 2000, twelve months from the date of this preliminary approval or the application will expire. The City may grant one six month extension if requested in writing prior to the expiration date. 2. Final Approval The next step is to submit the necessary boundary line adjustment documents in compliance with the conditions of approval. After the documents have been found to be in order, and the all of the requirements of the boundary line adjustment have been met, the Chairman of the Short Subdivision Committee signs your boundary line adjustment which constitutes a grant of final approval. 3. Recording It is your responsibility to record the City approved boundary line adjustment documents first with the King County Department of Records. The boundary line adjustment is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. The signature of the Chairman of the Short Subdivision Committee certifies that your boundary line adjustment is ready for recording. Preliminary approval has never been granted. It is our understanding that the applicant has been working directly with Public Works for the past 12 months. A status report should be provided by Public Works which contains a listing of items still outstanding as well as items that were waived. I have not received copies of any correspondence between Public Works and the applicant since July 2, 1998. Any revisions to the proposed project may not use or depend upon this report without the written permission of JRR Engineering. City requirements for grading and drainage for this SP/BLA are generally as follows: 1. Provide a detailed drainage plan. 2. Identify existing conditions and possible development impacts. 3. Show compliance with City code requirements for drainage. 4. Provide storm drainage calculations. Calculations and design plans are based on good engineering practice, City of Tukwila code requirements, methods and procedures in the King County "Surface Water Design Manual" and investigation of the existing system in the project area. General Site Description /Condition The subject property, which consists of approximately 0.92 acres for the entire SP/BLA, is located between 47th Ave. S. and South Ryan Way, approximately 550 feet North of South 107th Street. The subject property consists of portions of lots 29 and 30 of the Plat of Merricks Acre Tracts Div. 2, within the southeast quarter of Section 3, Township 23 North, Range 4 East, W. M. The site has been cleared of vegetation in the past and currently is well covered with blackberry and other brush (see photographs on page 2). A relatively small amount of Maple is also present at various locations along the south property line of the portion of the site fronting 47th Avenue South. It is proposed that the site be used as residential lots for the existing house at 10436 47th Avenue South by means of a BLA, and four single family residences to the east of the existing house via the Short Plat process, which will gain access off of S. Ryan Way. The site is bounded to the east and west by City road rights -of -way and on the North and South sides by properties of a similar nature. w` e:2=. Riach PAGE 3 z a Hz w 00 co o' Starting at a Catch Basin (CB) recently installed as part of the Johnson Piggyback Short Plat , w w; (L92 -0032 & 0032) on the east side of 47th Ave. S. at the NW corner of the site frontage on said J I` street, the observer proceeded south 66 feet down a shallow ditch to a CB near the SW corner of w 0 the site. This is an old CB made of block which collects surface water from the site frontage. A 2 , 12" concrete pipe enters from the north, 4" concrete drain tile enters from the east and the water g a. exits to the west through an 18" corrugated metal pipe. Proceeding west approximately 40 feet N a the 18" CMP outfalls to dissipate in dense brambles and foliage in terrain sloping at approximately i 2 to 2.5% to the west. Percentage of outfall that percolates into soils and what remains surface z F- water over the next 320 -350 feet through brambles and deciduous forest downstream is unknown. 1-- o A well defined water channel was not observed. Due to the extremely thick undergrowth, tracing 2 D: downstream flows beyond this point was not attempted. At approximately 360 to 390 feet `v 0 downstream any surface water remaining would be intercepted by drainage provisions for the 'o H Public Storage, Inc. located on the NE comer of the intersection of Martin Luther King Way and w W' =U Ryan Way. This drainage system was not observed as it is located on private property which is 1- —: gated and locked. LI Z? tii UN_ Starting at the roadside curb on the west side of Ryan Way at the SE comer of the site frontage 0 -! on said street the observer proceeded southeast. For the first 142 feet the curb & gutter slope z .. SW at approximately 4.4% where surface runoff is intercepted by a catch basin. Water exits CB to the SW via 12" concrete pipe through a series of catch basins located along the curb of Ryan Way, which curves to proceed in a westerly direction. At 1200', 12" concrete pipe continues west, presumably connecting with larger pipes at Martin Luther King Way. Existing Drainage The site currently has no stormwater collection system. Runoff is overland and flows uncontrolled to the East and South. The site is outside the floodplain and contains no streams or wetlands. The single family residence currently existing at the site will not experience an increase in impervious area. � .'. JRR ENGINEERING FILE: 9718REP Proposed Drainage PAGE 4 It is anticipated that developed runoff from the new residences, and the new paved driveways will be conveyed easterly to connect to a new Type 2 CB installed within the ROW near the southwest portion of the proposed BLA. No detention facility is required for this project as outlined in "Exemptions From On -Site Peak Rate Runoff Control" on page 1.2.3 -5 of the King County, Surface Water Design Manual. Drainage calculations included within this report indicate the proposed project's post - developed peak runoff rate will be .43 cfs more than the peak runoff rate for the existing site condition for the 100 -year return period design storm. An increase of .5 cfs is considered to be a "Negligible Peak Runoff Rate Increase ". The conveyance system was sized using the 100 year design storm. Runoff from the east and south sides of the new development (back yards) will flow uncontrolled overland and discharge from the site to the south and east as in the pre - developed condition. Downspouts for the new single family residential lots will be routed to the collection system. Proposed Development and Impacts Grading is proposed to provide access and parking for the proposed use and improve the collection of surface water runoff on the site. Runoff will run through a 12 -inch culvert before being discharged to the Type 2 CB intended to replace the existing drainage structure on the east side of 47th Ave. S. No significant erosion has been observed around the existing grading and no significant erosion is anticipated on the subject property due to the proposed development. Post development peak flows are expected to be .43 cfs larger than the pre - developed peak flows for the 100 year return period design storm. As described in the Downstream Conditions the storm water collected from the East side of 47th Avenue South discharges onto private property on the West side of the street. Ultimately, City road and drainage improvements along 47th would be expected to direct street runoff south along the existing ROW. In order to mitigate the peak rate increase it is proposed that a rip rap pad be installed at the discharge from the 18 inch culvert. The reason for these requirements is safety, which was also stated in the February 11, 1998 letter. I direct your attention to TMC 17.08.070C, copy enclosed, which states "Other improvements not specifically mentioned herein but found necesasary due to conditions found on site may be required." The specific site condition is a cul -de -sac with essentially no throat in such close proximity to a minor arterial. The access requirements are intended to maintain traffic and pedestrian safety both on -site and on the adjacent minor arterial, Ryan Way. The proposed design of a 60 foot diameter cul -de -sac could likely create conditions that will require vehicles exiting the site to back out onto Ryan Way. This is unacceptable from a traffic safety standpoint. The Public Works Department will make this requirement part of its recommendation to the Short Subdivision Committee when the Committee takes final action on your proposal for the short plat. Due to the considerably higher costs the Developer will incur, and for reference on future projects in the City of Tukwila, I believe it is reasonable to ask that written clarification, explanations and authorizations be provided. It is my opinion the suggested street opening for the short plat as marked on sheet C -2 of the submitted plans is untimely, is not prescribed by the Tukwila Municipal Code (TMC), is unnecessary and should not be required. Please consider the following: 1. Timeliness: On August 15, 1997, I mailed a letter (attached) with attachments to Joanna Spencer regarding the proposed access as ultimately shown on the plans submitted to the City of Tukwila. No written response was provided. On September 15, 1997, I was able to speak with the City Engineer, Mr. Brian Shelton, P.E., and he made no indication he thought a full cul -de -sac improvement would, or should, be required. On October 9, 1997, I addressed another letter (attached) with additional information to Ms. Spencer regarding adequate sight stopping distance. With said correspondence field measurements and photographs were providing for the City's review. 2. Tukwila Subdivision Code: Adequate access to all parcels in the proposed short plat would be provided by the plans as submitted. Private Access Roads are allowed under TMC Chapter 17.24.030 for residential subdivisions. All four criteria under section 17.24.030 would be met by the plan submitted. Also, section 17.24.040 indicates a public cul -de -sac would require a 26 ft. wide roadway and 60 ft. diameter paved surface rather than the 28' and 80' marked on drawing C -2. 3. Necessity: Ms. Ritter's review letter dated February 11, 1998, states the 28 foot wide street opening and 80 foot diameter cul -de -sac, with 5 foot wide sidewalk will be required to improve safety. As stated in my October 9, 1997, correspondence the 490 feet to the northeast is adequate stopping sight distance for the proposed access point. Even if it was assumed traffic speeds on Ryan coming down the hill were 60 mph, the minimum stopping C:\ron\letters \9718L011.doc JRR Engineering 9718L011 Page 2 sight distance for a sixty mile per hour design speed is 475 feet (Based on the American Association of State Highway and Transportation Officials (AASHTO) "A Policy on Design Standards for Stopping Sight Distance "). I not only believe the proposed access to Ryan would be as safe as the suggested street opening, I believe it may be safer. A full street opening will cause a much larger volume of unwanted traffic to enter the proposed short plat. Higher traffic counts yield higher accident counts. A full street opening will cause all vehicles entering the site to do so at a higher speed. This will make two vehicle as well as vehicle- pedestrian accidents more likely as residents exit their driveways, or children play in what could be a quiet turnaround off a busy street. During our telephone conversation February 13th you indicated you wanted the garbage trucks to have sufficient room to turn around. Waste Management Rainier (206- 243 -4050) indicates fire department requirements are sufficient for them. The applicant in this case had gone beyond the fire department requirements and provided a two point turnaround which was 50' x 30'. When combined with the most likely driveway locations (as shown on the "possible building footprints" drawing in the TIR) one could argue the proposal contained more turnaround area than the City's requirements for a Hammerhead. You also indicated during our telephone conversation that sidewalks with curb & gutter were needed to allow pedestrian access to the most westerly Tots (lots 2 & 3). Without unwanted traffic entering the site due to a street opening, there should be no need for a vertically offset walkway. Drainage should not be at issue because surface water runoff can be directed by a thickened edge. Please reconsider your previous position and advise. This was in response to our December 3rd letter of • incompleteness. However, Mr. Nguyen had not addressed the issue of the APRD requirements mentioned in that letter. I reviewed the APRD requirements with Mr. • Nguyen, as well as the APRD waiver option. I also provided him with a copy of the APRD section of the code and encouraged him to review the matter. In my absence, the applicant's engineer (Ron Riach of JRR Engineering) met with Alexa Berlow on January 6th to review the Sensitive Areas Map pertaining to the subject site. As a follow-up to this meeting, I contacted Mr. Riach (pronounced "Rich") by telephone on January 7th. He express concern' about associating a sensitive areas classification with the site. He is also concerned about drainage requirements that may be imposed even if an APRD waiver is granted. I advised him that his survey clearly shows 20% slopes in the vicinity of proposed Lot 1, thus the need to address sensitive areas issues. He indicated that he will be meeting with the applicant to decide how to proceed. Mr. Riach and I agreed that there is a language barrier with the applicant. Mr. Riach indicated, however, that he understood our December 3rd letter and appeared to have enough information to proceed toward a decision. As we discussed, there appear to be few sensitive area concerns on this project property. The limited steep slope condition on proposed Lot 1 is subject to the SAO Chapter 18.45.080. Per the code, a geotechnical review is required to address building on the slope area. At a minimum, a surface reconnaissance is required and subsurface investigation is at the discretion of the geotechnical consultant. There are no tree protection issues on this site. I would recommend that the PRD Permit not be required in this situation because there are no significant impacts and the "size and complexity" of the project should allow the waiver. In anticipation of some concem regarding adequate sight stopping distance I have made some field measurements and am providing the attached photographs for your review. Field measurements indicate sight distances from the proposed access point are approximately 490 feet and 480 feet to the northeast and southwest, respectively. Based on the American Association of State Highway and Transportation Officials (AASHTO) "A Policy on Design Standards for Stopping Sight Distance" the minimum stopping distance for a forty mile per hour design speed is 275 feet. Currently, the posted speed on South Ryan Way is 35 mph with a grade to the southwest of approximately eight percent (8 %). For NE bound traffic this relatively steep grade will provide for actual stopping distances shorter than the acceptable minimum. SW-bound traffic on this grade should be expected to exceed the posted limit with an average speed being closer to 40 mph. Because of this, and the fact it will take further to stop on the downgrade, the actual stopping distance could be expected to be 15 to 25% greater or between 315 and 345 feet. Based on the aforementioned it is my opinion there is adequate stopping sight distance for the proposed access point. Please call if you have any questions or concerns regarding this matter.
