I presented the idea of installing false antenna panels along the roof edge of the Double Tree Inn
to the USWEST Construction Manager, (CM) and the Real Estate Manager, (REM). The REM
was a bit confused with the idea due to all of the existing antenna arrays already on the building
but he was agreeable to installing false panels if the property owner is willing. The CM however,
has contradicted what 1 had been previously told about the appearance of a wall mount antenna.
The bracketry required to mount these antennas puts the face of the panel a minimum of 12 inches
from the face of the wall with the minimum gap between the back of the panel and the wall face
being 7.5 inches. USWEST would be willing to install the false panels regardless, assuming the
property owner does not object, but 1 don't think it will create the affect you anticipate.
1 have attached a diagram showing the mounting bracket for your reference. After you have a
chance to look at it, please give me a call and we can determine how best to proceed.

Project Description
U.S. West -16500 Southcenter Parkway
FINDINGS
The applicant is requesting Conditional Use Permit approval to install a Personal
Communication Services (PCS) base station at the Doubletree Suites Hotel. The
applicant is proposing an initial installation of 6 antennae, to be located on the
northwest, southwest and southeast sides of the building.
Three cabinets containing associated operating equipment will be installed on the
rooftop of the Hotel, near the west facade. A Global Positioning System (GPS)
antennae measuring 12 inches in height will also be installed on the west facade
of the Hotel.
Existing Development
The site is currently occupied by the Doubletree Suites Hotel, a multi -story hotel.
Surrounding Land Uses
The surrounding properties are all zoned Tukwila Urban Center, or TUC. To the
north is the Southcenter Plaza office building and a Chevron Gas Station. To the
east is the Tukwila Pond and the Southcenter Plaza strip mall. To the south is
another strip mall housing a variety of retail uses. Also located on the site of the
Hotel is the Outback Steakhouse restaurant.
BACKGROUND
The Doubletree Suites Hotel has been approved for two other PCS base stations,
under applications brought by Sprint Spectrum (L96 -0035) and GTE Wireless
(L96- 0061).
CONDITIONAL USE CRITERIA
The proposed project must conform with criteria detailed in TMC 18.64.050, (1 -5),
concerning Conditional Use Permits:
(1) The proposed use will not be materially detrimental to the public welfare or injurious to the
property or improvements in the vicinity of the proposed use or in the district in which the
subject property is located.

The applicant has included South and East Elevations (Attachment A) and North
and West elevations (Attachment B) of the hotel that show how the antennae will
be mounted onto the hotel facade and the proposed location of the operating
equipment. The antennae will be mounted on the northwest, southwest and
southeast sides of the building, although the applicant's plans do not accurately
represent the manner in which the building curves. Attachment C is a
photosimulation that approximates the dimensions of the antenna on the facade,
although it does not accurately represent their proposed locations.
The proposed antennae and related equipment are telecommunications
equipment that fall within the safety parameters set by the American National
Standards Institute (ANSI). All operating equipment will be located on the
rooftop of the Hotel, as indicated in the Roof Plan (Attachment D).
(2) The proposed use shall meet or exceed the performance standards that are required in the
district it will occupy.
The maximum allowed height in the TUC zone is 115 feet, which the location of
the antennae or ground equipment does not exceed. No other development
standards apply to this project.
(3) The proposed development shall be compatible generally with the surrounding land uses in
terms of traffic and pedestrian circulation, building and site design.
As with similar uses, the PCS system will generate trips during the construction
period and, following the completion of construction, up to 1 trip per month for
maintenance, No other impacts to pedestrian or transportation movements are
anticipated. The proposed facility utilizes an existing building instead of creating
a separate structure to support the antennae.
(4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land
Use Policy Plan
This project must comply with the following Comprehensive Plan policies and
meet necessary Zoning Code regulations.
12.1.34. Actively coordinate project implementation with individual utilities based upon
Tukwila's Comprehensive Plan and development regulations.
The applicant will secure separate telephone and electrical services.

12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of
facilities where technically feasible.
Implementation strategies for this policy include the use of shared infrastructure
and use of existing structures. The applicant will be using the facade of a
building that has been previously approved for other PCS base station sites.
The applicant has proposed painting antennae to match the color of the building.
The applicant will site the operating equipment away from the building parapet .
5) All measures have been taken to minimize the possible adverse impacts which the proposed
use may have on the area in which it is located.
As indicated above, the applicant has proposed painting the antennae to match
the color of the building. The cable to connect the antennae and the operating
equipment will be brought directly through the parapet wall. In addition, staff
has discussed several options with the applicant to reduce the visual impact of
the antennae on the facade, listed below:
1. Staff requested that the antennae be mounted flush with the wall. The
applicant indicated that the antennae required mounting at a minimum of
12 inches from the building to provide adequate and safe support for the
antennae and to ensure adequate room for maintenance.
2. Staff requested that the antennae be mounted horizontally along the top of
the parapet. The applicant indicated that the technology requires vertical
mounting to be effective.
3. Staff requested that non - functioning or 'false' antennae boxes be applied
along the entire facade to create a design effect below the parapet line.
Applicant looked at the proposal with their staff, who agreed to it in
concept.
On further consideration and discussions with the applicant, staff
' withdrew the request, as it was felt that the solution would not provide
enough 'added value' to the facade and may result in an overall negative
result.

The Planning Commission, pursuant to Tukwila Municipal Code (TMC) Section
18.108.040, hereby makes the following findings and conclusions under the city's

Staff and the applicant have attempted different mounting techniques to mitigate the
visual impacts of the proposal, which have not been technically feasible or aesthetically
pleasing.

a public hearing before the Planning Commission on February 26, 1998 at 7:00 p.m.
The next step is for you to install the notice board on the site within 14 days of the date of this
letter. You received information on how to install the sign with your application packet. If you
need another set of those instructions, you may obtain them at the Department of Community
Development (DCD). Also, you must obtain a laminated copy of the Notice of Application to post
on the board. This notice is also available at DCD. After installing the sign with the laminated
notice, you need to return the signed Affidavit of Posting to the our office.
This determination of complete application does not preclude the ability of the City to require that
you submit additional plans or information, if in our estimation such information is necessary to
ensure the project meets the substantive requirements of the City or to complete the review

II. INTRODUCTION
USWEST Communications is in the process of developing a new cellular telephone system
called Personal Communication Services, or PCS. PCS is a unique combination of
telecommunication services that will provide the public with the next generation of wireless
devices, such as: compact cellular telephones with paging and voice -mail service, wireless fax
machines and fax modems, and an array of other customized mobile equipment. When fully
developed, PCS will allow for an all -in -one telecommunications device combining multiple
services in a single wireless telephone.
PCS uses new digital technology to produce a higher quality transfer of voices and data versus
the older analog /digital systems that are currently being used by many wireless telephone service
providers. This digital technology also accommodates the transfer of data and graphics. In
addition, PCS operates at a higher frequency, around 1,900 megahertz, and broader frequency
band than conventional cellular. This allows for more simultaneous callers.
In order to provide these services, USWEST is developing a PCS network in Seattle. PCS works
by splitting a region into smaller geographic areas called cells, each cell is served by a
transmitter and receiver or base station. As a caller moves across the landscape, the call is passed
or "handed -off' from one base station to another. Each base station is connected to a mobile
telephone switching office, which is linked to the land based phone network serving your home
or office.
Individual base station site locations, such as the proposed site, are selected based on a number of
considerations related to topography, distance from other base stations, proximity to traffic
corridors, and other technical features. USWEST engineers utilize computer modeling and radio
testing to determine potential sites. Because PCS base stations consist of very low powered
transmitters, which cover a relatively small geographic area, there is limited flexibility in site
selection.
USWEST tries to locate its sites where the impact to local residents is minimal, such as the
proposed facility mounted to the parapet of the Double tree Hotel. This proposed PCS base
station facility located on Southcenter Parkway is designed to provide PCS service to this portion
of Tukwila, including portions of I -5 and 1 -405. When developed, this facility will connect to
other neighboring facilities in the network allowing for uninterrupted PCS service in Tukwila.

The proposed PCS facility consists of the installation of six panel antennas to the parapet of the
double Tree Inn Building. The antennas will be attached to three support structures (two g
antennas per structure) on the northwest, southwest and southeast sides of the building. Each
panel antenna is approximately three feet, six inches long and six inches wide. The antennas will _

The site is located at 16500 Southcenter Parkway on the Double Tree Inn building. The property z,
and surrounding properties are zoned Tukwila Urban Center (TUC). The facility meets all 0

applicable development standards of the zone, including height limitations and setback 0 -`
requirements. The proposed facility is conditionally permitted pursuant to Section 18.28.040.14
of the TMC.
Access to the facility will be taken through the interior of the existing structure to the roof and
will not be accessible to the public. The facility is unmanned and following construction there
will be only monthly visits by a service technician to ensure that equipment is functioning
properly.
V. RESPONSE TO CONDITIONAL USE CRITERIA
Requirements of TIVIC18. 64.050
The following criteria shall apply in granting a conditional use permit:
1. The proposed use will not be materially detrimental to the public welfare or injurious to the
property or improvements in the vicinity of the proposed use in the district in which the

subject property is situated;
The facility is designed to have a minimum visual impact. The equipment cabinets are to be
placed on the roof of the building, below the parapet. The antennas will be painted to match the
color of the building. During operation the site will be inaccessible to the public and unmanned,
and it will generate only one visit per quarter for maintenance purposes. The facility does not
emit harmful rays, noxious odors, heat, excessive noise or pollutants. The public will be
unaffected by this site.
2. The proposed use shall meet or exceed the performance standards that are required in the
district it will occupy;
There are no emissions, pollutants, hazardous materials or excessive noise associated with this
facility, therefore, the performance standards in 18.28.080 are not applicable. The proposed
facility complies with all State and Federal standards.
3. The proposed development shall be compatible generally with the surrounding land uses in
terms of traffic and pedestrian circulation, building and site design;
The proposed use requires only one maintenance visit per quarter which will generate no
measurable amount of traffic to the property or surrounding district. The rooftop equipment will
be out of view and screened by the building's parapet. The antennas will be painted to blend in
with the building to have minimal visual impact. The site is compatible with the existing use, for
currently there are a number of wireless communication facilities on the site.
4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land
Use Policy Plan;
• Policies for non -city owned utilities:
12.1.34 Actively coordinate project implementation with individual utilities based upon
Tukwila's Comprehensive Plan and Development regulations.
Based upon the nature of this project, implementation is consistent with Tukwila's
Comprehensive Plan and Development regulations and does not require further coordination with
individual utilities due to type of facility and location. The site has been located in such a
position so as not to interfere with existing communication facilities.
12.1.36 Encourage utilities to consolidate facilities and minimize visual impacts of facilities
where technically feasible.
USWEST seeks to collocate with other wireless telecommunications providers when project
scheduling, design and construction feasibility are possible. This Iocation uses an existing
structure instead of building a new monopole. In the case of this particular site, Sprint. GTE and

a paging antenna are currently at this location. This site maximizes the use of an existing
structure without negatively impacting the community. The facility is optimum from the
standpoint of the City of Tukwila Comprehensive Plan in consolidating utility facilities.
The facility will have a minor visual impact on the district. The antennas and equipment cabinets
will be located on the roof of an existing eight -story hotel and will not be visible from the
ground. The equipment cabinets will be placed below the parapet out of view from the public.
Locating numerous wireless communication facilities in a close proximity to one another brings
up a number of design and engineering challenges. In order not to interfere with the existing
wireless communication facilities, it is necessary to locate the antennas on the parapet. With the
height of the building they will not be noticeable from the surrounding community. The
antennas will be painted to blend in with the color of the building to have minimal visual impact.
5. All measures have been taken to minimize the possible adverse impacts which the proposed
use may have on the area in which it is located.
USWEST proposes to locate the equipment cabinets and antennas on the roof of an existing
structure. The location should have no impact on the surrounding district. This building is the
tallest structure within the surrounding area and meets the engineering requirements of the I -5
and 405 location.
Maintenance visits to the site will be only once a month, and therefore, will not affect the
surroundings. The proposed communication facility will be in a secured building which is
inaccessible to the public. PCS uses low power and operates at a frequency that meets all
requirements for the health and safety of the community. This is a very suitable location for this
installation and it will have minimal impact on adjoining properties.

The site meets the development and performance standards of this section.
VI. CONCLUSION
USWEST Communications - Wireless requests a Conditional Use Permit to build a wireless
telecommunications facility near I -5 and I -405. The Double Tree Inn is the most inconspicuous
location for this installation. The height and bulk of the building compared to the limited size
and matching color of the antennas will make it difficult to see the facility. Due to the terrain
and surrounding structures this location is the only spot that can fulfill design and engineering
requirements. Additionally in order to meet the needs of the community it is vital to be located
in this area. This building is the tallest structure in the neighborhood and gives us the
opportunity to use an existing structure without having to build a separate monopole to attain
necessary coverage. The facility will not have a negative impact on the surrounding community,
rather it is being placed there to serve it.
