We have received Jerome Diepenbrock's letter of January 30, 1998, withdrawing your
application for a Comprehensive Land Use Plan Comprehensive Plan and Zoning Map Rezone change for the proposed
development at 5950 Southcenter Boulevard.
Enclosed please find the application checks for $1,400.
We understand that you wish to proceed with a request for a zoning exception to address
the split -zoned lot per TMC 18.080.040. Once we review the requirements for this type
of application, we will contact Mr. Diepenbrock directly with information about how to
proceed with the application.

Per our telephone conversation, this letter will review the actions which you should take
now that you have decided to withdraw your application for a Comprehensive
Plan/Zoning Code amendment to accommodate construction of a self-storage facility at
5950 Southcenter Boulevard.
Cancel Comprehensive Plan Amendment Application
Please send me a letter formally withdrawing your Comprehensive Plan application from
consideration . Once I receive the letter, I will refund your application fee.
Administrative Determination of Parking Requirement
Per TMC 18.56.100, please provide us with information supporting your view that a
proposed self-storage facility has specific parking needs not anticipated by the Zoning
Code. The Director of the Department of Community Development will make a
determination based upon the requirements of the most comparable use.

Review Process:
We have received your application for a Comprehensive Plan/Zoning Code Amendment
for the Southcenter Boulevard Mini - Storage project at 5950 Southcenter Boulevard.
The schedule for public meetings has not yet been finanlized, but we anticipate a public
meeting with the City Council in mid - March. At that time, the City Council will decide
whether or not your application should be considered for Planning Commission review.
Additional Information Required:
We have determined that your application is not yet complete. We are unable to conduct
staff review of your application until you provide fuller, more specific responses to
several questions on the application and furnish the materials required on the application
checklist. Please furnish the following information and materials to us not later than
January 26, 1998:

The burden of proof in demonstrating that a change to the Comprehensive Plan or Zoning Code is warranted
lies solely upon the proponent. The greater the degree of change proposed, the greater will be the burden of
showing that the change is justified. The Planning Commission and the City Council will review your proposal
using the criteria listed below. It is essential that you describe in a clear and precise manner why the

Application Checklist
The materials listed below must be submitted with your application unless specifically waived in writing
by the Department. Please contact the Department if you feel certain items are not applicable to your
project and should be waived. Application review will not begin until it is determined to be complete.
The initial application materials allow starting project review and vesting the applicant's rights. However,
they in no way limit the City's ability to require additional information as needed to establish consistency
with development standards.
Department staff are available to answer questions about application materials at 206 - 431 -3670.
