ROLL CALL MABEL HARRIS, Council President; MARILYN STOKNES; JOAN HERNANDEZ; DENNIS ROBERTSON; and CLARENCE MORIWAKI. MOVED BY HARRIS, SECONDED BY STOKNES, THAT COUNCILMEMBER DUFFIE BE EXCUSED FROM THE MEETING. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY STOKNES, THAT COUNCILMEMBER BAUCH BE EXCUSED FROM THE MEETING. MOTION CARRIED. OFFICIALS LAWRENCE E. HARD, City Attorney; MAXINE ANDERSON, City Clerk; ROSS EARNST, City Engineer. Jim Stevens, representing the Black River Quarry Coalition, explained they are a group of concerned citizens that believe the County is wrong in its pursuit of a mass burn incinerator and they are devoting their efforts to stopping this plan. They are dedicated to the quality of life in our community that supports the living standards we are accustomed to in the Northwest. They are supporting efforts in the community that promote responsible waste reduction and, if they are asked they would participate in developing such programs as citizen education, recycling, composting and re -use. He urged Council to look at curb -side programs first. This type of program has proven to be the most successful form of Com- munity recycling. Let's be a leader in innovative programs and not wait for King County's direction. Time is short and we can wait too long. They have laid the ground work but still need financial support from the City and the local businesses. Mr. Stevens showed a video tape provided by Council Member Moriwaki on the Reuter Resource Recovery, "Waste not, want not." ABWA Education Mayor Van Dusen read a Proclamation declaring May 1988 as Month ABWA Education Month in recognition of ABWA's role in assist- ing women in our community to advance through education. He presented a copy of the Proclamation to Deborah Thompson Jones, Chairman of the Education Committee for the local American Business Women's Association. Dr. Silver, Superintendent of the South Central School Dis- trict, gave a slide presentation showing the existing School facilities and ending with information on the Bond Election to be held May 17, 1988. Passage of the Bond Election will support the District's long range facilities plan, including: TUKWILA CITY COUNCIL, REGULAR MEETING May 2, 1988 Page 2 SOUTH CENTRAL SCHOOL DISTRICT BOND ISSUE (continued) APPOINTMENTS BY THE MAYOR Reappointment of Jerry Hamilton to Planning Commission Appointment of Lee Cagle to Planning Comm. CONSENT AGENDA OLD BUSINESS 00 74 In order to pass this election, 812 people must vote and 60 or 487, must vote in favor of the proposal. Mayor Van Dusen explained that Mr. Hamilton is unable to attend a Council meeting until July but he is willing to meet with Council Members during the day. He asked the Council to concur with his recommendation of appointment of Jerry Hamil- ton to position No. 1 on the Planning Commission. MOVED BY HARRIS, SECONDED BY STOKNES, THAT JERRY HAMILTON BE REAPPOINTED TO POSITION NO. 1 ON THE PLANNING COMMISSION. Council Member Robertson said he would like a chance to meet Mr. Hamilton because he does not know him. The Planning Commission and the Board of Adjustment are very important. They both can have a dramatic impact on the City. *MOVED BY ROBERTSON, SECONDED BY MORIWAKI, THAT THIS APPOINT- MENT BE TABLED FOR TWO WEEKS. MOTION CARRIED WITH HARRIS VOTING NO. MOVED BY HARRIS, SECONDED BY STOKNES, THAT COUNCIL CONCUR WITH THE MAYOR'S APPOINTMENT OF LEE CAGLE TO POSITION N0.5 ON THE PLANNING COMMISSION. Mr. Lee Cagle introduced himself and said he has worked at N.C. Machinery for 24 years. He is a graduate of the Univer- sity of Washington with a degree in Business Administration. Council questioned Mr. Cagle as to his experience, his opin- ion and philosophy on land use. The questions were answered in a very knowledgeable, professional manner. *MOTION CARRIED A. Attorney Hard read, "An ordinance, adopted by emergency, authorizing the acquisition by negotiation or condemnation of a permanent storm drain /overflow easement and of a temporary haul road easement on property described below, as described below, to be used for the purposes of and in connection with construction (temporary easement) and operation (permanent easement) of the North Hill Reservoir and Pump Station." MOVED BY STOKNES, SECONDED BY ROBERTSON, THAT ORDINANCE N0.1461 BE ADOPTED AS READ. Council President Harris referred to a letter from Michael Bergstrom, son of Carl Bergstrom, 14921 57th Avenue South, concerning an ordinance on the agenda authorizing condemna- tion proceedings against a portion of property owned by his parents. Council President Harris called attention to the title of the ordinance which reads "by negotiation or condemnation She will write a letter to Mr. Bergstrom and explain this. Council stressed the point that they want negotiations to continue. Attorney Hard explained that once the ordinance is passed they will file the condemnation action to help precipitate the negotiation process. If they cannot settle they will proceed with the condemnation action. The problem is that they have a mandate from the Public Works Department, they have to get started with the construction and they can't start until they get the land. Mayor Van Dusen said that the citizens need the reservoir, the pressure on the hill has become a significant problem. Attorney Hard said they will never cease negotiating, they are prepared to settle at any time. Council again stressed that the emphases be on negotiations to get this resolved. MOTION CARRIED MOVED BY STOKNES, SECONDED BY MORIWAKI, THAT COUNCIL APPROVE BUDGET TRANSFER N0.88 -04 IN THE AMOUNT OF $345,000 TO PROVIDE FUNDING FOR THE CONSTRUCTION CONTRACT AND CONSTRUCTION ENGI- NEERING FOR THE PROPOSED SUPPLY CONTROLS AT THE SEATTLE TAPS IMPROVEMENT. MOTION CARRIED. MOVED BY STOKNES, SECONDED BY MORIWAKI, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. Attorney Hard read, "An ordinance of the City of Tukwila, Washington, repealing Ordinance No.s 12.20 and 1225 and amend- ing Chapter 16.52 of the Tukwila Municipal Code to meet the new Federal regulations, effective October 1, 1986, for flood plain management and model flood damage prevention policies as required of jurisdictions participating in the National Flood Insurance Program." Council decided that this ordinance needs further discussion. TUKWILA CITY COUNCIL, REGULAR MEETING May 2, 1988 Page 4 REPORTS Proposed Mayor Van Dusen reported that the Citizens of the proposed Annexation, annexation referred to as Riverton II will meet Wednesday, Riverton II May 11,1988 at 7:00 P.M. at Foster High School to hold a question- and answer session. Planning Staff is working with them. Utilities Committee Traffic Problem ADJOURNMENT 9:55 p.m. (80/RM.5- 2.1 -2) 0 78 MOVED BY HARRIS, SECONDED BY ROBERTSON, THAT THE PROPOSED ORDINANCE ON FLOOD PLAIN MANAGEMENT BE REFERRED TO THE NEXT COMMITTEE OF THE WHOLE MEETING. MOTION CARRIED. Council Member Stoknes reported that a discussion on Water rates would be on an agenda for a Committee of the Whole Meeting. Council Member Robertson discussed a traffic problem involv- ing pedestrians that he observed on the weekend. One car, passed a stopped vehicle on the wrong side, almost hit a young couple walking along the road edge. At that point on Slade Way there is no traffic signing. He asked where the City stands because we have a trail that dead ends at that point. It is a very dangerous spot to walk.
