The modifications included painting the split face block, using scoring smooth block for the accent band, creating the pilaster details on the east elevation and adding trees in the parking lot and at the southwest corner of the building. The net result is that the final building design shall be consistent with the BAR approved design from December 14, 1995, except as modified last night. Your building permit is under review, currently in the Public Works Department. Before Planning can give a final sign off to the building permit, you will need to formally submit revisions for the permit to the Building Permit which meets the BAR approved design. Modification to Application Following that meeting, the application as follows: 1. The color of the base of lighter. 2. The changes address this concern: The subtle change in color of the pleasant contrast to the roof color. The 4 foot high building base split face block color will be the lighter shade of "terra- cotta", Sherwin Williams Paint color No. 2300. 2. The accent stripe located above the window head will be 8" high smooth face concrete block with vertical scores at 8" o.c and will be painted to match the building base color. 3. 16" wide by approx. 6" deep concrete block pilasters will be located between every other garage door located on the east side of the building. These pilasters will extend from the pavement to the bottom of the metal fascia. The two columns located at the building entry will also have the same shape of the pilaster for elevation continuity. 4. Two additional "shore pine" trees will be located at the southwestern corner of the building. The size of these trees will match the size of trees already planned elsewhere on the site. 5. Two additional "diamond shaped" landscape islands will be placed in the planting row located east of the building and will match the size of the planters already planned. One "Seedless Mb" tree will be placed in each island to match the trees already planned. 6. A 6 foot wide x 16 foot long x 3 foot high split face concrete block planter will be placed at the base of the signage pole. The concrete block will be painted to match the building base color. The steel sign pole will be painted the "almond" color to match the building exterior wall located above the 4' high base. One copy of the colored exterior elevations were delivered to you yesterday. A copy of sign elevation is attached for your records. Given the 9bove modifications, it is my understanding that your department will now be able to recommend approval of the current application to change the exterior of the building to painted concrete block. Mr. Malina was excused. Representing the staff were Jack Pace, Vernon Umetsu, John Jimerson, and Sylvia Schnug. There were no citizen's comments on items not included on the agenda. MR. NEISS MOVED TO APPROVE THE MINUTES OF DECEMBER 14,1995. MR. LIVERMORE SECONDED THE MOTION AND THE MOTION WAS UNANIMOUSLY APPROVED. L95-0066: Good Guys Vernon Umetsu presented the staff report. The applicant is proposing to increase the wall sign size from 150 sq. ft. to 185 sq. ft. The applicant is allowed a sign of up to 355 sq. ft. per the Sign Code. Dana Warren, Segale; P.O. Box 88050, Tukwila: Mr. Warren stated that the proposed sign is smaller than the existing "Smith's" sign and clarified that it is the center -most "Smith's" sign which is being replaced. Mr. Marvin closed the public hearing at 7:10 p.m. MR. MERYHEW MOVED TO APPROVE L95 -0066 AS PRESENTED, BASED UPON STAFF'S FINDINGS AND CONCLUSIONS. MS. STETSON SECONDED THE MOTION AND THE MOTION WAS UNANIMOUSLY APPROVED. L95 -0067: South Lot Development Vernon Umetsu presented the staff report. The proposal is for a cooperative parking lot agreement, which would reduce the minimum required parking from 491 parking spaces to 475 spaces. Mr. Umetsu clarified that the request shown on the cover page of the staff report should have been corrected pursuant to staffs analysis as to what is necessary in order to legally build the restaurant. That analysis is shown on page three. The total new parking requirement is 845 spaces for the Pavilion Mall, and 150 spaces for the proposed restaurant, equaling 995 spaces total. The site parking supply is shown as being 450 spaces on the main lot of the Pavilion Mall and the South Lot is proposed at 476 spaces; with a total of 934 spaces. The applicant concurs with staff's analysis. The parking study submitted by the applicant demonstrates the adequacy of parking under existing conditions. Staff also reviewed the situation if the Mall were to have a level of customer activity equal to what is typically seen in the Southcenter CBD. That analysis concluded that the Mall provides 3.5 spaces per thousand gross square foot area, which is among the highest parking ratios provided by retail developments in the Southcenter area. Based upon that, staff feels there is adequate parking with the cooperative parking agreement, even considering the new restaurant going in and considering all operations would increase in customer activity in the future. Additional pedestrian access would be required once that increased customer activity occurred. Based on those findings and conclusions and the findings and conclusions of the applicant's parking study, staff recommends approval of the proposed cooperative parking agreement. The applicant will be leaving the stream on the southwest corner of the property open, rather than culverting it, and as a result, two parking spaces may be lost. The applicant has changed his request to reduce the parking load by 63 instead of 61 spaces. Mr. Meryhew asked if the stream would be fenced. Mr: Umetsu said it is not proposed to be fenced at this time, but could be if required. Steve Crocker, Tramell Crow, 5601 6th Ave. S., Seattle, Wa: Mr. Crocker stated that they agreed with staffs recommendations and conclusions. There were no citizen's comments. Mr. Marvin closed the public hearing. The Commissioners agreed that they think parking will be adequate. Mr. Meryhew re- stated that he was concerned with fencing the stream. MR. This proposal is for design approval of a 4.79 acre parking lot. The proposed design of the parking area is typified by a perimeter of 10 -15 feet of landscaping, with groundcover, shrubs, and large stature deciduous trees every 40 feet. The applicant has proposed Flame Ash trees for the perimeter, but staff has noted that the CBD Street Tree Plan requires Red Maples. Interior parking areas have been broken up with Cherry Trees. Pedestrian access to the interior parking spaces is provided by an eight -foot wide concrete walkway. Mr. Marvin asked if the existing stand of trees will be removed and replaced. Mr. Umetsu said they would be removed and replaced with shrubs and deciduous trees. Mr. Crocker said they didn't have a problem with fencing the stream. Mr. Umetsu stated that because of the tightness of the stream to the parking area, they would have to use a trellised system to screen the headlights from shining off -site. Mr. Livermore said he didn't have a problem with the project as long as the stream was fenced. The other Commissioners concurred. MR. LIVERMORE MOVED TO APPROVE L95 -0058 BASED UPON THE FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS OF THE STAFF AND ADDING ONE ADDITIONAL RECOMMENDATION THAT THE STREAM ON THE SOUTHWEST PORTION OF THE SITE BE SCREENED ADEQUATELY THAT NO CHILD CAN GET THROUGH. MR. MERYHEW SECONDED THE MOTION AND THE MOTION WAS UNANIMOUSLY APPROVED. Mr. Livermore disclosed that he was involved in indirect ex -parte communication regarding the Les Schwab Tire project. He received a phone call from Arlin Collins of C DA Architects. Mr. Livermore described their conversation for the record. He added that he felt the conversation has not influenced him, and he can render a fair decision on this application. There were no objections by the applicant or the audience to have Mr. Livermore hear and act on the Les Schwab proposal. L96- 0001 :: Les :Schwab Tire John Jimerson presented the staff report. The project was approved on December 14, 1995. Since then, the applicant decided that the color scheme they had presented was not appropriate and have requested this modification. Mr. Jimerson clarified that the only change they were making was a change from the split -faced block to painting over the blocks with a muted colonial red on the bottom band and an off -white almond color in the middle. The applicant is not proposing to alter the approved landscape plan. Staff felt the change in color would eliminated the texture and richness of the color. The applicant has agreed to add landscaping to soften the bays. The applicant has added depth to the entry columns and on every other pylaster on the service bays. The applicant has also provided a flower planter box around the base of the sign. It would be approximately six feet by sixteen feet. Mr. Livermore asked if the additional landscaping changes the ratio of parking. Mr. Jimerson said it does not change the parking. These changes have provided a design which is comparable to what was originally approved in terms of variety, detail and visual interest. I--. o Z w 0 z Planning Commission /BAR Minutes January 25, 1996 Amy Kosterlitz, Buck & Gordon, 1011 Western Ave., Seattle 98104: Page 5 Ms. Kosterlitz stated she wanted to lend support to the staff recommendation to approve the revised project as consistent with the design review ordinance. The reason for the revision was Les Schwab's need to have painted block with colors closer to their traditional corporate image, rather than the natural split -face block originally approved. Les Schwab has made a significant compromise from its traditional colors by muting them. Ms. Kosterlitz then introduced Paul Casey, the project architect. Paul Casey, 10116 36 Ave. Ct. SW., #109, Tacoma, WA 98499: Mr. Casey presented a slide show which featured other Les Schwab stores throughout the area. The two proposed colors are an almond for the primary exterior wall surface and the lighter colonial red below and also used on the accent strip. The pilasters were added to the eastern side of the building to add interest to that area. Planting has been added to the street side of the building and to the parking lot. A block base has also been added to the sign. Mr. Meryhew asked if there was a significant cost increase to maintain an unpainted versus painted surface. Mr. Casey said there is a tendency for the unpainted block to stain. The best way to protect block is to paint it. Mr. Casey added that the proposed colors are in harmony with Home Depot's colors (he passed around a color wheel). Mr. Marvin closed the public hearing. Mr. Meryhew said he likes the previously approved colors better than these presented this evening. However, Les Schwab has made a good effort to satisfy. Tukwila's requirements. Mr. Livermore said he also liked the previous submittal better, but this color scheme does fit within the BAR criteria. MR. Points of entry from S 180 ST are located near the west and east boundaries of the Home Depot site. BACKGROUND. On December 14, 1995, the BAR approved the design for the Les Schwab Store. At that meeting, several members of the BAR expressed their appreciation of the high quality design of the building and its appropriateness for being located at this primary entrance into the Tukwila CBD. Shortly after that meeting, the applicant requested administrative approval to paint over the block material with Colonial Red and Almond colored paints. Staff believes the proposed change is a substantial departure from the BAR approved plans, and thus cannot be approved administratively. We discussed the possibility of administrative BAR Staff Report L96 -0001 Page 3 approval of a compromise of painting the mid - section with the almond color and maintaining the bottom band with the approved red block. With that solution, the red block would provide a heavy textured brick appearance which would visually anchor the building, provide variety and visual interest, and therefore avoid monotony of design through variety of detail. The applicant did not accept that compromise as a possible solution so it was not further pursued. Subsequently, the applicant filed this request to the BAR. DECISION CRITERIA This project is subject to BAR review as required under TMC 18.60.030(2)(A)(ii) due to building exceeding 10,000 square feet in the CM zone and the site being within 200 feet of the Green River. Since the proposal is to paint the building and change the color, only the criteria related to building design are presented below. The applicant response to the criteria is contained in Attachment "B ". The staff report and minutes from the original review of December 14, 1995 are contained in Attachments "C" and "D ". (4) Building Design a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings. b. Buildings should be to appropriate scale and in harmony with permanent neighboring developments. c. Building components- such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure. d. Colors should be harmonious, with bright or brilliant colors used only for accent. e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. f. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design. g. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. Also, there is a series of overhead doors at each of the service bays. These doors provide a significant restriction on the options available for achieving a quality design. These doors /service bays are a type of "service area" that are addressed in the BAR guidelines. TMC 18.60.050(1)(B) states that service areas should be located, designed and screened. TMC 18.60.050(3)(F) states that screening of service yards and other places which tend to be unsightly, should be accomplished by use of walls, fencing, planting or combination. These difficulties in design were overcome by the use of the natural appearing block which provided texture, contrast, variety, and richness and warmth and color. There will be less contrast and visual interest between the block and the roof and grid accent details (TMC 18.60.050(4)(a,d &g). , CONCLUSIONS Building Design 1. The previously approved building design provides a level of quality consistent with recent developments in the CBD. The provision of split face block with integral muted colors and bright accent details resulted in an acceptable quality of development despite the lack of building modulation and presence of several service bays and roll -up doors. 2. The proposal to paint the block to an off -white "Almond" color and a "Colonial Red" would eliminate the richness of color, texture and contrast provided by the previous approved materials. 3. The painting of the block will eliminate significant design features that had previously outweighed the weaknesses of the building design, namely the lack of modulation and the presence of several service bays and roll up doors. 4. There have been successful projects in the CBD in which the chain stores have departed from their typical store design. Burger King on Andover Park West makes extensive use of natural colored split face block as does Target on Strander Boulevard. Mervyn's also departed substantially from their standard building design in favor of brick material. RECOiMENDATIONS Based on the information we have at this time and review of the BAR criteria, the Planning Division recommends denial of the project. The applicant has requested to meet with staff prior to the hearing, for the purpose of exploring resolution of the issues described in this report. BACKGROUND A short plat of the Home Depot site which creates two new lots along 180th Street have been approved, including this Les Schwab site and a second pad located at the southeast corner of the site. A shoreline permit was required because the site is within 200 feet of the Green River (south of 180th Street). The shoreline permit cannot be issued until completion of the SEPA process. December 13th is the earliest the shoreline permit may be issued. In order to vest their rights under the old zoning ordinance, the applicant submitted a building permit application prior to adoption of the new zoning ordinance. Therefore, the project is subject to the requirements of the previous code. Required parking under the old code in which this is vested is 2.5 spaces per thousand square feet of floor area. The new code has increased the parking requirement to 4 spaces per thousand. z Staff Report to the Board of Architectural Review Page 4 L95 -0051: Les Schwab DECISION CRITERIA This project is subject to BAR review as required under TMC 18.60.030(2)(A)(ii) due to building exceeding 10,000 square feet in the CM zone and the site being within 200 feet of the Green River. Board Review Criteria are shown below in bold, followed by staff discussion. The applicant response to the criteria is contained in Attachment "B ". 18.60.050: General Review Criteria. (1) Relationship of Structure to Site. a. The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movements.. .b. The height and scale of each building should be considered in relation to the site. 'The front yard landscaping exceeds the minimum 15 foot requirement. The building is 50 to 60 feet from South 180th Street, with most of the area between the sidewalk and building landscaped. There are no pedestrian links proposed between the building and the sidewalk along the frontage. The parking layout will not substantially change with this proposal. The placement of the building at the southwest corner of the site will screen some of the existing parking. Where there are parking lot modifications, new landscape islands are provided in a manner consistent with the existing parking lot. The loading and service area is located behind the north wall of the building, screened from view from S. 180th Street. (2) Relationship of Structure and Site to Adjoining Area. • a. Landscaping in the transition consists of landscape islands consistent with the larger parking lot in which it is located. The project will be served by two existing driveways from S. 180th Street. The main entrance into Home Depot is signalized. An unsignalized entrance is located to the west of the building. Replacement of the existing street trees with Flame Ash will appropriately implement the CBD Street Tree Plan pursuant to City Council Resolution No. 1276. 6. Additional landscaping could be provided which furthers the intent of the sideyard landscaping requirement by providing a comparable area of landscaping between the building and the eastern property line and without detrimental effects on the integration between the adjacent parking lots. Building Design 7. The building design provides a level of quality consistent with recent developments in the vicinity. 8. The proposed white color roof is inconsistent with BAR criteria 4(d) that discourages use of bright or brilliant colors except as accent. A muted tone would also not appear to age as fast as a white roof. Miscellaneous Structures and Street Furniture 9. The two proposed signs are compatible with the proposed building design. The wall sign is in scale with the entry fascia on which it is located. 10. The trash enclosure is integrated with the building through use of the same materials. RECOMMENDATIONS The Planning Department recommends approval of the proposed project with the following conditions: 1.
