There are three basic steps in the short plat approval process: 1. Preliminary Approval This letter constitutes your preliminary approval. The application was reviewed by the Tukwila Short Subdivision Committee and approved with conditions. The conditions imposed are to ensure the short plat is consistent with the City's policies and regulations. PRELIMINARY APPROVAL CONDITIONS Utilities a. Infiltration trenches for Lots 2 and 3 shall be constructed according to the plans approved by the Public Works Department. b. Pursuant to the Tukwila "underground ordinance ", all utilities shall be placed underground. c. Installation of the sewer and water lines to the lots as proposed in the utility plan approved by the Public Works Department. These require a minimum of 12 feet of paving with 4 foot shoulders on each side capable of supporting a fire engine. General application and those identified above as a conditions of approval. Expiration g. The final approved short plat must be filed with the King County Department of Records by March 9, 1997, six months from the date of this preliminary approval or the application will expire. The City may grant one six month extension if requested in writing prior to the expiration date. • • 2. Final Approval The next step is to comply with the conditions of approval and install the required site improvements. Installation of the site improvements may be delayed up to six months beyond final approval when a financial guarantee is provided to ensure installation. L96 -0007 Page 3 After the documents have been found to be in order, and the all of the requirements of the short plat have been met, the Chairman of the Short Subdivision Committee signs your short plat which constitutes a grant of final approval. 3. Recording It is your responsibility to record the City approved short plat documents with the King County Department of Records. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. The signature of the Chairman of the Short Subdivision Committee certifies that your short plat application is ready for recording. You will need to pay the recording fees and submit your approved original short plat to the King County Department of Records (296- 1570). After recording, the County returns the recorded original to the City of Tukwila within 4 -6 weeks, at which time your short plat is considered complete. You can shorten this processing time by hand - delivering a copy of the recorded short plat to me. In many .circumstances, building permits on the short platted property may not be issued until a copy of the recorded short plat (or original) is returned to the Department of Community Development. E., Director Street Improvement Proportional Fair Share Agreement The proposed Easter short plat creating two new lots will increase the cumulative traffic emergency accessibility need and increased neighborhood access street traffic volumes. An access street on the 48 Ave S alignment between S 150 St and S 152 St will provide alternative emergency access, neighbor- hood traffic circulation that distributes volumes, and provide for the access streets functioning at access street use. An access street connecting S 150 St and S 152 St will mitigate the impacts by providing two emergency access routes and distributing neighborhood access traffic and providing for utilities including drainage and undergrounding. Owner of the above development agrees to: 1. Dedicate 20 feet of right -of -way along the eastern side of the short plat for street and utility use. 2. Pay a proportionate share of the 48 Ave S (S 150 St - S 152 St) construction costs based on the number of lots and be credited the value of the dedicated right -of -way against these costs. 3. Will waive the right to protest the formation of an L.I.D. for the improvements which includes the proportionate fair share conditions of item 2. This agreement shall be binding upon the parties, their respective heirs, legal representatives, assignees, transferees and successors, and runs with the land. This agreement shall be recorded by the City Clerk with the King County Auditor as required by RCW Chapter 35.91, and the cost of said recording will be paid by the City. So that the owner can remove encumbrances from the property caused by this requirement, the Owner can pay the City the Owner's pro -rata share for projected costs.
