We are currently reviewing your boundary line adjustment for property located at
Interurban Avenue South and 57 Avenue South in Tukwila. Gary Schulz, our Urban
Environmentalist, has visited the site and determined that the toe of the slope appears to
run along the southwest boundary of Parcel A.
A line ten feet above the edge of the slope was used by the Planning Commission as the
demarcation between the Regional Commercial Mixed Use and the Low Density
Residential zones, so this puts your parcels entirely within the RCM zone. A 10 foot
strip of rear landscaping with a fence or solid planting screen is required due to the
change in zones (TMC 18.52.030 (3) A).
Although the slope seems to be off -site, a buffer is reconunended to ensure that damage
will be minimized should the slope shift. The Planning Director is authorized to require a
geotechnical report, but Mr. Schulz has recommended that the report be waived if a
minimum 25 foot buffer from the toe of the slope to the curb of the parking area is given.
If you wish to contest this determination you will need to perform a geotechnical survey
and abide by the recommendations given in the report.
In addition the following information needs to be submitted before we can approve the
adjustment. First, we need a revised survey that shows topographic lines and all existing
structures on the two lots in question. Second, we need a parking plan showing the
buffer, landscaping strip, and how you intend to develop the added portion of Parcel A.
Before you develop the parking lot you will need submit a storm drainage plan to Public
Works to get a storm drainage permit. If the area you propose to pave is over 5,000
square feet you will need to conform with the King County Surface Water Design
Manual.
