These permits allow for installation of one portable building at Showalter for use as an administrative office and two portable buildings at Tukwila School for use as classrooms. The Planning Commission approved both permits with the condition that the CUP's will expire in ten years, unless new CUP's are obtained. SEPA Decision 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • (206) 431-3670 • Fax (206) 431-3665 May 23, 1996 L96 -0016 Page 2 FINDINGS VICINITY AND SITE INFORMATION Project Description: The South Central School District proposes to add two portable classrooms (1792 square feet each) to be located on the west side of the existing Tukwila Elementary School. The portables will displace about 4,000 square feet of lawn area. Location: The project address is 5939 South 149th Street. Access and Parking: The school is served by two parking lots which are accessed from S. 149th Street. No new parking is proposed. Landscaping: Landscaping consists primarily of lawn area as part of the playground. No new landscaping is proposed. Surrounding Land Uses and Zoning: North: SF Residential LDR South: SF Residential LDR East: SF Residential LDR West: SF Residential LDR Background: The project is located in the Low Density Residential zone (LDR) in which schools are identified as conditionally permitted uses. The applicant's response is contained in Attachment "B ". Staffs response is provided below: (A) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is situated. The site is located in a depression surrounded by steep slopes which isolates the site from adjoining neighbors. The exception to this is the single family neighborhood to the north, which share S 149th Street frontage with the school. The portables have a residential character with a 16' height, pitched roof, beige wood siding and dark brown wood trim. The 75 foot front setback exceeds the typical front setback in the LDR zone. Minimal lighting will be added. The applicant indicated exterior lights will be placed on the buildings, similar to the lights on the existing buildings. There should be little or no net increase in the amount of light visible from the property line as the new buildings will block the lighting on the existing buildings. (B) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy; There are four pertinent classes of standards in the LDR zone district: minimum setbacks, maximum floor area ratio, maximum building height and minimum parking required. Standard Required Provided Setbacks 5 to 30 feet 75 feet and up Height 30 feet max. 16 feet FAR 50% max. The modifications to the site will not change established vehicular traffic patterns and pedestrian circulation. (D) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. The Comprehensive Plan identifies the site as low density residential. Schools are considered to be facilities which should support neighborhood quality in addition to fulfilling their educational role (Page 73). (E) All measures have been taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. The proposal will not substantially change the character of the school operations and its impact on the neighborhood. The portables are in scale with the residential homes and are set well back from all property lines. CONCLUSIONS General Review Criteria (A) The proposed use will not be materially detrimental to the public welfare... The addition is compatible with surrounding properties. The buildings will be in scale with the single family neighborhood, and will be set back significant distances from property lines. Exterior lighting will be similar to lighting on the existing portables on site which will not affect adjacent properties to any significant degree. With no increase in staff or students, traffic is not likely to increase. (B) The proposed use shall meet or exceed the performance standards... The project meets the requirements of the zoning ordinance including setback, height, floor area ratio and parking. May 23, 1996 • L96 -0016 Page 5 (C) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. The development is compatible with the existing school facility and the surrounding residential uses. The traffic generated by the addition is not likely to increase, thus having minimal impact on vehicular and pedestrian circulation in the vicinity. (D) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. The use is identified as Low Density Residential by the Comprehensive Plan. Schools are considered to be a necessary part of residential neighborhoods. Consistent with that, they are allowed to locate in the LDR zone with a conditional use permit. (E) All measures have been taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. The SEPA review was completed on May 10, 1996. No probable significant adverse impacts were identified with this proposal. It is expected that the portable rooms will blend in with the existing school operation and will not impact the neighborhood. In addition, the City and the District have a mutual interest in the appropriate and careful utilization of public funds, especially in that the constituency for both entities is largely the same. In light of this, it has been determined to be in the best interests of the public to waive permitting fees for the relocation of three portable buildings on District property. This memorandum shall serve as authorization to you to waive those fees. That authorization is granted specifically by Mayor Rants. Additionally, I will be developing an interlocal agreement regarding the future treatment of permitting fees relating to activities of the District. We will likely limit any fee collection to actual dollar costs to the City due to external plan review.
