Patents on the product have been applied for in the US and UK, with the intent of eventual broad market coverage under the trademark "Matched Pair" (which has been allowed for registration in the US) . Initially, the clubs will be marketed in the western US, probably through Golf course Pro Shops and through Custom Club Makers. A modest amount of on -site retail sales is expected and provisions for display and demonstration are planned. This is an up- scale" quality product with unique features, and these characteristics are being reflected in the unique and "up- scale" nature of the planned facility. As a result of prior use of the property, most of the site was previously leveled (excavated) to the approximate grade of E Marginal Way S on the east boundry of the property. In doing so, an embankment was created along the south property line on South 130th Street as this street rises to the west. The western property line is the boundary between the NCC zoning of the site and the LDR zoning to the west. The residential property to the west is 13 to 16 feet higher in elevation than the site, with a steep bank running north. and south along this line. To the north, the adjoining commercial property is at a somewhat lower elevation than the site's elevation. The proposed development takes advantage of these difficult conditions by a planned lower level for the business in which the golf clubs will be produced, displayed and demonstrated. This will require considerable fill material between the structure and the adjoining property, which will be retained by a structural concrete wall on three sides of the lower shop level. From South 130th Street, the structure will appear to be a one -story residence, consistent with to adjacent residences to the west. From E Marginal Way, the structure will appear to be a two - storey, daylight- basement residence; except that the parking area and a putting green will indicate the commercial nature of the business at the lower level. Bung Tian The owner's instructions to the Architect are to design an attractive, low maintenance structure that conforms to the attractive elements of the neighborhood. One of these attractive features in the number of homes in the area of the "Craftsman" style of architecture characteristic of the 1920s. The style of the proposed structure could be characterized as "Modern Craftsman ", with its roof line and gables, knee brace supports, combination of shiplap and shingle siding and window treatment. M; a��11 aneous structu es and __Sheet Furniture At this time, no street furniture ture is planned; however, a seating bench (or benches) adjacent to the existing sidewalk on F. Marginal Way could be attractive and useful. Since these would be on the street right -of -way, no provision is made at this time, but would be considered if this would be of interest to the City. Signage will be "low -key" and minimal, since the nature of the product does not lend itself to "drive -by" trade. There is a large boulder at the southwest corner of the site which the owner intends to relocate to be part of the landscnp,i.ng to the east of the structure., Thin would be the base for mounting a sign with the company name "SIIORT STROKES" either on the face of the boulder or on the top. This wi.1l depend on how large the rock proves to be (since the actual size is not known). In any event, the company name will be in ,Letters about 6 or 6 inches high, probably in bronze. In order to achieve this, however, it was necessary for the "Storefront" to be set back (to the west) from E Marginal Way. The stoop grade of South 130th west of, the intersection makes "fronting" on this street impractical, while the small lot size and the elevations of surrounding properties make other arrangements not feasible or practical for meeting the on -site parking requirement. The planned arrangement also allows the putt;tng green to be placed as a pleasing "visual cue" implicitly connected to the Short Strokes product line. The proposed design represents the best scale, style and function that the Owner and the Architect have been able to devise for the intended use on the property. BOARD OF ARCHITECTURAL REVIEW This project is subject to BAR Review under TMC 18.22.070 for all commercial structures zoned Neighborhood Commercial Center (NCC) DESIGN REVIEW GUIDELINES (TMC 18.06.050) 1. Relationship of Structure to Site. A The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movement. B. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; C. The height and scale of each building should be considered in relation to the site. The proposed development is on a corner lot and significantly integrated into adjoining commercial and residential property to the north and west of the site. Ample planting along the periphery of the site is proposed, as is the addition of a new sidewalk along S. 130th Street as a continuation of the existing sidewalk. ■ Staff Report to the L96 -0021: Short Strokes Board of Architectural Review Page 5 Parking, loading, and service areas are located near the E. Marginal Way entrance to the property, while parking alone is also located off the S. 130th Street entrance at the rear of the property. While parking at this end of the property is screened from abutting residential property by an embankment ten (10) feet in height, provisions will need to be made to add landscaping along this embankment, as required for landscaping in NCC zoning that abuts LDR zones (TMC 18.22.080). 2. Relationship of Structure and Site to Adjoining Area A. Harmony in texture, line, and masses is encouraged. B. Appropriate landscaping transition to adjoining properties should be provided. C. Public buildings and structures should be consistent with the established neighborhood character. D. Compatibility of vehicular and pedestrian circulation patterns and loading facilities in terms of safety, efficiency, and convenience should be encouraged. Compatibility of on -site vehicular circulation with street circulation should be encouraged. The proposed design is in keeping with the scale and mass of surrounding businesses within the NCC zone, and also consistent with the established residential character of adjoining properties in the Low Density Residential (LDR) zone immediately adjacent to the site. The proposed building is two - stories and covers and area of 2,342 s.f. It is no higher than the residential structure to the west and in scale with the three commercial properties adjacent to and facing the proposed development on E. Marginal Way. Trees, shrubs, and ground cover have been proposed for south and east sides of the lot with areas of greater vegetation at the entrances to the site. The asphalt drive area for access to the commercial portion of the business provides easy entry and exit from E. Marginal Way and enough space on site to maneuver in and out of parking spaces. Separate access to residential parking is provided from S. 130th. For customers, concrete pathways are proposed to the north and east of the building to parking/loading spaces and a handicap accessible spaces. 3. Landscape and Site Treatment A. Where existing topographic patterns contribute to the beauty and utility of a development, they should be recognized, preserved, and enhanced. Architectural style is not restricted, evaluation of a project should be based on quality of design and relationship to surroundings. B. Buildings should be to appropriate scale and be in harmony with permanent neighborhood developments. C. Building components such ass windows, doors, eves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with the anticipated life of the structure. D. Colors should be harmonious, with bright or brilliant colors used only for accent. E. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. F. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with the building design. G. Monotony of design in single or multiple building projects should be avoided Variety of detail, form, and siting should be used to provide visual interest. The architectural style proposed for the building reflects a quality design and appropriate relationship to the surrounding area, proving to be an appropriate Staff Report to the L96 -0021: Short Strokes Board of Architectural Review Page 7 scale with neighboring development. The design of the proposed structure is similar in style to the Craftsman style of the 1920s as exemplified in its prominent roof lines and gable, knee brace supports, shingle siding, and wood trim window treatment. The proposed structure also offers a variety detail and form that enhances visual interest and siting, reduces mass and scale, and facilitates a distinction between the different uses proposed for this mixed -use project. The project consists of a lower level business accessible from the east, an upper level residence accessible from the south, and a display and demonstration putting green which functions in some respect as part of the overall landscape plan for the property. From S. 130th Street, the structure will appear as a one -story residence consistent with residences to the west, and from East Marginal Way, as a two - story daylight basement residence with the parking area and a putting green indicating the commercial nature of the business at the ground level. Colors and materials are proposed to consist of neutral tones including natural shingle siding, trim and lap siding of complimentary off -white and beige tone, and a forest green metal roof. Furthermore, the neutral color scheme will be complimented by the variety of specie and scale of vegetation proposed in the landscape plan. 5. Miscellaneous Structures and Street Furniture A. Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale. B. Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape. and buildings. No street furniture is proposed at this time, however, the applicant would consider adding a seating bench adjacent to the existing sidewalk along E. Marginal Way in the public right -of way. Signage is proposed to be minimal since the nature of the product does not lend itself to drive -by trade. The applicant intends to relocate a large boulder from the southwest corner of the site to the east end of building and incorporate it as part of landscaping proposed for this area of the project. The boulder would function as the base for mounting a sign with the company name "Short Strokes, " or directly engraving the name of the business on the face of the boulder. In either case, the company name would probably be in bronze letters approximately 6 -8 inches high. The top of the bounder is anticipated to be about four (4) feet above ground level and would be lighted. At the current time, the size of the rock is not known since it is partially underground and will be removed at the early stage of construction. Relationship of Structure to Site The proposed building plan meets requirements of this design guidelines provision to accomplish a desirable relationship between the structure and the site. However, parking exceeds code and could be reduced to the required five (5) spaces in order to accommodate a required 10 foot landscaping setback on the west side of the property (see Conclusion Item # 3 - Landscaping and Site Treatment). 2. Relationship of Structure and Site to Adjoining Area In general, the site plan is compatible with the texture, line, and mass of adjoining properties and offers equally compatible vehicular and pedestrian circulation patterns to provide safe, convenient, and efficient movement within the site. However, pedestrian access to the sidewalks on East Marginal Way and S. 130th Street should be provided for and encouraged by extending pathways from the building to these sidewalks. 3. Landscape and Site Treatment The proposed landscaping does not meet the required 10 foot second side (west boundary of lot) for properties in NCC that are directly adjacent to LDR zones. This will cause a need to move the residential parking spaces along the rear of the site to another area as easily accessible to the residence. Staff suggests reducing the landscape along E. 130th Street by three (3) feet to accommodate the two parking spaces at the southwest corner of the building. With regard to concerns for safety, staff suggests a need for additional lighting on the north and south sides of the building where dense landscaping has been proposed. 4. Building Design The building successfully blends the commercial and residential aspects of its design, and offers a visually interesting design scheme that reduced monotony and accentuated its integration with the site and surrounding neighborhood development. In general, the proposed color and materials of the building are harmonious with the site, and particularly compatible with the low density residential area immediately west of the site. 5. Miscellaneous Structures and Street Furniture No miscellaneous structures or street furniture have been proposed. However, adding a bench to the public right -of -way on E. Marginal Way has been suggested by the applicant, pursuant to negotiations with Tukwila department of Public Works. In z w• . JU U OQ . U ui w =. In the event that the Board of Architectural Review agrees that a bench be installed on the site, staff recommends that the bench be located along S. 130th Street rather than along E. Marginal Way, where the applicant is required to add a new sidewalk. Locating the bench on S. 130th Street would also provide a public amenity for pedestrians waiting at the bus stop for public transportation service heading westbound. Signage proposed for the project is minimal. Therefore, it is recommended that no further review of sign specifications be necessary following approval by BAR of general specifications, as discussed in this report (see Findings Item #5 - Miscellaneous Structures and Street Furniture). RECOMMENDATIONS Planning Division staff recommends approval of the project with the following conditions: 1. Pedestrian access from the building to sidewalks shall be provided along E. Marginal Way and S. 130th Street. 2. The applicant shall provide landscaping along the western boundary of the site. The applicant shall also be required to move two (2) parking spaces from this setback area to another location on the site convenient for residential use. The applicant shall address the addition of lighting on the north and south sides of the building. 3. In coordination with Recommendation # 1 to add pathways from the building to both sidewalks abutting the property, should a bench be add to a public right -of -way adjacent to the property, it is recommended that the bench be located along S. 130th Street near a new sidewalk that is already intended to be built by the applicant. Nothing that I will buy or make is heavy - .everything is "UPS-size". We should be able to provide updated information this week, in the .hope that the Design Review can still be on the June agenda. The comment regarding the possibility of excessive parking demand creating a problem warrants a further explanation of the expected nature of the business. As you know, this is a "start -up" situation and it is difficult to predict at this time exactly what will develop. But the nature of the product and the size of the facility make it .hard 'fors =me to :envision a lot of "drop -in" trade. For the most : part, I- will:be:. fabricating putting and chipping golf club blades, _assembling :the . blades to shafts and grips (customized) and packaging them for shipment to customers (wholesale and retail). My basis marketing scheme is to have outlets or "order- taking" at up -scale golf courses and custom club makers in the western US. Another significant market are those who want golf- related promotional gifts. The putting green is intended as much for my own product testing as for potential customers to try out the clubs. The display area is for whatever customers may "drop in ". The hours for retail trade on site will probably be Tuesday thru Friday from 10:OOam to 4:OOpm or by appointment. "Drop -in" trade will always be welcome, but is not important to the mainstream of the business and too much would be disruptive.
