Dear Ms. Larson,
This is to confirm that the Board of Architectural Review (BAR) approved the design of
the proposed Foster High School readerboard sign as presented on May 23, 1996. The
BAR also adopted the findings and conclusions contained in the Staff Report dated May
15, 1996.
Any changes to the specific design approved by the BAR will require further BAR
approval. Minor, incidental changes may be administratively approved by the Director of
Community Development.
The decision of the BAR is not final until the appeal period has elapsed, which is fifteen
calendar days after the above date of decision. Appeals must be filed in writing to the
City Clerk by 5:00 pm on the final day of the appeal period. Where the fmal day of an
appeal period falls on a weekend or holiday the appeal period will be extended to 5:00 pm
on the next work day.
You will need to come in to complete the sign permit application before it can be issued.

Foster High School is proposing to install an internally illuminated, two -sided
readerboard sign near the corner of South 144th Street and 42 Avenue South on the
Foster High School campus (see Attachment A). The sign faces would be 60 square feet
per side, the total sign height would be 16 feet and the sign would be setback 8 feet from
the edge of the sidewalk along 144th.
The top part of each face of the sign will be dark purple with white letters for the "Foster
High School" text and school logo. Below that will be four message tracks which will
hold individual letters against a white background (see Attachment B). The support pole
will be painted dark purple to match the sign. The sign would be internally illuminated
with translucent face panels which will prevent glare and minimize excessive brightness
from the sign.
SITE INFORMATION
The Foster High School campus includes a stadium/track, pool, high school, junior high
school, auditorium and parking areas. Single family residences border the site on all
sides, with apartments and Foster Library on the west side across 42nd and a church to
the north.
BACKGROUND
On December 16, 1991, the City Council approved a Sign Code amendment which
established new standards for public facility signs. The proposed readerboard meets
these standards (TMC 19.32.080 (c)). There are two existing signs on the site which were
approved in 1992 as part of the new building's design review process.
BAR DECISION CRITERIA
TMC 19.32.080 (c) Public Facilities may have one sign for each street upon which the
property fronts; signs shall be located in the setback area or upon the face of the building.
Total area of the sign or signs shall not exceed 60 square feet per face; maximum height
above ground, when in setback area, shall not exceed 16 feet; minimum setback shall be 8
feet; and base of sign shall be located in a landscaped area. Bulletin boards and
readerboards are considered signs. Illuminated signs shall use indirect, concealed
sources, or backlighted letters on an opaque background. All signs in this subsection
must be approved by the Planning Commission.

The Foster High School campus has three street frontages, on 42nd, 144th and 142nd (see
Attachment C), therefore up to three signs are allowed. There are currently two signs on
the site.
Due to the angle of the sign readability of the sign from 42nd Avenue would be limited to
the area near the intersection with 144th Street. Visibility of the sign to motorists
traveling west on 144th would be somewhat limited by the street trees along the edge of
the campus.
CONCLUSIONS
Up to three signs are allowed on the Foster High School campus. With approval this would
become the school's third sign. This sign meets the applicable sign code requirements as given
in TMC 18.32.080 (c).
The method of illumination is internal and so should not create glare which would be hazardous
to motorists or a nuisance to nearby residents.
RECOMMENDATION
The Planning Division recommends approval of the sign proposal.
