Office Building (D98 -0300) Dear Dick: Thank you for submitting the revised building elevations on January 29, 1999 showing the wall mount lighting placed in the location approved by the Board of Architectural Review (BAR). The remaining condition imposed by the BAR to be fulfilled is the choice of glass and mullions. Rolf Pruess brought in several samples which were reviewed by me. The dark bronze mullion and green non - reflective glass sample was taken to your client for approval. Prior to completing my approval of the referenced building permit, I will need to confirm these names and product numbers. Please be aware that all City Departments have not completed their review. The preliminary letter that I sent on January 19, 1999 was to help you to address Department of Community Development issues only, based upon the plan set submitted on January 6, 1999. The Public Works Department has not yet completed their review of that plan set. Upon completion of their review, a Letter of Correction will be sent out detaining my earlier comments and comments from other departments, if other corrections need to be made. Office Building DATE: January 20, 1999 The Department of Community Development, Planning Division, has completed its review of the application materials you submitted on December 31, 1998. The following comments and / or corrections must be addressed before we can recommend approval of your permit: • The directional wall mount lighting must be moved from the parking garage level columns to the first floor columns between the window frames. A copy of the elevations approved by the BAR showing this feature is attached. • As trees are being removed from a slope in excess of 20 %, a Tree Permit is required to be reviewed and approved prior to the issuance of a development permit. This requirement was indicated in my September 23, 1998 memorandum. A copy of a Tree Permit application is attached. • I reviewed the color and material samples for the walls, windows and mullions. The non - reflective green glass and dark mullion was recommended. Please re- submit these materials once they have been reviewed and approved by your client so that the number and name of the materials can be indicated on your plans. Please be aware that you will probably receive comments and/or corrections from other City departments as well. When you re- submit your corrected plans for further review, your re- submittal must respond to the comments of ail City departments concurrently. You will know when you have received the comments from all departments involved in the review and approval of your project when you receive a "Correction Letter" from the City's Permit Coordinator. The Permit Center cannot accept your re- submittal until after you have received the Correction Letter reflecting all departmental comments and correction. As you will recall, the Board of Architectural Review approved this project with conditions that included that a lighter colored, non - reflective glass be used. On my review of the staff report and the findings of the BAR in relation to the materials you submitted, the dark gray glass sample does not appear consistent with the conditions imposed by the BAR. As I discussed with you on the telephone, there have been some slight changes as we work out the structure and the use plan to fit parking requirements and other needs. The gross square footage has increased slightly because of elec- trical, telephone and elevator machine room requirements from 22,358 SF to 22,769 SF. These elements are located under the building! The net leaseable area has decreased slightly, from 17,250 SF to 17,148 SF. As I mentioned on the phone, the building footprint has increased slightly by 424 SF in order to accommodate parking and the building modular and structural requirements. The adjustments caused the loss of 2 parking stalls. We still have 67 stalls, which is above the 59 -car parking required by the City of Tukwila. If you have any questions, please give me a call. Accordingly, the proposed development must comply with TMC 18.45, Sensitive Areas Overlay. To comply with this ordinance, the applicant submitted a geotechnical report on August 10, 1995. A revision to the report was submitted on July 18, 1996, to account for changes in the building footprint between the reports. Vegetation There are numerous trees both internal to the lot and on the perimeter, measuring between 4" and 36" in diameter. Blackberry bushes and miscellaneous shrubbery are also present. Most of the trees along the perimeter of the site are slated to be retained, with the remaining vegetation, including that present in the slope area, to be removed. Removal of trees within the sensitive slope area is subject to the city's Tree Ordinance, TMC 18.54. Applicant has not submitted a permit for removal of these trees with this proposal. Access Access to the site will be along 52nd Ave., S., with two driveways proposed at the north and south ends of the parcel. Southcenter Blvd. is approximately 300 feet to the south. Page 3 Staff Report to the L96 -0029 Board of Architectural Review 52nd Ave Office Building BACKGROUND This project was originally presented to staff at a pre - application conference on July 8, 1995. The original proposal assumed a 23,969 square foot building in the same approximate area as the building that is the subject of this review. At the time of the July, 1995 meeting, compliance with the Sensitive Areas, and Tree Clearing Ordinances, was disclosed. Between the pre- application conference and the filing of this project on June 8, 1996, the proposed development was reduced to the size as presented in this report. BOARD OF ARCHITECTURAL REVIEW CRITERIA Office uses are permitted in the Office `O' zoning district. While the project is a permitted use in this zone, it is also subject to design review, pursuant to TMC 18.60.030. The following are Board of Architectural Review criteria, as detailed in TMC 18.60.050, shown in bold, followed by staff comments. The design review application submitted on June 10, 1996 is included as Attachment B. DESIGN REVIEW GUIDELINES 1. Relationship of structure to site A. The site should be planned to accomplish a desirable transition with the streetscape and to provide for adequate landscaping, and pedestrian movement The site plan, presented in Attachment C, illustrates a balanced and well ordered site. The driveways are evenly spaced from their respective property lines, at 23 and 24 feet. The main entry is established at the center of the building, with a primary walkway leading from the sidewalk into the entrance. The upper parking area adjacent to the main entrance is shielded from the street through a 2 foot rise in contour. The area south of the primary walkway is fully landscaped, using lawn, shrubs and trees. Landscaping along the front of the building is designed to emphasize the main walkway leading to the entrance, through the use of contours and plantings. B. Parking and service areas should be located, designed and screened to moderate the impact of large paved areas. Seventeen of the proposed 67 parking spaces are located adjacent to the main entrance and screened with a 25 foot landscape buffer. The remaining 40 spaces are located underneath and to the rear of the site. A loading space and 2 parking spaces are also proposed, consistent with requirements of the city's Parking Code. The rear parking area is shielded by a five foot landscape buffer between the building immediately to the south of this project. The refuse/recycling room is located on the first floor of the building in an enclosed room adjacent to the underground parking. The parking plan is presented with this report in Attachment D. C. The height and scale of each building should be considered in relation to its site. Page 4 Staff Report to the L96 -0029 Board of Architectural Review 52nd Ave Office Building The proposed project is a two -story office building with a ground floor garage below the grade of the main facade. The building foot print and impervious surfaces total 67% of the site. The remaining 33% of the site is landscaped, with the emphasis placed at the entrance and primary facade. The building is generally centered on the site, given the changes in grade. The height of the building from the finished grade of the parking lot to the stair parapet is 44 feet. The maximum height for buildings in this zone is 35 feet, per code requirements in the Office (0) zoning district. As presented, the building is 9 feet in excess of code requirements. To meet these requirements, the applicants have several options, including reducing the size of the parapet, reducing the height of the ground floor garage or other solutions that will result in this requirement being fulfilled. • 2. No concerns in the Traffic Report, included with the SEPA determination in Attachment H, were raised on this issue. 3. Landscape and site treatment A. Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized, preserved and enhanced Page 5 Staff Report to the L96 -0029 Board of Architectural Review 52nd Ave Office Building The project will generally follow the established topographic pattern of the site, despite its classification as a Class Two site from TMC 18.45, Sensitive Areas Overlay. The upper parking area will be placed in approximately the same area as the existing single family house and garage, minimizing the need for extensive grading or filling on this relatively flat area of the parcel. The construction will require grading into the slope to establish the ground floor parking garage. Apart from the grading required to establish parking below the building, the site will remain relatively unchanged in its topography. z _1 w'. re 2 B. All plantings internal to the site are generally set back a minimum of 5 feet from pedestrian and u- p, motor traffic. Further, all significant trees maintained to comply with the city's Tree Ordinance z, will require protection during construction, pursuant to the city's Tree Ordinance. U O safety and provide an inviting and stable appearance. C. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade. D. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken. E. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged. The applicant developed a landscaping plan that includes a 25 foot planting area along the front of the parcel, 5 foot landscaping along the side and a 10 foot landscaping area to the rear of the property. The landscape plan includes retention of several mature trees to enhance the plan. In addition, trees are also incorporated, where possible, into the rear parking area. F. Screening of service yards, and other places which tend to be unsightly, should be accomplished by use of walls, fencing, planting or combination of these. Screening should be effective in winter and summer. Refuse and recycling will be screened through the inclusion of a room dedicated to these services, adjacent to the underground parking area. The loading zone will also be screened, as it is adjacent to the sidewalk and the front yard. G. In areas where general planting will not prosper, other materials such as fences, walls, and pavings of wood, brick, stone or gravel may be used. Applicants have proposed a rockery retaining wall along the southeast portion of the site, as the foundation for the bioswale required for surface water management and drainage. This solution is Page 6 Staff Report to the L96 -0029 Board of Architectural Review 52nd Ave Office Building generally subordinate to the primary site design, as it will be located in the landscaped area beyond the parking, along the I -5 right -of -way. The rockery must conform to all construction standards outlined in the city's Uniform Building•Code. H. Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be of a design and size compatible Z • with the building and adjacent area. Lighting should be shielded and restrained in = I- 1.- 2 Z design. Excessive brightness and brilliant colors should be avoided. The proposal has included pedestrian oriented bollards to provide improved lighting and to mark v v 0 transitions in parking areas. The wall mounted lighting, mounted approximately 6 feet above co 0 grade, will provide pedestrian oriented and upward lighting of the vertical elements, thereby J = enhancing the design of the building. This theme is repeated throughout the perimeter of the first to F-. floor of the building. Buildings should be appropriate to scale and be in harmony with permanent U N neighboring developments. 0 H z 52nd Ave., S is marked by its emphasis on Office buildings; however, a multi- family complex is located at the Northwest end of the street. All of the office uses along this street are 2 story buildings, using setbacks, vertical and/or horizontal articulation, variation of massing and other techniques similar to those in this proposal. C. Building components - such as windows, doors, eaves and parapets - should have good proportions and relationship to one another. Building components and ancillary parts shaU be consistent with anticipated life of the structure. All ribbon windows are 18 feet in length and approximately 5 feet in height. The ribbon windows are broken by two foot vertical segments and are either repeated or the pattern is broken at building corners. This reinforces the building's suburban office park appearance, making it's design consistent with its use and its surroundings. A parapet is also included through the use of a reveal line, a vertical theme repeated throughout the building facade. D. Colors should be harmonious, with bright or brilliant colors used only for accent. As presented in Attachment G, the building will be a beige tone, complementary to surrounding buildings. Window treatments include a dark gray anodized metal window frame with dark glass. Page 7 Staff Report to the L96 -0029 Board of Architectural Review 52nd Ave Office Building E. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. The applicant is proposing that all rooftop Heating, Ventilation and Air Conditioning (HVAC) equipment will be setback approximately 20 feet from the roofline. The maximum height of the equipment is approximately 8 feet. The setback combined with the height of the equipment, ensures the equipment will be out of public view. The HVAC is represented on the elevations presented in Attachment E. F. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design. As previously indicated, this proposal includes wall mounted security lighting around the first floor perimeter of the building. Pedestrian oriented bollard lighting has been included throughout the sidewalk areas and for transitional lighting between the street and driveways and to mark transition between parking areas. All lighting solutions will be standardized for their ntended use, for repetition and consistency in style. Light poles to provide additional security for the rear parking lot has also been included. G. Monotony of design in single or multiple building projects should be avoided. Variety of detail, form, and siting should be used to promote visual interest. The project includes a strong horizontal emphasis with the use of 18 foot long ribbon windows. Horizontal proportions are further emphasized through the use of a flat roof and separation between the first and second floor and second floor and parapet through a two foot reveal line along the perimeter of the building. The horizontal emphasis is distinguished through the use of 2 foot wide vertical elements separating the ribbon windows and a one foot inset from the facade to the window at the building corners. The massing of the building is broken through a series of setbacks, while maintaining an overall "L" shape to the primary facade with a series of 24 foot setbacks along the rear of the building. The shape of the building also helps to emphasize the building entrance, located at the center of the configuration. The horizontal emphasis is also broken through the inclusion of a pyramid skylight, the theme of which is repeated to 4 small glass pyramids over the porte cochere. Please refer to Attachment E, which shows the elevations and the building footprint. 5. Miscellaneous structures and street furniture A monument sign has been proposed in conceptual form, totaling 75 square feet per face. As presented in Attachment E, the area and size of the sign appears consistent with Tukwila's Sign Code (TMC 19). However, as referenced in the landscaping plan (Attachment A), the sign is oriented perpendicular to the street. This orientation may be obstructed through the street trees, other landscaping elements, its location and the slope of the site and adjacent street. Several types of landscaping elements are included in the proposal, which are designed to enhance the building. The primary walkways for the building are focused on the entrance and address the relationship of the building to the site. Where feasible, the building follows the natural contours of the site. Where slopes are in excess of 20 %, no development is proposed. 2. Relationship of structure and site to adjoining area. The proposed building is similar in use and characteristic to the existing built environment. The choice of materials, horizontal emphasis, setbacks and other attributes are also consistent with the surrounding buildings. The proposal also extends both the sidewalk and emphasis on street trees to link with its immediate neighbors. 3. Landscape and site treatment Where possible, the existing topography is maintained and the building and site are designed accordingly. The landscaping plan is appropriate to the site and to that of its neighbors. The parking lot is well screened where exposed. Exterior lighting is well designed in its emphasis on repetitive themes, pedestrian orientation and lighting to enhance safety. 4. Building design The style of the building is appropriate to its use and to that of the surrounding built environment. Rooftop equipment is screened through a setback from the roofline. Lighting is appropriate for the building and the site. The design proportions are consistent, emphasizing a horizontal theme broken by consistent and appropriate vertical elements. The use of a porte cochere and pyramid skylight provide visual interest and protection from the elements for pedestrians. Garbage and recycling are out of public view and sited internally to the building. The building, as presently designed, does not conform to height limitations established in the Zoning Code. 5. Miscellaneous structures and street furniture Signage as proposed is consistent with ordinance requirements. As sited, the sign is perpendicular to the street and may be obstructed by proposed landscaping, especially as the landscaping matures. Moving the sign away from its present location may provide a clearer view from the street, given the proposed landscaping, its placement and the slope of the site. RECOMMENDATIONS BUILDING AND SITE DESIGN Staff recommends approval of the project with the following conditions 1. Solutions to address height restrictions may be reviewed administratively. 2. A lower level of parking will accommodate 69 parking spaces. The building use will be general office. Access will be from two driveways off of 52nd Avenue South. EXISTING CONDITIONS The site is located at 15208 52nd Avenue South in Tukwila. There is a vacant single family house on the property. Street System Access to the site is from 52nd Avenue S. which has a 60 foot right of way. Currently 52nd is a two lane facility with approximately 24 feet of pavement. There are sidewalks on both sides of the street. No parking is allowed on either side of the street. Approximately 400 feet south of the site, 52nd Avenue S. intersects with Southcenter Boulevard. Southcenter Boulevard is major 4 lane facility connecting the site with major access points onto SR 5, SR 405, SR 518 and local arterials. No channelization exists at the intersection of 52nd Avenue S. and Southcenter Boulevard. A stop sign controls traffic entering Southcenter Boulevard. Trip Distribution The site is served by numerous access points in all directions of desired travel, including the major State Routes of SR 5, SR 405 and SR 518. The ITE land use code (750) for Office Park facilities was assumed to best fit the proposed use of this office building. The generation rate of 11.5 vehicles per 1000 sf is used in this analysis. This has been applied to the proposed 22,162 sf of gross office space, resulting in 255 Average Weekday Trip Ends. During the afternoon peak hour, it is estimated that 35 vehicles will enter and exit the site. About 5 of these vehicles will enter and 30 will exit the site during the PM peak hour. Trip Distribution The distribution of traffic generated from this proposal appears to be distributed in an equal percentage in all directions. This is due to the various access points serving the proposed site. The employees will have numerous options of travel to and from their place of employment.
