FINDINGS
Vicinity /Site Information
Project Description
The applicant is requesting permit approval to install a Personal Communication
Services (PCS) base station facility for wireless communication systems at the
subject property. The proposal includes the rooftop mounting of 5 equipment
cabinets housing a primary radio cabinet for processing signals, a back -up .
generator, a power cabinet designed to transfer power from utilities to operate
radio equipment and two auxiliary cabinets for increased capacity. These
cabinets cover an area of approximately 130 square feet. Three antenna arrays
will be also mounted on the roof, adjacent to cabinet equipment. Each array is
comprised of 4 antennae each approximately 64 inches (5 feet, 4 inches) in height.
A Global Positioning System (GPS) antenna disk, measuring 2" by 4" will be
mounted on the rooftop next to an antennae array. The GPS is used for system
timing. The cabinets and the rooftop antennae will be connected through a
cabling system mounted along the rooftop. The cabling will be mounted to the
roof and protected throughout its course. Electrical power to operate the
equipment will be provided through existing Seattle City Light service to the
hotel.
Existing Development
The site is currently occupied by the Doubletree Suites Hotel, located within the
Tukwila Urban Center (TUC).
Surrounding Land Uses
All of the surrounding properties are zoned TUC. To the north is the Southcenter
Plaza Office Tower and a Chevron Gas Station, and Target store. To the east of
the site is the Tukwila Pond and the Target retail store. Directly south is a small
strip shopping mall housing Toys -R -Us, Magnolia Hi -Fi and other similar uses.
To the west of the site is the McDonalds and Sizzler restaurants.
Access
Access to the equipment can be made through a secured door, accessed only
through the hotel.

ZONING CODE REGULATIONS
The proposed project must conform with criteria detailed in Zoning Code section
18.64.050, (1 -5), concerning Conditional Use Permits:
(1) The proposed use will not be materially detrimental to the public welfare or injurious to the
property or improvements in the vicinity of the proposed use or in the district in which the
subject property is located.
Applicant indicates that the facility "does not emit harmful rays, noxious odors,
heat, excessive noise or pollutants ". Applicants also indicate that 24 trips per day
would be generated during the proposed 2 week construction period, followed
by 1 trip per month for maintenance.
(2) The proposed use shall meet or exceed the performance standards that are required in the
district it will occupy.
There are no applicable standards for this proposal.
(3) The proposed development shall be compatible generally with the surrounding land uses in
terms of traffic and pedestrian circulation, building and site design.
According to the applicant, 24 trips per day will be generated during the 2 month
construction period and 1 trip per month for maintenance. To complement the
building and site, the equipment cabinets will be screened from view due to the
height of the building parapet. All antennae will be painted to blend in with
their surroundings and are generally placed outside of site lines.
(4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land
Use Policy Plan
This project must comply with the following Comprehensive Plan policies and
meet necessary Zoning Code regulations.
12.134. Actively coordinate project implementation with individual utilities based upon
Tukwila's Comprehensive Plan and development regulations.
When completed, the project will use existing electrical services provided to the
hotel. The applicant has secured service from Seattle City Light. The applicant
has also secured services from U.S. West for the operation of an on -site
12.136. Encourage utilities to consolidate facilities and minimize visual impacts of
facilities where technically feasible.
Applicable strategies for this policy include the use of shared infrastructure and
the use of existing structures. The applicant is not proposing a facility that will be

shared with any other PCS providers, however the project allows for future
expansion of proposed infrastructure and placement of additional antennae
within the existing arrays. The applicant has indicated that no similar provider
has expressed interest in their project. To minimize visual impacts associated
with this project, the applicant has located cabinets below the 7 foot parapet of
the hotel. Further, the antennae array, with the exception of the GPS, will be
affixed to the Penthouse wall and painted to blend with the wall. The GPS will
be approximately 3 feet in height above the rooftop Penthouse.
(5) All measures have been taken to minimize the possible adverse impacts which the proposed
use may have on the area in which it is located.
As referenced above, the applicant has indicated that all infrastructure is
inaccessible to the public due to its roof top placement. The height of the parapet
provides screening for the cabinetry. The antennae will be affixed to the existing
Penthouse structure, with the exception of the GPS disk that will be extended
above higher than the Penthouse roofline. The applicant also indicated that the
antennae will be painted a color that will help them blend in with their
surroundings. All of these elements are proposed by the applicant to mitigate
possible adverse aesthetic impacts of the project.
The proposed project must also conform with zoning code requirements for new
developments in the TUC, specifically dealing with height.
Tukwila Zoning Code section 18.28.080 has a height maximum of 115 feet. The
proposal includes a GPS antennae measuring approximately 3 feet in height. The
GPS will be attached to the existing Penthouse roof. From grade to the top of the
antennae measures 94 feet.
CONCLUSIONS
Zoning Code regulations:
In regard to the Conditional Use Permit criteria, the project as proposed satisfactorily
meets all criteria, as follows:
(1) The proposed use will not be materially detrimental to the public welfare...
PCS facilities have been found to not emit harmful rays or pollutants. Transportation
will be limited during 2 week construction period and will require one trip per month
after construction for maintenance. Therefore, conditions have been satisfied.

The project is consistent with Land Use Policies 12.1.34 and 12.1.36, respectively.
Therefore, conditions have been satisfied.

Infrastructure will be inaccessible to the public. All related equipment will be screened
from view or will be painted to complement their surroundings. Therefore, conditions
have been satisfied.
The proposal is also within the height limitations listed in Zoning Code Section
18.28.080.
RECOMMENDATIONS
Staff recommends that the Conditional Use Permit be approved.

Dear Mr. Pase:
This letter accompanies the Conditional Use Permit application to authorize Sprint Spectrum
to construct and operate a wireless Personal Communication Services (PCS) base station facility.
The details of Sprint Spectrum's request are fully set forth in the attached application and
drawings. This letter offers a brief application summary, an explanation of Sprint Spectrum's
wireless system, and the necessity for the DoubleTree property site.
Proposal
Sprint Spectrum proposes to construct a Personal Communication Services (PCS) base
stations for wireless telecommunication service on the Southcenter Motor Ltd. property, at
16500 Southcenter Parkway, Seattle, WA 98188. The DoubleTree Hotel Building, an existing
ninety (90) foot tall hotel, currently occupies the property. The base station will consist of three
flush mounted antenna sectors, each mounted on one of the existing penthouse walls (North, East
and West). Each sector will have four antennas approximately 64 inches tall, 6 inches wide and
two inches deep. Also, one small Global Positioning System ( "GPS ") antenna disk (2 inches tall
by 4 inches in diameter), used for timing purposes, will be mounted on the penthouse. Five self -
contained equipment cabinets on a 9 foot by 14.5 foot platform will be located on the roof, near

The proposed facility is part of an area wide system that forms a web of service throughout the
region. Other similar base station facilities will be located at points throughout Puget Sound.
The Sprint Spectrum mobile telecommunications customer is able to move throughout the
system with calls passing from one base station to another.
The antennas are designed to be as small as possible and to have minimum visual impact.
During the two week construction period, when hours of construction will be limited to lam to
5pm Monday through Friday, there will be approximately 24 vehicle trips per day. During
operation, the facility is unstaffed and inaccessible to the public. The facility does not emit
harmful rays, noxious odors, heat, excessive noise or pollutants.
Code Compliance
Sprint Spectrum's proposal is consistent with the City of Tukwila Municipal Code Section
18.10.040 defining the use and requiring a Conditional Use Permit. The proposed use is on
property in the TUC Tukwila Urban Center.
Sprint Spectrum
Sprint Spectrum is a partnership of Sprint Corporation, Telecommunications, Inc. (TCI), Cox
Communications and Comcast Corporation. These partners formed Sprint Spectrum in 1994
to develop and provide nationwide Personal Communications Services (PCS) over a wireless
network.
In March 1995, Sprint Spectrum obtained licenses from the Federal Communications
Commission for the Seattle Major Trading Area and 28 other markets throughout the U.S. to
develop this network. The Seattle Major Trading Area includes the western two - thirds of the
State of Washington.
The Service
PCS is an abbreviation for "Personal Communication Services," the newest innovation in
wireless communications technology. PCS offers a unique combination of telecommunications
services. These services include small compact wireless phones, pagers, caller I.D., notepad size
computers with wireless modems, fax machines and an array of other customized mobile
equipment.
PCS service differs from existing cellular services in a number of ways. PCS systems are
smaller, lighter, and transmit at higher frequencies with less power than cellular. PCS utilizes
100% digital technology that produces a higher quality transfer of voice and data than the older
analog and digital hybrid systems currently used by cellular companies.
PCS offers a new service in a competitive marketplace with security, excellent voice quality and
low subscriber rates. The Sprint Spectrum network has been specifically designed for people

The System
Similar to cellular systems, PCS consists of a network of base station sites located throughout the
intended service area that transmit and receive radio signals. These base stations each transmit
the radio signals in the frequency bands between 1850 and 1970 MHz at a very low power (less
than 200 watts total). As the Sprint Spectrum customer moves throughout the system using
his or her equipment, the call is passed from one base station to another. Each base station site
will have four (4) cabinets of radio equipment and one (1) antenna array. The radio cabinet
dimensions are approximately 6 feet in height, and 30 inches square. They will be served by

PCS systems will have an omni - directional (whip -- not proposed in this application) or sectored
(panel) antenna array depending on the location of the site and the number of anticipated users.
Omni sites will generally have 4 "whip" elements approximately 6 feet high and 2 inches in
diameter. Sectored sites with panel arrays typically have 12 elements (4 per face in a triangular
configuration), each approximately 6 feet long, 6 inches wide and 2 inches deep.
Public Benefits
Wireless communications services are being utilized throughout the country by emergency
service providers, public utilities and maintenance companies, and mobile commercial providers.
A growing number of people are discovering the convenience and safety of utilizing wireless
phones and pagers. Sprint Spectrum's system combines paging and short messaging with a
portable phone.
Wireless services are valued in emergency situations. For example, in the recent regional
windstorm, with many phone and power lines down, wireless services provided communication
links to ensure safety and assistance where needed. In addition, wireless subscribers have
reported countless auto accidents and disabled vehicles, emergency conditions, crime or drunk
driving.
Site Selection
The need for a new base station site is dictated by capacity and coverage requirements. Once the
need for a new PCS site in a particular service area has been established, Sprint Spectrum's
engineers identify a target district in which to locate the facility. Within the target district, the
selection of a specific PCS site location is determined by local topographic and geographic
factors. Sprint Spectrum also considers mitigation of the facility's visual impact,
compatibility with existing land use and the ability to negotiate a contract with a willing
landlord.
The height of the antenna array is determined by local topographical factors such as ground
elevation, tree canopy, buildings within the area, and mountains. A radio signal must travel
unobstructed to be effective. The customer's handset needs to "see" an antenna. The more

directly the antenna "sees" the user, the clearer the signal (radio signals can see over hills and
around corners). In addition, the Federal Aviation Administration (FAA) requirements dictate
the height of the antenna mounting structures near or on major airport facilities.
Environmental Impact
Typical communications facilities consist of computerized radio equipment. These facilities are
unmanned and inaccessible to the public. PCS facilities operate at a high frequency with very
low power.
Radio frequency energy has existed since the beginning of time. The sun emits energy that
registers on the frequency spectrum, human beings and animals emit energy, and energy is used
as electricity. An environment free of radio frequency energy would be dark, cold and silent.
The American National Standards Institute (ANSI) has established a standard for safe levels of
radio frequency energy. These standards are designed for 24- hour - per -day, lifetime exposure
from conception through adulthood. Thus, they are designed to apply to all: the unborn, young,
old, sick, and fit.
The development of safety standards examines the entire body of scientific literature. Currently,
there are over 10,000 such reports. Over 100 experts work on the committees continuing to
evaluate the biological effects of radio frequency energy and electromagnetic fields.
"Under the most conservative assumptions of any scientifically recognized standard, the
electromagnetic fields associated with PCS base station antennas are many many times below
the levels associated with adverse effect, and many many times below the safety standards that
have been recommended by the experts in the various published standards. "* For example a
PCS base station with 12 sector antennas operating at full power is 0.0015% of the maximum
official standard for the spectrum used. **
In view of the above research, a PCS base station facility will not cause adverse health effects to
people in the area, either now or in the future.*

Interference
Communications facilities have been designed to meet the fullest Federal Communications
Commission (FCC) standards. The FCC issues operating licenses in separate frequency bands to
prevent interference. The FCC has authorized Sprint Spectrum to use the PCS allocation with
handsets transmitting in the 1850 -1865 MHz range and base stations transmitting in the 1930-
1970 MHz range. Find below an example of the types of frequency spectrum users:

Transmitting and receiving equipment of all kinds is manufactured according to the assigned
FCC frequencies. As a result, Sprint Spectrum is not allowed to transmit a signal that could be
received by a radio or television set, or other electronic equipment.
PCS base stations operate at very low power levels (200 watts or less). In contrast, other
broadcast stations such as AM/FM radio or TV operate at up to five million watts. Most
electronic equipment is designed with electronic shielding to prevent undesirable radio signals
from being picked up by other electronic circuitry. There should not be any problem of
interference from properly shielded, maintained and operated equipment. In the unlikely event
of interference caused by its PCS system, Sprint Spectrum would take whatever actions
necessary to eliminate the problem.
In summary, Sprint Spectrum's facility will fulfill a daily need for wireless communication in
the area, providing dependable communication links for business, safety and productivity in a
commercial zone. The PCS services that the proposed use provides are a public benefit offering
families and businesses increased communication options and emergency services at a lower cost
while minimizing the impact on the neighborhood.

wireless telecommunication service on the Southcenter Motor Ltd. property, at 16500 Southcenter
Parkway, Seattle, WA 98188. The DoubleTree Hotel Building, an existing ninety (90) foot tall hotel,
currently occupies the property. The base station will consist of three flush mounted antenna sectors, each
mounted on one of the existing penthouse walls (North, East and West). Each sector will have four
antennas approximately 64 inches tall, 6 inches wide and two inches deep. Also, one small Global
Positioning System ( "GPS ") antenna disk (2 inches tall by 4 inches in diameter), used for timing purposes,
will be mounted on the penthouse. Five self - contained equipment cabinets on a 9 foot by 14.5 foot
platform will be located on the roof, near the penthouse.
The proposed base station facility will be part of an area wide system that forms a web of service
throughout the region. Sprint Spectrum will locate other similar base station facilities at points
throughout Puget Sound. The customer is able to move throughout the system with calls passing from one
base station to another.

12.1.36 Encourage utilities to consolidate facilities and minimize visual impacts of facilities
where technically feasible.
Sprint Spectrum seeks to consolidate its facilities with other wireless telecommunications
providers when project scheduling, Radio Frequency design, and construction feasibility is
possible. In the case of this proposed site, no other wireless telecommunications providers have
expressed an interest in such a consolidation effort at this location. However, there is an existing
paging antenna at this site. This paging antenna represents a different wireless telecommunications
carrier's facility, and therefore the location is optimum from the standpoint of the City of Tukwila
Comprehensive Plan in consolidating utility facilities.
Sprint Spectrum does minimize visual impacts of facilities at all opportunities. In this proposal,
the equipment cabinets are to be placed on the building roof, below the parapet and out of site of
the public. In addition, the antennas are mounted to the side of the existing penthouse, and will be
painted in such a color as to blend with the penthouse.

proposed use may have on the area in which it is located.
RESPONSE:
The proposed use is secure and is not an attractive nuisance. Sprint Spectrum will place the
antennas on the rooftop of the existing hotel. The equipment cabinets also will be placed on the
hotel roof, below the parapet and will be effectively invisible to the public, thus removing their
risk as an attractive nuisance. The design and location of the antennas, mounted flush to the
existing penthouse walls and painted in such a color as to blend with the penthouse, is designed to
minimize their visual impact from the ground.
The proposed use does not impair circulation. The site is un- staffed. During the installation of
the proposed use, there will up to 24 vehicle trips per day for the two week construction period.
After construction, there will be one maintenance visit per month (no additional parking required).
Therefore, there are minimal circulation impacts.

The proposed use adds almost no vehicle traffic to the site. The proposed use requires only one

12.1.34 Actively coordinate project implementation with individual utilities based upon
Tukwila's Comprehensive Plan and development regulations.
Based upon the nature of this project, implementation is consistent with Tukwila's Comprehensive
Plan and development regulations and does not require further coordination with individual
utilities due to the nature and location of this particular facility.
12.1.36 Encourage utilities to consolidate facilities and minimize visual impacts of facilities
► vhere technically feasible.
Sprint Spectrum seeks to consolidate its facilities with other wireless telecommunications
providers when project scheduling, Radio Frequency design, and construction feasibility is
possible. In the case of this proposed site, no other wireless telecommunications providers have
expressed an interest in such a consolidation effort at this location. However, there is an existing
paging antenna at this site. This paging antenna represents a different wireless telecommunications
carrier's facility, and therefore the location is optimum from the standpoint of the City of Tukwila
Comprehensive Plan in consolidating utility facilities.

E. All measures have been taken to minimize the possible adverse impacts which the
proposed use may have on the area in which it is located.
RESPONSE:
The proposed use is secure and is not an attractive nuisance. Sprint Spectrum will place the
antennas on the rooftop of the existing hotel. The equipment cabinets also will be placed on the
hotel roof, below the parapet and will be effectively invisible to the public, thus removing their
risk as an attractive nuisance. The design and location of the antennas, mounted flush to the
existing penthouse walls and painted in such a color as to blend with the penthouse, is designed to
minimize their visual impact from the ground.
The proposed use does not impair circulation. The site is un- staffed. During the installation of
the proposed use, there will up to 24 vehicle trips per day for the two week construction period.
After construction, there will be one maintenance visit per month (no additional parking required).
Therefore, there are minimal circulation impacts.
A PCS base station with 12 sector antennas operating at full power is 0.0015% of the maximum
official ANSI (American National Standards Institute) standard for safe levels of radio frequency
energy. (from Non - ionizing Electromagnetic Field Computations and Engineering Certification
prepared prepared by Stephen Lockwood, PE, Hatfield & Dawson, Consulting Electrical
Engineers, 3/96).
The proposed conditional use requires power and telephone service. There are no additional
public facilities or services required for the proposed conditional use.
The proposed contributes to an area dependent on smoothly functioning transportation
infrastructure and easy movement with minimal adverse impacts.
