Rants, Mayor Department of Community Development Steve Lancaster, Director MEMORANDUM To: * State Dept. of Ecology Shoreline Substantial Development Permit Reviewer * State Attorney General's Office From: Vernon Umetsu, Associate Planner Date: November 18, 1996 RE: L96 -0045: SHORELINE MANAGEMENT Shoreline Substantial Development Permit for Price Costco Optical Lab Pursuant to the provisions of HB 1724 and Tukwila implementing ordinance 1768, the regulations to implement the Tukwila Shoreline Master Plan were amended. These amendments were duly submitted for review to the Department of Community Trade and Economic Development (GMA). No changes altered the existing Shoreline Master Plan. The substantive changes as applied to project review have been summarized below. 1. Public notice was provided by posting the site and mailing to all property owners, businesses and residents within 500 feet of the project', instead of newspaper publication. 2. Project evaluation has been based on the policies contained in both the Tukwila Shoreline Master Plan and the Tukwila (GMA) Comprehensive Master Plan. 3. This project was reviewed by the City of Tukwila Board of Architectural Review, acting as the Shoreline Administrator, on October 24, 1996. After a public hearing, the Board approved a shoreline substantial development permit and the overall project design. 'Posting the site is the primary form of public notice. The applicant is requesting Board of Architectural Review approval of the proposed design for a one story regional optical laboratory, pursuant to TMC 18.60. Under the proposal a 33,544 square foot building and 264 parking spaces would be constructed on a vacant site adjacent to the existing Price Costco warehouse store. The applicant is also requesting approval of a shoreline substantial development permit, which is required because a portion of the parking lot will be within 200 feet of the mean high water mark of the Green River. Existing Development. The site is now vacant. C. Surrounding Land Use. The existing Price Costco warehouse store is directly to the north of the site, the Green River is directly to the east, The existing Home Depot hardware store is directly south, and a warehouse and vacant parcel are to the west. D. Topography. The site is generally flat. E. Vegetation. Vegetation on the site consists of cottonwood trees, shrubs, and grass none of which will be retained. F. Shoreline Element - Development should minimize impacts on important habitat features, protect and restore degraded riverbanks, and mitigate unavoidable disturbance of vegetation and habitat - Development should minimize water pollution, provide erosion control, and protect water quality - Capital improvement projects and private development should not endanger public health, safety, welfare, or the capacity of the river to provide long- term community benefits - Over -water structures or reinforcement of the riverbank allowed only when it provides long -term public benefit or is essential to a water - dependent use - Development should reflect the river's role in Tukwila history, protect the long -term public use of the river, and reflect community traditions - Development should include high - quality site planning, architecture, landscaping, provide for open space, and provide a trail for public access along the river (for areas included in Green River Trail Plan) - Development should maintain views of the water, encourage water enjoyment uses, provide for multiple uses, and encourage efficient use of land SHORELINE OVERLAY The Shoreline Overlay is a district which extends 200 feet landward from the mean high water mark of the Green. River, throughout Tukwila. The district is divided into three management environments with specific regulations. River Environment - the first 40 feet landward of the mean high water mark. This is the most restrictive environment and only allows for limited public access, transportation and utility uses and structures. Low Impact Environment - the next 60 feet landward of the River Environment. This environment allows structures up to 35, feet, landscaped and screened parking lots, transportation and utility uses and structures. High Impact Environment - the next 100 feet landward of the Low Impact Environment. This environment allows all uses permitted in the underlying zoning district Response: This project will develop a vacant site for an economically productive use. Public access to the shoreline will be enhanced by the new sidewalk and landscaping. No damage to the river environment is anticipated because the project will control the effects of the development by containing and treating stormwater in a bioswale prior to release into the river. The building is pulled away from the shoreline, so views should not be adversely affected. The uses proposed for the River and Low Impact Environments are landscaping, a private street, and a landscaped parking lot, all of which meet the Shoreline Overlay regulations. PART 2: BUILDING AND SITE DESIGN DECISION CRITERIA This project is subject to BAR design approval as required under TMC 18.60.030 due to its location in the TUC zone and size. In the following discussion, the Board of Architectural Review criteria per Section 18.60.050 of the Zoning Code is shown below in bold, followed by staff's comments. For the applicant's response to the criteria see Attachment D. DESIGN REVIEW GUIDELINES 1. Relationship of Structure to Site. A. The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movement. B. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; C. The height and scale of each building should be considered in relation to the site. Response: Improvements will be made to Saxon and Christensen Drives including landscaping and a sidewalk along the northern and eastern edges of the site. A pedestrian link will be provided between the sidewalk and main entrance. Landscape islands will be provided throughout the parking lot to break up the visual impact of the parking lot. The building is much lower in height than is allowed by the zone and is similar in height to surrounding buildings. 2. Relationship of Structure and Site to Adjoining Area. A. Harmony on texture, lines and masses is encouraged; B. Appropriate landscape transition to adjoining properties should be provided; C. Public buildings and structures should be consistent with the established neighborhood character; D. Compatibility of on -site vehicular circulation with street circulation should be encouraged. Response: The site will be landscaped on all four sides to a higher standard than required by the zoning code. Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. Response: Landscape islands have been used throughout the parking area. A screen wall and fence conceal the garbage compactor and baler. Wall fixtures are used as a design element along the exterior walls. Pole fixtures are provided along Saxon Drive and in the interior of the parking lot for safety lighting. No off- premise glare or light in excess of 2 foot - candles will be permitted. 4. Building Design. A. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings; Staff Report to the Planning Commission/BAR Page 7 Design Review /Shoreline Substantial Development B Buildings should be appropriate scale and in harmony with permanent neighboring developments. C. Building components such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure; D. Colors should be harmonious, with bright or brilliant colors used only for accent; E. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view; F. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design; G. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. Response: The proposed building is somewhat smaller in size and scale and has a higher level of architectural interest than most of the surrounding developments. The north building wall, which faces Saxon Drive, is accented by an angular canopy and screen walls which enclose an employee patio. The remaining walls use color and material changes to provide horizontal and vertical elements. Wall fixtures and window screens are used to add interest and cast shadows on the walls. The colors used are a light gray concrete block, a rose -brown concrete block, and a marine -green accent for the metalwork. The roof -top mechanical equipment will be screened by the parapet walls and metal screens painted in the green accent color, see Attachment E page 12 for locations. S. Miscellaneous Structures and Street Furniture. A. Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale; B. Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. Response: No miscellaneous structures or signs have been proposed. .v d4,fW Vii'. �:.AJti Staff Report to the Planning Commission/BAR Page 8 Design Review /Shoreline Substantial Development CONCLUSIONS PART 1: SHORELINE PERMIT The project complies with the policies in the Tukwila Shoreline Master Program and Comprehensive Plan and the regulations in the Shoreline Overlay. The project as proposed will allow for economic development with a land use that is consistent with the existing pattern in the vicinity, will not interfere with existing recreational use of the Green River Trail, and will provide an enhanced landscape buffer between the Trail and Christensen Drive. This landscape buffer will have to be approved by King County Surface Water Management for compliance with U.S. Corps of Engineers levee landscape regulations. The project as a whole will not have a negative effect on the wildlife habitat, public access or water quality of the shoreline so it is consistent with the Comprehensive Plan shoreline policies. The landscaping, road and parking lot proposed within the River and Low Impact management environments are allowed by the Shoreline Overlay regulations. PART 2: DESIGN REVIEW APPROVAL 1. Relationship of Structure to Site The size of the proposed building is modest in relation to the size of the site. Pedestrian access to the building and the Green River Trail is provided by the new sidewalk along Saxon Drive. 2. Relationship of Structure and Site to Adjoining Area There is no consistent neighborhood character in the surrounding buildings, which are primarily warehouses and big box retail stores. The building's height and site coverage is consistent with surrounding development patterns. 3. Landscape and Site Treatment The proposed landscape plan provides an attractive streetscape and entryway to the site as well as breaking up the expanse of the parking lot. The lighting plan should enhance the safety of the site and design of the building without creating unnecessary brightness off -site. 4. Building Design The building has a high level of detail for a warehousing/light manufacturing use. The different colors and textures of the masonry add interest and pattern to the large wall surfaces. The sunscreens and wall lamps in the green accent color will create shadows and add to the articulation of the walls. 5. Miscellaneous Structures and Street Furniture No miscellaneous structures, street furniture, or signs have been proposed. A.11 Description of the Proposed Action Improvements to Saxon Drive will include an asphalt overlay and various sidewalk and utility improvements (see B.14.d). The sidewalk along Saxon Drive shall not be built along the south, between the project site and Andover Park East. A.13. Designated environmentally sensitive areas. The. shoreline environment zones are incorrectly shown as beginning at the property line. This has the effect of moving the shoreline environment designations landward by about 35 feet. Such an increase in regulatory jurisdiction is determined not to be environmentally significant; especially since no improvements are proposed for the levee except for planting the landward face with native vegetation. Correctly located shoreline designations and sections will be submitted prior to any City approvals. B.1.e. Earth All earth modification shall be in accordance with the attached geotechnical engineering report (GeoEngineers, 7/18/96). -7w B.14. Transportation A driveway serving the property immediately west of the property (King County Assessor Tax Lot No. 352304 -9077) is located on the project site without the owner's permission and in an area proposed for a storm water biofiltration swale. In particular: SITE DESIGN • Widen Saxon Drive to provide better access to the proposed development. • Provide strategic-site access at two locations along Saxon Drive and one location at Christensen Drive to optimize public traffic safety and convenience. Facilitate maximum on -site automobile traffic flow by providing throated entrances and convenient cross aisle circulation away from the main building entrance. • Provide a new sidewalk along the north and east sides of the property to accommodate pedestrian access to the Green River pedestrian trail. BUILDING DESIGN The basic building has a long, low silhouette, accentuated by massing colors and .. texture of materials. •• The building base and wall surrounding the main entrance are of split faced masonry in grayish blue colors. • Vertical metal siding in gray clads the wall above the masonry wall, providing an accent to all sides of the building. • . The entrance canopy is green corrugated metal, transitioning to a trellis over the employee outdoor patio. A textured masonry half-height wall screens the patio, further defining the scale of the building. In conclusion, the project will strive to harmonize with the unique natural environment of the Green River shoreline. The project will present itself in a style that is honest and aesthetic, with attention to themes, material, texture and color appropriate to this locale. The design objectives incorporate City of Tukwila requirements, client concerns, and good design principals. The landscape design objectives for this project are clearly reflected in the overall landscape design. In summary, the objectives are to: • Integrate the project into the Tukwila Urban Center environmental through the use of plant materials. • Emphasize major pedestrian circulation routes with distinctive plantings. • Provide seasonal interest through the use of flowering and deciduous plant materials. • Use plant materials to emphasize circulation routes and facilitate the orientation of visitors to the site. • Mark the major site entrance off Saxon Drive with accent planting. • Preserve views to the main building entry. . • Screen view of parking lot from Saxon Drive with shrub and tree plantings. • Screen views of parking lot and building from the dike and bike trail with native riparian shrubs and trees. • Incorporate a variety of plant materials for form and textural contrast. • Provide a plant palette to, minimize irrigation demands and reduce maintenance requirements. The landscape plan incorporates varied plant material to provide aesthetic variety. Flowering shrubs are used throughout for seasonal interest. Evergreen conifer trees are used primarily in the perimeter areas of the site for screening purposes and to provide spatial definition. Considerations in selecting plant material include drought tolerance, environmental appropriateness, and suitability for the site's micro - climates and low maintenance requirements. The main vehicular circulation route along Saxon Drive is marked with accent trees to orient visitors to the site and provide shading. Staff Report to the Planning Commission/BAR Page 4 Design Review /Shoreline Substantial Development COMPREHENSIVE PLAN SHORELINE POLICIES The policies of the Comprehensive Plan that affect shoreline development are found in the Shoreline Element. Shoreline Element - Development should minimize impacts on important habitat features, protect and restore degraded riverbanks, and mitigate unavoidable disturbance of vegetation and habitat - Development should minimize water pollution, provide erosion control, and protect water quality - Capital improvement projects and private development should not endanger public health, safety, welfare, or the capacity of the river to provide long- term community benefits - Over -water structures or reinforcement of the riverbank allowed only when it provides long -term public benefit or is essential to a water - dependent use - Development should reflect the river's role in Tukwila history, protect the long -term public use of the river, and reflect community traditions - Development should include high - quality site planning, architecture, landscaping, provide for open space, and provide a trail for public access along the river (for areas included in Green River Trail Plan) - Development should maintain views of the water, encourage water enjoyment uses, provide for multiple uses, and encourage efficient use of land SHORELINE OVERLAY The Shoreline Overlay is a district which extends 200 feet landward from the mean high water mark of the Green River, throughout Tukwila. The district is divided into three management environments with specific regulations. River Environment - the first 40 feet landward of the mean high water mark. This is the most restrictive environment and only allows for limited public access, transportation and utility uses and structures. Low Impact Environment - the next 60 feet landward of the River Environment. This environment allows structures up to 35 feet, landscaped and screened parking lots, transportation and utility uses and structures. High Impact Environment - the next 100 feet landward of the Low Impact Environment. This environment allows all uses permitted in the underlying zoning district Response: This project will develop a vacant site for an economically productive use. Public access to the shoreline will be enhanced by the new sidewalk and landscaping. No damage to the river environment is anticipated because the project will control the effects of the development by containing and treating stormwater in a bioswale prior to release into the river. The building is pulled away from the shoreline, so views should not be adversely affected. The uses proposed for the River and Low Impact Environments are landscaping, a private street, and a landscaped parking lot, all of which meet the Shoreline Overlay regulations. PART 2: BUILDING AND SITE DESIGN DECISION CRITERIA This project is subject to BAR design approval as required under TMC 18.60.030 due to its location in the TUC zone and size. In the following discussion, the Board of Architectural Review criteria per Section 18.60.050 of the Zoning Code is shown below in bold, followed by staff's comments. For the applicant's response to the criteria see Attachment D. DESIGN REVIEW GUIDELINES 1. Relationship of Structure to Site. A. The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movement. B. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; C. The height and scale of each building should be considered in relation to the site. Response: Improvements will be made to Saxon and Christensen Drives including landscaping and a sidewalk along the northern and eastern edges of the site. A pedestrian link will be provided between the sidewalk and main entrance. Landscape islands will be provided throughout the parking lot to break up the visual impact of the parking lot. The building is much lower in height than is allowed by the zone and is similar in height to surrounding buildings. 2. Relationship of Structure and Site to Adjoining Area. A. Harmony on texture, lines and masses is encouraged; B. Appropriate landscape transition to adjoining properties should be provided; C. Public buildings and structures should be consistent with the established neighborhood character; D. Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged; • z z CO CL J U! Compatibility of on -site vehicular circulation with street circulation should be encouraged. Response: The site will be landscaped on all four sides to a higher standard than required by the zoning code. Landscaping that matches the existing pattern will be provided along the west side of Christensen Drive. The landscape buffer to screen the parking lot from the Green River Trail will have to be approved by King County Surface Water Management. The improvements to Christensen Drive are expected to improve traffic flow to and from the site and neighboring developments. 3. Landscape and Site Treatment. A. Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized and preserved and enhanced. B. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance; C. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade; D. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken; E. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged; F. Screening of service yards, and other places which tend to be unsightly, should be accomplished by use of walls, fencing, planting or combination; G. In areas where general planting will not prosper, other materials such as fences, walls and pavings of wood, brick, stone or gravel may be used; H. Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. Response: Landscape islands have been used throughout the parking area. A screen wall and fence conceal the garbage compactor and baler. Wall fixtures are used as a design element along the exterior walls. Pole fixtures are provided along Saxon Drive and in the interior of the parking lot for safety lighting. No off - premise glare or light in excess of 2 foot - candles will be permitted. 4. Building Design. A. The project as proposed will allow for economic development with a land use that is consistent with the existing pattern in the vicinity, will not interfere with existing recreational use of the Green River Trail, and will provide an enhanced landscape buffer between the Trail and Christensen Drive. This landscape buffer will have to be approved by King County Surface Water Management for compliance with U.S. Corps of Engineers levee landscape regulations. The project as a whole will not have a negative effect on the wildlife habitat, public access or water quality of the shoreline so it is consistent with the Comprehensive Plan shoreline policies. The landscaping, road and parking lot proposed within the River and Low Impact management environments are allowed by the Shoreline Overlay regulations. PART 2: DESIGN REVIEW APPROVAL 1. Evergreen conifer trees are used primarily in the perimeter areas of the site for screening purposes and to provide spatial definition. Considerations in selecting plant material include drought tolerance, environmental appropriateness, and suitability for the site's micro - climates and low maintenance requirements.
