The repairs you describe in your August 2, 1996 memorandum fall within the "normal
maintenance and repair" exclusion of the Shoreline Management Act (WAC 173- 14- 040(b)) and
therefore no shoreline permit or other approval'is required under the Tukwila Shoreline
Management Master Program. This work is also categorically exempt from the provisions of the
State Environmental Policy Act (WAC 197 -11 -800 (1)(b)(v); 197 -11 -800 (2)(c); and 197 -11-
800 (3)). No environmental checklist or threshold determination is required.
Please let ine know if the scope of this project should change from that described in your memo.

RE: Maintenance Exclusion to the Shoreline Management Act to Effect Emergency
Trail Repairs along the Green River Trail.
Background
Recent rains and a possible failing drainage pipe have created a void under the asphalt
section of the Green River Trail as it passes under the Strander Boulevard Bridge.
Subsequent to the creation of the void, the trail surface broke, separated, and subsided.
This trail section dips significantly and visibility of the trail section is impaired until
actually reaching it. It is also a narrow section of trail with minimal room to
accommodate two individuals to pass one another in opposite directions. Along the
river side of the trail, there is no railing and a four foot drop -off ..The river is right below
the bank at the bottom of the drop -off. These factors are important because a cyclist or
runner traveling along the trail will be unable to see the hazardous trail section and could
receive serious injury as a result. ,
Required Work
City maintenance crews have evaluated the damaged trail section and have concluded
that the only way to fix the situation and remove the hazard is to: 1) dig out the subsided
trail sections (10 -15 feet) on both ends of the trail section crossing under Strander Blvd;
2) repair the drain pipes or place new drainage culverts; and, 3) re- establish the and
compact the subgrade materials; and, 4) pave and stripe the reconstructed trail section.
The work is anticipated to take one to two days, during which time the trail will be closed
to public access under the bridge and detoured to a crossing on Strander Blvd. The total
quantity of excavation and fill is estimated to be less than 10 cubic yards and material
will be confined to the dig out areas within the trailway.
Request for Maintenance Exclusion
Although this work is within the forty feet of the river, it is maintenance and repair work
and will not increase the developed area along the river. It is also extremely important
that this work be carried out as soon as possible to eliminate the hazardous situation
which threatens the hundreds of cyclists and runners who use the trail on a daily basis.
Given the nature of the work and the urgency, I hereby formally request exclusion from
the Shoreline Management Act and SEPA regulations to carry out the work described
above. We have scheduled crews to begin repair work on Monday, August 5, 1996, so
your timely response to this request will be greatly appreciated.
