The houses I have planned for this site are economical starter homes currently in huge demand by the home buying public. Underground utilities in this case would add substantially to the cost of these homes. Therefore, their affordability is greatly reduced. Overhead service is already provided to this site. Service drops to new houses are short, straight runs to strike locations for power, phone and cable. These facts are reflected in the City Light cost estimate memorandum dated 3/18/97, which shows an extra $767 cost per house. Additional trenching, conduit and miscellaneous service gear adds approximately $1200 more in extra cost. With overhead of approximately 15 %, the total extra cost per house will run to about $2300. Overhead service besides being economical, is also appropriate and customary for houses of the category and location proposed. The aesthetics of underground power are lost on people of limited means buying starter homes. Hence, builders and buyers almost always opt for overhead service. I hope you will grant a waiver to undergrounding of utilities. Extra costs of almost $10,000 are a punitive hardship to both me and the home buying public. Seattle, WA 98133 RE: Hilltop Homes Short Plat L96-0054 Dear Mr. Butler, • The Sliort Subdivision Committee has completed review of your short plat application (No. L96- 0054), and based on the submittal, preliminary approval is granted subject to the conditions stated below. There are three basic steps in the short plat approval process: 1. Preliminary Approval This letter constitutes your preliminary approval. The application was reviewed by the Tukwila Short Subdivision Committee and approved with conditions. The conditions imposed are to ensure the short plat is consistent with the City's policies and regulations. PRELIMINARY APPROVAL CONDITIONS Utilities a. Pursuant to the Tukwila "underground ordinance ", all utilities shall be placed underground. b. Extension of the sewer and water lines and storm drainage system to the lots shall be approved by the appropriate utility. As -built plans shall be provided to the Public Works Department. General c. Submit a survey map as described in the application checklist which is consistent with all of the conditions of approval. The surveyor's original signature must be on the face of the plat. d. Install all required site improvements, including those proposed in the short plat application and those identified above as a conditions of approval. A maintenance agreement will be required for the common storm drainage and sanitary sewer lines. You will need to obtain all required permits prior to beginning any construction. For water and sewer permits, contact the individual provider District. For City of Tukwila utilities, contact Joanna Spencer of Public Works at 433 -0173. f. Record a sensitive areas easement covering areas of the lots with greater than 20% slopes. Fire Protection; g. Prior to development of the lots the following will be required: If there is no fire hydrant within 250 feet of all building sites, then the developer shall either install a fire hydrant capable of a 1000 gallon per minute flow (certified by Water District 125) OR the future houses will be required to provide interior sprinklers, to be approved by the Fire Department. This requirement must be stated on the face of the recorded plat, and must be met prior to • issuance of any building permits. Expiration h. The final approved short plat must be filed with the King County Department of Records by July 28, 1997, six months from the date of this preliminary approval or the application will expire. The City may grant one six month extension if requested in writing prior to the expiration date. 2. Final Approval The next step is to submit the necessary short plat documents (survey, plat map, and other required paper work), comply with the conditions of approval and install the required site improvements. Installation of the site improvements may be delayed up to six months beyond final approval when a financial guarantee is provided to ensure installation. L96 -0054 Page 3 3. Recording It is your responsibility to record the City approved short plat documents with the King County Department of Records. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. You will need to pay the recording fees and submit your approved original short plat to the King County Department of Records (296- 1570). After recording, the County returns the recorded original to the City of Tukwila within 4 -6 weeks, at which time your short plat is considered complete. You can shorten this processing time by hand- delivering a copy of the recorded short plat to me. In many circumstances, building permits on the short platted property may not be issued until a copy of the recorded short plat (or original) is returned to the Department of Community Development. Seattle, WA 98133 RE: Hilltop Homes Short Plat L96 -0054 Dear Mr. Butler, . All of the City departments have completed their reviews of your short plat. Per my previous letter Planning will require a "sensitive area easement" be recorded covering the portion of each lot that has a 20% or steeper slope. This easement will be used in lieu of a separate sensitive areas tract. The easement must state on the face of the plat that any proposal for land alteration or permanent construction on areas with greater than 20% slopes will require additional City analysis and compliance with the SAO.
