H ° :;..7• 9::ig7, L': =r.- t*g»..mtzR 15% ;gta +'i: ".'v. 7*•..7.?„ ,4.'"i:Ztaxs, k' Staff Report to the L96 -0061: GTE Planning Commission FINDINGS VICINITY /SITE INFORMATION Project Description The applicant is requesting permit approval to install a personal communication service (PCS) station facility for wireless communication systems on the roof of the Doubletree Suites Building, an existing 90 foot tall hotel located at 16500 Southcenter Parkway. The PCS facility will consist of three (3) antenna sectors mounted in a triangular configuration attached to the top of the existing northern wall. Each sector will have four antennas approximately 48 inches tall, 6 inches wide, and 1.5 inches deep. The antennas will reach a total height of 98 feet tall (the maximum allowed height in the TUC zone is 115 feet). One radio equipment cabinet (6 feet 4 inches by 8 feet 6 inches) will be located on the roof of the building just northwest of the PCS facility. Existing Development The site is currently occupied by the Doubletree Suites Hotel, located at 16500 Southcenter Parkway within the Tukwila Urban Center (TUC) zone. Surrounding Land Uses Immediately north of the site is the Southcenter Plaza Office Tower, the Target store, and a Chevron Gas Station. To the east is Tukwila Pond, to the west are McDonalds and Sizzler restaurants, and to the south is a shopping plaza with a Toys -R -Us, Magnolia Hi- Fi, and other smaller retail uses. All of the properties surrounding the proposed wireless facility are zoned TUC. Access Access to the equipment can be made through a secured door accessible from the hotel only. Once installed, the facility will require one maintenance visit per month. SEPA Determination This project is exempt from SEPA, pursuant to House Bill 2828, which states that, microcells which are attached to existing structures other than residences or schools are categorically exempt from environmental review. 3 z. tom- z: JU 0 O; 0)0, w z w O.. gQ CO z z �. n o 0 w U z• • U (p!.. z Staff Report to the L96 -0061: GTE Planning Commission Background The site proposed for this microcell facility was previously approved for another facility by Sprint Spectrum, at the December 11, 1996 hearing (see Comprehensive Land Use Policy Plan Section 12.1.36, on page 4 of this report). ZONING CODE REGULATIONS The proposed project must conform with criteria detailed in the Zoning Code, section 18.64.050 (1 -5) concerning Conditional Use Permits: (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is located. The antennas and radio equipment cabinet will be placed on the building roof and penthouse. The antennas will be placed outside the site line from street view and will be painted in such a color as to blend with the building (see Attachment C: Letter and Photographs regarding screening of microcell equipment). The applicant indicates that the facility "will not emit harmful rays, noxious odors, heat, excessive noise or pollutants ". (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. There are no performance standards applicable to this project. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building, and site design. The proposed facility will require one maintenance visit per month. Otherwise, the site is unstaffed and will have little affect on existing pedestrian patterns or routes. The antennas and radio equipment cabinet will be placed on the building roof outside of site lines from street view. Equipment will be painted to blend with the existing building site (see Attachment C). (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. The proposed project is subject to the following parts of the Comprehensive Land Use Policy Plan: 12.1.34. Actively coordinate project implementation with individual utilities based upon Tukwila's Comprehensive Land Use and Policy Plan and development regulations. 4 z • z 6 = J 0. H 0` Z E- U O N w • w`: H U u. 6 Z.. -, O z Staff Report to the L96 -0061: GTE Planning Commission The facility will use existing electrical and telecommunications services already provided to the hotel building through Puget Power and US West Communications, set up through a separate electrical meter. The applicant has already secured services from these utility providers for the operation of an on -site facility. 12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. The applicant will share the Doubletree Suites Building rooftop with Sprint Spectrum. The project allows for future expansion of the proposed infrastructure and the addition of antennae within the existing site. The site has capacity for 12 antennae, however, the applicant will start with six (6) and expand the number of antennae on site depending upon customer demand for service. (5) All measures have been taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. As referenced above, the applicant has indicated that all infrastructure is inaccessible to the public due to its location on the roof of the hotel building. In order to minimize any possible visual impacts associated with this project, the applicant has located 6 foot cabinets behind a 7 foot parapet. The remaining antennae platform and sectors will project 53 inches (4 feet 5 inches) higher than the parapet, for a total microcell facility height of 10 feet 5 inches. The antennae platform and sectors will be painted to blend in with the wall and surrounding structure to further screen the antennae from view. (see Attachment C - photographs of building facade from parking lot). CONCLUSIONS In reference to the Conditional Permit criteria, the project as proposed meets all criteria as follows: (1)The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is located. The proposed PCS facility has not been found to emit harmful rays, excessive noise, noxious odors, heat, or pollutants. (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. H o: iu z 0 z Staff Report to the L96 -0061: GTE Planning Commission (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building, and site design. The proposed use adds almost no vehicular traffic to the site, therefore, the proposed use is compatible with surrounding land uses in terms of traffic and circulation and will not affect existing pedestrian patterns or routes. Equipment is proposed to be painted to blend with the existing building design in order to be compatible with surrounding buildings and site design. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan Conditions of Land Use Policies 12.1.34 and 12.1.36 have been satisfied regarding facility consolidation and coordinating implementation with individual utilities. (5) All measures have been taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. The proposed microcell facility station will be inaccessible to the public. As a measure to screen the facility from view, all equipment will be painted to complement the building design, surrounding buildings, and site design. Tukwila GTE PCS Installation Page 1 A. Present Use of the Property The property is currently occupied by the Doubletree Suites hotel. B. Proposed Conditional Use Requested: A rooftop PCS station facility per TMC 18.28.040 (14). ( c.) Detailed Description of Proposed Use: GTE proposes to build a Personal Communication Service (PCS) facility on the rooftop of the Doubletree Suites Building, an existing ninety (90) ft tall hotel, at 16500 Southcenter Parkway. The PCS facility will consist of three (3) antenna sectors, mounted in a triangular configuration attached to the top of the existing northern penthouse wall. Each sector will have four antennas (approximately 48 in tall, 6 in wide and 1.5 in deep each). The antennas will reach a total height of ninety -eight (98) ft tall; the maximum allowed height of the zone is one - hundred - fifteen (115) ft. One radio equipment cabinet. (6 ft 4 in by 2 ft 6 in by 8 ft) will be located on the roof of the building just northwest of the penthouse. The proposed PCS station facility will be part of an area wide system, that will provide service throughout the Puget Sound. GTE is locating similar facilities at other key points, which will allow their customers to move throughout the system with uninterrupted service. Wireless communications services can be utilized by emergency service providers, public utilities and maintenance companies, as well as, many other mobile users. D. Will the Conditional Use Be In Operation and/or a Building to House the Use be Started within a Year of Issuance of the Permit? An application for a building permit will be submittal immediately after approval of the Conditional Use Permit. Construction will start immediately after the issuance of a building permit. E 1. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is situated. The facility_ is, designed to have minimal visual impact. The antennas and radio equipment cabinet will be placed on the building roof and penthouse, out of site of the Tukwila GTE PCS Installation Page 2 public. The antennas and radio equipment will be painted in such a color as to blend with the building, or as directed by the City of Tukwila. The facility will not emit harmful rays, noxious odors, heat, excessive noise or pollutants. 2. The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. There are no performance standards applicable to this project, at this site. 3. The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. The proposed use adds almost no vehicle traffic to the site, requiring only one maintenance visit per month. The site is un- staffed and does not affect existing pedestrian patterns or routes. Therefore, the proposed use is compatible with surrounding land uses in terms of traffic and pedestrian circulation: The-facility is designed to have a minimum visual impact. The antennas and the radio equipment cabinet will be placed on the building roof, out of site of the public. Equipment will be painted to blend with the existing building design. Therefore, the proposed development will be compatible with the surrounding land uses in terms_ of building and site design. 4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. The proposed use is subject to the following parts of the Comprehensive Land Use Policy Plan: 12.1.34 Actively coordinate project implementation with individual utilities based upon Tukwila's Comprehensive Plan and development regulations. Based upon the nature of this project, implementation_ is consistent with Tukwila's Comprehensive _Plan_.and.development_ regulationsTand does not require further coordination with individual. utilities. 12.1.36 Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. In addition, the antennas and equipment will be painted in such a color as to blend with the building. 5. All measures shall be taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. The proposed use is secure and is not an attractive nuisance. GTE will place the antennas on top of the penthouse of the existing hotel; radio equipment will be placed on the rooftop, effectively invisible to the public. The antennas and equipment will be painted in such a color as to blend with the building or as direct by the City of Tukwila. The location and color of the facility is designed to minimize their visual impact. The .proposed site will be un- staffed, thus not impairing circulation. After construction, there will be one maintenance visit per month, not requiring additional parking. Therefore, there are minimal circulation impacts. The proposed conditional use requires power and telephone service. No additional public facilities or services are required for the proposed conditional use. ED DEC .996 COMi . •`"`( The proposed GTE PCS wireless installation at the Double Tree Suites (16500 Southcenter Parkway) will be effectively screened from view. First, the antennas will be set -back from 39 to 110 feet from the parapet at the edge of the roof, using the parapet as a screen. At ground level, one would need to be 698 feet to the west, 691 feet to the south, 248 feet to the east or 317 feet to the north of the building before they could begin to the see the antennas. Southcenter Parkway is 295 feet from the Doubletree Suites; one would need to be an additional 403 feet away before they would begin to see the antennas. The enclosed photograph, taken from about the front property line along Southcenter Parkway, shows that not even the existing antennas (which are higher than those proposed) are visible. Another photograph shows a rooftop view of the parapet that will screen the antennas. To further decrease the visibility of the PCS facility, the antennas and supporting equipment will be painted to match the color of the Doubletree Suites. If one is far enough away that they can see the antennas, the color and small size of the antennas will make them unrecognizable. GTE is willing to consider any and all options available to make the PCS facility compatible with the surrounding community. Additional screening would require extensive structural modification of the roof of the Doubletree Suites and would actually increase the visible bulk of the facility. I believe that use of the existing parapet and matching paint color will provide the optimum screening solution. The antennas would be placed on the existing tower that was w v approved by the City in 1997. The height of the pole will be unchanged. H z Project Description is exempt from SEPA review. Existing Development The site is currently occupied the Doubletree Suite Hotel, a multi -story hotel. The Outback Restaurant adjacent The Doubletree Suite Hotel roof currently includes three wireless providers, Cingular, Sprint, and Qwest. Surrounding Land Uses All surrounding property is zoned TUC. Tukwila Pond is located to the east of the project site and contains a Public Recreation Overlay. Also located to the east of the project site is Southcenter Plaza strip mall. To the north is the Southcenter Plaza office building and Chevron Gas station. To the south is a commercial development housing a variety of businesses. To the west of the site are a variety of commercial businesses. Other uses located in the area include, Interstate Five, Southcenter Mall, and Old JC -Penny Distribution site. DCD Planning Q: \CUP \Major Modification \staff report.doc Page 3 01/12/2006 CONDITIONAL USE CRITERIA The proposed project must comply with criteria detailed in TMC 18.64.050, (1 -5), concerning Conditional Use Permits. Applicant's response to conditional use criteria is attached to this staff report as Attachment D. Staff makes the following findings under the city's Conditional Use Permit criteria (TMC 18.64.050): (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is situated. The applicant wants to install three new antennas on an existing tower structure that the City of Tukwila approved in 1997. The equipment cabinet will be placed in the same equipment enclosure that the City approved in 1997. The coax cable that connects the cabinet equipment to the antennas will be placed on the roof below the parapet wall. The antenna's height will be unchanged from the height (97 feet) approved by the Planning Commission in 1997. (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. The Development Standards for uses in the TUC zone include a maximum height of 115 feet and the following setbacks: Front: 15 Second Front: 15feet Side: Ten Rear: Ten The existing building meets the City's setback requirements and since the applicant will be installing the equipment on the existing building setbacks are not an issue. The roof top antenna will be well below the maximum height requirements for the TUC zone. The proposed use does not trigger any additional landscaping on the property. Telecommunication facilities generally generate only a small parking demand. Technicians usually visit such facilities once a month. There is abundant parking stalls available on the site for when the facility will need maintenance and thus the proposed use does require that additional parking stalls be provided. O wz UN • 1— z (3) The proposed development shall be compatible generally rvith the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. As with similar uses, the proposed facility will generate trips during the construction period and, following the completion of construction, up to one trip per month for maintenance. No other impacts to pedestrian or transportation movements are anticipated. There are no new buildings proposed for this project, instead the applicant is installing antennas on an existing building. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan This project must comply with the following Comprehensive Plan policies and meet necessary Zoning Code regulations. 12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. Implementation strategies for this policy include the use of shared infrastructure and use of existing structures. As noted, the Doubletree Suites Hotel includes three service providers (Cingular, Sprint, and Qwest). 5) All measures have been taken to minimize the possible adverse impacts, which the proposed use may have on the area in which it is located The applicant has applied for a location on an existing building instead of constructing a new freestanding pole and the associated cabinet equipment has been located on the roof of the existing Doubletree Suites Hotel. CONCLUSIONS 1. The proposal to install antennas on a commercial building will not be materially detrimental to the public welfare or injurious to property or improvements in the vicinity. By locating the operating equipment on the roof, potentially hazardous operating equipment has been made inaccessible to the public. 2. The proposed project meet's the performance standards that are required in the TUC zone. 3. The proposed project is compatible with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. No noise will be generated the new antennas or ground equipment associated with this application. 5. The wireless communications facility has been designed in a way to minimize any visual impact from the project. The height of the existing building will aid in concealing the proposed antennas from view. 6. The proposed project is in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. The applicant will utilize an existing elevation in the TUC area. The Doubletree Suites Hotel currently has three providers mounted on the building. RECOMMENDATIONS Staff recommends that the Planning Commission approve the applicant's request to modify Conditional Use Permit L96 -0061 as presented with no conditions. For this site, Cingular is proposing replacing the existing 6 antennas and replacing them with 9 antennas at the same height and pole that currently exists at the site along with changing out the radio cabinets.
