The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Dennis Sivak and Stephen Wheeler. Others in attendance were. Police
Chief Michael Villa, Interim Fire Chief Chris Flores, Dawn Judkins TAFF #2088 President and
Kim Gilman, Civil Service Examiner.

APPROVAL OF MINUTES
Chair Dennis Sivak called the meeting to order.
The Chair asked if there were any corrections needed for
the August i4 th Commission Meeting minutes. No
corrections were noted. Minutes were approved as written.
GENERAL BUSINESS
Ethics Board
Volunteer Appreciation Event
The Chief Examiner reported that Ordinance 2447 was
adopted by the City Council on August 4th creating Chapter
2.97 of the Tukwila Municipal Code. This ordinance
creates a Board of Ethics comprised of one member from
each of the City's Commissions. The City Attorney's
Office plans to provide training in early 2015, unless it is
needed prior to that time.
Invitations were sent to all 3 Commissioners regarding the
Volunteer Appreciation Dessert Social scheduled for
October 9th. Unfortunately, none of the Commissioners are
able to attend due to scheduling conflicts.

FIRE DEPARTMENT BUSINESS
Staffing Update

Interim Chief Flores reported that there exists one vacancy
in the Department due the recent death of Firefighter Jason
Karwhite.
The two pipeline hires are currently m the Fire Academy
with an expected graduation late November. Interim Chief
Flores discussed some of the technical tasks taught in the
Academy. He noted that 1 member is currently on light
duty.
Interim Chief Flores reported that the City Council took
action to form a committee to contract for Administrative
Services with the Kent Regional Fire Authority. This is in
addition to the Exploratory Committee already in existence.
POLICE DEPARTMENT BUSINESS
Staffing Update
Lateral Police Officer
Chief Villa reported that the Department currently has 1
vacancy for a police officer. There are 2 candidates in
background and he will present a list with 2 names for the
Commission to certify this evening. He explained that he
would like to have at least 3 names on the eligibility list
prior to extending a hiring offer. He noted that there are 2
vacancies in the Records Division due to the fact that the
last 2 hires resigned and the current eligibility list is almost
depleted. The Chief reported that Officers Kraig Boyd and
Mike Murphy were recently promoted to the position of
Sergeant and have been placed in the Patrol Division. He
then invited all of the Commissioners to visit the new
Police Shop located in the Westfield at Southcenter Mall.
The Chief Examiner presented the Lateral -Entry Police
Officer Eligibility List for Commissioners to certify. The
list contains the names of 2 candidates that tested in April.
Both candidates passed the 1st phase of the background
process and were therefore added to the list.

ADJOURNMENT

confirmed that the Department will continue to focus on
recruiting lateral candidates in the future. He noted that
based on current projections, entry-level candidates if hired
today would not be able to join the Academy till May, 2015
due to their capacity and the numbers of new recruits being
sent to them.

SUBJECT: Eligibility List - Police Records Specialist

The purpose of this memo is to request the current eligibility list for the Police Records
Specialist to expire early due to the fact that there is only one name on the list.
Additionally, as a Chief of Police, I have the discretion to call for a new test, as the current
list does not provide me my choice from three. The current list was originally set to
commence on May 5, 2014 and ending on May 4, 2015.
The urgency to expire the current list stems from the following factors:
• We currently have two openings to fill (one opening has someone in the hiring process,
but is not hired yet)
• There is a history of high turnover for this position.
• In the last year, we have had four Records Specialists that did not complete the training
process
❖ One was terminated for performance issues
❖ Two left for other jobs
❖ One failed the training process
• The Civil Service process combined with the background process takes months to
complete.
• The training process is lengthy and takes three months before they can work on their
own.
• The Department runs a 24 hours, 7 days a week operation that requires seven Record
Specialists to support the schedule (currently at five)
• The Department is preparing for one seasoned Records Specialist to go on long term
FMLA in December and will be out for about four months.
