1. The applicant is required to restore the riparian area per
the plans submitted. A three year maintenance /monitoring
plan, as described in the addendum to the checklist, shall
be implemented.

I am currently reviewing this SEPA and have some questions before I complete my review. The
questions are listed by SEPA Checklist item number.
8. In reviewing the Fostoria Drainage Basin Plan, I cannot find a specific reference to this
proposed project. The project site was located within unincorporated King County at the time
of the Fostoria Study. Is there another area within the basin plan that speaks to the areas that
were in King County? Please explain how this proposal fits in with the adopted basin plan if it
is not specifically addressed somewhere.
11. What is the reason that this project is being constructed at this time? Is there currently a
problem with sedimentation at this site? Why is this being constructed now?
13. The project effects a Type 1 Watercourse also.

Environmental Checklist
INTRODUCTION
PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21 RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be
prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose
of this checklist is to provide information to help you and the agency (in this case the City of Tukwila) identify impacts
from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide
whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal. Based on this checklist
and an independent assessment, the City of Tukwila will determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise
information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should
be able to answer the question from your own observations or project plans without the need to hire experts. If you
really do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not
apply." Complete answers to the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer
these questions if you can. If you have problems, the City of Tukwila, Department of Community Development at
(206)431 -3670 can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on
different parcels of land. Attach any additional information that will help describe your proposal or its environmental
effects. Include reference to any reports on studies of which you are aware which are relevant to the answers you

determining if there may be significant adverse impact.

The proposed silt vault facility is scheduled to be constructed during the dry season, in August or September,
1995.

The project area is described in the 1986 "Fostoria Drainage Basin Plan." A brief project description was
prepared by the Consulting Engineer in November, 1994. The project plans include a restoration /landscape
plan.

site. There are several questions later in this checklist that ask you to describe certain aspects of your

The proposed project includes construction of a rock gabion silt vault structure in a small ravine across an
intermittent drainage channel 250't southeast of a residence at 13419 Macadam Road. The vault structure
will act to accumulate sand, gravel and leaves washed down the channel during heavy rains and associated
stormwater runoff. The debris will be removed twice per year or as required in order to prevent plugging a
4'x4' concrete culvert under Macadam Road located 20' downstream of the proposed vault. The vault and

short access road will require clearing and grading approximately 1/4 acre of land. The vault will be
approximately 20'x20'x8' deep.

would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description,
site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans

applications related to this checklist.
The proposed vault will be located 60 + / -' south of the centerline of Macadam Road 250' southeast of a
residence at 13419 Macadam Road in a ravine sensitive area located in the SW 1/4 of the SW 1/4 of the NE
1/4 of Section 15/23/4.

environmentally sensitive?
Yes. According to documents at the Tukwila Department of Community Development, the proposed silt vault
will be located in a designated sensitive area containing C /ass 3 and 4 slopes.

Approximately 130 cubic yards of soil material will be removed from the site during the
site grading and installation of the rock gabions. Approximately 90 tons of base course
crushed rock and 100 tons of asphalt concrete pavement will be installed as part of this
project.

Yes Approximately 1/4 acre will be cleared and graded for this project. Construction will
be completed during the dry late summer season using appropriate erosion prevention
techniques and minimizing disturbed areas.

A seasonal intermittent drainage channel is located in the center of the proposed
A silt vault site. City documents show the drainage as Water Course number 15 -2
rated as a type 1 water course. The project site is located in Section 15/23/4.
For convenience, the drainage is called Macadam Creek on the project plans. This
drainage flows into the Duwamish River about 1/2 mile downstream from the
project site.
2) Will the project require any work over, in, or adjacent to (within 200 feet) the
described waters? If yes, please describe and attach available plans.
Yes -The Macadam Creek drainage channel will flow through the center of the silt
vault facility.

The silt vault facility will trap large amounts of silt, sand, gravel,and leaves during and
following heavy rainstorms. As a result, downstream channels, waters and wildlife will
benefit by cleaner waters and reduced channel sedimentation and flood levels. The rock
gabions along with the restoration plan will help to restore ground cover and tree habitat
and stabilize the erosion and heavy stream sedimentation in the lower part of the drainage
basin.

The objectives and the alternative means of reaching the objectives for a proposal will be
helpful in reviewing the foregoing items of the Environmental Checklist. This information
provides a general overall perspective of the proposed action in the context of the
environmental information provided and the submitted plans, documents, supportive
information, studies, etc.
1. What are the objective(s) of the proposal?
- Construct a facility that will allow the City Maintenance Crews to safely remove
accumulated eroded debris in the Macadam Creek drainage channel upstream of Macadam
Road.
- Prevent such debris from accumulating and blocking the existing 4' x 4' concrete box
culvert under Macadam Road.
- Improve, water quality and reduce stream channel sedimentation and flood levels
downstream of Macadam Road.
2. What are the alternative means of accomplishing these objectives?
•
-A basin -wide project to expand and upgrade the stormwater sewer system including the
construction of many small stormwater detention facilities.
-A basin -wide survey and installation of many channel stabilization structures such as
weirs, rock check -dams, rock gabion structures plus slope stabilization and revegetation
as required.
3. Please compare the alternative means and indicate the preferred course of action:
Three alternative sites were considered for the silt vault /box.
a. A silt vault was considered at a difficult site just downstream of Macadam road
below the 4' x 4' box culvert. This site was rejected for two reasons. First, the
creek channel is steep and narrow below the channel outlet and limited space
exists between the channel and an existing industrial building at the only remotely
feasible site downstream of the road. In addition, a silt vault downstream would
not alleviate the debris accumulation problem at the entrance to and upstream of
the culvert.
b. A call to the State Wildlife Department in July 1994 verified that no hydraulics
permit will be required for this site /project due to the lack of fisheries resources
in this location. A second call to Wildlife in October 1994 resulted in a request for
drawings for a field evaluation by the Fisheries Specialist which will be completed
later in 1994. An in- channel site was explored from 30 to 80 feel upstream of the
culvert entrance. This reach has the most gentle topography available and is
clearly the best site for a silt vault/pond facility. This site would require the
construction of a short asphalt concrete access driveway allowing the
truck /backhoe or hydro -vac truck to pull off of Macadam Road and either drive in
or back in to the silt vault facility. This driveway would also allow the large

vehicles to exit the site driving forward onto Macadam Road via use of a dead -end
turn - around. For this site, clearing and grading would include the removal of
several large trees up to 30 " diameter plus extensive groundcover over 0.25 acres.
The simplest design concept would include a rock gabion "dam" with a 9 foot
wide rectangular overflow weir at the center flowing down a staircase of gabions
to safely convey the estimated 25 -year peak runoff of 40± CFS into the culvert
inlet. The excavated silt vault would be located just upstream of the dam as
shown on the preliminary plans.
c. An off - channel site was investigated for a possible off - channel silt pond located
about 40 feet west of the in- channel site described above. Due to steeper
contours west of this site, a retaining wall would probably be required to allow the
necessary cut to get sufficient storage capacity for the proposed silt vault. In
addition, an in- channel diversion structure would be required upstream in order to
divert higher flows containing sand and gravel into the off - channel facility. This
type of diversion structure is tricky to design and maintain due to unknown debris
and hydraulic characteristics plus the fact that the stream channel would tend to
migrate side to side over time. For these reasons, the off - channel site for the silt
pond was rejected and no pre- design was completed.

Construction of a 20'x20'x8' deep, rock gabion silt vault structure within a
Type 1 stream, and short maintenance access road.
APPUCANT: City of Tukwila, Public Works Department
GENERAL PROJECT DESCRIPTION
The project includes the construction of a rock gabion silt vault and maintenance road within a ravine
of an intermittent drainage, impacting approximately 0.2 acres of land area located southeast of 13419
Macadam Road. The purpose of the silt vault is to collect accumulating sand, gravel, leaves and other
debris, which washes down the stream channel during heavy rains and potentially blocks the existing
4'x4' concrete drainage culvert located under Macadam Road. The proposed vault will measure
20'x20'x8' deep. A maintenance access road, measuring approximately 18' wide and 75' long, serves
the vault. The project is located within designated sensitive areas containing Class 3 and 4 slopes
and a Type 1 watercourse.
The following is an environmental analysis based on the environmental checklist and additional
information provided.
Earth
The existing slope of the ravine are approximately 30% The slopes are identified as 'Class 3 and 4
Areas' in the City's Sensitive Areas Overlay Zone [TMC 18.45.020 (e)]
Approximately 175 cubic yards of soil will be removed and approximately 75 tons of base course
crushed rock will be installed to construct the rock gabions. Site work is proposed to occur during
the dry season of the late summer.
There is potential for erosion to occur as a result of construction of the project. Temporary erosion
control measures such as fabric fences and straw bales, will be employed during the site work. These
measure should be followed to reduce the adverse impact erosion could cause to the creek and the
slopes.
WATER
The vault will span the Type I watercourse which flows to the Duwwamish River aproximately 1/2 mile
downstream from the projct site. This stream is designated a Type 1 watercourse under the sensitive
area. Work within this sensitive area is subject to the requirements of TMC 18.
The work is intended to be completed in the dry season, however if stream flow increases druing
construction the applicant intends to create a sand bag dam upstream and pipe the water around the
work area

Water runoff and Stormwater
All roadway surtace water runoff will be collected and directed to the public stormwater system. In
addition, surtace water and groundwater collected by interceptor drains, as recommended in the
geotechnical report, should also be directed to the public stormwater system.
PLANTS
The project includes removal of trees, shrubs, and ground cover to construct the new bridge and
widen the approach. Disturbed areas will be re- vegetated. Re- vegetation is planned for the new
slopes.
LAND AND SHORELINE USE
The proposal bridges Gilliam Creek, a Type 2 Watercourse, which will temporarily diverted during
construction. After completion of the bridge, the creek is to be restored and enhanced with riparian
plantings. A conceptional enhancement plan has been provided. The final enhancement plan will be
designed and reviewed during the permitting stage of the project. The final enhancement plan will be
reviewed by the Department of Community Development and must be in compliance with the Sensitive
Areas Overlay Zone before a land altering permit can be issued.
TRANSPORTATION
The project replaces the existing bridge, causing no expected increase in traffic volumes. A detour
route will be in effect for one year during the construction. This will temporarily limit traffic crossing,
and detour traffic north of the crossing along Macadam Avenue to Southcenter Boulevard. Traffic to
the south of the crossing will be detoured along 51st Avenue S. to Southcenter Boulevard.
The existing bridge has no accommodation for pedestrians, there is virtually no pedestrian circulation
to disrupt.
RECOMMENDATION
Based on the analysis in this report, it is recommended that this project be issued a Mitigated.
Determination of Nonsignificance (MDNS) with the following conditions:
A three (3) year maintenance monitoring plan for the riparian restoration is proposed. Any vegetation
that does not survive the first year will be replace. During the fall of year 2 and 3, annual site visits will
be conducted and blackberry plants will be removed. Restoration planting will be maintained at an
80% survival rate.
No fencing is proposed.

This memorandum is in response to SEPA review comments from Gary Schulz dated July 10,
1995 regarding the referenced project.
Item 1A. Hydraulic Project Approval Permit
We reviewed the project with Mr. Muller of Phil Schneider's office who indicated an
EPA wasn't required.
Your discussions with Mr. Schneider indicated an HPA is required.
Once a SEPA determination is obtained, we will apply for a permit.
Item 1B. How will stream flows be handled during construction?
If flows are encountered during construction, a .temporary sand bag dam will be
constructed immediately upstream of-the facility and the water piped or pumped around
the work area.
Item 2A. Riparian restoration. What is the maintenance monitoring plan?
We are proposing a 3 -year plan as follows:
Year 1: Contractor maintenance and guarantee (100% survival rate to be
maintained).
Year 2 & 3: The City will perform 1 site visit per year during the fall season to assess
the survival rate (to be maintained at 80 %) and perform maintenance of
the plantings, and blackberry removal.

We are not proposing to fence the facility, however, we are proposing to gate the pull-
out. Fencing the facility to keep people out of this area would be very difficult,
requiring us to install pipes in the ditches and creek to allow the fence to cross over

RE: Macadam Creek Silt Vault.
I am submitting brief comments for you to include in your SEPA review for this project.
Macadam Creek is rated a Type 1 watercourse and piping or other alterations should be
avoided per the SAO. Essential utilities must be constructed to minimize, or where possible,
avoid disturbance of the watercourse and itis buffer. In addition, restoration and
maintenance is required (TMC 18.45.080 (d) (3).
Hydraulic Project Approval Permit:
I spoke with Phil Schneider of WA Dept. Fish & Wildlife last week and he confirmed that
an HPA permit is needed for this project. Most any work within a "drainage" or water of
the State will require the permit. Phil can be reached at his office telephone #775 -1311 ext.
107.

Riparian Restoration:
The proposed plantings are appropriate and spacing/cover appears adequate for the amount
of disturbance. A maintenance /monitoring plan is required for the restoration to ensure
plantings survive. A three year monitoring/maintenance plan is recommended. The
landscape contractor should guarantee 100 percent survival for the first year following

Potential Clearing Impacts:
Clearing limits are not shown on the current plan drawings. However, Sheet 2 shows
regraded areas with bold topographic lines. One tree is shown west of the access road as
being saved. Which tree is it and will others be designated as "Save Trees "? I observed one
large big leaf maple west of the access road that should be saved. Plantings are shown west
of the access road in areas that appear to be undisturbed from project construction. Please
show clearing limits and provide them on the site with flagging or fencing.

Macadam Silt Vault
The purpose of constructing this silt /trash vault is to catch dirt,
logs and other debris before it can plug the 48" box culvert under
macadam Road.
The heavy rains of 1990 plugged this culvert with debris to the
point where we almost had water running over Macadam Road. The
type of debris was silt, logs and leaves which were washed
downstream from the canyon just upstream from the culvert.
Construction of a small impoundment (i.e.) vault /dam /pond type of
structure is needed to prevent future problems.
The west side of Macadam Road appears to be the best location due
to the lay of the land and because of the many problems we've
incurred on the east side such as dirty dirt and flooding concerns
with properties that already have water problems re- enforcing my
suggestion of west side construction.

'Since this project is still being proposed I will pass on the requested information from March. Initially I
spoke with you Phil regarding this project. I had a draft memo from February and needed input form
Gary Schulz and Jack Pace. After talking with Gary, it was my understanding that the project had
been dropped for the time being. I'm sorry. My misunderstanding. So anything that I can do to help
you, let me know.
In March I spoke with Nelson Davis and went over the issues I had regarding this project. I told him
that it may have been dropped and that he should speak to you before he sends me the requested
information.
the primary issue with this proposal is, is it necessary? If so, does it need to be in this location, being
that it is a sensitive area? Does the vault need to be this size? Does the area of impact have to be
this large? Looking at what was submitted for SEPA, it appears to me that the project is overly
designed. Here are the questions I posed to Mr. Davis, (listed by SEPA Checklist item number) :
S. In reviewing the Fostoria Drainage Basin Plan, I cannot find a specific reference to this
proposed project. The project site was located within .unincorporated IGng County at the time
of the Fostoria Study. Is there another area within the basin plan that speaks to the areas that
were in 10ng County? Please explain how this proposal fits in with the adopted basin plan if it
is not specifically addressed somewhere.
11. What is the reason that this project is being constructed at this time? Why is this being
constructed now?
13. The project effects a Type 1 Watercourse also.

As a result of our meeting with our design consultant Joe Giacobazzi and Nelson Davis, and Gary Schulz, the city's
Urban Environmentalist in the field this morning to discuss our SEPA checklist —we revisited the issue of
alternatives to address environmental concerns of DCD.
Gary Schulz requested alternatives on both sides of the street be looked at again. Gary's concerns werethat Puget
Power's access road was already in place and modification to the existing ditch allows for the construction of a silt
catchement with less impacts to the class 1 designated stream. I expressed my concerns from past discussions and
field reviews with property owner representatives at the Fostoria development, (owners of the east side alternative
site):
There has been a historical high water table/soggy ground in the Fostoria site,
and drain issues associated with this high water table.
The Fostoria complex buildings are immediately adjacent to the water course
and underground pipe system that conveys these flows through the development.
Also, the Fostoria complex owner is responsible for the maintenance of this
surface water course and underground drains.
It is my opinion that constructing storage/desiltation ponds immediately next to the
buildings presents a design and maintenance liability which is significantly more
critical than if it were constructed on west side of Macadam Rd.
Also, Ron Cameron informed me that he has already talked to the property
owner for the Fostoria development regarding a drainage easement and
received a clear negative on this idea.
Based on the above, I consider construction and maintenance of the west side
facility away from the Fostoria building complex is the best location and
acquisition of the needed drain easement would be very difficult to negotiate with
the owner of the property considering the owners current position.
Gary considered that avoiding/reducing impacts to the Class 1 stream should also be met in looking at the west side
alternative. Several suggestions were provided in our field review of the west side including moving the access. road.
closer to Macadam, narrowing up the silt vault facility, eliminating the gabion steps transition and substituting with a
vertical column with a conical trash rack on top. Joe felt that some of these suggestions might be included into the
design to reduce/avoid impacts to the stream.
Also, Libby asked for clarification on the reference to the Fostoria Basin Plan as past planning reference for this
project. Phil said that the project had been brought up by PW maintenance staff and included in the City's CIP and
budget review processes.
In conclusion, Joe will revise the SEPA checklist to address the above concerns. Joe will review Gary's concerns and
suggestions as part of this revised plan/checklist effort.

Location and description of project. Include approximate street address if known and

Name of proposed project: Macadam Road Silt Vault.
The proposed vault will be located 60 + / -' south of the centerline of Macadam Road 250'
southeast of a residence at 13419 Macadam Road in an unnamed, intermittent drainage
channel in a ravine sensitive area located in the SW 1/4 of the SW 1/4 of the NE 1/4 of
Section 15/23/4.
The proposed project includes construction of a rock gabion silt vault structure in a small
ravine across an intermittent drainage channel. The vault structure will act to accumulate
sand, gravel and leaves washed down the channel during heavy rains, and associated
storm water runoff. The debris will be removed twice per year or as required in order
to prevent plugging a 4'x4' concrete culvert under Macadam Road located 20'
downstream of the proposed vault. The vault and short access road will require clearing
and grading approximately 1/4 acre of land. The vault will be approximately 20'x20'x8'
deep.
The silt vault facility will trap large amounts of silt, sand, gravel, and leaves during and
following heavy rainstorms. As a result, downstream channels, waters and wildlife will
benefit by cleaner waters and reduced, channel sedimentation and flood levels. The rock
gabions, along with the restoration plan, will help to restore ground cover and tree
habitat and stabilize the erosion and heavy stream sedimentation in the lower part of the
drainage basin.

A seasonal intermittent drainage channel is located in the center of the proposed silt vault
site. City documents show the drainage as Water Course number 15 -2 rated as a type
1 water course. For convenience, the drainage is called Macadam Creek on the project
plans. This drainage flows into the Duwamish River about 1/2 mile downstream from
the project site.
Indicate nature of expected Water Quality problems and any proposed discharges (pH,
dissolved oxygen, temperature, turbidity, toxic materials, etc.):
No discharges are anticipated from this intermittent drainage basin since the construction
will be completed late in the dry season. If rain occurs during the construction period,
potential increased turbidity levels in the site runoff will be mitigated by early installation
of the silt vault depression with temporary silt fences until the rock gabion structures are
completed.
