The enclosed sewer bill has been held awaiting response to the
February. 12, 1996 letter. In that letter, it was explained that
the sewer, is snot .public , ;not, -in the easement, ;has never been
accepted ''`by they City :and options to pursue to provide a public
s'sewer' :It was also explained that costs for repair and emergen6 .
work would 'be: billed to ,Pyramid.
• :No response has been.received.We will work with
you to develop
and`_ construct: a public sewer, .:However, the costs for work and
emergency call. outs._are the °responsibility of the owner and the
attached bill is enclosed for payment. It was'hoped that a
response to the February letter would have been received and
established a means for this sewer repair and correcting the
sewer deficiencies.
Please remit the amount to the Finance Department. Please
caontact City Engineer. Ron Cameron to initiate a meeting with you
and adjoining properties if you would like to pursue that
alternative.

Re: Pyramid Point Apartments Sewer
Dear Mr. Daily,
Mayor Rants asked Public Works to research and determine what action could be
taken in response to your request dated December 22, 1995. We would like you to
consider having a meeting with the other . adjoining apartments to review the
alternatives that are available. Please call City Engineer Ron Cameron or myself to
establish a time.that a meeting can be held with yourself, Hampton Heights, and
Heatherwood Apartments. We will provide information on the existing sewer and
alternative means of providing sewer improvements.
The sewer for Pyramid Point Apartments has been researched in response to your
request that the City take immediate action There is no record of the sewer. having;,
been accepted ` by -the. City Infact,`there are two'. easements for sewer.
The sewer is located about 20 feet west of the easement recorded. as 63181.67. This
easement was recorded on March 15, 1968. The, City. Clerk, has no record of having`
accepting the sewer and'noneis recorded with King County: Easement
76102050308 is to the east of the 6318167 easement and has nothing in it. There is
no record in the Council minutes of 1968 of a sewer acceptance.
The pasting sewer is not in either „easement It was ,not constructed according to tlie
approved plan for Pyramid Point The City would not have accepted the
substandard pipe when it was constructed nor could have accepted it without being
located in an easement:
The sewer will have to be brought up to City standards and an easement dedicated
for the City to accept it. There are several improvement alternatives:
1. Pyramid can construct a sewer to standards locating it
the appropriate distances from buildings (existing and
future).
2. Pyramid can ask Hampton and Heatherwood to participate
in the new sewer as both Hampton and Heatherwood were
to have maintenance agreements for this sewer as a
condition of development.

3. A developer's agreement or LID can be petitioned by
the three for the City to design and construct the
sewer; an LID would provide for a ten year repayment.
Alternative 3 places the design and construction with the City. Agreements and
easements would be necessary from Pyramid, Hampton, and Heatherwood.
Alternatives 1 or 2 place the design, construction, permitting, agreements, and
funding with the owners.
Please call Ron Cameron at 433 -0179 or myself and let us know if you would like us
to initiate a meeting with yourself, Hampton, and Heatherwood.

In reviewing your request for the above referenced lot
consolidation, the Public Works Department has requested additional
information. They would like to know where easements for water,
sewer, drainage and any other easements exist on the site. They
would also like to know where the trail is located on the site.
The primary concern is to ensure that the lot consolidation does
not adversely affect any of these easements.

The map should be a scaled drawing on paper no larger than 8 -1/2" by 14"
and should include the following elements:
Northpoint, scale and date.
Dashed lines showing location of existing lot line(s) and solid lines showing proposed
lot line locations.
Dimensions of all easements existing and proposed.
Access, including width, name and condition of adjacent streets.
Dimensions of all lines and total lot or parcel sizes.
Mean lot width of all residential lots.
Existing contours at two -foot intervals. (This may be waived if no portion of subject
property exceeds grades of 15%.)
Location of septic tank drain field or sewer lines and water mains.
Existing structures and distance to property lines.
Existing trees over 6" in diameter by species.
