Please contact me if you feel there are any outstanding issues with the exception of the site area issue. We have adjusted all of the statistics to align with the newly 'discovered site area. These statistics are on the this revised set of documents, (revision date 7/10/95). At this point in time, the property owners wish to maintain the project as active, but want to wait until the City Council votes on the new Comprehensive Plan and subsequent interim Land Use Ordinance before pursuing a Council PRD hearing. Once this takes place, they wish to pursue a Council PRD hearing at the earliest possible date. We appreciate your patience and effort on this project and look forward to completing the process at the end of the year. WASHINGTON 98004 TELEPHONE :206) 455.5320 FACSIMILE (2061453.7180' February 21, 1995 We are pleased to present this traffic impact study for the proposed Pyramid Pointe Apartments Expansion project consisting of 40 apartment units. The project is located on the east side. of 57th Ave. S. at about S. 152nd PI. in the City of Tukwila. We have visited the project site and surrounding street network, and have discussed the scope of this study with Mr. Ron Cameron, City Engineer. The primary focus of the study will be traffic operations at the following intersections: S. 152nd St. /Macadam Rd. S. S. 152nd. St. /57th Ave. S. The conclusions and recommendations begin on page 7 of this report. PROJECT DESCRIPTION Figure 1 is a vicinity map showing the location of the site and the surrounding road network. Figure 2 shows a preliminary site plan showing 81 existing apartment units with 106 existing parking spaces, and the 40 proposed apartment units with 84 proposed parking spaces. Not shown on the site plan is an existing single family houso which currently serves as the manager's residence. This house will be demolished as part of this project. There is one project site access point onto the existing street network at 57th Ave. South. RECEIVED FEB 2 81995 TUKWILA PUBLIC WORKS TOB19.Rpt Mr. Charlie Laboda { DALLY HOMES, INC. February 21, 1995 Page -2- -Full development of the Pyramid Pointe Apartment Expansion project is expected to occur by 1997, therefore 1997 is used as the horizon year for the purposes of this study. EXISTING PHYSICAL CONDITIONS The project site presently is mostly covered with existing apartment buildings, parking Tots and landscaping. The project site is fairly steep with views of the Tukwila central business district. Figure 3 shows existing traffic control, number of street lanes, number of approach lanes at intersections, and other pertinent information. The primary roads within the study area are Macadam Rd. S., S. 152nd St., and 57th Ave. South. The S. 152nd St. /Macadam Rd. S. intersection is a "T" intersection currently controlled with a stop sign on the .westbound approach. S. 152nd St. intersects with Macadam Rd. S. on the inside of a large radius horizontal curve on Macadam Rd. South. This location somewhat restricts entering sight distance for S. 152nd St. motorists. Existing on- street parking on the east side of Macadam Rd. S. near the intersection is prohibited to improve the sight distance situation. Two post- mounted street name signs are mounted on top of the stop sign located in the northeast corner of the S. 152nd St. /Macadam Rd. S. intersection. The street name sign for S. 152nd St. reads "152ND AVE S" which is incorrect. The street name sign for Macadam Rd. S. reads "MACADAM RD" which could be improved. The S. 152nd St. /57th Ave. S. intersection is a "T" intersection currently controlled with stop signs on the northbound and westbound approaches with the eastbound approach uncontrolled (free flowing). The northbound and westbound approaches (stop -sign controlled) are fairly level while the eastbound approach (uncontrolled) is on an 11.7% upgrade toward the intersection. This steep grade is within the acceptable range of grades for a local access road in mountainous terrain documented in Table V -4 of A Policy on Geometric Design of Highways and 4 treets, AASHTO, 1990, but is not desirable for an approach to an intersection where vehicles must stop, especially under snowy or icy conditions. At the S. 152nd St. /57th Ave. S. intersection, sidewalks exist on the north side of S. 152nd St. and on the east side of 57th Ave. S., but no sidewalks exist on the T0819.Rpt ^pE Mr. Charlie Laboda DALLY HOMES, INC. February 21, 1995 Page - 3 - south side of S. 152nd St. or on the west side of 57th Ave. South. The only marked crosswalk is located across the east leg of the intersection (this is the only logical location given the existing sidewalk locations). gnly42,02.pedestri n was observed crossin S 52nd St. or 57th Ave. S. at the intersec ion e:00 and 6:0015M- on February 7, 1995. An existing vertical curve on S. 152nd St. at 57th Ave. S. restricts sight distances at the intersection. Entering sight distance (ESD) is restricted for northbound left and right turns (vertical curve obstruction coupled with landscaping obstructions in the southwest corner of the intersection) and westbound left turns (vertical curve obstruction only). Stopping sight distance (SSD) is restricted for eastbound traffic at the intersection. This is a potentially serious traffic safety problem ' because of the marked crosswalk .location across S. 152nd Street. TP &E. measured ESD and SSD for the critical movements at the 3. 152nd St. /57th Ave. S. intersection. The ESD for northbound left and right turns is approximately 130 ft. measured with a driver's eye location at 10 ft. south of the S. 152nd. St. south curb line extended. This ESD could be improved to at least 170 ft. if the landscaping obstructions in the southwest corner were completely removed down to curb elevation. The SSD for eastbound traffic at the intersection is also approximately 130 feet. Assuming an operating speed of 25 MPH for eastbound traffic, the required ESD is 250 ft. and the required SSD is 125 ft. (adjusted for.grade) per A Policy on the Geometric Design of Highways and Streets. Therefore, ESD requirements are not met, even with landscaping revisions, but SSD .requirements are barely met. EXISTING TRAFFIC CONDITIONS TP &E conducted manual two -hour PM peak period traffic volume counts on February 7, 1995 at the pertinent street intersections. Figure 4 shows the summarized 1995 PM peak hour traffic volumes at the pertinent street intersections. The traffic volume count sheets are attached. Level of Service Analysis Level of service (LOS) is a qualitative measure describing operational conditions within a traffic flow, and the perception of these conditions by drivers or passengers. These conditions include factors such as speed, delay, travel time, T0819.Rpt TPE Mr. Charlie Laboda DALLY HOMES, INC. February 21, 1995 Page - 4 - freedom to maneuver, traffic" interruptions, comfort, convenience, and safety. Levels of service are given letter designations, from A to F, with LOS A representing the best operating conditions (free flow, little delay) and LOS F the worst (congestion, long delays). Generally, LOS A and B are high, LOS C and D are moderate, and LOS E and Fare low. Table 1 shows calculated levels of service (LOS) for existing conditions at the pertinent street intersections. The LOS were calculated using the procedures in the 'Transportation Research Board Highway Capacity Manual - Special Report 209, 1985 and in Transportation Research Circular No. 373. The LOS shown indicate worst case traffic approach movement operation at stop sign controlled intersections. At two -way stop sign controlled intersections, LOS is determined by reserve capacity. Reserve capacity is the number of new vehicles that can be added to a traffic movement before the operational conditions deteriorate and motorists begin to experience serious backups and delays (LOS F). At all -way stop controlled intersections, LOS is determined by the volume to capacity ratio (V /C). The existing PM peak hour LOS at the pertinent street intersections is very good, at LOS A. Accident History Accident data was obtained from the City for the pertinent street intersections for the period from January 1, 1992 to December 31, 1994. During this period, two accidents occurred at both the S. 152nd St. /Macadam Rd. S. and S. 152nd St. /57th Ave. S. intersections. Of the four accidents, all were right angle type accidents and there was only one-injury accident which occurred at the S. 152nd St. /Macadam Rd. S. intersection. The calculated average accident rates (accidents per million entering vehicles) are 0.59 for the S. 152nd St. /Macadam Rd. S. intersection and 1.60 for the S. 152nd St. /57th Ave. S. intersection. These accident rates are not considered to be high. FUTURE TRAFFIC CONDITIONS WITHOUT THE PROJECT Figure 5 shows projected 1997 PM peak hour traffic volumes without the project. These volumes include the existing (1995) traffic volume counts plus background growth. Background traffic volume growth on S. 152nd St. and 57th Ave. S. is expected to be negligible. No background traffic volume growth was included for S. 152nd St. and 57th Ave. South. Background .traffic growth on Macadam Rd. S. is also expected to be small or negative (see attached comparison of 2/95 turning : T0819.Rpt Mr. Charlie Laboda DALLY HOMES, INC. February 21, 1995 Page - 5 - movement count at S. 152nd St. /Macadam Rd. and 6/90 automatic traffic volume count on Macadam Rd. S. north of Southcenter Blvd.), but was assumed to be 2% per year for lack of historical traffic volumes on Macadam Rd. South. This is expected to be a conservative traffic volume growth rate. TRIP GENERATION AND DISTRIBUTION The Pyramid Pointe Apartments Expansion project is expected to generate the vehicular trips during an average weekday and during the street traffic peak hours as in Table 2. The demolition of the existing house on the project site has been taken into account on Table 2 by subtracting the trips generated by the house from the total. trips generated by the apartment expansion project. The net new project trips are shown on Table 2. The trip generation is calculated using the average trip rates in the Institute of Transportation Engineers (ITE) Trip Generation, Fifth Edition, 1991 for Apartment (ITE Land Use Code 220) and Single - Family Detaching Housing (ITE Land Use Code 210). A vehicle trip is defined as a single or one direction vehicle movement with either the origin or destination (exiting or entering) inside the study site. These trip generation values account for all site trips made by all vehicles for all purposes, including commuter, visitor, recreation, and service and delivery vehicle trips. According to South Central School District No. 406, children who will live in the proposed project will attend the schools listed below. An open enrollment system provides a choice of three elementary schools, but attendance at Tukwila Elementary would be encouraged by the School District. Busing would be provided for Tukwila Elementary with a bus stop at the intersection of S. 152nd St. /Macadam Rd. South. Busing would not be provided for the middle or high schools. The distribution is based on the characteristics of the street network, existing traffic volume patterns and the location of likely trip origins and destinations (employment, shopping, social and recreational opportunities). FUTURE TRAFFIC CONDITIONS WITH PROJECT Figure 7 shows the projected 1997 PM peak hour traffic volumes with the proposed project. The site - generated PM peak hour traffic volumes shown on Figure 6 were added to the projected background traffic volumes shown on Figure 5 to obtain the Figure 7 volumes. Table 1 shows calculated LOS for future with and without project conditions at the pertinent street intersections. The pertinent street intersections are expected to remain operating very well (LOS A) in 1997 during the PM peak hour with and without the project under existing traffic control. LOS was also calculated for the S. 152nd St. /57th Ave. S. intersection assuming an all -way stop -sign controlled intersection. The expected PM peak hour LOS with the project was LOS A assuming an all -way stop. Traffic volumes at the pertinent street intersections are expected to remain low. Neither intersection will be remotely close to meeting traffic signal warrants as documented in the Manual on Uniform Traffic Control Devices for Streets and i w (MUTCD), 1988. MUTCD multi -way stop warrants at the S. 152nd St. /57th Ave. S. intersection are also not close to being met. TRAFFIC IMPACT MITIGATION Since this project will increase traffic volumes on the northbound and eastbound approaches to the S. 152nd St. /57th Ave. S. intersection, the developer should offer to improve traffic safety at the intersection. The financially feasible alternatives for • improving traffic safety at the S. 152nd St. /57th Ave. S. intersection are as follows: 1. CONCLUSIONS AND RECOMMENDATIONS We recommend that the Pyramid Pointe Apartments Expansion project be constructed as shown on the site plan with the following traffic impact mitigation measures: Considering the low number of accidents and the low accident rate at the S. 152nd St. /57th Ave. S. intersection, we recommend that the following improvements be made to the intersection to improve traffic safety: A. Remove landscaping obstructions in the southwest corner of the intersection down to the curb elevation. B. Install a Side Road warning sign (W2 -2) on the eastbound approach to the intersection. This decision is made on the basis of the plans submitted on February 24, 1995, as a part of the application for B.A.R. approval. Section 18.45.060 provides that the Community Development Director may waive the requirement for PRD permit only "if the size and complexity of the project does not warrant that step" in the approval process. I have determined that the Pyramid Pointe project does not meet this test, due to the amount of development that will occur on slopes exceeding fifteen percent. I am the Architect representing the owners of the Pyramid Point Apartments. We are currently planning an expansion of the existing project from 83 units to a proposed 123 units. The proposed plans are designed around meeting all of the current building and zoning regulations of the City of Tukwila. On November 15th, 1994, I had a brief informal meeting with Jack Pace. Mr. Pace was helpful in relating a broad picture of the required processes and regulations that would be part of the approval process. In this meeting, we discussed the issue of the critical areas indicated on the City's overlay map. The map indicated that minor areas of type 2 and type 3 landslide potential were located on the site. In our discussion, Mr. Pace indicated that it would most likely be resolved as a strictly engineering issue, and • that we should apply for a waiver of the requirements of PRD process. In fact, this seemed reasonable in that the majority of the sloped area was created to accommodate the construction of Macadam Road at sometime in the past, and our plans were to hold the proposed building well back from the slope. We applied for a preapplication conference and met with staff on January 19th, 1995. In that meeting, Mr. Pace again recommended that we • apply for a waiver to avoid going through PRD process. We wrote a letter, addr to Mr. M Pace requesting this waiver on January 26th, 1995. In this meeting, I was told that Mr. Pace had actually given the letter to Mr. Jimmerson, who had placed in the file. As I understand it, the letter had not been passed on to you at the time of our conversation. He explained that it would eventually go to you for your review and eventual approval or denial. There are several basic issues that I am concerned with. First, the lack of creditability on the part of the City's ability to follow through. As I understand it, the letter requesting a waiver from the PRD has been at the City for approximately two weeks, and has not been given to you for comment. Somehow this sounds like the standard bureaucratic, treatment and it's very disappointing. Having practiced in the private sector in the past, I'm sure you understand my feelings. Second, I'm concerned with the apparent reversal of the City's opinion on the PRD issue. As I've stated above, Mr., Pace indicated to me on two separate occasions that the PRD requirements would probably be waived for this project. Since that discussion, Mr. Marc McGinnis with Geotech Consultants was hired to complete a geotechnical analysis on the property. His firm has been working on other similar properties in the area and is familiar with both the City's goals and policies and the geology of the area.. After a site visit, he was quite confident that there were not any serious landslide issues on site or relating to the proposed project. He is in the process of doing the necessary soils sampling and related testing to accurately proscribe the appropriate development processes. In light of this information and Mr. Paces' repeated recommendation to apply for the PRD waiver, I was very disappointed when Mr. Jimmerson made it clear that the City would not grant this waiver and has not granted these waivers in the past. Again, I find the City's creditability lacking. If this process has not been an accepted method in the past, why not just let us know right up front, before we spend time and money following this fruitless path. If in fact the landslide issue is relatively insignificant, then why waste the City's and our time and money with this process? Thirdly, I'm confused about the reason for having to go through the PRD process as well as the Architectural Review Board process. As I understand it, the same sets of application materials are required for both submittals,(the forms look identical); the members in the planning commission are the same individuals who make up Architectural Review Board. The applications both require fees of approximately $1,000.00 or more. Not to mention the time -line of having both of these processes occur. Does this make any sense to you? Additionally, it would seem to me that the Geotechnical issues should be resolved in a Geotechnical study with stipulated conditions for the development of the property. I do not believe that the individuals on the Planning Commission are qualified to make technical judgments as would be required of them in this case. If the intent of the Planning Commission is to comment on the aesthetic issues as defined in the City's Multi - Family Design Standards, it need not occur again with the Architectural Review Board. At worst, I believe that the requirement for an Architectural Review Board hearing should be dropped because of it's duplicate nature. As you no doubt understand by now, I'm concerned about the way this process is moving along. Over the last 18 months, the current owners of this property have made a concerted effort to revitalize this housing project from a very marginal environment, to a decent and respectable place to live. And in the long term planning for this site, it is the owners goal to continue this process by developing new modern apartments. These new homes are designed to meet and exceed the requirements of the City. By virtue of their coexistence on the site with older buildings, the entire project will benefit in a positive way. I feel that it would be unfortunate to discourage this positive progress. I have a great appreciation for the issues and necessary processes that the City must go through to protect the interests of the community, and I'm interested in working with you to find the most efficient and reasonable way of accomplishing both of our goals on this project. The purpose of this letter is to respond to the concerns you raised regarding the City's review process to this date. Here are the facts as I understand them. At the pre - application meeting on January 19, 1995, you presented the project to city staff and received preliminary comments based on your submittal. You were informed that the ordinance requires a PRD for development located on sensitive areas and that the site appeared to be located within a sensitive area. You were also informed that there are provisions which may allow for a waiver of the PRD requirement. A site plan showing topography was suggested to be submitted with your request for a waiver. On January 30, 1995, we received your letter asking for a waiver. A new site plan was submitted containing partial topographic information. As is normal procedure, your request was assigned to my staff to make a recommendation. Mr. Jimerson did not file your request away as you suggest. Rather, he reviewed the proposal within the week, and by February 8 he drafted a recommendation for my review. However, you called and made an appointment to meet with him on February 10. Since you indicated that you were bringing revised plans, Mr. Jimerson held off on making his recommendation until after the changes were presented. At the meeting you informed Mr. Jimerson that you would like to submit an application packet by February 20. Mr. Jimerson indicated he . understood your time frame and would work to have a decision within a week. The next working day, February 13, Mr. Jimerson forwarded his recommendation to Jack Pace, his supervisor, who has since forwarded it to me. In the meantime, we received your fax only two working days after your meeting with Mr. Jimerson. Regarding your concern about the City's position on the waiver request, my staff informed you that there was an opportunity for waiver and appropriately suggested that you pursue the possibility. However, they did not state or intend to provide false hopes that a waiver was a sure thing. During your meeting with Mr. Jimerson, he told you his recommendation would be to require a PRD. Page 3' LANDSCAPE AND SITE TREATMENT Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized and preserved and enhanced. Grades of walks, parking spaces, terraces, and other paved areas should promote safety and provide an inviting and stable. appearance. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken. Where building sites limit planting, the placement of trees or shrubs in paved areas is encour- aged. Screening of service yards, and other places which tend to be unsightly, should be accom- plished by use of walls, fencing, planting or combinations of these. Screening should be effective in winter and summer. In areas where general planting will not prosper, other materials such as fences, walls, and pavings of wood, brick, stone, or gravel may be used. Exterior lighting, when used, should enhance the building design and the adjoining land- scape. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design.
