Dear Nasser:
This is to confirm our conversation of this morning. Before we can
approve your short plat, the following need to be addressed:
1. The note identifying the fire hydrant distance of 150 feet
needs to be changed to read as 250 feet.
2. The parcel labeled "Exception, Non - Buildable" is not a part of
this short plat, as it is a separate parcel that was created
by Ryan Way bisecting the property. The "Exception, Non -
Buildable" label should be removed. A note indicating that
this portion of the original lot became a separate lot when it
was bisected by Ryan Way would be acceptable..
3. Submit legal descriptions of the three lots. These legal
descriptions shall have the surveyors original signature.
4. When you submit the revised short plat, it too must have the
surveyors original signature.
5. The access road installed for this short plat has failed.' You
need to contact Public Works to resolve this issue before the
final plat can be approved.
Once these issues are addressed to the satisfaction of the
reviewing Departments, we can then grant final approval of the
short plat. If you have any questions in this matter, don't
hesitate to call me at 431 -3663.

Dear Mr. Lancaster:
I am writing you regarding the completion on my shortplat
subdivision. I had requested extension of my shortplat on April
12, 1995 because I was unsure whether it was possible for me to
finish all the required site Improvements and I had to leave
town on a business trip. On April 13, 1995 I was granted a
extension until March 31, 1996.
By June 28, 1995 I had received a final inspection
approval and had hand -in all the signed documents to Libby
Hudson for obtaining the final shortplat subdivision approval.
had requested from her to follow -up on the paper process.
After my return from my business trip in December 1995, I was
dismay to find out that not much had taken place on my
shortplat. My surveyor during my absence was told that the
project had ran out of time. I meet with John Jimerson in late
December and tried to get this process off the ground. About
45 days has passed and we still do not have a definite answer
from planning department. The extension time granted to this
project has not served any useful purpose and I am concern with
getting the final shortplat subdivision approved by March 31,
1996.
Please advise me what I should be doing at this time. As
of the date of this letter, I am waiting to for John Jimerson to
hear back from the utility department.

last item, (item 5), my contractor has "made the necessary
repairs to the access road 47th Ave. and it is ready for your
final inspection as you see in the pictures. If there are any
other issues please contact me at soon as possible since our.
March 31 deadline is very near.

Dear Mr. Ahmadnia,
The Short Subdivision Committee has completed a review of your short plat (subdivision) application
and the revision submitted March 21, 1995, and based on the findings (attached) has granted
preliminary approval with conditions.
There are three basic steps in the short plat approval process:
1.) Preliminary Approval:
Your short plat application is reviewed by the Tukwila Short Subdivision Committee. Usually,
the Committee imposes conditions of approval.
2.) Final Approval:
Short plat documents (survey, plat map, and other required paperwork) must be completed as
required by the Subdivision Code and conditions of Preliminary Approval, and you must install
the required site improvements or bond the cost of the improvements.

After the City has accepted the required site improvements or a bond for the installation costs
has been accepted, the Chairman of the Short Subdivision Committee signs your short plat,
granting final approval.
3.) Recording:
You must submit the City-approved short plat documents to King County Department of
Records for recording. The Short Plat is not considered complete until the documents are
recorded, and a recorded copy is provided to the City.
The following are the conditions of preliminary approval by the Short Subdivision Committee.
PRELIMINARY APPROVAL CONDITIONS
Utilities:
1. Show existing and proposed water and sewer lines, and the connection to the public lines
(location, size, and material of utility pipes) for all lots: Lot A, Lot B and Lot C.
2. Provide a storm drainage plan, showing how storm drainage will be conveyed off the site for
Lot A, Lot B, and. Lot C. Indicate whether driveway and roof drains from proposed houses will
be directed to 47th Ave. S. or S. Ryan Way.

Fire protection standards
3. Prior to development of either Lot A, Lot B, or Lot C, the following will be required: If there is
no fire hydrant within 250 feet of all building sites, than the developer shall either install a fire
hydrant capable of pumping 1000 gallons per minute (gpm) must be installed within 150 feet
of all future houses OR the future houses will be required to provide interior fire sprinklers.
This requirement must be stated on the face of the recorded plat, and must be met prior to
issuance of any building permits for Lot A, Lot B, or Lot C.
Access
4. The access road must be paved to a minimum width of 20 feet beginning from the edge of the LL''
20 Q pavement of 47th Ave. S., which will have the ability to .support a it protection vehicle.

In addition, the easement must state that it is utility easement.
FINAL APPROVAL REQUIREMENTS
1. Complete the items listed for Preliminary Approval, and submit the requested revisions to me
for review.
a. Submit a revised -survey map as described in the application checklist and which
meets all the conditions of approval. The original surveyor's signature must be on the
face of the plat.
b. Submit a legal description with original surveyor's signature.
c. submit a revised easement description.
2. Install all required site improvements (i.e. access road, water and sewer lines with "required
stub -outs, and storm drainage). Provide me with copies of the new water meter receipt(s)
from the Water District.
OR
Provide assurances for the future construction of these improvements through posting of a
bond (or Assignment of Account, or Letter of Credit) for 150% of the construction cost. This
"requires a contractor's written estimate of work to be-completed. If you choose this option,
please contact me for information regarding necessary forms.
Notify me when site improvements are completed, so that the City can conduct a final
inspection, and 'accept' the improvements.
Please note the following items which apply to your site improvements:
a The Tukwila 'undergrounding ordinance' requires that all utilities be placed
underground.
b. You will need to obtain all required permits prior to beginning any construction. For
sewer and water permits, contact the individual provider District. For the City .of..
Tukwila utilities, contact Joanna Spencer of Public Works at 433 -0179.
When these items have been completed to required standards, the Chairman -of the Short Subdivision
Committee can give final approval to your short plat. This usually occurs within approximately one
week of notice that conditions are completed.

RECORDING REQUIREMENTS
Recording the approved short plat and documents is the applicants responsibility. The signature of
the Chairman of the Short Subdivision Committee certifies that your short plat application is ready for
recording. You will need to pay the recording fees and submit your approved original short plat to the
King County Department of Records (296-1570).
After recording, the County returns the recorded original to the City of Tukwila within 4-6 weeks, at
which time your short plat is considered complete. You can shorten this-processing time by hand-
delivering a copy of the recorded short plat to me.
Please not that a copy of the recorded short plat (or original) must be returned to the Department of
Community Development prior to issuance of any building permits for the new lots.
EXPIRATION
A request for final approval of the short plat must be submitted within six months from the date of
preliminary approval, or by goRtgog*r30, 1995, otherwise the current application will expire The
Short Subdivision Committee may grant a six month extension if requested in witting prior to the filing
dead line..

Prior to preliminary -approval of a short subdivision, the Subdivision shall determine that the proposal z.
meets requirements of TMC 17.08.070. These requirements are discussed below.

1. Lot Configuration Zoning
The subject property is zoned single family residential, R1 -7.2, with minimum lot size of 7,200
square feet. All lots meet the minimum area Lot A and Lot B exceed the minimum lot width
of 50 feet. Lot C is a pie shaped lot which has an area of approximately 5,130 square feet
which exceeds the 50 foot lot minimum. The average of the pie shaped lot meet the 50 foot
lot width minimum.
2. Environmental Considerations (Sensitive Lands, Trees):
The property does not lie within any sensitive areas.
The Sensitive Areas Map shows that the east end of the property as an area of Potential
Geologic Instability with Class 2 slope. However, according to the topographic map and field
visits the property does not have a slope of 15% or greater to be actually classified as a Class
2 slope.
3. Compatibility with Existing Land Uses and Plans
The proposed single family lots will be compatible with the surrounding single family
residential land uses.. Future development of the. Tots will be required to meet the zoning code
standards for the R1-7.2,-single family residential development.
The Comprehensive -Land Use Plan designates the subject property astow Density
Residential'. The proposed subdivision will meet the singe family residential density of the
Comprehensive Plan.
4. Domestic Water
The existing water line is sufficient to provide adequate potable water ton the proposed lots.
Connections to the public water main located within 47th Avenue S will be required to provide
adequate potable waterto'the proposed lots. A utility easement is required (and has been
provided), across Lot A, for the proposed water connection which serves Lot B and Lot C.
5. Sanitary Sewer
The existing sewer line is sufficient to support the proposed lots. Connections to the
public sanitary .sewer main located within 47th Avenu S. will be required to provide adequate
sewer service. A utility easement is required (and has been provided), across Lot A, for the
proposed sewer connection which serves Lot B and Lot C.
6. Storm Drainage
No storm drainage information was provided. Storm. drainage must be provided for all Tots. A
storm drainage plan, showing existing and proposed storm drainage improvements and
easements, including detention or conveyance systems. 'Detention must be adequate to meet
pre - development conditions, and must be designed consistent with the King County Surface
Water Design Manual and Tukwila drainage basin studies.'
7. Fire Protection
Adequate fire protection is currently not available to the property. To ensure adequate fire
protection of future homes, the applicant will be required to either install a standard fire
hydrant capable of 1,000 gpm, within 250 feet of all proposed houses on each proposed lots,
OR provide interior fire sprinklers for all future houses constructed on the proposed lots.
This requirement should be placed on the face of the plat so that future owners of the Tots are
informed of the requirements for development of Lot A, Lot B and Lot C.
Fire protection access is discussed below.
8. Access
The subject property fronts on two public streets. However, the slope to S. Ryan Way and the
existing slope and curve of the roadway will not allow safe access to the subject property.
Therefore all access to the property should occur from 47th Avenue S.
Lot A has direct access to-47th Ave. S., while Lot B is proposed to be accessed by way of a
20' access easement across Lot A. However, the zoning code [TMC 17.24.030 (4)] requires
that the easement be a minimum of 30 feet in width. with the minimum pavement width of 15
feet in width. Fire protection access requires a minimum of 20 feet paved access.
The Short Subdivision Committee may reduce the 'code requirement for the 30 access
easement to 20 feet based on the impact to the developable area of Lot A. If a 30 foot wide
easement were required the area available for construction would be reduced to
approximately 27 feet in width, causing a hardship to the property. The access will serve only
two Tots. Therefore an exception to the 30 foot easement standard should be granted.

CONCLUSION AND RECOMMENDATIONS
Based on the findings and decision criteria in this report, staff recommends the proposed short
subdivision be granted Preliminary Approval with the following conditions:
PRELIMINARY APPROVAL CONDITIONS
Utilities:
1. Show existing and proposed water and sewer lines, and the connection to the public lines
(location, size, and material of utility pipes) for all lots, Lot A, Lot B and Lot C.
Provide.a storm drainage plan, showing how storm drainage will be conveyed off the site for
Lot A; Lot B, and Lot C. Indicate whether driveway and roof drains from proposed houses will
be directed to 47th Ave. S. or S. Ryan Way.
Fire protection standards
3. Prior to development of either Lot A, Lot B, or Lot C, the following will be required: If there is
no fire hydrant within 250 feet of all building sites, than the developer shall either install a fire
hydrant capable. of .pumping 1000 gallons per minute (gpm) must be installed within 150 feet
of all future houses OR the future houses will be required to provide interior fire••sprinklers.
This requirement must be stated on the face of the recorded plat, . and must be met prior to •
issuance of any building permits for Lot A, Lot B, or Lot C.
Access
4. The access-road must•be•paved to a minimum width of 20 feet beginning from the edge of the
pavement of 47th Ave. S., which will have the ability to support a fire protection vehicle.
The access easenienf must be revised to include a minimum of 20 foot wide access for Lot C.
In addition, the easement must state that it is utility easement.

affecting the estate or interest or mortgage thereon covered
by this Commitment other than those shown in Schedule B
hereof, and shall fail to disclose such knowledge to the Company
in writing, the Company shall be relieved from liability for any
loss or damage resulting from any act of reliance hereon to the
extent the Company is prejudiced by failure to so disclose
such knowledge. If the proposed insured shall disclose such
knowledge to the Company or if the Company otherwise
acquires actual knowledge of any such defect, lien, encum-
brance, adverse claim or other matter, the Company at its
option may amend Schedule B of this Commitment accordingly,
but such amendment shall not relieve the Company from
liability previously incurred pursuant to paragraph 3 of these
Conditions and Stipulations.
3. Liability of the Company under this commitment shall be
