Dear Bob:
As you know, because of an incomplete submittal we have delayed the
public hearing on the American MedTrans project. Most recently it
has been scheduled for October 26th. However, since we have not
received the information requested, we will not be able to make
that agenda.
It is my understanding from a conversation with Royce Berg that the
status of the project is tentative now. One possibility is that
the project would be changed to a hotel, which would require a new
application submittal for the BAR. A second option would be to go
forward with the proposed building design whether or not American
MedTrans will be a tenant.
.This is inform you that the agenda for the November 9, 1995, BAR
meeting is full. Because your application is incomplete, it will
not be heard at that meeting. The next meeting is December 14th.
If we do not receive the additional information we previously
requested before the December meetL.ng is full or 50 days prior to
December 14 (October 19th), whichever comes first, the current
project will not be heard in December.
In consideration of other applicants, if you do not make the
December agenda, we will not reschedule the public hearing for the
project. At such time we receive the requested information, we
will schedule the project for the first available public hearing
after 60 days from the date of the submittal.

I have completed a first review of the proposed American MedTrans
BAR application. As we discussed, once you have read these initial
comments, you will call me for any clarifications. As you know, we
are attempting to accommodate a faster review schedule than is
normal, with the goal of having the BAR hear the project on August
24th.
There are two ramifications with this fast track approach. First,
it has reduced city staff review time in which to provide these
comments. I have tried to be as thorough as possible within this
time frame, but there still may be additional comments forthcoming.
Second, you have a limited time with which to respond to these
comments. We need all the revisions and additional information no
later than 5:00 PM on Friday, August 4th, in order to stay on the
August agenda. Also, be aware that the design resubmittal is just
one thing that needs to happen by August 4 for the project to make
the August meeting. We have discussed the other items with Bob
Hart.
COMMENTS:
Site Plan
1. Clarify Grading on East Property Line - Retaining wall? If so,
how high? Slope of landscape area?
2. Section 18.56.040(5)(D) contains standards for ensuring safe
pedestrian access from the parking spaces to the entrance. A
six inch raised sidewalk (3' wide) around the perimeter of the
building will serve to meet this provision.

Landscaping
1. The impact of the parking area can be reduced by providing
five new landscape peninsula with trees. The existing
peninsula can be eliminated (see attached site plan).
2. The landscaping along the east property line should be located
east of retaining wall so as to minimize the impact of the
wall.
3. Identify what is in the box in the landscape peninsula along
the west property line.
Building Design
Below are some specific comments that are intended to provide
direction for improving the design. If these comments can be
integrated, that would be fine. However, a more important and more
general comment is that the overall building design needs to be
upgraded above and beyond the comments I offer here.
Because of the site prominence and visibility from Highway 518, the
ramp from 1-5 to 518 and the southbound I -5 off -ramp to Southcenter
Boulevard, the building should make use of materials, modulation,
details, massing and /or colors to result in a higher quality design
than what may be expected at a less prominent location.
1. Relief could be provided by recessing the windows and panels
located between the column elements (see attached).
2. Provide modulation to break up the mass of the east and west
elevations.
3. Provide a variety of detail and forms (See Fort Dent One Bldg.
for example).
4. Provide Color and Material Board and Colored Elevations.
Identify truck door materials. Colors should complement and be
in harmony with the design.
5. Extend the windows (see attached) on the east, south and west
elevations.
6. Create a stronger sense of entry at the south end.
7. Extend parapets from end to end across the roof (see
,attached).
Misc.
1. Provide Trash Enclosure Design
2. Maximum sign area per wall is 150 s.f. Proposed area per wall
is 165 s.f. Reduce accordingly.

CRITERIA
The following criteria will be used by the BAR in its decision - making on your proposed project.
Please carefully review the criteria, respond to each criterion (if appropriate), and describe how
your plans and elevations meet the criteria. If the space provided for response is insufficient,

located uphill. Building offsets are established at the south elevation to visually ease the
corner of the building as the hill wraps from the east to the south.
a Landscape transition between existing facilities to the east are similar in character to
existing. Transition to the north into the preserved natural landscaping and setback area
is Tess formal. Transition to the south where substantial landscape buffers existing along
SR 518 in the right of way will be simple. The landscape transition to the west will form a
stronger visual buffer for the service bays from 51st Avenue.
• Existing facilities in area range from sloped roofs, mansard roofs and flat roofs with flat
panel buildings to the north. Articulated painted concrete panels with reveals and
patterns of glass and alternate colors will reduce scale of building to appropriate
proportions.
• Vehicular /pedestrian patterns occur on site with limited access to the site by the cul de
sac to the east. Visitor, handicap access are oriented to flatter sections of property on
the west side of the building. Service bays and related parking are situated on the
northwest side of the building, again due to the flatter access points to the building.
e Site circulation with street circulation is limited to the east cul de sac and no access

3. LANDSCAPE AND SITE TREATMENT
A. Where existing topographic patterns contribute to.beauty and utility of a development, they
should be recognized and preserved and enhanced.
B. Grades of walks, parking spaces, terraces, and other paved areas should promote safety and
provide an inviting and stable appearance.
C. Landscape treatment should enhance architectural features, strengthen vistas and important
axis, and provide shade.
D. In locations where plants will be susceptible to injury by pedestrian or motor traffic,
mitigating steps should be taken.
E. Where building sites limit planting, the placement of trees or shrubs in paved areas is
encouraged.
F. Screening of service yards, and other places which tend to be unsightly, should be accom-
plished by use of walls, fencing, planting or combinations of these. Screening should be
effective in winter and summer.
G. In areas where general planting will not prosper, other materials such as fences, walls, and
pavings of wood, brick, stone, or gravel may be used.
H. Exterior lighting, when used, should enhance the building design and the adjoining land-
scape. Lighting standards and fixtures should be of a design and size compatible with the
building and adjacent area. Lighting should be shielded, and restrained in design. Excessive
brightness and brilliant colors should be avoided.
RESPONSE:
■ Existing sloped areas on site to the north have been substantially
preserved which forms a mature landscape backdrop when viewing the
building from down hill and also buffering the facility from those viewing
from uphill. Substantial vegetation and shrubs occur along SR 518 to the
south in the right of way which also buffers property substantially.
• Access points and parking areas have been reduced in slope as much as
possible with an overlap of pedestrian circulation on paving in same areas
service access is for ambulance size vehicles which does not require large
maneuvering areas.
• Landscape areas will emphasis entry points to facility and set patterns to
reduce length of building.
• Trash enclosure is screened with panels and softened with landscape.
Service bay doors are buffered by landscape pattern in this area along 51st
Ave.
• Exterior lighting will illuminate pathways and circulation on site and will be
controlled to maintain light on site through use of fixtures with controlled
dispersion of light. Signage will be lit per tenant requirements and sign
code.
4. BUILDING DESIGN
A. Architectural style is not restricted, evaluation of a project should be based on quality of its
design and relationship to surroundings.
B. Buildings should be to appropriate scale and be in harmony with permanent neighboring
developments.

C. Building components - such as windows, doors, eaves, and parapets - should have good
proportions and relationship to one another. Building components and ancillary parts shall
be consistent with anticipated life of the structure.
D. Colors should be harmonious, with bright or brilliant colors used only for accent.
E. Mechanical equipment or other utility hardware on roof, ground or buildings should be
screened from view.
F. Exterior lighting should be part of the architectural concept. Fixtures, standards and all
exposed accessories should be harmonious with building design.
G. Monotony of design in single or multiple buildings projects should be avoided. Variety of
detail, form, and siting should be used to provide visual interest.
RESPONSE:
• Building is proportioned by use of contrasting windows, structural support
panels and reveals and the use of varying colors to establish a pattern.
• Building height and dimension are comparable to existing facilities in area
and facility is under allowed height restrictions.
• Colors are varied with enough change in value to emphasize patterns of
facade but not dominate hillside.
Mechanical equipment is set on roof which can not be seen from adjacent
areas around site uphill or across freeway. Site lines will be verified as
formal HVAC screens are not anticipated as being required.
■ Exterior lighting will be attached to building in areas defined to accept lights
as part of pattern of facade. Pole lights and low bollards will be used in
remote areas for security.
5. MISCELLANEOUS STRUCTURES AND STREET FURNITURE
A. Miscellaneous structures and street furniture should be designed to be part of the architec-
tural concept of design and landscape. Materials should be compatible with buildings, scale
should be appropriate, colors should be in harmony with buildings and surroundings, and
proportions should be to scale.
B. Lighting in connection with miscellaneous structures and street furniture should meet the
guidelines applicable to site, landscape and buildings.
RESPONSE:
Open areas for access to outside lunch areas for future picnic tables
defined on the south side of the building.

Notification of persons of certain types of pending applications is required in order to encourage
citizen participation in the•land use process. Applicants are required to submit a mailing matrix
and one photocopied set of labels which show:
1. The name and address of all owners of property lying within 300 feet of the boundaries of
the property for which a permit is sought; and
2. The address of all residents of property within 300 feet of the boundaries of property.
Property owner names and addresses can be obtained from the King County Department of
Assessments located on the 7th floor of the King County Administration Building, Room 700,
500 Fourth Avenue, Seattle. To compile the information:
1. Obtain the assessor's map(s), which contains your property and all abutting property
within 300 feet. (See diagram.) You may use the maps on file in the Assessor's Office or they
can be purchased from the King County Department of Public Works Map Counter on the
9th floor of the Administration Building. It is suggested that assessor's maps be ordered
several hours in advance of the time you would like to pick them up.
2. Then, obtain a computer batch order form from the Department of Assessments, list on the
batch order form the property tax account numbers shown on the assessor's map(s) and
submit the batch order form to the Department of Assessments together with the required
fee for a printout of the information. Assistance with the tax account numbers may be
obtained through the Assessor's Office or the City of Tukwila Department of Community
Development (DCD). King County labels are not acceptable because they cannot be
duplicated.
Resident names and addresses are researched by the applicant. Kroll maps located in the DCD
lave buildings and street names and addresses. The information on the mailing matrix may refer
to "Resident" or "Tenant ", with the proper mailing address, if the specific name is unknown.
