The signage proposed exceeds the number and size of signs that is permitted under the City's sign code (TMC 19). A maximum of two wall signs or one freestanding sign and one wall sign is permitted. If the Taco Bell and Kentucky Fried Chicken (KFC) are considered two separate businesses, then you would be permitted to split the allowed wall area between the Taco Bell and KFC signs. The picture of the Colonel is considered a sign. 1. 2. This project would fall under the design guidelines for Tukwila International Boulevard; a copy is attached. There has been little new development along the highway since the adoption of these guidelines, due in large part to the current downturn in the economy. Based on these guidelines, we have the following concerns about the proposal as presented at the DRC meeting: U a) Building Design (pg. 46 -49 of TIB Design Guidelines): the architectural concept is not cohesive, with a consistent theme. Rather the two disparate architectural themes for each franchise are juxtaposed with no attempt at integrating the two. Each competes with the other for attention, which may meet marketing requirements but does not fit on TIB. Design Criteria #2 speaks to this issue where more than one structure is proposed; in this case one structure is proposed but it is trying to incorporate two franchises that would typically have their own building. The form, color and materials must complement each other b) Architectural Relationships: one of the major goals of the TIB design guidelines is, over time, to establish a new architectural context along the highway, changing the hodge -podge . Fast food uses are a common feature in most communities. The ten -day appeal period on this action ends September 5, 1995 at 5:00 P.M. The project was approved subject to the following conditions: 1. Outdoor trash and recycling collection areas shall be located within a trash enclosure consisting of solid walls on three sides painted to match the building and a solid door on the fourth side. 2. Prior to issuance of a building permit, the applicant shall submit a revised landscape plan which incorporates, the. following: a) Live ground cover and demonstrates that 90% of the landscape areas will be covered within three years. Island, WA 98040 RE: B94 -0027 (Jumbo Deli) Dear Mr. Hong, At your meeting with Tom Carroll and Vernon Umetsu, you stated that the deli roof color would be cream and the canopy addition would be architecturally integrated with the same cream color. Upon reviewing the Board or Architectural Review (BAR) file, Vernon noticed that the approved design is for a blue mansard roof. ..During the building permit review, you were made aware of the need to be consistent with the approved BAR plans. This requirement was identified as a condition on the building permit which stated that "Board of Architectural Review approved colors and materials shall be applied as previously established." We have confirmed that the eastern roof has been built in a manner inconsistent with the BAR approved design. We cannot grant final approval and. building occupancy until this inconsistency is resolved. We have identified a couple of options that you may pursue to achieve resolution. The first is to return the eastern roof to the approved material and color. The second option is to request from the BAR approval of the modification. Since the BAR will be reviewing the project on August 24, 1995 with respect to the canopy, that would be an appropriate date to review the roof modification. If you wish to pursue this option, you need to submit eight sets of plans showing the revised roof design to DCD no,later than July 28, 1995. Please be advised that if the revised roof material and color is approved, to ensure the BAR criteria are met (e.g., "Colors shall be harmonious... Project Description: The proposal includes: o installing a fuel sales system consisting of two 10,000 gallon underground storage tanks, two pump islands and . a canopy; and modifying the existing building by replacing a portion of the metal mansard roof with a stucco fascia and by painting the building. ▪ Existing Development: The site is improved with a building previously used as a gas station and as an office. A building permit application has been submitted for tenant, landscaping, parking and roadway improvements based on a 1988 BAR approval and a 1994 SEPA review. 3. Surrounding Land Use: Abutting the site is a tavern to the south, an office building to the east, a small utility building to the north and apartments to the west. 4. Terrain: The building pad is level. A vegetated hillside is. located immediately west of the building. 1 5.. Vegetation: Vegetation on the site is limited to the undeveloped hillside and existing conifer trees along 149th Street (which may be located in the right -of -way). There is no vegetation on the level portion of the site. 6. Access: The site abuts two public roads, Interurban Avenue South and South 149th Street. Vehicular access will be provided from Interurban only. BACKGROUND _. Y_...... A SEPA review was conducted in 1994 when the project was modified to become a convenience store. There were three mitigation measures attached to the previous SEPA review (L94- 0008): • Payment for proportional share of improvements to the Interurban Southcenter Blvd intersection, • Dedication of 5 feet of right -of -way along Interurban Ave., and w. • • U•. Further SEPA review was completed for this application. No additional mitigation was required. Frontage improvements (curb, gutter and sidewalk) are required per the BAR approval (88 -6 -DR) and the sidewalk ordinance (TMC 11.64). The development received a building permit in 1994 for site and building modifications based on a previous BAR approval. Work under this permit included new paving, landscaping, and storefront, and infill of an exterior wall and interior remodel. The applicant has made progress on this permit. In doing so, he has exceeded the scope of the permit and BAR approval by changing a portion of the metal mansard roof to a stucco fascia. The applicant is requesting approval for this change after the fact concurrently with seeking approval of the fuel sales addition and the painting of the building with new colors. DECISION CRITERIA This project is subject to BAR review as required under TMC 18.60.060(3) due to the site being located within the Interurban special review area. Board review criteria are shown below in bold, followed by staff discussion. The applicant response to the criteria are included in Attachment "B ". 18.60.050: General Review Criteria. (1) Relationship of Structure to Site. a. The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movements. b. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas. c. The height and scale of each building should be considered in relation to the site. The site is already developed with the principal building which will house the convenience store /deli. The building is centrally located on the site, about 55 feet from Interurban. There will be two modifications to the site affecting the transition from the street: Installation of a sidewalk with a 12 foot wide landscape strip along the frontage and fuel islands with a canopy between the street and building. There is no specific pattern of setbacks along this stretch of the Interurban corridor as building setbacks and massing vary BAR Staff Report L95 -0035 Page 4 from site to site. The distance from the street (sixty feet) and the separation of the parking by the building serve to moderate the visual impact of the parking. There are two areas north of the building that are proposed to be paved which do not appear to serve any parking or circulation needs (Attachment C). Additional landscaping in these areas will improve the transition from the street to the building and will moderate the impact of the paving. It will also compensate for the lack of landscaping along the south property line (See #2(b) below). The new fascia does not change the height or scale of the building. The canopy will be in scale with the building and site. Its 17'- 6" height is similar to the existing building and its 40 foot width is about 10 feet less than the building. (2) Relationship of Structure and Site to Adjoining Area. a. Harmony on texture, lines and masses is encouraged. b. Appropriate landscape transition to adjoining properties should be provided. c. Public buildings and structures should be consistent with the established neighborhood character. d. Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged. e. Compatibility of on -site vehicular circulation with street circulation should be encouraged. The canopy will fit within the massing of the existing building and is generally in scale with the low profile commercial buildings adjacent to the north, south and east. No new landscaping is proposed at this time, however new landscaping is being provided pursuant to a previous building permit. It will be located in a twelve foot wide planting area along the frontage and in a row of shrubs and trees north of the improved site, and west of the south parking area.. In addition, small planters are proposed along the front and south side of the building. No landscaping is provided along the south property line in anticipation of a shared access with the adjacent property. The previous building permit conditioned the applicant to provide an access easement to the owner of the property to the south. This easement allows for ingress and egress from the street, parking and maneuvering along the north side of the tavern and access to the rear of the tavern. A six foot wide sidewalk around the perimeter of the building and a new sidewalk along the street frontage provide for additional pedestrian safety. An asphalt path at the north end of the site will facilitate the safe pedestrian movement between the adjacent apartments and the site. The project will upgrade. the street improvements to current standards, thus improving access to the site. Provision for future shared access with the property to the south will reduce the number of curb cuts required along Interurban. (3) Landscaping and Site Treatment a. Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized, preserved and enhanced. b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance. c. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide. shade. d. The applicant proposes to leave the slope in its present natural state. A landscape plan was approved for the remodel /change of use of the building with a building permit in 1994. That landscaping . included areas on the flat part of the site will compliment the slope with new trees and shrubs. Two 10' x 6' landscape peninsulas located at either end of the front landscaping between the driveways have been eliminated along with the two parking spaces they helped define and protect. To compensate for this loss of landscaping, it would be appropriate to require a live ground cover to be planted in the landscape areas to complement the proposed trees and shrubs. Under canopy lighting will be provided. This lighting will be directed downward to provide customers fueling with adequate light. Most of this light will be screened from impacting the apartments to the west by existing vegetation and building and by the proposed canopy. (4) Building Design a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings. b. Buildings should be to appropriate scale and in harmony with permanent neighboring developments. c. Building components- such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure. d. Colors should be harmonious, with bright or brilliant colors used only for accent. e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. f. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design. g. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. The proposal will result in relatively minor changes to the existing building. They include painting the wood siding on the north and south sides gray with 4" blue and orange accent stripes, painting the stone veneer on the east side in two tones of gray, and replacing about 90 lineal feet of the standing seam mansard roof (north and east elevations) with a stucco fascia. The 4.5 foot height of the fascia is roughly two feet higher than the mansard portion of the roof line. It will be painted a light gray with an orange accent stripe and would provide a location for an existing cabinet sign. The remaining portions of the mansard roof will remain blue. New mechanical equipment has recently been installed on the roof, BAR Staff Report L95 -0035 Page 7 and is visible from the south side of the building. This equipment appears to be a condensing unit as part of a walk -in cooler. A mechanical permit was issued for the cooler, but the approved plans did not include new roof top equipment. This condensing unit should be screened from view to be consistent with the BAR guidelines. (5) Miscellaneous Structures and Street Furniture Located east of the building will be the canopy. It will have a smooth metal fascia and will be colored gray with orange accent stripe to match the building. w0 The applicant has indicated that the dumpster will be located u. near the southwest corner of the improved portion of the site, =c1 although it has not been specifically identified on the site F-_; plan. The river is the most prominent natural amenity in the vicinity. The site is 300 to 400 feet from the Duwamish River, the most prominent natural amenity in the vicinity. There is an office building between the site and the river. The project will not affect the river nor any related recreation facilities. Pedestrian circulation was discussed in 2(d). BAR Staff Report L95 -0035 Page 8 The use of the site for fuel sales is compatible with the permitted uses in the C -2 zone and with the neighboring uses. The project will contribute to eventual coordination of driveways with the adjacent tavern property. There are no known significant historical features in the immediate vicinity of the project. CONCLUSIONS Relationship of site to structure. The remodel and addition of the canopy /pumps will be accomplished in a manner that is compatible with the existing building. The proposed canopy is similar in height . and scale to the store. The installation of fuel pumps will increase the number of vehicles entering and exiting the site. Vehicular ingress and egress will be improved with new curbing and street improvements and through creation of a shared driveway with the abutting property to the. south. The separation of the parking from the fueling area will allow for safe and convenient pedestrian access to the .building. Landscaping and Site Treatment The project will not adversely affect the landscape plan or site layout. The addition of a live ground cover will ensure complete the landscape areas and ensure that the 90% coverage standard of the zoning ordinance is met. Additional landscaping will moderate impacts of paved areas. Increased vehicular traffic to the site will not significantly hinder pedestrian access to the building. Building Design The project incorporates a unified color scheme with a variety of materials. The use of neutral colors with bright accent stripes is consistent with the BAR criteria, and . will serve as a unifying element between the building, canopy and trash enclosure. The canopy will be in an appropriate scale with the building.
