Q, RE: L02 -045, Special Permission Parking for Foster Golf Links Clubhouse - w. z BACKGROUND 0` z� A Special Permission Parking application has been received from the Department of Parks and D o; Recreation for a determination on the number of required parking stalls for the proposed Foster 0 Ni Links Golf Course clubhouse. The Tukwila Municipal Code 18.54 does not include parking 0 1- UJ standards for a golf course and establishes a minimum standard for meeting room facilities but v; requires a final determination by the Director of the appropriate number of stalls needed for this u: 0 O, use. iii z U— ~11 0. z The clubhouse, proposed to be 14,600 square feet, will house a 200 seat restaurant and lounge, 2,000 square foot meeting room and pro -shop. The site currently has 187 parking stalls for the existing clubhouse and golf course, located on a 60 acre parcel. DECISION CRITERIA The purpose of the Off - street Parking and Loading regulations in TMC 18.56 is "to provide for adequate, convenient and safe off - street parking and loading areas." TMC 18.56.100 states that the Director shall determine the off - street parking requirements for uses not specifically mentioned in the parking chapter. The determination is to be based on the requirements for the most compatible use specified by the parking chapter. As there is no use that is similar to a golf course for which a parking standard has been established, a parking study or analysis is needed. The applicant has provided an analysis from the project architect, who has experience designing several golf course clubhouses in this region. This analysis is attached as Attachment A. . . . Project Description: The applicant has requested two wall signs, the w second of which is 38 s.f. in area. The second sign exceeds the basic it 2 allowed sign area of 32 s.f., by six square feet. DECISION CRITERIA w w TMC.19.32.140(A) authorizes the Planning Commission to grant a maximum o I..; increase of 50% for each doubling of the required minimum setback distance for '= w the wall on which a particular sign is to be placed. However, in no case may the f' P` sign exceed 6% of the wall area or 500 s.f., whichever is less. - z Ili The 676 s.f. tenant wall within the building is located about 200 feet back from o 1'` the street2. This compares with the required 20 foot building setback. z:.. One 50% sign area increase, based on one doubling of the setback area, would result in a 48 s.f. sign. However, total sign area is also limited to a maximum of 6% of the wall on which the sign will be mounted. The maximum wall sign size is (676 s.f. x 6% _) 40.56 square feet. The proposed 38 s.f. sign is less than the maximum 40.56 s.f. sign allowed. The proposed sign is also visually in scale with the building and consistent with surrounding signs (see Attachment F) 1A permit for the first sign has already been issued. 2The building wall is located about 100 feet back from the street.
