In order to do so, one of the requirement is that the road and utility improvements are installed prior to the approval of the short plat. The subdivider is provided the option, however, to post a bond or other financial guarantee in lieu of completing the improvements. The value of the bond must be equal to 150% of the estimated cost of the work to be done. If the improvements are not installed by the subdivider in the agreed upon time frame, the City will make a claim on the bond for completion of the work. Attached is Section 17.08.080 of the Tukwila Municipal Code (TMC) which authorizes acceptance of bonds in lieu of improvements. If you have any questions, don't hesitate to call me at 431 -3663. The potential for neighborly friction could be a safety and health concern; 2) A 30 feet wide drive easement would eliminate parking for the adjacent home causing the occupants to more in likely park in the easement it self and would not leave enough lot area for a safe on site private sewage system and reserve area; 3) A 20 feet wide drive would less likely become a private speedway, leave more property adjacent available for parking and yard and; 4) Granting of this exception would be consistent with the other similar property joint access in the immediate area and would not be detrimental to the public welfare or injurious to other property in the vicinity. And there is already at least ten feet of concrete paved driveway adjacent and even though we do not have an easement to use this adjacent drive, under the police power, in an emergency it is available. Attached is: 1) a drawing of the proposed 20 feet drive detail (to be added to the final surveyors drawing prior to recording); 2) a copy of the water district map showing water mains and fire hydrants; 3) a copy of the surveyor's property map. My comments and recommendations for the two short plat proposals are listed below. Both properties have sensitive area slopes as regulated by the SAO. The L95-0025 property has the North Fork of Gilliam Creek and an adjacent steep slope area. A site meeting with the applicant was conducted on September 18, 1995 to discuss geotechnical requirements for the L95 -0042 property. L95 -0025: The 1993 Boundary Line Adjustment for this site avoided sensitive area impacts and allowed for development away from any sensitive slopes. However, the new shortplat proposal has reconfigured the lots so that development of proposed Lot 1 is very close to the steep slope above Gilliam Creek. A septic drainfield easement further complicates the situation because Lot 1 cannot be developed until the septic is abandoned on Lot 2. In addition to not having geotechnical recommendation for a building setback from the top of slope there may be problems with building on an old septic drainfield. Per the SAO, there is a map note that identifies the probable need for a geotechnical study for any new development in this area. However, my recommendation would have been to have the geotechnical study and slope setback recommendations required prior to the preliminary shortplat approval. re 6 o CO 0' W W' W • 0. The eastern lot (Lot 3) faces a sensitive slope and the eastern portion of the lot appears to have a 15 to 25 percent slope gradient. I recommend waiving the geotechnical requirement on this shortplat for the following reasons: 1) The area that is the steepest will have a required septic drainfield permitted by King County Health Dept., 2) Soil conditions appear well- drained and are likely the more stable Class 2 slope, and 3) this is a marginal sensitive area that has already been cleared and will be used to build only one single- family home. If you have questions, lets discuss the projects. MEMORANDUM TO: John Jimerson, Associate Planner Jack Pace, Senior Planner FROM: Gary Schulz, Urban Environmentalist DATE: September 6, 1995 RE: Proposed Holly ShortPlat - L95 -0042 As requested, I have reviewed the Holly ShortPlat application and visited the site. The application does not appear complete and could also require a SEPA checklist. The land survey includes topography that exceeds 15 percent in gradient on Lot 2. I could not access this part of the property due to a fence and permission. However, Lot 2 appears to have some steep slope area and would be a sensitive area by code definition. The upper, developed portion has been graded and filled. Due to the presence of sensitive area, I would recommend a SEPA determination. Also, the site borders the WSDOT right -of -way and slopes with known stability problems. It seems likely some type of geotechnical review would be included per the SAO. There may not be any tree permit issues but I would need to visit Lot 2 before making a determination. Let me know if you have questions or want to look at the site. c Steve Lancaster, DCD Director Cam ` c,u' S \TOL c' i t 6lr, Ste S',t r *LI r ( t.rg--c- / 162 6 ( - t fit, S - -(-r— , 11' ,, Tom'— 1'4 v ?c\HAr ti SHOW, 2LAT APPLICATION CITY OF TUKWILA • DEPARTMENT OF COMMUNITY DEVELOPMENT 6300 Southcenter Boulevard, Tukwila, WA 98188.
