l95-0047 eagle hardware 101 andover park east bar TITLE 17 — SUBDIVISIONS AND PLATS D. CRITERIA FOR PRELIMINARY PLAT APPROVAL: The City Council shall base its decision on an application for preliminary plat approval on the following criteria: 1. The proposed subdivision is in conformance with the Tukwila Comprehensive Plan and any other City adopted plans. 2. Appropriate provisions have been made for water, storm drainage, erosion control and sanitary sewage disposal for the subdivision which are consistent with current standards and plans. 3. Appropriate provisions have been made for road, utilities and other improvements which are consistent with current standards and plans. 4. Appropriate provisions have been made for dedications, easements and reservations. 5. The design, shape and orientation of the proposed lots are appropriate to the proposed use for which the lots are intended and are compatible with the area in which they are located. 6. The subdivision complies with the relevant requirements of the Tukwila Subdivision and Zoning Ordinances, and all other relevant local regulations. 7. Appropriate provisions for maintenance of privately owned common facilities have been made. 8. The subdivision complies with RCW 58.17.110. (Ord. 1833 §.l (part). 1998) 17.14.030 Final plat. A. APPLICATION: The following items are required, in quantities specified by DCD, for a complete application for final plat approval. Items may be waived if in the judgment of the DCD Director said items are not applicable to the particular proposal: 1. Completed Application Form and fee as identified in TMC Chapter 18.88. 2. Completed Application Checklist. 3. Copies and one original of the final plat survey in conformance with the standards set forth in TMC 17.04.060. 4. A plat certificate from a title insurance company documenting the ownership and title of all interested parties in the plat, subdivision or dedication, and listing all encumbrances. The certificate must be dated within 45 calendar days prior to the date of filing the application for final plat approval. 5. Private covenants intended to be recorded with the plat. 6. Any documentation necessary to demonstrate conditions of preliminary plat approval have been met. 7. King County Assessor's maps which shows the location of each property within 500 feet of the subdivision; two sets of mailing labels for all property owners and tenants (residents or businesses) within 500 feet of the subdivision. 8. Maintenance agreements, easements and other documents ready for recording. 9. Signatures on the following certificates on the face of the plat (when appropriate) from the surveyor that prepared the plat, the King County Treasurer, Seattle -King County Health Department, City of Tukwila Finance Director, Owner's affidavit and certificate of dedication as identified in TMC 17.04.060(I). B. FINAL PLAT REVIEW PROCEDURES: Applications for final plat approval shall be processed as Type 5 decision subject to the provisions of TMC 18.108.050. 1. Referral to Other Departments and Agencies - The Department of Community Development shall distribute the final plat to all departments and agencies receiving the preliminary plat, and to any other departments, special purpose districts and other govemmental agencies deemed necessary. 2. Departmental Approval - The Public Works Department and other interested departments and agencies shall review the final plat and submit to the Department of Community Development written comments with respect to the final plat decision criteria. If the final plat is in order, the Public Works Director shall sign the appropriate certificates on the mylar original. 3. Filing Final Plat - a. Before the final plat is submitted to the City Council, it shall be signed by the City Treasurer (Finance Director), Director of Public Works, and the Director of the Department of Community Development. Upon approval by the City Council, it shall be signed by the Mayor and attested by the City Clerk. b. The applicant shall file the final plat with the Department of Records and Elections. The plat will be considered complete when a copy of the recorded documents is returned to the Department of Community Development. C. CRITERIA FOR FINAL PLAT APPROVAL: In approving the final plat, the City Council shall find: 1. That the proposed final plat bears the required certificates and statements of approval. 2. That a title insurance report furnished by the subdivider confirms the title of the land, and the proposed subdivision is vested in the name of the owner(s) whose signature(s) appears on the plat certificate. 3. That the facilities and improvements required to be provided by the subdivider have been completed or, alternatively, that the subdivider has submitted with the proposed final plat a performance bond or other security in conformance with TMC 17.24.030. 4. The approved site plan shows a total of 432 parking spaces (246 standard, 137 compact, 8 handicapped and 41 employee). As Deborah Ritter advised you, you may not use the required 427 required parking spaces for the display of merchandise. We have advised the manager of this requirement in the past, citing Lowe's use of required parking stalls for the display of items for sale, such as soil amendments. Most recently, parking spaces are being used for the display of storage sheds. You will be required to remove the display items from the required parking spaces by no later than Wednesday, March 13th. Once the display items have been removed, you are to verify this by contacting Deborah Ritter at 206 -431 -3663. L95 -0060: Southcenter Golf Driving Range Vernon Umetsu presented the staff report. The proposal is for a 71 -unit driving range with 71 hitting stations. The site is a 13 acre development area which is part of a 22 acre "llama" farm. The north half of the property would continue as a llama farm. This project was reviewed by the BAR on April 28, 1994. At that time, the building and site plan was approved as proposed, however, operational and accessory structure conditions were imposed through the Conditional Use process and the BAR process. The proposed building is approximately 18,000 square feet. A 50' - 90' fence is proposed for the east and most of the north side of the property. The building design continues as an almost "country club" orientation with banks of windows at various spots. Instead of the large sloped roof that was previously proposed, it is now proposed to be a tiered roof system. The applicant has raised the building 2 -3 feet, which has created additional usable second -floor area. The colors and materials are proposed to be the same. The one exception to the colors and materials is that the green tinted windows glass has been changed to clear glass. Staff would also propose to change the staff report to reflect that the vinyl window frames be changed to match more closely with the accent striping, instead of white. Ed Linardic, 1319 Dexter Ave. N., #260, Seattle, 19109: Mr. Linardic stated that wood is proposed for all four sides of the building, there is no stucco. He added they would prefer to have the darker windows frames, as staff has recommended. He also added that they are complying with all of the previously proposed conditions. He is interested in finding out the plans for the road because it will affect the economic viability of the other businesses in the area. As of yet, they have not been able to get any information regarding what will happen with the road. Mr. Umetsu said there is no current planning process (road improvements, etc.) right now or scheduled for 1996 in the Capital Improvement Plan. Mr. Umetsu added that he would take Mr. Mitchell's name and phone number and have Ron Cameron give him a call. Mr. Neiss closed the public hearing. MR. LIVERMORE MOVED TO APPROVE L95 -0060: TUKWILA GOLF DRIVING RANGE, AS PROPOSED, WITH THE EXCEPTION THAT THE WINDOW TRIM BE CHANGED TO A DARK BROWN COLOR. MR. MERYHEW SECONDED THE MOTION AND THE MOTION WAS UNANIMOUSLY APPROVED. Mr. Malina declared that his son works at the Southcenter Eagle store. He added that he felt he could make a fair and impartial decision on this project, and that his affiliation will not impact his decision. There was no objection by the applicant or anyone in the audience of Mr. Malina hearing and deciding on this project. Mr. Livermore declared that he owns Eagle Hardware stock. He added that he did not feel that would affect his ability to make a fair decision on this project. There is proposed a 47,000 square foot addition. The primary area is a drivethrough lumber yard, and a 4,200 square foot addition to the garden department. Approximately 4,000 square feet of mezzanine area on the inside would be removed. Some of the landscaping will be reconfigured, and some parking has been eliminated. The applicant is also proposing to extend the glazing at the storefront area. The existing vestibules are proposed to be enclosed. The landscape plan has been revised to comply with the CBD Street Tree Plan. Mr. Jimerson presented a slide show of a variety of concrete tilt -up buildings in the vicinity, including another Eagle Hardware store. He added that staff's primary areas of concern are: 1. Implementation of the CBD Street Tree Program. 5. Improvements in the circulation system. Mr. Jimerson noted two changes to the recommended conditions of approval. Four additional landscape islands should be added, which would become condition 2.b. Also, additional language could be added to the end of condition 3.a., which would read: "...or additional details shall be provided on the concrete wall which provides visual interest and integrates the wall with the rest of the south elevation." John Hallstrom, Architect, 919 124 Ave. NE, Bellevue, Wa: Mr. Hallstrom clarified that all customers would be entering anjd exiting through the four doors on the east side of the project. The intent is to have one entrance and three exits. Mr. Meryhew noted that anything stacked high, should be screened. Mr. Malina asked what Mr. Hallstrom thought about the Issaquah store and its design. Mr. Hallstrom stated that they did not design that store. Most of the slides were of new facilities, where here we are dealing with an existing building. Tom Sconzo, 919 124 Ave. NE, Bellevue, Wa: Mr. Sconzo stated that this is an existing building, which has been completely remodeled. They want to use a type of construction which matches the existing building, which is tilt -up. Therefore, the existing design on the west side has been carried around to the north side. The proposed design is simple and clean. Richard Ward, Landscape Architect, 1906 E. Aloha, Seattle, Wa: Mr. Ward stated that trees will be added, removed, and relocated. The west wall will be planted with a series of evergreen hedges. The street trees will be thirty feet on center. As the trees become larger, the building facade will be broken down from the street side. He continued by saying that they are addressing the concerns of the staff by adhering to the Street Tree Program, and by utilizing existing trees in the parking lot. Mr. Meryhew asked what the size of the trees will be at the time of planting. Planning Commission/ BAR Minutes November 9, 1995 Page 5 Mr. Ward said they would be two inch caliper. The height of the trees will be about 10- 12 feet tall. The Flame Ash trees get to be 40 -60 feet tall. The Tulip trees will get to be 60 -80 feet tall. Mr. Sconzo stated they would comply with recommendation 1. a. through 1. d. They will also comply with recommendation 2. a. With regard to recommendation 3. a., they would agree with staff's recommendation to leave the wall without the glass and put some sort of design treatment on the wall to give it some interest. Mr. Meryhew asked how they could screen the materials. Mr. Sconzo said their standard has been to put in a twelve foot high wall. They do not get involved with the merchandising. They will work with staff to comply with recommendations 3. b. through 3. e. The design was intended to hide all the racks. He finished by saying that they would be complying also with recommendation 4, and new condition 2. b., adding four landscape islands. Dick Landon, 22820 148 SE, Kent, Wa: Mr. Landon stated that he was an adjacent property owner to the Eagle Hardware store. Eagle has always been a good neighbor and the new circulation ideas are positive. Mr. Jimerson said Eagle is allowed directional signage, although there are restrictions. He added that the Board would need to decide whether the revisions could be approved administratively, or if they wanted them to come back before the Board. Mr. Neiss closed the public hearing. Mr. Malina indicated he wanted the revisions to come back before the Board. Mr. Neiss said he had concerns with the north wall. Deciduous trees will not sufficiently soften the mass of that wall, and he indicated he would like to see some architectural details done to the north wall to enhance that more, and see the front side theme carried around. Mr. Marvin said he agreed. The level of design on the north wall has to be raised. He added that he was concerned with the traffic pattern for the lumber yard. Mr. Neiss agreed. Mr. Jimerson said that issue was reviewed by the traffic engineer. Mr. Neiss read into the record, and presented to Jack Flesher, a resolution acknowledging his time and contributions on the Planning Commission and Board of Architectural Review. Mr. Flesher's term on the Planning Commission expired in December. Mr. Flesher thanked the Commission. The proposal is to build a 13, 300 sq. ft. retail tire store with 40 parking spaces for that use. It is located on the Home Depot site. A Determination of Non - Significance was issued earlier. The project is subject to a Shoreline Permit because it is located within 200 feet of the Green River. That permit was issued. The applicant has vested legally with a complete building permit under the previous zoning, which is the CM zone. The applicant has made significant design improvements since it originally came in. The primary materials include a split -faced block, standing seam metal facia and metal roof. Five feet of sideyard landscaping is required. The architect has proposed two landscape islands at different locations than what staff has proposed, so they can preserve parking spaces. The Street Tree Program calls for Flame Ash along the frontage, and the applicant is proposing Kwanson Cherry trees. He added that they were in basic agreement with staffs recommendations, except for one minor modification. They would like to relocate the additional landscape islands from where staff had proposed. Mr. Marvin asked if the windows would be tinted. Mr. Casey clarified the windows would be clear. Mr. Jimerson said they would be comfortable with the applicant's proposed landscaping. The applicant has agreed to provide a three -foot sidewalk at the rear of the building. They have also agreed to provide four -foot, tapered sidewalks on the north and south sides of the building. The applicant has agreed to provide pedestrian crossings along the entrances /exits to the lumber yard which are clearly identified and made of a different material. The applicant is proposing to continue the design elements of the north elevation to match the west elevation. The north elevation is proposed to be redesigned. There is a blank area that could create a focal area with possibly a glass grid or possibly some kind of mural. Staff is recommending a block mural be provided. Staff is also recommending that the pedestrian crossing has to be of a different material, which could be a condition of approval at the time the building permit is issued. The additional landscape islands could also be a condition at the time of permit issuance. The site plan would have to be revised to reflect the north and south sidewalks. The sign package currently does not meet the Sign Ordinance with the proposed sign at the lumber yard. Staff recommends approval with conditions. Mr. Malina asked what would happen if the applicant proposed a corporate logo within the wall mural. Mr. Jimerson noted they had discussed that possibility but it would create a problem because it could be viewed as signage. The Commissioners urged staff to work with the applicant to try to come up with a way for them to be able to have their lumber yard sign. BACKGROUND On November 9, 1995, the BAR conducted a public hearing and granted approval for the proposed remodel and addition to the Eagle Hardware store. This approval was granted subject to several conditions. The Board required that the redesign be presented to them for further review. Each condition is reviewed below. The applicant has made several modifications since the previous meeting which has resulted in a significant improvements. With a few minor modifications discussed below, we believe the design is appropriate for this location. CONDITIONS OF APPROVAL Condition la: A sidewalk with a minimum width of three feet along the rear of the building shall be provided pursuant to Section 18.56.040(5)(D) TMC without reducing the landscaping along the base of the building. This sidewalk shall be provided in addition to the proposed landscaping. Response: The sidewalk is shown on the site plan. However, in order to provide a sidewalk and still meet the other dimensional standards, the applicant has proposed a 3 foot wide sidewalk instead of a four foot sidewalk. Since submitting this site plan, the architect indicated that there is an opportunity to widen the sidewalk as it gets closer to the front of the building, with the full four foot width being achievable for roughly the front two- thirds of the sidewalk. In consideration of the following four factors, this solution may be appropriate. TMC 18.56.040(5)(D) allows for 3 foot wide sidewalks along drive aisles, there is no parking overhanging the sidewalks, there are no handicap parking spaces near the sidewalk and the sidewalks serve small parking areas a fair distance from the main entrance. Condition lc: A sidewalk with a minimum width of four feet shall be provided along the new garden addition. Response: The sidewalk has been provided which is shown on the site plan. Again, to meet minimum dimensional standards, the applicant has used a three foot wide sidewalk. Similar to the north sidewalk, this sidewalk can be widened as it approaches the front, and it would reach the full four feet in the front third. The four factors identified above apply to this location as well, therefore, the proposed solution may be appropriate. Condition ld: A pedestrian crossing along the entrances and exits to the lumber yard shall be clearly identified through use of material different than asphalt. Response: This requirement was not addressed with this submittal as the applicant has focused on the more difficult design issues. Compliance with this condition can be ensured through the administrative building permit process. Condition 2a: The landscape plan shall be revised to implement the CBD Street Tree plan. Flame Ash shall be planted along Tukwila Parkway and Tulip Trees along Andover Park East. These trees shall be spaced 30 feet and shall have a minimum diameter of 2" at planting. Existing trees may be relocated to the west property line. Response: The revised landscape plan shows the correct trees along the street frontages. Response: The revisions to the site plan do not include the additional landscaping. Compliance of this requirement can be ensured at the time of building permit. Condition 3a: The south elevation of the garden department shall be revised to include a wall which adequately screens any storage that is added in the garden section, which may require an increase to 24 feet in height so that all storage is adequately screened, and that the wall be provided with additional architectural details. Response: The height of the solid wall has been increased from 12 to 16 feet. The design has been modified to be similar to the revised north elevation. The existing blue canvas canopy will provide, on a seasonal basis, screening of the stored materials from view from Andover Park East. Condition 3b: The north addition to the east elevation shall be revised to improve the transition between the existing and new structures and to create a clearer distinction between the existing and proposed structures, and to create more harmony on the lumber yard. Response: Better integration and transition has been accomplished by extending the top of the full height wall of the lumber yard to the existing building, eliminating the awning, and incorporating materials to match the north wall. 3c. Revised elevation shall show all visible roofs located within the lumber yard. Response: The increase in the height of the exterior wall between the existing building and lumber yard entrance will screen the roof located beyond. 3d. The north elevation shall be revised to provide a high quality design with more detail that breaks up the mass of the wall. Response: Several improvements have been made to the north wall. Proposed materials include fluted, split face and ground block. The color scheme includes an alternation between light and dark gray. A series of blue medallions with illuminated globes are centered on the wall, separated by block columns. A pediment, 28 feet high, provides a focal point for the north wall. Eagle Hardware, L95 -0047 Page 3 A four foot high, four foot wide, landscape planter is proposed along most of the north wall. Materials include low evergreen shrubs interspersed with deciduous trees. Because the planter would subject the roots to cold, the applicant has agreed to insulate the planter. Relief is provided in the form of the planters (four feet), the pediment and columns (8 inches), and soldier course and roof cap. 3e. The design elements of the north elevation shall be continued along the new portion of the west elevation. Response: This has been done. CONCLUSIONS The revisions represent a significant upgrade in the project design. They provide a visually more interesting building with a variety of details, textures and colors, better screening of the garden department storage and better integration with the existing building. DCD is recommending additional revisions be made to address the following issues: A. The background wall in the center of the pediment could be improved. Two options include installing a mullioned glass feature similar to that found on the front of the building. A critique of this option is that it may read too much as an entrance. A preferred alternative would be to include a simple -form block mural embedded into the light gray background. This requirement should not significantly change the character of the design, and therefore, compliance could be addressed through the administrative building permit process. B. Details for the pedestrian crossing of the lumber yard need to be provided. This too can be addressed through the administrative building permit process. C. Provide the additional parking lot landscaping. D. Taper the north and south sidewalks where the drive aisle width exceed the minimum 23 foot width until such point the sidewalks are four feet wide. The retail facility is now expanding with the demolition of the Executone office building. DECISION CRITERIA This project is subject to BAR review as required under TMC 18.60.030(2)(A)(ii) as it consists of substantial changes to a BAR approved project. Board review criteria are shown below in bold, followed by staff discussion. The applicant's response to these decision criteria are continued in Attachment "B". 18.60.050: General Review Criteria. (1) Relationship of Structure to Site. a. The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movements. b. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas. The height and scale of each building should be considered in relation to the site. The transition between the Tukwila Parkway and building will change. The lumber yard will be 30 to 40.feet closer to the street than the Executone Building that it replaces. To make room for this larger footprint, the applicant proposes a reduction of perimeter landscaping and parking spaces and elimination of a sidewalk along the north edge of the building. Required parking for the entire facility is 428 spaces. The site plan exceeds that requirement by 4 spaces. The north addition will have 24 foot high walls, compared to the 27 foot height of the existing building. Although somewhat smaller, the lack of windows and detailing, and the removal of the office building will result in the new wall having a greater visual impact than the existing wall. (2) Relationship of Structure and Site to Adjoining Area. a. Harmony on texture, lines and masses is encouraged. b. Appropriate landscape transition to adjoining properties should be provided. c. Public buildings and structures should be consistent with the established neighborhood character. d. Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged. e. Page 4 Board of Architectural Review Relation to Adjacent Site The north addition will result in a similar setback from Tukwila Parkway as the adjacent retail center to the west. With a height roughly ten feet higher to that center, the addition will have a more massive appearance from the street. The west property line is the only line abutting adjacent properties. The western sites are improved with parking lots. Presently there is a 23 to 27 feet of landscaping along the west property line containing trees, a 3 foot high hedge and lawn. The proposal is to reduce that landscaping to the minimum allowed dimension of five feet and to pave 41 angled parking spaces. The landscaping along the west property line will consist of a row of deciduous trees spaced 30 feet on- center and a hedge of evergreen shrubs. Pedestrian Circulation The site does not conform to Section 18.56.040(5)(D) (Driveway and Maneuverability Standards) that requires a sidewalk along the drivelane in situations where there is parking at the rear of the building and a drive lane along the building. The drive ais' a would still meet fire access and zoning code dimensional requirements if it were reduced to 21 feet wide to provide a three foot sidewalks. No sidewalks are proposed along the north side of the building or along the garden department addition to support the parking areas in those locations. The proposal does not provide for identification of pedestrian access across the vehicle entrances and exits of the lumber yard. Street/Driveway Interface Near the northeast corner of the site the driveway width increases from 25 to 35 feet. A traffic analysis concluded that the change in width will not result in any impacts on the safety of the driveway. The change of use from office to lumber and garden sales will result in a reduction of vehicular trips. (3) Landscaping and Site Treatment a. Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized, preserved and enhanced. b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and • provide an inviting and stable appearance. c. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade. In areas where general planting will not prosper, other materials such as fences, walls and pavings of wood, brick stone or gravel may be used. h. Exterior lighting, when used, should enhance the building design and the adjoining landscape. This requirement will apply to the new and relocated perimeter parking spaces. (4) Building Design a. Architectural style Ls not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings. b. Buildings should be to appropriate scale and in harmony with permanent neighboring developments. c. Building components- such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure. d. Colors should be harmonious, with bright or brilliant colors used only for accent. e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. f. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design. g. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. Staff Report to the L95 -0047: Eagle Hdwre. Board of Architectural Review Page 6 All four elevations of this building are highly visible from the surrounding roads and properties. The building is located at a major entry into the CBD and is highly visible from I -405. South Elevation The garden department is to be enlarged by expanding south. The existing garden area is enclosed by an anodized aluminum storefront and glazing. The south side of the garden department would be a combination of the storefront and 100 feet of concrete wall. Additional existing storefront is located at the rear of the garden department on the south elevation. A new greenhouse with a series of gabled roofs will be visible along the south elevation. East Elevation The garden department extension along the east elevation consists of 30 feet of additional storefront panels. The greenhouse will be visible from the east, with the peak of the roofs extending 10 feet above the storefront and 4 feet below the existing concrete tilt -up walls in the background. The existing building contains pedestrian oriented design elements along the east building frontage in the form of a glass storefront, awning, sidewalk and landscaping. The proposed drive- through lumber yard mixes pedestrian and warehouse design elements, combining storefronts and awnings with high roll -up doors and massive concrete walls. The applicant indicated there will be a shed roof which angles down from the . existing building and would be visible over the new storefront. The roof does not show on the elevations, we cannot determine what impact it may have. Storage of materials is planned for the area west of the new storefront. The materials would be visible through the windows and may be stacked above the height of the storefront. North Elevation The proposed treatment is similar to the existing rear (west) elevation of the building. This includes concrete walls with built out "shadow boxes" (framed Staff Report to the L95 -0047: Eagle Hdwre. Board of Architectural Review Page 7 dryvit) to provide depth. A metal ribbed accent band would be located along the top. A sign would be centered on the accent band and metal awnings are proposed at the east and west ends of the band. West Elevation The addition to the west elevation matches the existing west and proposed north walls. The addition would extend the west elevation 125 feet to the north. (5) Miscellaneous Structures and Street Furniture The applicant proposes two new signs. Because the sign ordinance limits one sign per exposed building face, and because there is already a sign on the east elevation, the proposed lumber yard sign would not be allowed. Also, the exit and entrance sign dimensions would have to be redesigned to meet the standards for exempt internal informational signs per Chapter 19.22 TMC. The sign ordinance does not allow additional signs on the east elevation, therefore the Board cannot approve the proposed signs on the lumber yard entrance. The relocated sign on the north elevation would be allowed by the sign code and is in scale with the building. CONCLUSIONS Relationship of site to structure. 1. The increased building mass, decreased setbacks, lack of variety of materials and details on the north wall, and reduced landscape area at the north of the site will increase the visual impact of the building. 2. Vehicular ingress and egress is located safely away from the street intersections. The widening of the driveway on Tukwila Parkway will allow for easier maneuvering of trucks to and from the street. 3. Sidewalks should be provided along the west, south and north sides of the building to support the parking areas in those locations. 4. Where roll -up doors exist on the addition, clear identification of pedestrian access across those driveways will improve pedestrian safety and comfort. Staff Report to the L95 -0047: Eagle Hdwre. Page 8 Board of Architectural Review Landscaping and Site Treatment 5. The landscape plan should be revised so as to be consistent with the CBD Street Tree Plan. The addition to the building, additional parking and reduced landscaped areas are significant enough for the street tree program to be fully implemented. 6. The site contains larged paved areas which could benefit from additional landscaping. Landscape islands as an alternative to the four extra parking spaces would help break up the mass of the parking lot and soften the impact of the large building. Building Design 7. The design of the east elevation of the lumber yard should to be modified to provide better continuity and transition between the existing and new buildings. 8. The site, espcially the north elevation, enjoys high visibility from several roadways, including I -405, and represents an important site for establishing an identity of the Tukwila CBD. Changes are needed to the north elevation to provide visual interest and achieve the quality expected for this high profile site. 9. There are opportunities to improve the design of the south elevation of the garden department. The blank concrete wall can be enhanced through architectural details or can be replaced with a storefront consistent with the rest of the garden department. 10. The City has worked with Nordstoms and Meryvns to ensure high quality detail for retail outlets at other important gateways into the CBD. The proposed design for Eagle doesn't achieve the level of design on those projects. In light of the fact that there is an excess of 110,000 cars per day driving by this site on 1 -405, the site represents a major gateway into the CBD. 11. Other less visible projects provide good examples of architectural detailing applied to large buildings, including Home Depot, Target and Best. The proposed design does for Eagle doesn't achieve the level of design on these projects. Miscellaneous Structures and Street Furniture 12. The signs on the north elevation do not meet the specific standards of the sign ordinance and are not allowed. The proposed sign on the north elevation is in upscale with the wall on which it is located. Staff Report to the L95 -0047: Eagle Hdwre. The recommendation includes requirements for substantial revision. If the Board wishes to review the revisions, they should say so in their motion, otherwise the revisions will be subject to approval by the DCD Director. Sidewalks 1. The following improvements to the pedestrian circulation system shall be made: a. A sidewalk along the rear of the building shall be provided pursuant to Section 18.56.040(5)(D) TMC without reducing the landscaping along the flu` base of the building. b. That SEPA was for a similar project, in which they would demo the Executone bldg and replace it with a storage bldg and garden center. The proposal now is to replace the Executone bldg. with an enclosed building materials yard. I am planning on using the previous SEPA determination for this project. If you think the changes in the project warrant additional environmental consideration, we can ask for a new checklist be submitted, and a new, or revised threshold determination can be issued. The exterior color scheme (grey walls with blue pre- finished metal canopies) will match the existing building. All existing rooftop HVAC units are screened from view. It. is anticipated that one additional HVAC unit will be added which will also be screened from view. The existing parking lot light fixtures along Tukwila Parkway will be relocated into the revised landscape buffer. All other parking lot lights will remain unchanged. 5. MISCELLANEOUS STRUCTURES AND STREET FURNITURE A. Miscellaneous structures and street furniture should be designed to be part of the architec- tural concept of design and landscape. The mural shall have simple forms and be in muted colors. 2. A pedestrian crossing along the entrances and exits to the lumber yard shall be clearly identified through use of material different than asphalt. 3. Two to four landscape islands in the north, west and /or south parking banks shall be. provided. 4. The north and south sidewalks along the base of the building shall be tapered from three feet at the rear to a full width of four feet at the front. The rate of taper shall be the maximum possible without reducing the drive aisles to a width of less than 23 feet. 5. We appreciate the effort you've made in the redesign of the project. We have some general suggestions to further improve the design to more fully meet the intent of the BAR. After you've reviewed these, we can meet early next week to discuss the issues raised. East Elevation 1. Eliminate gridwork over lumber yard entrance. It has no relationship to the existing or proposed building. 2. Eliminate the awning and extend top of wall to the existing building. North Elevation 3. Central pediment reads too much as an entrance. Suggested modifications include reducing its height (both the overall height of the structure and the interior height) four to five feet. The columns of the pediment should extend down to the planters. Provide an alternative treatment in center of pediment. A couple suggestions include a brick mural (trees and shrubs ala Issaquah would be appropriate) or include widows. I read the "white" areas at the base of the north wall as berming. Berming of the landscaping may not be appropriate given the "urban" context of the design and the narrow width of the landscape strip. North and West Elevations 5. Provide "vertical elements" which accomplish two things: visually anchor the diamond accents and which provide additional relief from the main plane. 6. Provide additional relief and /or modulation on these two walls. North, West and East Elevations 7. Provide more visual contrast in the form of a bright accent color and material. Use glazed brick or ceramic tiles for accent along the top of the fluted block, on top of the planter boxes and possibly to cap the building. The accent diamond should also have a bright color. 8. The "stepping up" pattern above doors shouldn't be stretched to the top of the walls. Better proportion would be achieved if they just framed the doors. 9. Signs on entrance to lumber yard do not meet code. 10. Treatment of the garden department is still of a concern. Screening of the materials in a aesthetically pleasing manner is an important objective of the BAR criteria. We believe these refinements will help improve the design of the building. Several of these comments do not give specific direction on how the changes should be made. Additional comments may be prepared for BAR consideration based on how these conditions are addressed. The project is scheduled to be heard on December 14, 1995. . In order to maintain a place on that agenda I need to, receive the following items no later than Friday, December 1. Please carefully review the criteria, respond to each criterion (if appropriate), and describe how your plans and elevations meet the criteria. If the space provided for response is insufficient, attach additional response to this form. 1. RELATIONSHIP OF STRUCTURE TO SITE A. The site should be planned to accomplish a desirable transition with the streetscape and to provide for adequate landscaping, and pedestrian movement. B. Parking and service areas should be located, designed, and screened to moderate the visual impact of large paved areas. C. The height and scale of each building should be considered in relation to it site. RESPONSE: The landscaping and sidewalks will be maintained, as is, on all sides of the site except for the Tukwila Parkway frontage which will be modified to construct the drive -thru Building Materials Yard. 2. RELATIONSHIP OF STRUCTURE AND SITE TO ADJOINING AREA A. Harmony in texture, lines, and masses is encouraged. B. Appropriate landscape transition to adjoining properties should be provided. C. Public buildings and structures should be consistent with the established neighborhood character. D. . Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged. E. Compatibility of on -site vehicular circulation with street circulation should be encouraged. RESPONSE: The new drive -thru Building Materials Yard and the enlarged outdoor Garden Department will be constructed of building materials used on the existing building (concrete and glass exterior walls and pre- finished metal roofing). The existing vehicular, pedestrian, and loading locations and circulation patterns on and off site will remain unchanged by the proposed expansion. Where existing topographic patterns contribute to.beauty and utility of a development, they should be recognized and preserved and enhanced. B. Grades of walks, parking spaces, terraces, and other paved areas should promote safety and provide an inviting and stable appearance. C. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade. 1 i‘ . D. In locations where plants will be susceptible to injury by pedestrian or motor traffic, :., mitigating steps should be taken. -J v moo: E. Where building sites limit planting, the placement of trees or shrubs in paved areas is N W encouraged. F. Screening of service yards, and other places which tend to be unsightly, should be accom- CO tui p, plished by use of walls, fencing, planting or combinations of these. Excessive 2 o brightness and brilliant colors should be avoided. ;o O F; RESPONSE: The intent of the proposed landscape treatment is to = v. integrate the new plantings with the existing on -site --CY z: material. This will unify the entire site to represent vco. a cohesive design vocabulary. In doing so the proposed ~p. treatment follows the existing street scape of adjacent z properties and adds shade to parking areas and enhances proposed architectural features. Service yards are existing and will be additionally screened where required. There are to topographic problems to affect the project. Proposed exterior lighting will match the existing. 4. BUILDING DESIGN A. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to surroundings. B. Building components - such as windows, doors, eaves, and parapets - should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure. D. Colors should be harmonious, with bright or brilliant colors used only for accent. E. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. F. Exterior lighting should be part of the architectural concept. Fixtures, standards and all exposed accessories should be harmonious with building design. G. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form, and siting should be used to provide visual interest. RESPONSE: The design of the enlarged Garden Department and drive -thru Building Materials Yard incorporate components (glass screen wall, "shadow box" relief on exterior walls and pre- finished canopies) used on the existing building. The exterior color scheme (grey walls with blue pre- finished metal canopies) will match the existing building. All existing rooftop HVAC units are screened from view. It.. is anticipated that one additional HVAC unit will be added which will also be screened from view. The existing parking lot light fixtures along Tukwila Parkway will be relocated into the revised landscape buffer. All other parking lot lights will remain unchanged. 5. MISCELLANEOUS STRUCTURES AND STREET FURNITURE A. Miscellaneous structures and street furniture should be designed to be part of the architec- tural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale. B. Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings.
