Dear Pam:
I've reviewed and approved the main Borders sign, S95 -099, and will pass it on to Hans
Korve for processing.
As we discussed over the telephone, the Cafe sign, S95 -100, constitutes a second wall sign
on the same facade, and is not allowed. You can have another sign if it is another business,
and this is obvious because there are walls separating the main business from the second
business, and there is a separate cashier. In this case, the cafe is part of the main store, so
only one sign is allowed. You can, however, have a sign that is inside the window at the cafe
entrance.
There are two provisions in the code that allow this:
TMC 19.12.050(F). One on- premise sign not electrical or illuminated, four square
feet in area or less, which is affixed permanently on a plane parallel to the wall that is
located entirely on private property.
TMC 19.12.050(N). Window signs which are of a temporary nature for commercial
businesses and which occupy less than twenty -five percent . of the window surface for a period
not exceeding thirty days. Signs on or in the window which are utilized for more than thirty
days are permanent and will be considered part of the overall signing permitted for the business.
Such permanent window sings shall require permits.
In other words, the overall total for signage on this facade must not exceed 185 sq. ft. Since
your larger wall sign is only 163 sq. ft., you are allowed additional signage in the window.
You'll have to amend your application, however.

Re Sign permits
Dear Howard:
I keep getting sign permit applications that are based on the square footage calculations and
allowable sign area calculations submitted for your Special Permission - Sign application
(S95 -049). Please be informed . that your building area calculations, allowable sign area
calculations, and sign code interpretation is not what we used in calculating allowable sign
area. Please refer to the staff report for this hearing, or give me a call, if you need to pass
the correct information on to them.
When the sign designers and contractors use your information, their applications are
incorrect and have to be returned. This causes delay for them.

Dear Ms. Jacoby:
I have reviewed your re- submittal for the Petsmart sign, and it
appears as though it is still larger than allowed under our code
(TMC 19.32.150). As noted in Design Review, the maximum allowable
area for this sign is 295 sq. ft. By my calculations, your sign
area is still over 350 sq. ft.
Please re- submit your sign proposal. The drawing needs to be to
scale or completely dimensioned, and you need to supply an area
square footage. I have attached a diagram of how the sign area has
been calculated in the past, that I think is the most advantageous
way.to calculate it for you.
Howard Turner has the sign on his CAD system, and can calculate the
area of the polygon for the revised dimensions.

Dear Howard:
This is to confirm that the Board of Architectural Review (BAR) approved requested
changes to Building B of the Parkway Place project (File L95 -0048) at their September 28,
1995 meeting. The BAR also adopted the findings contained in the Staff Report dated
September 22, 1995. The appeal period for the BAR decision was fulfilled as of October
13, 1995. Since no appeal of the Board's decision was filed by that date, the decision is final.
The BAR also approved the signage proposal as a part of their initial design review of Park
Place (File L94- 0084), with the following changes:
"The applicant [is] allowed an option of one sign which can be 30 feet high and set
back 30 feet or it can be set back 35 feet and have a height of 35 feet, and perhaps
placed in the median if that better meets the applicant's needs."
The Planning Commission, in their review of the requested increase in size for certain wall
signs (File 95- 0049), made the following determination:
"Approval of wall signs A2, B, C1 and D. A reduction in size for wall sign Al is
required to bring it in accordance with the code. A modification in the design or
reduction in size of sign C2 is required to bring the sign in accordance with the code."

Diana Painter presented the staff report. She noted the proposal is for increased sign o`.
area for five wall signs. They are also requesting approval for two pole signs. Two of = ui w
the signs (Petsmart and Border's Books) exceed the sign area allowed per the Sign
Code. Border's only exceeds the Code by one square foot. The applicant is proposing z
two pole signs on either side of the driveway, directly across from each other. Because v
these pole signs are so close together, and because they are identical, staff felt that p F
would potentially clutter the streetscape. In conclusion, staff recommends approval of Z
wall signs A2, B, C1 and D; a reduction in size for wall sign Al .( Petsmart) to bring it in
accordance with the Code; a modification in the design or reduction in size of sign C2
(Border's) is required to bring the sign in accordance with the Code. Additionally, staff
recommends approval of the design of the proposed pole signs, and a reduction in the
number of pole signs to one, or relocate one pole sign to the north half of the site.
Mr. Malina asked how the square footage for the Petsmart sign was calculated.
Ms. Painter stated that the applicant calculated the area for that sign on a computer. A
polygon was drawn to determine the area.

Mr. Neiss opened the public hearing for L95 -0048: Park Place Design Review.
Diana Painter presented the staff report. The most recent design changes proposed by
the applicant were significant enough to have them come back before the Board of •
Architectural Review. Staff had asked the applicant to have a pattern of narrow
mullions that would create a finer scale texture and contrast in patterns between the
openings of the windows and doorways and the larger openings of the colonnaded
area. The applicant would like to bring the window patterns out beyond the area
framed by the columns, underneath the sign, for Building B. Staff felt this was a
violation of a rule set up with the applicant of maintaining some kind of unity within
the overall variety. The applicant stated he had intended to ask for this wider opening
at the review in June and it was an error on the drawings. It was intended to be
reflected in the building permit drawings and staffs response was that it wasn't
approved because it wasn't there and staff felt it was outside of the parameters they had
established.

He stated he thought the wider glass was an improvement to the project. The glass
breaks up monotony and adds variety. He added that he didn't feel represented a
significant change to the design. The change is dictated by a real need on the part of the
tenant.
Mr. Flesher asked if the proposed glass was clear or tinted.
Mr. Turner noted that the glass would be clear.
Mr. Neiss closed the public hearing at 8:45 p.m.
Mr. Livermore stated he liked the additional glass. He added that they try and
discourage monotony in design.
Mr. Malina agreed.
Mr. Flesher also agreed, and thanked staff for bringing this change to the Board's
attention.

FINDINGS OF FACT
SITE/PROJECT INFORMATION
The project, Park Place, is located in the southwest corner of Tukwila's commercial
area. It is west of,Southcenter Parkway and north of South 178th Street. The Park
Place retail center consists of two freestanding buildings facing Southcenter Parkway.
Building A, to the south, houses the Petsmart and Vetsmart tenants. Building BCD,
to the north, provides space for Linens'N'Things (B), OfficeMax (C1), Borders (C2),
and The Sports Authority (D).
PROPOSAL
The applicant is requesting approval of six wall signs and two free - standing pole signs.
This signage proposal is being presented to the BAR at their request as a follow -up
to project approval in December of 1994. Permission from the Planning Commission
for a sign area increase for five of the signs (Al, B, C1, C2 and D) is also requested.
Wall signs consist of five large scale signs, one for each major entryway in the
complex. The signage is consistent in color and scale, and in an appropriate scale
relationship, with the exception of Sign Al, to the entry porticoes on which they are
located. The sixth wall sign, Sign A2, does not require special permission for
increased sign area.
The pole signs are located on each side of the formal entry drive to the complex.
The size and placement of the pole signs meet the requirements of the Sign Code.
The design of the signs are in keeping with the overall architectural scheme of the
complex. Each tenant's name appears on each side of each pole sign, so the name
of each tenant appears a total of five times on the site, as proposed.
WALL SIGNS
The applicant is requesting special permission for an increased sign area for five of
the six wall signs proposed. Section 19.32.140 (A) of the Sign Code allows for an
increase in sign area for commercial signs in commercial zones as follows:
"Upon application to and approval by the Planning Commission, the
permitted sign areas provided in Table 1 may be increased no more
than fifty percent for each doubling of the required minimum setback
distance for the wall upon which a particular sign is to be placed, but
in no case shall sign areas exceed that permitted in Section 19.32.150."

POLE SIGNS
The applicant is proposing two freestanding poles signs at the entry to the complex,
placed ' 30' from the public street and approximately 60' from each other. The
applicant is allowed two freestanding pole signs, by code, with up to 100 square feet
of sign area, for a total of 200 square feet of signage area. The signs must be located
a distance equal to overall sign height from the property line, and cannot be higher
than the buildings they identify. The proposed pole signs meet these standards.

CONCLUSIONS
Wall Signs
The intent of the Sign Code with respect to wall signs in commercial districts is to allow
additional square footage if the sign is located further from the street serving the
development than the minimum required setback, provided that there is adequate exposed
building face to ensure that the signs appear in proportion to the building(s) itself.
The square footage of the Sign A as proposed is 48 square feet larger than the maximum
permitted under Section 19.32.140 of the Sign Code. Sign C2 is one square foot larger than
the maximum permitted by code.
Pole Signs
Section 19.04.020 (A) of the Sign Code states that:
"The purposes of this code are: (A) To establish standards and guidelines for the
design, erection and installation of . signs and other visual communication devices so
that the streets of Tukwila may appear orderly and safety may be increased by
minimizing clutter and distraction."
While the pole signs as proposed meet the basic requirements of the sign code, the
placement of two pole signs with two faces each appears to , be redundant at this location,
and would .result in additional clutter and distraction along the street.
RECOMMENDATIONS
Staff recommends approval of Wall Signs A2, B, C1 and D. A reduction in size for Wall
Sign Al is required to bring it in accordance with the Code. A modification in the design
or reduction in size of Sign C2 is required to bring the sign in accordance with the code.
Staff recommends approval of the design of the proposed pole signs, and a reduction in the
number of pole signs to one or relocate one pole sign to the north half of the . site.

DEVELOPMENT
The enclosed 12 copies of the sheet labeled Signage, dated 8/29/95, show the proposed sign
program for this project, including both freestanding and wall mounted signage elements. We
are hoping to get this review on the agenda for the September 28th BAR meeting.
Drawings # 1 through 5 show perspective views of the 6 entries, each with their proposed
wall signs. Drawing 6 shows the point of view of each of the perspective drawings. Drawings
8 & 9 show the East elevations of the buildings. Here we have indicated, for each tenant, the
exposed building face (EBF), the increase due to setback ( all signs acheive the maximum
allowable, and so the 6% factor is used ), the proposed sign area, and the maximum allowable
area.
Each wall sign area was calculated by calculating the area with a polygon encompassing the
extremities of the sign wording. The attached SK drawings show how the the polygons were
drawn, and some critical dimensions.
Drawing 7 shows an elevation of the proposed freestanding pole sign. Because the site has
frontage of more than 400', has two freestanding buildings, and is occupied by more than two
tenants, one additional freestanding sign is proposed. The two freestanding sign locations,
their setbacks, and the property frontage are shown on drawing 6. Each of the two proposed
signs has two faces. Each face has 100 square feet of sign area. Each sign face will show
tenant signage similar to the wall signs, although the proposed order from top to bottom has
yet to be determined. It is requested that the BAR allow staff to approve the order of the
tenants and t eir specific wording administratively.
