Project Description: Requested is modification of the approved 13,222 square foot retail tire store. Specifically, the applicant is proposing painting over the split face block, with a bottom band "Colonial Red" to match the roof and the mid - section to be painted "Almond ". The approved design is for the color to be integral (rather than painted on) with the split face block with a muted red for the bottom band and gray in the mid section. 2. Existing Development: The site is one of two building pads along the S 180 Street frontage of Home Depot. The site is improved with several parking spaces and a landscaped area planted with lawn, pine and spruce trees. The Home Depot parking lot is fully developed and provides access to the site. 3. Surrounding Land Use: The vicinity is characterized by a variety of by retail and industrial buildings. 4. Terrain: The site is level. 5. Vegetation: Vegetation includes urban landscaping consisting of lawn, spruce and pine trees. 6. Access: Access to the site is provided through the internal circulation system of the Home Depot site. Points of entry from S 180 ST are located near the west and east boundaries of the Home Depot site. BACKGROUND On December 14, 1995, the BAR approved the design for the Les Schwab Store. At that meeting, several members of the BAR expressed their appreciation of the high quality design of the building and its appropriateness for being located at this primary entrance into the Tukwila CBD. Shortly after that meeting, the applicant requested administrative approval to paint over the block material with Colonial Red and Almond colored paints. Staff believes the proposed change is a substantial departure from the BAR approved plans, and thus cannot be approved administratively. U 0; 0 H w O=` H. 'DECISION CRITERIA Since the proposal is to paint the building and change the color, only the criteria related to building design are presented below. The applicant response to the criteria is contained in Attachment "B ". The staff report and minutes from the original review of December 14, 1995 are contained in Attachments "C" and "D ". (4) Building Design a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings. b. Buildings should be to appropriate scale and in harmony with permanent neighboring developments. c. Building components- such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure. d. Colors should be harmonious, with bright or brilliant colors used only for accent. e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. f. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design. g. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. APPLICANT'S PROPOSED CHANGES As noted in Attachment "B ", the applicant is proposing an alternative design they feel is more in keeping with their BAR Staff Report L96 -0001 Page 4 corporate image. They feel that the approved design is too great of a departure from their corporate standard red and white z building. The approved color scheme provides an interesting contrast between the muted, warm, natural appearing colors of the split o? face block with bright red accent grids and the muted red metal uiz' roof. v N. The approved principal material consists of split face block with the muted red and gray colors integral with the block. The colors and texture are similar to the block used at Target on Strander Boulevard. The applicant now proposes to paint over this block. The red block would be painted "Colonial Red" and the gray block would be painted "Almond ". Staff considered the overall strengths of the approved building design, including the variety of detail and form created by the unpainted split face block, minimized the appearance of the unsightly doors and compensated for the lack of modulation and resulting monotony of design. DESIGN ISSUES Given the function of the building, there is very limited modulation and the building footprint has a "box" configuration. Also, there is a series of overhead doors at each of the service bays. These doors provide a significant restriction on the options available for achieving a quality design. These doors /service bays are a type of "service area" that are addressed in the BAR guidelines. TMC 18.60.050(1)(B) states that service areas should be located, designed and screened. TMC 18.60.050(3)(F) states that screening of service yards and other places which tend to be unsightly, should be accomplished by use of walls, fencing, planting or combination. These difficulties in design were overcome by the use of the natural appearing block which provided texture, contrast, variety, and richness and warmth and color. The other details of the building, the red metal roof and the bright red grid features on the west elevation provided contrast and interest to the block. • f=_ `O ~. z BAR Staff Report L96 -0001 Page 5 The proposal to paint over the block will result in the principal building material having a higher reflectivity, less texture and less rich appearance than would the previously approved design. There will be less contrast and visual interest between the block and the roof and grid accent details (TMC 18.60.050(4)(a,d &g). , CONCLUSIONS Building Design 1. The previously approved building design provides a level of quality consistent with recent developments in the CBD. The provision of split face block with integral muted colors and bright accent details resulted in an acceptable quality of development despite the lack of building modulation and presence of several service bays and roll -up doors. 2. The proposal to paint the block to an off -white "Almond" color and a "Colonial Red" would eliminate the richness of color, texture and contrast provided by the previous approved materials. 3. The painting of the block will eliminate significant design features that had previously outweighed the weaknesses of the building design, namely the lack of modulation and the presence of several service bays and roll up doors. 4. There have been successful projects in the CBD in which the chain stores have departed from their typical store design. Burger King on Andover Park West makes extensive use of natural colored split face block as does Target on Strander Boulevard. Mervyn's also departed substantially from their standard building design in favor of brick material. RECOMMENDATIONS Based on the information we have at this time and review of the BAR criteria, the Planning Division recommends denial of the project. The applicant has requested to meet with staff prior to the hearing, for the purpose of exploring resolution of the issues described in this report. BACKGROUND A short plat of the Home Depot site which creates two new lots along 180th Street have been approved, including this Les Schwab site and a second pad located at the southeast corner of the site. A shoreline permit was required because the site is within 200 feet of the Green River (south of 180th Street). The shoreline permit cannot be issued until completion of the SEPA process. December 13th is the earliest the shoreline permit may be issued. In order to vest their rights under the old zoning ordinance, the applicant submitted a building permit application prior to adoption of the new zoning ordinance. Therefore, the project is subject to the requirements of the previous code. Required parking under the old code in which this is vested is 2.5 spaces per thousand square feet of floor area. The new code has increased the parking requirement to 4 spaces per thousand. Staff Report to the Board of Architectural Review DECISION CRITERIA L95 -0051: Les Schwab Page 4 This project is subject to BAR review as required under TMC 18.60.030(2)(A)(ii) due to building exceeding 10,000 square feet in the CM zone and the site being within 200 feet of the Green River. Board Review Criteria are shown below in bold, followed by staff discussion. The applicant response to the criteria is contained in Attachment "B ". 18.60.050: General Review Criteria. (1) Relationship of Structure to Site. a. The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movements., .b. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas. c. The height and scale of each building should be considered in relation to the site. • The front yard landscaping' exceeds the minimum 15 foot requirement. The building is 50 to 60 feet from South 180th Street, with most of the area between the sidewalk and building landscaped. There are no pedestrian links proposed between the building and the sidewalk along the frontage. The parking layout will not substantially change with this proposal. The placement of the building at the southwest corner of the site will screen some of the existing parking. Where there are parking lot modifications, new landscape islands are provided in a manner consistent with the existing parking lot. The loading and service area is located behind the north wall of the building, screened from view from S. 180th Street. (2) Relationship of Structure and Site to Adjoining Area. ' a. Compatibility of on -site vehicular circulation with street circulation should be encouraged. The character of the vicinity is dominated by concrete tilt -up buildings of various heights and design. An additional 20 feet of landscaping will be provided between the drive and the new building. The property lines that separate the site from the adjacent property to the east and north are located in the drive lanes of the larger parking lot. Landscaping in the transition consists of landscape islands consistent with the larger parking lot in which it is located. The project will be served by two existing driveways from S. 180th Street. The main entrance into Home Depot is signalized. An unsignalized entrance is located to the west of the building. The project will not modify these entrances nor will it interfere with turning movements. (3) Landscaping and Site Treatment a. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. The landscape plan contains large areas of landscaping in the front and along the west side of the building. Along the S 180 ST frontage, existing ground cover and shrubs which defines the frontage for the entire Home Depot site is proposed to be retained. An additional Kwansan Cherry Tree, the same as five existing trees, is proposed to be added. A 30 " high lawn berm would be located between the frontage and the building. The landscaping proposed along the west side of the building is similar to the street frontage, including a combination of ground cover, a variety of low growing shrubs and a mix of deciduous and coniferous trees. Staff Report to the L95 -0051: Les Schwab Board of Architectural Review Page 6 City Council Resolution No. 1276 states that new developments will plant trees according to the CBD Street Plan. The Plan identifies Flame Ash as the tree to be planted along South 180th Street. The landscaping on the east and north side of the building is limited to parking lot islands and small planters at the entrance into the showroom. The east property line is a "side" and under the code in which it is vested, five feet of landscaping is required. When a short plat was approved in 1994 which created this site, the provision of required landscaping was deferred until the time of development. Effective Monday December 12th, the zoning of the property has changed from CM to Tukwila Urban Center. Under this zone, no side yard landscaping is required. However, since the site is vested under the CM zoning, the five foot standard applies. .Side yards are often used for shared access between adjacent properties, and as such, the City has interpreted the code so as to apply this requirement in a flexible manner so that the landscaping is provided, though not necessarily at the property line. The proposed plan shows landscaping between the east property line and the building located in two parking lot peninsulas, three tree islands, at the entrance of the building and south of the handicap parking spaces. With an excess of seven parking stalls, there is opportunity to provide additional landscaping to meet the intent of the zoning code landscape requirement. The landscape plan states that an automatic irrigation system with in- ground moisture sensors will be provided. Section 18.56.040(6)(E) requires wheel stops on perimeter parking so cars will not protrude off the parking lot. In areas where full sized parking spaces abut required landscaping, this provision for wheel stops will reduce damage of vehicles to the landscape materials. The loading area /dumpster is located. at the rear of the building so as not to be visible from South 180th Street. The rear of the building however, is visible from the Home Depot parking lot and the access drive to the west. The dumpster will be located behind a wall constructed of masonry to match the building. Variety of detail, form and siting should be used to provide visual interest. The applicant has worked with staff which has resulted in substantial improvements to the design of the building. The original submittal included use of smooth concrete masonry unit (CMU) block with bright white and red as the predominant color scheme. Changes include going to a split face block with muted colors (red and gray) interspersed with bright red accent tiles, adding a series of steel grid features along the west side and adding a gabled entry feature on the east side of the building. The standing seam metal roof and fascia has been changed from white to a muted colonial red. (5) Miscellaneous Structures and Street Furniture There are no miscellaneous structures or street furniture proposed. The proposed signage includes one freestanding sign and one building sign. The sign ordinance allows a maximum of two signs. CONCLUSIONS 1. Since the original submittal, the applicant has worked with DCD in making several modifications which has resulted in a substantially improved design. Relationship, of site to structure. 2. The placement of the building at the southwest corner of the lot will serve to reduce the impacts of the large Home Depot parking by partially screening it from view from certain perspectives. 3. The development will not be detrimental to the existing driveways into the site from South 180th Street. Loading areas are separated from the primary vehicular drive aisles and parking area. Pedestrian access will be improved if a sidewalk is provided between the building entrance and the front sidewalk. Landscaping and Site Treatment 5. Replacement of the existing street trees with Flame Ash will appropriately implement the CBD Street Tree Plan pursuant to City Council Resolution No. 1276. 6. Additional landscaping could be provided which furthers the intent of the sideyard landscaping requirement by providing a comparable area of landscaping between the building and the eastern property line and without detrimental effects on the integration between the adjacent parking lots. Building Design 7. The building design provides a level of quality consistent with recent developments in the vicinity. The proposed white color roof is inconsistent with BAR criteria 4(d) that discourages use of bright or brilliant colors except as accent. A muted tone would also not appear to age as fast as a white roof. Miscellaneous Structures and Street Furniture 9. The two proposed signs are compatible with the proposed building design. The wall sign is in scale with the entry fascia on which it is located. 10. The trash enclosure is integrated with the building through use of the same materials. RECOMMENDATIONS The Planning Department recommends approval of the proposed project with the following conditions: 1. The landscape plan shall be modified to include Flame Ash, spaced 30 feet on center, along the S 180 street frontage. 2. The applicant has vested legally with a complete building permit under the previous zoning, which is the CM affie. The applicant has made significant design improvements since it originally came in. BACKGROUND A short plat of the Home Depot site which creates two new lots along 180th Street have been approved, including this Les Schwab site and a second pad located at the southeast corner of the site. A shoreline permit was required because the site is within 200 feet of the Green River (south of 180th Street). The shoreline permit cannot be issued until completion of the SEPA process. December 13th is the earliest the shoreline permit may be issued. In order to vest their rights under the old zoning ordinance, the applicant submitted a building permit application prior to adoption of the new zoning ordinance. Therefore, the project is subject to the requirements of the previous code. Required parking under the old code in which this is vested is 2.5 spaces per thousand square feet of floor area. The new code has increased the parking requirement to 4 spaces per thousand. z Staff Report to the L95 -0051: Les Schwab Board of Architectural Review Page 4 DECISION CRITERIA This project is subject to BAR review as required under TMC 18.60.030(2)(A)(ii) due to building exceeding 10,000 square feet in the CM zone and the site being within 200 feet of the Green River. Board Review Criteria are shown below in bold, followed by staff discussion. The applicant response to the criteria is contained in Attachment "B ". 18.60.050: General Review Criteria. (1) Relationship of Structure to Site. a. The site should be planned to accomplish a desirable transition with streetscape and to provide for . adequate landscaping and pedestrian movements. b. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas. c. The height and scale of each building should be considered in relation to the site. The front yard landscaping exceeds the minimum 15 foot requirement The building is 50 to 60 feet from South 180th Street, with most of the area between the sidewalk and building landscaped. There are no pedestrian links proposed between the building and the sidewalk along the frontage. The parking layout will not substantially change with this proposal. The placement of the building at the southwest corner of the site will screen some of the existing parking. Where there are parking lot modifications, new landscape islands are provided in a manner consistent with the existing parking lot. The loading and service area is located behind the north wall of the building, screened from view from S. 180th Street. (2) Relationship of Structure and Site to Adjoining Area. a. Harmony on texture, lines and masses is encouraged. b. Appropriate landscape transition to adjoining properties should be provided. c. Public buildings and structures should be consistent with the established neighborhood character. d. Compatibility of vehicular /pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged. e. Compatibility of on -site vehicular circulation with street circulation should be encouraged. The character of the vicinity is dominated by concrete tilt -up buildings of various heights and design. Recent remodels of several of the tilt -up warehouses for conversion to retail has resulted in.a general upgrade in appearance. • Staff Report to the Board of Architectural Review L95 -0051: Les Schwab Page 5 The site is separated from the adjacent property to the west by 20 to 40 feet of landscaping, sidewalk and a 30 foot drive. An additional 20 feet of landscaping will be provided between the drive and the new building. The property lines that separate the site from the adjacent property to the east and north are located in the drive lanes of the larger parking lot. Landscaping in the transition consists of landscape islands consistent with the larger parking lot in which it is located. The project will be served by two existing driveways from S. 180th Street. The main entrance into Home Depot is signalized. An unsignalized entrance is located to the west of the building. The project will not modify these entrances nor will it interfere with turning movements. (3) Landscaping and Site Treatment a. Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized, preserved and enhanced. b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance.. c. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade. d. In locations where plants will be susceptible to injury by or motor traffic, mitigating steps should be taken. e. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged. f. Screening of service yards, and other places which tend to be unsightly, should be accomplished by use of walls, fencing, planting or combination. g. In areas where general planting will not prosper, other materials such as fences, walls and pavings of wood, brick, stone or gravel may be used. h. Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. The landscape plan contains large areas of landscaping in the front and along the west side of the building. Along the S 180 ST frontage, existing ground cover and shrubs which defines the frontage for the entire Home Depot site is proposed to be retained. An additional Kwansan Cherry Tree, the same as five existing trees, is proposed to be added. A 30" high lawn berm would be located between the frontage and the building. The landscaping proposed along the west side of the building is similar to the street frontage, including a combination of ground cover, a variety of low growing shrubs and a mix of deciduous and coniferous trees. Staff Report to the L95 -0051: Les Schwab Board of Architectural Review Page 6 City Council Resolution No. 1276 states that new developments will plant trees according to the CBD Street Plan. The Plan identifies Flame Ash as the tree to be planted along South 180th Street. The landscaping on the east and north side of the building is limited to parking lot islands and small planters at the entrance into the showroom. The east property line is a "side" and under the code in which it is vested, five feet of landscaping is required. When a short plat was approved in 1994 which created this site, the provision of required landscaping was deferred until the time of development. Effective Monday December 12th, the zoning of the property has changed from CM to Tukwila Urban Center. Under this zone, no side yard landscaping is required. However, since the site is vested under the CM zoning, the five foot standard applies. Side yards are often used for shared access between adjacent properties, and as such, the City has interpreted the code so as to apply this requirement in a flexible manner so that the landscaping is provided, though not necessarily at the property line. The proposed plan shows landscaping between the east property line and the building located in two parking lot peninsulas, three tree islands, at the entrance of the building and south of the handicap parking spaces. With an excess of seven parking stalls, there is opportunity to provide additional landscaping to meet the intent of the zoning code landscape requirement. The landscape plan states that an automatic irrigation system with in- ground moisture sensors will be provided. Section 18.56.040(6)(E) requires wheel stops on perimeter parking so cars will not protrude off the parking lot. In areas where full sized parking spaces abut required landscaping, this provision for wheel stops will reduce damage of vehicles to the landscape materials. The loading area /dumpster is located at the rear of the building so as not to be visible from South 180th Street. The rear of the building however, is visible from the Home Depot parking lot and the access drive to the west. The dumpster will be located behind a wall constructed of masonry to match the building. (4) Building Design a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings. b. The sign ordinance allows a maximum of two signs. CONCLUSIONS 1. Since the original submittal, the applicant has worked with DCD in making several modifications which has resulted in a substantially improved design. Relationship of site to structure. 2. The placement of the building at the southwest corner of the lot will serve to reduce the impacts of the large Home Depot parking by partially screening it from view from certain perspectives. 3. The development will not be detrimental to the existing driveways into the site from South 180th Street. Loading areas are separated from the primary vehicular drive aisles and parking area. Replacement of the existing street trees with Flame Ash will appropriately implement the CBD Street Tree Plan pursuant to City Council Resolution No. 1276. 6. Additional landscaping could be provided which furthers the intent of the sideyard landscaping requirement by providing a comparable area of landscaping between the building and the eastern property line and without detrimental effects on the integration between the adjacent parking lots. Building Design 7. The building design provides a level of quality consistent with recent developments in the vicinity. 8. The proposed white color roof is inconsistent with BAR criteria 4(d) that discourages use of bright or brilliant colors except as accent. SW #109 Tacoma, WA 98499 RE: Les Schwab Tire Center Dear Mr. Casey: Per your request for review of preliminary elevations and site plan I the Les Schwab Tire Center proposed on the Home Depot site I offer the following comments. My review is intended to identify general issues rather than make specific comments to the design. A more detailed review will occur at such time application is made for Board of Architectural Review (BAR) approval. The project is required to go to the BAR because the building floor area exceeds 10,000 square feet. The BAR is directed to approve only "well designed developments that are creative and harmonious with the natural and manmade environments" (18.60.010 TMC). 1. It is difficult to evaluate the color scheme based upon the color elevation. Color chips and material samples need to be submitted with the application. Based on the preliminary drawing, I am still concerned with the brightness of the colors - both the red and white (18.60.053 TMC). 2. The building lacks a variety of detail and form. The west elevation would be improved with architectural detailing, perhaps vertical elements and accent details (not unlike Home Depot) to break up the mass and add interest. These details should also be incorporated to improve the other elevations and to provide appropriate continuity. The use of a split face block on the entire height of the walls would improve the quality of appearance of the building (18.60.050 TMC). 3.- The final lot configurations of the short plat have not yet been determined, which may affect landscaping requirements for the project. Assuming the property lines and existing landscaping as shown on the plans will work, I would suggest that if possible additional landscaping at the north end of the building be incorporated to soften the visual impact of cars stacked in front of the service bays (18.6.0.050(1)(F). 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • (206) 431 -3670 • Fax (206) 4313665 4. Landscaping along South 180th Street should be consistent with the City's adopted street tree plan which calls for Flame Ash (Fraxinus oxycarpa) along the street frontage. 5. Berming to the building at the southwest corner of the building and appropriate landscaping can contribute to creating a positive image from the street. The BAR meetings for November and December have been scheduled for the Ninth and Fourteenth respectively. In January, the Board will return to its normal meeting night'(fourth Thursday of the month). The application deadline is sixty days before the scheduled meeting. The BAR agenda is filled on a first come first served basis, with a limited number of applications accepted for any particular agenda. Therefore, submittal of an application 60 days in advance of a meeting does not guarantee a place on the agenda. If you have any questions, don't hesitate to call me at 431 -3663. You may want to look at Target located on Strander Boulevard across from the mall. It provides a good example of how a bright red has been successfully integrated as an accent color with more muted colors of the split face block. A similar approach may be appropriate for this project. The drawings show three signs on the building. Please note that the sign ordinance allows a maximum of two signs per business.
