filed with this office by City of Tukwila on December 18, 1995.
The development authorized by the subject permit may NOT begin until the
end of the appeal period January 8, 1995. You will be notified in
writing if this permit is appealed. Other federal, state, and local
permits may be required in addition to the subject permit.
If this permit is NOT appealed, this letter constitutes the Department

1. PROJECT DESCRIPTION: The proposal is to construct a 13,400 s.f.
tire store with 40 parking spaces on a building pad on the Home
Depot site.
2. POLICIES OF THE SRA/SNP:
The site is within the jurisdiction of the City of Tukwila SMP and
is consistent with the goals and policies of that SMP. It will not
adversely affect land use, economic development, public access,
circulation or recreation along the shoreline.
3. TUKWILA SHORELINE REGULATIONS:
Following are the relevant review criteria as contained in the City
of Tukwila Shoreline Zone (TMC 18.44):
18.44.110 - General Shoreline Regulations
All uses within the shoreline zone must conform to the following
general regulations:
(1) The use in conformance with the regulations of the underlying
zone district.

tire store is a permitted use in this zone. The development has
been designed consistent with the current zoning regulations.
(2) The use does not conflict with the goals and policies of the
shoreline master program or the provisions of the Shoreline Act and
shoreline regulations.
Response: No conflicts were identified.
(3) No structures or accessory facilities shall be located over the
river unless such structure protects or promotes the public
interest.
Response: No such structures are proposed.
(4) There shall be no disruption of existing trees or vegetation
within the river environment unless necessary for public safety or
flood control, or if allowed as a part of an approved shoreline

substantial development permit.
Response: No work within the rivern environment will occur.
(5) No effluent shall be discharged into the Green River which
exceeds the water quality classification.
Response: The project will not discharge effluent into the river.
(6) All State and federal water quality regulations shall be
strictly complied with.
Response: Responsibility of the applicant.
(7) Wildlife habitat in and along the river should be protected.
Response: There is very limited habitat on the site in the form of
existing urban landscaping. This landscaping will be removed and
partially replaced with new urban landscaping.
(9) All necessary permits shall be obtained from federal, State,
County or municipal agencies.
Response: Responsibility of the applicant.
18.44.150 - Specific Shoreline Regulations - High Impact
Environment
All uses in the underlying zoning district shall be allowed in the
high impact environment.
Response: Most of the site is out of the shoreline zone. A small
portion (roughly 2200 to 2500 s.f.) of the southwest corner of the
site is within the high impact environment. The remaining 47,000
s.f. of the site is beyond 200 feet of the ordinary high water
mark.

The use is consistent with the underlying (CM) zone.
A Determination of Non - Significance (DNS) was issued on November
22, 1995. The comment period expired without receipt of comments.
6. RECOMMENDATION:
Approve the shoreline permit.

Project Description:
The site is located on S 180 ST on the southwest corner of the Home
Depot site. The proposal is to.construct a 13,400 square foot tire
store with 40 parking spaces.
Agencies With Jurisdiction:
None.
Comments to SEPA Checklist:
Page 3, No. 10: The project is located within 200 feet of the Green
River, therefore, a shoreline substantial development permit must
be obtained.
Page 3, No. 13: The answer is "no ". The site has not been
identified as an environmentally sensitive area.
Page 11, No. 7(b)(2): Also noise from operations, usually from
tools powered by air compressors.
Page 11, No. 8(c): Technically, the Home Depot building is located
on the same site. A preliminary short plat has been approved which
will separate the Les Schwab site from Home Depot.
Page 12, No. 8(e): The current comprehensive plan classification
for the site is Light Industrial.
Summary of Primary Impacts /Mitigation:
1. Earth -- The site is level, no impacts are anticipated.
2. Air -- The proposal will result in increased vehicular trips
and associated air pollution.
3. Water -- Storm water is collected into the City's storm water
system.
4. Plants - -Lawn, spruce and pine trees will be removed from the
pad. A combination of deciduous and coniferous trees are proposed
with the new landscape plan. No endangered or candidate species
are known to be on the site.

5. Animals -- Very limited amounts of habitat for small animals
will be eliminated. There are no endangered or candidate species
known on or near the site.
6. Energy and Natural Resources -- The project will require energy
for construction and operation, and for vehicles coming to the
site.
7. Environmental Health -- The project will not generate impacts
beyond the site. On site environmental health hazards are
regulated by the Department of Labor and Industries.
8. Land and Shoreline Use -- The proposal is consistent with the
adopted land use plan and zoning and does not significantly change
character of the use of the site.
9. Housing -- The proposal will not affect any existing or planned
housing.
10. Aesthetics -- The proposal will is subject to BAR design
review and standards. The facility is in scale and compatible with
the surrounding land uses.
11. Light and Glare -- The proposals' will not generate light and
glare beyond that normally found along a commercial arterial.
12. Recreation -- The proposal will not affect the Green River
trail located across the street. Customers will have easy access
to the trail while waiting for their car to be serviced.
13. Historic and Cultural Preservation -- The site is not known has
having any historical or cultural significance.
14. Transportation -- The site is well served by the surface and
street system. By nature of the business, the increased demand of
this project on public transit will be nominal.
15. Public Services. -- Project is not likely to generate
substantial increase in demand for public services.
16. Utilities -- Project is not likely to significantly increase .
demand on the utility systems.
