Your short plat was granted preliminary approval on January 26, 1999, and was due to expire one
year from that date unless you had complied with the conditions of approval and recorded the
documents. We received your request for an extension of the deadline on December 22, 1999
stating that you had not been able to complete the necessary work. A one year extension was
approved by the Short Subdivision Committee, changing the expiration date to January 26, 2001.
No further extensions are possible. As of today the road and utility construction has not been
completed and therefore the final approved short plat has not been filed with the King County
Department of Records. Therefore your short plat has expired and I will close out the file. You
may reapply using your existing survey.

Dear Mr. Latimer,
The Short Subdivision Committee has completed review of your short plat application (No. L95-
0059), and based on the submittal, preliminary approval is granted subject to the conditions stated
below.
There are three basic steps in the short plat approval process:
1. Preliminary Approval
This letter constitutes your preliminary approval. The application was reviewed by the
Tukwila Short Subdivision Committee and approved with conditions. The conditions
imposed are to ensure the short plat is consistent with the City's policies and regulations.
PRELIMINARY APPROVAL CONDITIONS
Utilities
a. Provide a storm drainage design for the on -site (including access road) and off -site lot
frontage that meets City of Tukwila Surface Water Ordinance Requirements. Contact
Joanna Spencer at (206) 433 -0179 for submittal and design requirements.
b. Pursuant to the Tukwila "underground ordinance ", all power and communications service
drops for the new houses shall be placed underground. Show the location of the existing
power pole on the drawings.
c. The sanitary sewer system shall be designed by a licensed civil engineer to City Of Tukwila
standards. Please note that sewer lines greater than 150 feet in length require a private
sewer main extension and a manhole. Show the location of the existing sewer main on the
drawings.

d. The water service system shall be designed by a licensed civil engineer to City of Tukwila
standards. Please note that fire flow modeling results dated April 19, 1996 are being
reevaluated based on present water system upgrades, contact Pat Brodin, Public Works
Senior Water and Sewer Engineer at (206) 433 -0179 for details. Show the location and
distance to the closest fire hydrant. A 1 inch permanent domestic water meter is required if
future homes are going to be sprinkled. Show the location of the existing water main on the
drawings. The Tukwila Ryan Hill Watermain Improvement plan sheets 17 and 18 are
attached for reference.
Access
e. The private access road and fire turnaround shall be designed by a licensed civil engineer
and have a minimum 20 foot wide paved surface capable of supporting a fire apparatus.
The engineer shall contact Nick Olivas at the Tukwila Fire Department, (206) 433 -1859 for
design load requirements. Show the road pavement cross section on the drawings.
Fire Protection
f. Prior to development of Lots 1A, 1B or 2A, the following will be required: If there is no fire
hydrant within 250 feet of all building sites, then the developer shall either install a fire
hydrant capable of a 1000 gallon per minute flow OR the future houses will be required to
provide interior sprinlders, to be approved by the Fire Department.
This requirement must be stated on the face of the recorded plat, and must be met prior to
issuance of any building permits for Lots 1A, 1B or 2A.
General
g. Submit a survey map as described in the application checklist which is consistent with all of
the conditions of approval. The surveyor's original signature must be on the face of the plat.
h. Submit a legal description of the new lots with the surveyor's original signature.
i. Submit a legal description of the access /utility easement. This easement shall also be
included in the Joint Maintenance Agreement.
Install all required site improvements, including those proposed in the short plat application
and those identified above in items a through f. Submit your engineering drawings and an
application for a miscellaneous permit to the Permit Center. You will need to obtain all
required permits prior to beginning any construction.

k. The fmal approved short plat must be filed with the King County Department of Records by
January 26, 2000, one year from the date of this preliminary approval or the application
will expire. The City may grant a one year extension if requested in writing prior to the
expiration date.
2. Final Approval
The next steps are to comply with the conditions of approval, install the required site
improvements and then submit the necessary short plat documents (survey, plat map, and
other required paper work). After the documents have been found to be in order, and the all
of the requirements of the short plat have been met, the Chairman of the Short Subdivision
Committee signs your short plat which constitutes a grant of final approval.
3. Recording
It is your responsibility to record the City approved short plat documents with the King
County Department of Records. The short plat is not complete until the recording occurs
and copies of the recorded documents are provided to the Department of Community
Development.
The signature of the Chairman of the Short Subdivision Committee certifies that your short
plat application is ready for recording. You will need to pay the recording fees and submit
your approved original short plat to the King County Department of Records (206 296-
1570).
After recording, the County returns the recorded original to the City of Tukwila within 4 -6
weeks, at which time your short plat is considered complete. You can shorten this
processing time by hand - delivering a copy of the recorded short plat to me.
In many circumstances, building permits on the short platted property may not be issued
until a copy of the recorded short plat (or original) is returned to the Department of
Community Development.

SUBJECT: Fire Flow modeling results for Latimer at 51 Ave /S. 113 Street
The Ryan Hill/Campbell Hill waterline project was hydraulically modeled by PACE
Engineers for the hydrant at 51 Avenue South and South 113 Street. The results were
less than the required 1000 gpm at 20 psi residual pressure. We do not have data for
actual flow tests in this neighborhood. When we took over this system from Water
District 25, our account facility listing showed that the 6 -inch cast iron line was
installed in 1930. Based upon this we had determined the pipe to be in poor
condition due to the age of the pipe and used a friction C factor of 55. Newer 6 -inch
pipe would have resulted in flows exceeding 1000 gpm using a C value of 110.
The Cybernet Water model produced results:
at 20 psi residual with available flow = 651 gpm
at 30 psi residual with available flow = 537 gpm
With these results and our best determination about the condition of the pipe,
Additional Fire Department requirements would need to be implemented such as
installing fire sprinklers.

Dear Mr. Latimer:
Last December I wrote you a letter indicating that we are currently,
reviewing your short plat application for property located at 5018;
and 5022 South 113th Street in Tukwila and that we had identified"
additional information that needed to be submitted before we could
approve the short plat.
Since I have not received a response to that letter, I am following,
up with this reminder of the information we need.
'First, we need a drawing of the plat showing a vehicle turn around,
designed to Fire Department standards, on lots 1A and 2A. To find
out what options you have for providing a turn around, you may
contact either Mike Alderson or Steve Kohler in the Fire Department
at 433 -1859.
Second, we need a utility plan showing how each lot will be served.
For information on what is expected in the utility plan, you may
contact Joanna Spencer in the Public Works Department.
Upon receipt of this information, we will continue review of the
short plat. If you have any additional questions or comments,
don't hesitate to call me at 431 -3663.

We are currently reviewing your short plat application for property
located at 5018 and 5022 South 113th Street in Tukwila. Upon
review, we have identified additional information that needs to be
submitted before we can approve the short plat.
First, we need a drawing of the plat showing a vehicle turn around,
designed to Fire Department standards, on lots 1A and 2A. To find
out what options you have for providing a turn around, you may
contact either Mike Alderson or Steve Kohler in the Fire Department
at 433 -1859.
Second, we need a utility plan showing how each lot will be served.
For information on what is expected in the utility plan, you may
contact Joanna Spencer in the Public Works Department.
Upon receipt of this information, we will continue review of the
short plat. If you have any additional questions or comments,
don't hesitate to call me at 431 -3663.

the requirements of Ordinance No. 1607 the property owner of this single family
development has demonstrated application of the Undergrounding Ordinance will
create undue hardship if carried out as part of the development.
The • Owner is obligatid". to' participate':: in.:'funding. future :..undergrounding'''•
improvements for their proportionate share of said and.rgrounding fronting
their property. Turthermore. if the L.S.D. /U.L.I.D. process is used to carry
out the construction of this und.rgrounding, the Owner waives the right to
protest L.I.D. or U.L.I.D. formation for this undergrounding. Owner retains
the right to contest the method of calculating assessments in such L.I.D. and
the amount thereof to be levied against the Owner's subject property. and other
