Project Description: The applicant generally proposes to retain building location and overall building envelope, but modify its design. This would result in an increased building area from 15,168 to 18,360 s.f. (3,192 s.f.) and increase hitting stations from 60 to 71. The building area increase seems to result from: a. additional usable second floor space, within the building envelop, due to a new stepped roof line and a 2 -3 ft. increase in building height. (see BAR Criteria No. 4 below) and b. incorporating a 40'x20' outdoor area into the 2 story building (1,600 s.f.). More specific descriptions of building design changes are presented in BAR Criteria No. 4. Minor changes to the parking lot have also been proposed. Background: This project was previously approved by the Board on April 28, 1994 (L94 -0009) and a conditional use permit being approved by the Planning Commission on that same night (L94- 0005). Revisions to the previously approved design are proposed to increase site use efficiency and economic feasibility, in a mariner which continues to satisfy Board design criteria. The Board established that the proposed design changes would require additional design review (9/28/94). In this submittal, the applicant proposes that the design changes maintain the previously approved design approach, satisfy the Board decision criteria, and should be approved. The staff evaluation has focussed on the impacts of proposed changes and affected impacted project elements, on project design quality. This approach recognizes a certain level of "legal vesting" established by the previous design approval for unaffected design elements. The proposed project design must be reviewed based on its consistency with BAR design criteria. It is not appropriate to base a decision on whether it is, or is not, better design than the previous design. 0' U w uj. These Board review criteria are shown below in bold, along with a staff discussion of relevant facts. The remaining BAR criteria are adopted by reference from the original staff report which was adopted by the Board The basis for a Board decision is whether the revised project design satisfies the decision criteria. 18.60.050: General Review Criteria. (1) Relationship of Structure to Site. a. The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movements b. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas. c. The height and scale of each building should be considered in relation to the site. The relationship of structure to site is unchanged except for: i. reduced building width along the western half and ii. partial replacement of the trellised outdoor area with increased building width. Minor parking and sidewalk design changes have also been proposed. (4) Building Design a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings. b. Buildings should be to appropriate scale and in harmony with permanent neighboring developments. c. Building components- such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated hfe of the structure. d. Colors should be harmonious, with bright or brilliant colors used only for accent. e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. f. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. Building design revisions such as the stepped south elevation roof, additional window accents, and roofing over the hitting stations, are proposed to maintain the previously approved residential or country club design orientation. The Board supported this design orientation to enhance harmony with western wooded g. This design is further supported by the colors and materials, which have been retained except that the green window glass is proposed as clear. The following NEW design elements have been proposed to avoid design monotony on the various building elevations, integrate design changes with the previously approved concept, and otherwise satisfy Board criteria: South Building Elevation: i. A rhythm of first and second story windows and (hemispherical) fan light windows at the entry gables, ii. Placement of the second story windows at the new roof break to integrate that space into the first floor design, iii. Intermediate sized building extensions on the east and west building ends to provide relief, North Building Elevation: iv. Extending the roof over the hitting stations and establishing a central gable to emphasize the previous residential /country club design orientation and provide a central focal point, The north elevation will be significantly affected by the ball containment nets at each hitting station on the second floor. Nets will initially extend 13 feet out from the hitting station, but may be extended up to 20 feet as needed to contain all golf balls. v. The extensive windows behind the hitting stations provide some architectural interest, East Building Elevation: vi. A 10 ft. building extension provides visual relief as viewed from the street, while the extensive glass window provides architectural interest, This extension is important to off -set the additional wall area due to extending the second floor hitting stations. Relationship of Structure to Site: The previous conclusion determined that the proposed landscaping provides adequate transition to the small building street facade and softening of paved parking areas. Staff concludes that the proposed revisions do not change the original conclusion. 4. Building Design: The previous conclusion determined that building design is sufficiently harmonious with the surrounding area, especially given the architectural features along the street facade, the large amount of remaining open space, and the surrounding unadorned industrial developments. The proposed design contains different specific elements, but maintains the same overall design theme. Staff concludes that the proposed revisions do not change the original conclusion of satisfying this criteria. RECOMMENDATIONS The Planning Division recommends approval of the proposed design revisions. This evaluation and recommendation shall supplement previously approved materials. L94 -0009: Tu... ila Golf Driving Range Page 3 FINDINGS Project Description: The development area is 13.04 acres of a large parcel containing 22.62 acres. The development area includes all building, parking and landscaped areas. In the development area, 1.39 acres would be parking and building area (i.e. the impervious surface area) while the remainder would be landscaping and a golf driving field. The development area is sited on the flat valley floor, adjacent to the wooded valley wall. It is separated from the valley wall by a stream. The required 15 to 30 foot wide stream buffer areas are maintained. The applicant proposes to build a driving range containing a 15,168 s.f., two story building with 60 golfing stations and supported by 104 parking spaces. A net fence 50 to 75 feet high will run 30 feet in from the ultimate property line along Southcenter Boulevard. The net will be a thin mesh (sample to be submitted at the hearing), which will be screened by a double row of poplar trees. The project is shown in attachments A through L. Environmental mitigating conditions have been established for this project through the SEPA process (L94- 0004). These conditions have been identified in Attachment 0 and have been assumed to be part of the proposed project. Existing Development: The development area is currently pasture for llama grazing The remaining parcel area will be a wooded valley wall, grazing and a single family residence. Surrounding Land Use: Surrounding uses are light industrial warehousing/light manufacturing to the east, a heavy construction equipment yard to the south, steep wooded valley wall to the west, and pasturage with a single family house to the north. The Green River runs about 600 feet to the southeast. Access: The site is accessed through Southcenter Parkway. This two lane road is planned for expansion to a five lane road with sidewalks and landscaping. The five lanes will use all 60 ft. of public right -of way and roadside frontal improvements will have to be placed on additional right -of -way or an easement for sidewalks /utilities/landscaping. Evaluating project design quality is an integral part of conditional permit review. The applicant, in anticipation of being asked to evaluate the project with respect to B.A.R. design criteria, has submitted this information for simultaneous review. DECISION CR11ERIA Board review criteria are shown below in bold, along with a staff discussion of relevant facts. Applicant responses are presented in Attachment M. 18.60.050: General Review Criteria. (1) Relationship of Structure to Site. a. The site should be planned to accomplish a desirable transition with streetscape and to . provide for adequate landscaping and pedestrian movements b. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas. c. The height and scale of each building should be considered in relation to the site. Building/Parking Area Transition to the building/parking area is provided by a 15 -20 foot wide landscaped strip, which is planted with 'large stature deciduous trees (Attachment D). The 18 to 24 ft. high, 15,168 s.f. building is a very small portion (2.7 %) of the development area (Attachment A). It is insignificant when compared with the industrial developments to the immediate east. The parking area is softened by the trees in the surrounding landscape perimeter and interior landscaped islands about every 10 stalls. Driving Field Area The most potentially visible element in this project is the 50 to 75 foot high net which would enclose the driving field (Attachment A). The perceived intensity of site development will depend upon the net's visual impact. The applicant describes the net as being almost invisible because of its fine mesh, and the screening from the road provided by the double row of poplar trees (attachments C and H). A sample of the proposed net and a photograph of an existing installation will be presented at the hearing. (2) Relationship of Structure and Site to Adjoining Area. a. Harmony on texture, lines and masses is encouraged. b. Appropriate landscape transition to adjoining properties should be provided. c. Public buildings and structures should be consistent with the established neighborhood Staff Report to the Board of Architectural Review L94 -0009: Golf Driving Range . Page 5 character. d. Compatibility of vehicular pedestrian circulation patterns and loading facilities in terns of safety, efficiency and convenience should be encouraged. e. Compatibility of on -site vehicular circulation with street circulation should be encouraged. The 18 to 24 ft. high building has the low building profile, pitched roof and wood siding of a residence or "country club." This orientation is supported by its setting which retains an extensive amount of open space and landscaping. The architectural orientation is most pronounced along the street facade where open trellis work, an 18 ft. high roof peak and extensive angles in the pitched roof have been incorporated. The development area's building design (see above) in an open field and landscaping, is similar to the pasture and residential use to the immediate north. However, it is smaller in scale than the 24 ft. high, concrete industrial buildings to the east and heavy equipment yard to the south. Here again, project harmony rests on the net's transparency and screening. All site access is via one driveway from Southcenter Parkway. Pedestrian access is not now provided to the street. However, the on -site sidewalk system could be linked to the future area -wide system by extending the sidewalk along the driveway area to the street. Measures to promote the integration of site circulation with the area -wide street and pedestrian circulation system would include provision of frontal roadside improvements such as sidewalks, curbs and gutters in a 10 ft. wide easement. This has been discussed in the conditional use permit staff report (L94 -0005) and required as an environmental mitigation measure (Attachment 0). (3) Landscaping and Site Treatment a. Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized, preserved and enhanced. b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance. c. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade. d. In locations where plants will be susceptible to injury by pedestrian or motor traffic, fic, mitigating steps should be taken. e. Where building sires limit planting, the placement of trees or shrubs in paved areas is encouraged. f. Screening of service yards, and other places which tend to be unsightly, should be accomplished by use of walls, fencing, planting or combination. g. In areas where general planting will not prosper, other materials such as fences, walls and pavings of wood, brick, stone or gravel may be used. h. Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. The wooded hillside back drop has been preserved as the setting for the golf driving range. Plantings have been proposed to accent the building, soften the paved parking area, and screen the safety net. Exterior lighting in the building/parking area will be shielded and moderated to avoid all direct and indirect, off -site glare. • The driving field is proposed to be lit by fixtures mounted 50 ft. high on the net poles along the eastern perimeter of the field (i.e., on the road side of the project). The lights would face the hillside and shield the road from direct glare. However, off -site indirect glare and some level of "stadium halo" is possible. All off -site glare should be avoided as discussed in the conditional use permit staff report (L94- 0005). The normal standard to implement the "no off -site glare" standard is 0 to 3 lumens at the property line for all other commercial and industrial developments. • (4) Building Design a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings. b. Buildings should be to appropriate scale and in harmony with permanent neighboring developments. c. Building components- such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated hfe of the structure. d. Colors should be harmonious, with bright or brilliant colors used only for accent. e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. f. Frierior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design. g. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. The building has a residential or country club design and setting (see Criteria 2). This design orientation is further supported by the colors and materials which consist of a deep green metal roof, wood wall siding with brown accent strips on a beige field, and green glass. The variety of vertical and horizontal modulation helps to avoid building wall monotony and provide visual interest. This level of building relief should be viewed in light of its relatively small size, the large surrounding field, and the amount of landscape screening being provided. Staff adopted this approach especially in the review of the 220 ft. long strip of driving stations along the north elevation. No mechanical equipment has been shown. However, any such facility should be screened in an architecturally integrated manner. No information has been provided on HVAC and utility hardware. All such facilities should be screened in an architecturally integrated manner. 5. Miscellaneous Structures and Street Furniture: The proposed miscellaneous structures are sufficiently similar in architectural design, materials and colors to the main building. RECOMMENDATIONS The Planning Division recommends that the project be approved subject to: a. Extension of the on-site pedestrian sidewalk along the driveway, to the future area-wide sidewalk system, and • b. As an alternative to immediate construction, the applicant may enter into a developer's agreement to provide a fair -share payment for the improvements, which would be built later in a coordinated manner with the overall road improvement. An exception would be permanent or temporary improvements which are determined by the Public Works Department or the Planning Commission (through the Conditional Use Permit process) to be needed immediately. An additional 10 foot right -of -way dedication or an easement for sidewalks, curbs, and utilities shall be provided prior to approval of the construction. The proposal is for a 71 -unit driving range with 71 hitting stations. The site is a 13 acre development area which is part of a 22 acre "llama" farm. The north half of the property would continue as a llama farm. This project was reviewed by the BAR on April 28,1994. At that time, the building and site plan was approved as proposed, however, operational and accessory structure conditions were imposed through the Conditional Use process and the BAR process. The proposed building is approximately 18,000 square feet. A 50' - 90' fence is proposed for the east and most of the north side of the property. The building design continues as an almost "country club" orientation with banks of windows at various spots. Instead of the large sloped roof that was previously proposed, it is now proposed to be a tiered roof system. The applicant has raised the building 2 -3 feet, which has created additional usable second -floor area. The colors and materials are proposed to be the same. The one exception to the colors and materials is that the green tinted windows glass has been changed to clear glass. Staff would also propose to change the staff report to reflect that the vinyl window frames be changed to match more closely with the accent striping, instead of white. Ed Linardic, 1319 Dexter Ave. N., #260, Seattle, 19109: Mr. Linardic stated that wood is proposed for all four sides of the building, there is no stucco. He added they would prefer to have the darker windows frames, as staff has recommended. He also added that they are complying with all of the previously proposed conditions. Mr. Umetsu said there is no current planning process (road improvements, etc.) right now or scheduled for 1996 in the Capital Improvement Plan. Mr. Umetsu added that he would take Mr. Mitchell's name and phone number and have Ron Cameron give him a call. Mr. Neiss closed the public hearing. MR. He added that he felt he could make a fair and impartial decision on this project, and that his affiliation will not impact his decision. There was no objection by the applicant or anyone in the audience of Mr. Malina hearing and deciding on this project. Mr. Livermore declared that he owns Eagle Hardware stock. He added that he did not feel that would affect his ability to make a fair decision on this project. There is proposed a 47,000 square foot addition. The primary area is a drivethrough lumber yard, and a 4,200 square foot addition to the garden department. Approximately 4,000 square feet of mezzanine area on the inside would be removed. Some of the landscaping will be reconfigured, and some parking has been eliminated. The applicant is also proposing to extend the glazing at the storefront area. The existing vestibules are proposed to be enclosed. The landscape plan has been revised to comply with the CBD Street Tree Plan. Mr. Jimerson presented a slide show of a variety of concrete tilt -up buildings in the vicinity, including another Eagle Hardware store. He added that staff's primary areas of concern are: 1. Four additional landscape islands should be added, which would become condition 2.b. Also, additional language could be added to the end of condition 3.a., which would read: "...or additional details shall be provided on the concrete wall which provides visual interest and integrates the wall with the rest of the south elevation." John Hallstrom, Architect, 919 124 Ave. NE, Bellevue, Wa: Mr. Hallstrom clarified that all customers would be entering and exiting through the four doors on the east side of the project. The intent is to have one entrance and three exits. Mr. Meryhew noted that anything stacked high, should be screened. Mr. Malina asked what Mr. Hallstrom thought about the Issaquah store and its design. Mr. Hallstrom stated that they did not design that store. Most of the slides were of new facilities, where here we are dealing with an existing building. Tom Sconzo, 919 124 Ave. NE, Bellevue, Wa: Mr. Sconzo stated that this is an existing building, which has been completely remodeled. They want to use a type of construction which matches the existing building, which is tilt -up. Therefore, the existing design on the west side has been carried around to the north side. The proposed design is simple and clean. Richard Ward, Landscape Architect, 1906 E. Aloha, Seattle, Wa: Mr. Ward stated that trees will be added, removed, and relocated. The west wall will be planted with a series of evergreen hedges. The street trees will be thirty feet on center. As the trees become larger, the building facade will be broken down from the street side. He continued by saying that they are addressing the concerns of the staff by adhering to the Street Tree Program, and by utilizing existing trees in the parking lot. The height of the trees will be about 10- 12 feet tall. The Flame Ash trees get to be 40 -60 feet tall. The Tulip trees will get to be 60 -80 feet tall. Mr. Sconzo stated they would comply with recommendation 1. a. through 1. d. They will also comply with recommendation 2. a. With regard to recommendation 3. a., they would agree with staff's recommendation to leave the wall without the glass and put some sort of design treatment on the wall to give it some interest. Mr. Meryhew asked how they could screen the materials. Mr. Sconzo said their standard has been to put in a twelve foot high wall. They do not get involved with the merchandising. They will work with staff to comply with recommendations 3. b. through 3. e. The design was intended to hide all the racks. He finished by saying that they would be complying also with recommendation 4, and new condition 2. b., adding four landscape islands. Dick Landon, 22820 148 SE, Kent, Wa: Mr. Landon stated that he was an adjacent property owner to the Eagle Hardware store. Eagle has always been a good neighbor and the new circulation ideas are positive. Mr. Jimerson said Eagle is allowed directional signage, although there are restrictions. He added that the Board would need to decide whether the revisions could be approved administratively, or if they wanted them to come back before the Board. Mr. Neiss closed the public hearing. Mr. Malina indicated he wanted the revisions to come back before the Board. Mr. Neiss said he had concerns with the north wall. Deciduous trees will not sufficiently soften the mass of that wall, and he indicated he would like to see some architectural details done to the north wall to enhance that more, and see the front side theme carried around. Mr. Marvin said he agreed. The level of design on the north wall has to be raised. He added that he was concerned with the traffic pattern for the lumber yard. Mr. Neiss agreed. Mr. Jimerson said that issue was reviewed by the traffic engineer.
