No property corners are shown on the proposed plan. It was our understanding that a survey plat stamped by a registered land surveyor was re wired on all BLA's. Af'o 2.. Rants, Mayor Department of Community Development Rick Beeler, Director April 5, 1994 Mr. Randy Kent '4830 South 152nd Street Tukwila, WA 98188 RE: Boundary Line Adjustment #L94 -0003 Dear Mr. Kent: The Department of Community Development has completed a preliminary review of your boundary line adjustment application. A summary of our review and approval is given, below. Sensitive Areas: Our City maps show that parcels affected by your BLA appear to have steep slopes (slopes greater. than 15% grade). Under our Sensitive Areas Ordinance, a BLA on a property with a steep slope requires an additional Planned Residential Development Permit. However, we have waived this requirement. This is based on several factors: • Parcels 11, 12 and 13 have been previously cleared and developed. • All slopes are the more stable Class 2 type. • There appears to be only one area of steep slopes. Based on topographic information from your home's building permit, steep slopes occur in only a small area in the northeast corner Parcel 11. • It is evident from site inspections that Parcel 14 is relatively flat. • You are not proposing any development in your BLA which would affect slope areas. Future building permit conditions: Your BLA does not involve the creation of any new lots or new development. Therefore, no site or utility improvements are required. Kent BLA, Page 2 building permits for any future homes may include conditions related to site improvements. Our Fire Department has noted that, depending on the location of future homes, an additional fire hydrant or sprinkling of homes may be required. Our Public Works Department has identified deficiencies in the sewer, water, drainage and street improvements in your area. As a condition of building permits, Public Works may require you to sign an agreement to participate in future improvements. As proposed, your BLA meets City requirements. Therefore, the. Department of Community Development has approved it. Please submit the enclosed original document and copy to the King County Dept. of Records for recording, and return a copy of the recorded document . to me. Your BLA is not considered complete until we receive the recorded copy. . Please let me know if I can be of further assistance in resolving any of these issues. Subsequent to that meeting, there were communications between Ron. Cameron and Rick Beeler concerning current deficiencies in utility systems and access in this area. This BLA should be conditioned for future participation in water, sewer, drainage and street improvements and right -of -way dedication, if applicable, whenever new development on newly defined lots is proposed. This would also apply to any other. new. BLA or subdivision lots in the area. Participation would be limited to fair share costs for the upgrade project(s). In addition, the property owner should verify that no utility easements need to be designated in the adjusted area. If you have any questions concerning the above, please let me know. A summary of our review and approval is given below. Sensitive Areas: Our City maps show that parcels affected ,by your BLA appear to have steep slopes (slopes greater than 15% grade). Under our Sensitive Areas Ordinance, a BLA on a property with a steep slope requires an additional Planned Residential Development Permit. However, we have waived this requirement. This is based on several factors: • Parcels 11, 12 and 13 have been previously cleared and developed. • All slopes are the more stable Class 2 type. • There appears to be only one area of steep slopes. Based on topographic information from your home's building permit, steep slopes occur in only a small area in the northeast corner Parcel 11. • It is evident from site inspections that Parcel 14 is relatively flat. • You are not proposing any development in your BLA which would affect slope areas. Future building permit conditions: Your BLA does not involve the creation of any new lots or' new development. Therefore, no site or utility improvements are required.
