Rants, Mayor Department of Community Development Rick Beeler, Director PLANNING COMMISSION/BAR MINUTES APRIL 28, 1994 Mr. Haggerton called the meeting to order at 7:00 p.m. Members present were Messrs. Haggerton, Malina, Flesher, Meryhew, and Mrs. Stetson. Messrs. Clark and Neiss were excused. Mr. Haggerton congratulated Vern Meryhew and George Malina on their reappointment, to the Planning Commission and Board of Architectural Review and welcomed Mrs. Stetson to her first meeting. There were no citizens' comments. With regard to the minutes of April 14, 1994, Mr. Haggerton noted that the name "Haggerton" had to be inserted on the first line of the first paragraph. MR. MALINA MOVED TO APPROVE TILE MINUTES OF MARCH 24TH AND APRIL 14TH, 1994. MR. FLESHER SECONDED THE MOTION AND THE MOTION WAS APPROVED BY MESSRS. MALTA, FLESHER AND HAGGERTON. MR. MERYHEW AND MRS. STETSON ABSTAINED FROM THE VOTING SINCE THEY DID NOT ATTEND BOTH MEETINGS. Mr. Haggerton opened the Planning Commission and Board of Architectural Review hearings simultaneously. Vernon Umetsu entered into the record the staff reports and exhibits. The project is located at the south end of the Tukwila central business district on Southcenter Parkway. It's a portion of the Schoenbachler lama farm. The total site area is approximately 22 acres and access is via Southcenter Parkway. The ten -foot easement will be provided later during the building permit phase to locate frontal improvements. The golf driving range is to provide 60 hitting stations in the two -story, 15,168 sq. ft. building. Accessory uses within the building include several meeting rooms, a pro shop and a snack shop. This are will be supported by approximately 100 parking spaces. The building and parking areas comprise approximately 1.5 acres. The associated driving field and landscaping area will comprise approximately 11.7 acres and 9.5 acres will remain in a natural state. The most prominent features of the development 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • (206) 431-3670 • Fax (206) 431-3665 Planning Commission/BAR Minutes April 28, 1994 would be containment of the golf balls within the field, the net and its visibility and the site's lighting. The containment of the balls would utilize two systems: a close in containing wall at the driving station, so any slicing would be contained within the 2' -3' high wall. The second system would be an 'area-wide containing net, rising 50' -75' high. This net would be located behind a double row of poplars and a row of red maples. During the summer, the trees will adequately screen the net. During the winter the tight, dense branching pattern of the poplars will be sufficient to screen the net even after the leaves fall. The site lighting will be provided in two areas. At the hitting stations the lighting is well shielded and there isn't any off -site glare. The area -wide lighting will be provided by pole - mounted lights about 50' high. Staff had a strong concern about avoiding off -site glare. A SEPA condition addresses that as well as in the analysis of the conditional use permit which says that there should be 0 -3 lumens at the property line. Page 2 Mr. Meryhew asked if the same poles holding the netting would be holding the lights. Mr. Umetsu noted that they were. He continued by saying the building has a standing seam, pitched metal roof. The north elevation faces the field, the east elevation faces the street and the western elevation faces the hillside. It has a "country club" design and it matches well with the pasture setting and Schoenbachler farm house. Also provided as a miscellaneous detail are two optional entry signs. One is a 12' high entry sign and the other option is a ground- mounted sign. Staff's recommends approval of the proposed project as modified by the SEPA conditions presented in Attachment 0 and implementing these conditions based on the findings and conclusions of the BAR staff report and the conditional use staff report. There will be two independent conditions: 1. the extension of the on -site pedestrian sidewalk at the driveway and 2. the screening of all HVAC utility hardware be architecturally integrated. They are proposing to place the units in the attic area. Mr. Haggerton asked when the Southcenter Parkway expansion would take place. Mr. Umetsu said it would be quite a while, not within the next six years. Mr. Haggerton asked if this project would hinder the expansion of that road. Mr. Umetsu said it would not. The applicant is providing for an additional ten feet of easement area in order to locate the sidewalks and utilities. During the comment period for this project, someone came . in and questioned whether or not there was 60 feet of right -of- way along Southcenter Parkway along this segment. It's shown in the assessor's map as 60 feet, the city staff thought it was 60 feet, but this person who pointed it out has high credibility with city staff so they are doing a survey and title search to find out exactly what is there. The approval is based on this property line and assuming this right -of -way location. Page 3 Chris Bennett, Mr. Bennett thanked the City staff. for their work in meeting the April meeting deadline. He also thanked the staff for their positive feedback and cooperation. He offered to answer any questions the Board might have. Cal Jordan, Architect Mr. Jordan said that he concurred with staff's recommendation and requested approval based on the staff reports. Mr. Malina asked what other colors the netting comes in. Mr. Jordan said he thought it comes only in black. Mr. Malina said that he has seen other netting in green and off - white. He asked that they look at a secondary color option and he preferred the off - white. In the winter it blends much better with the environment than the black. Mr. Jordan said that when they requested netting samples, the black is the only one they received. He said their goal is for the netting to not be obtrusive. Mr. Meryhew said that he didn't have a problem with the black netting and he would be opposed to an off -white net because that would stand out. Mr. Malina asked whether the vehicle that picks up balls runs on gas or electricity. Mr. Bennett said that he didn't know yet, but he thought it would be gas - powered. Mr. Haggerton asked if that was the standard sized netting for a golf range, because it looked like a high- impact golf ball might be able to get through this netting. Mr. Bennett said that on an angle, the balls won't get through. Mr. Umetsu (inaudible). Mr. Meryhew asked if the lighting is protected. Mr. Jordan said the lights would have a poly- carbonate lens below the light fixture. They would be florescent lights. Mr. Malina asked if there has been any enhancement to the bio- filtration swale, as well as the retention pond. Planning Commission/BAR Minutes April 28, 1994 Mr. Jordan said the retention pond's intent is not to retain water, but to hold it and slowly release it. The pond would be empty and mowed like a grass bowl. The bio -swale would be a grass -lined swale that would feed the pond and pick up. heavy metals. Mr. Haggerton asked if there had been any thought given to reversing the layout on the land. Having the golf driving range on the north end of the complex, shooting south. Mr. Bennett said all ranges designed in this part of the country are hitting in the northerly direction because of the weather systems in the winter. Page 4 Mr. Meryhew asked if the upper -deck hitting stations had precautions to stop people from stepping over the edge. Mr. Bennett said there will be a net extended 3 -4 feet out. Mrs. Stetson asked how tall the proposed trees along the street side would be at the time of installation. Mr. Umetsu stated the poplars would be 8' -10' in height and ten feet on center in a triangular pattern. They grow about 5' -10' per year. The maples would be 2 " -2.5" calipers at 5 feet, so they would be 12' -15' in height. Mr. Malina asked how one would get out to the other side of the net to pick up balls. Mr. Bennett said they would have to walk all the way around. Mr. Malina asked if the balls would be colored. Mr..Bennett said they had been thinking about having white and yellow balls. Mr. Meryhew asked the applicant their plans for the HVAC units. Mr. Jordan said their intention is to have pad mounted condenser units, nothing mounted on the roof. They would be inside, or at ground level at the back part of the building. Mr. Meryhew asked if they would be screened. Mr. Jordan said they would be screened and /or landscaped. Mr. Meryhew asked if this would be a gateway for the city. Mr. Umetsu said he didn't know where the proposed markers are to be. Planning Commission/BAR Minutes Page 5 April 28, 1994 Mr. Meryhew said maybe they should be considering the parking lot as a site for that marker. Mrs. Stetson asked if the applicant had a preference for the sign design. Mr. Bennett said they would prefer the ground mounted sign because it is less obtrusive. The Planning Commissioners agreed. Mrs. Stetson asked if there would be a sign on each side of the entrance. Mr. Bennett said there would be one sign with two sides. Mr. Meryhew asked why they named the range "Southcenter Golfing Range" rather than "Tukwila... "? Mr. Bennett said he knows where Southcenter is. Mr. Meryhew said that Southcenter is in Tukwila. He added that one of the problems we have in this region is people referring to Tukwila as Southcenter. This is Tukwila, not Southcenter; Southcenter is a shopping mall. Mrs. Stetson agreed with Mr. Meryhew. Mr. Haggerton asked if there has been adequate analysis of the entrance on Southcenter Parkway.. Mr. Umetsu said that Public Works has looked at that and found it adequate. Mr. Flesher asked what the speed limit is there. Mr. Umetsu said it is 35 mph. Robert Schoenbachler: He indicated that his mother raises the llamas. She will be getting rid of about half of the llamas. She will be keeping about 12 lamas. Mr. Haggerton closed the public hearing at 7:45 p.m. Mr. Meryhew said that the site is almost designed for this type of activity. Mr. Malina (inaudible). Planning Commission/BAR Minutes April 28, 1994 Mr. Malina asked if they could require that the netting be higher than 50' on the Southcenter Parkway side. ' Page 6 Mr. Umetsu said that the Foster Golf Course Golf Pro has taken a look at the hitting station containing wall and feels good about it. Staff has agreed that the building permit will conditioned on a clear demonstration that the balls will be contained in the field. (inaudible) Mr. Haggerton asked if the City is liable if a ball hits a car. Mr. Umetsu said he didn't think the City would be liable. With regard to criteria #2 of the Conditional Use Permit, the Commissioners agreed that staff has taken care of that. Mr. Malina said that he would like to make a recommendation :that the applicant provide other colors for the netting. Mr. Meryhew said that he would be against an off -white color. Mr. Meryhew said they need to make allowances for a potential gateway site with joint architectural agreement between the applicant and staff on the gateway marker. They also have to make a recommendation on which sign design they prefer which is the ground level sign. He also thought they should also make a recommendation that the final design of the netting be approved by the Tukwila Golf Pro. Mr. Umetsu stated that health and safety issues need to be addressed in the Conditional Use Permit. He then labeled the drawings of the two sign options attachments P and Q, and Q being the ground level version of the sign. MR. MAUNA MOVED TO APPROVE L94-0005: TUKWILA GOLF RANGE FOR THE CONDITIONAL USE PERMIT BASED ON STAFF'S FINDINGS AND CONCLUSIONS, WITH ONE ADDITIONAL RECOMMENDATION THAT THE DIRECTOR OF DCD DETERMINE THE NET SIZE AND HEIGHT • ON SOUTHCENTER PARKWAY. There was no second to the motion, motion dies. Mr. Meryhew asked if they needed to add the net condition since it has already been mitigated. The development is sited on the flat valley floor, adjacent to the valley wall. It is separated from the wooded valley wall by a stream. The required 15 to 30 foot wide stream buffer areas are maintained. The applicant proposes to build a golf driving range which would be open from morning until midnight. It would include a two story building with 60 golfing stations and supported by 104 parking spaces. A net fence 50 to 75 feet high will run 30 feet in from the ultimate property line along Southcenter Boulevard. The net will be a thin mesh (sample to be submitted at the hearing), which will be screened by a double row of poplar trees. The development site is 22.62 acres. However, impervious surface area will be 1.39 acres. The remaining area will be grassed a field. The project is shown in attachments A through L. Environmental mitigating conditions have been established for this project through the SEPA process (L94 - 0004). These conditions have been identified in Attachment 0 and have been assumed to be part of the proposed project. Any change in this assumed project element may require additional conditional use permit review. Existing Development: The development area is currently pasture for llama grazing. The remaining parcel area will be a wooded valley wall, grazing and a single family residence. Surrounding Land Use: Surrounding uses are light industrial warehousing/light manufacturing to the east, a heavy construction equipment yard to the south, steep wooded valley wall to the west, and pasturage with a single family house to the north. The Green River runs about 600 feet to the southeast. Access: The site is accessed through Southcenter Parkway. This two lane road is planned for expansion to a five lane road with sidewalks and landscaping. The five lanes will use all 60 ft. of public right -of way and roadside frontal improvements will have to be placed on additional right -of -way or an easement for sidewalks /utilities/landscaping. Utilities: Provisions to serve the site with sewers and upgrade the water line have been made in the SEPA process. Staff Report to the L94 -0005: Tukwila Golf Driving Range Planning Commission Page 4 BACKGROUND Golf driving ranges are permitted in the R -A zone as an accessory use to a golf course (TMC 18.10.040). The proposed use is not attached to a golf course and golf driving ranges are specifically listed as general conditional use which are allowed in office, commercial and industrial zones. However, golf driving ranges are very similar to golf ranges and often less intensive. Therefore staff has determined that, based on substantive due process where like uses must be treated alike, the proposed golf driving range will be treated as a conditionally permitted golf course in the R -A zone, pursuant to TMC 18.96.020. DECISION CR11'ERIA The proposed project requires a conditional use permit from the Planning Commission as a "golf course," pursuant to TMC 18.10.040 (see Background). Commission review criteria are established in TMC 18.64.050 and shown below in bold. The staff's discussion of relevant facts is then presented. The Applicant's discussion is attached in Attachment M. 1. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is situated; The proposed project would have to resolve 4 issues in order to satisfy this criteria: a. Containment of golf balls within the driving field Golf balls cannot be allowed to fly onto the adjacent roadway or surrounding properties. This has been a problem in other driving ranges and could be a problem here, since most slices tend to be from left to right (i.e. toward Southcenter Parkway). The applicant proposes low walls at the driving tee (Attachment K) and 50 to 75 foot high nets along the Southcenter Parkway edge of the driving area (Attachment H). This solution has been very successful at the Renton driving range. Three productive meetings have been held between the applicant, the City of Tukwila Golf Course Manager /Club Professional, and Planning staff on this issue. All mitigation is being evaluated by the Tukwila Golf Course Manager. 1 Staff Report to the Planning Commission L94 -0005: rLwila Golf Driving Range Page 5 b. Avoid Direct and Indirect Off-site Glare. All direct light must be confined to the property and indirect light glare, such as typified by a "stadium halo," should be avoided. This is a greater potential problem than at a general commercial development due to a desire to view the high arching flight of golf balls at night. The applicant proposes that all lighting at the building, driving stations and parking areas will be shielded from direct off -site glare. The driving field is proposed to be lit with 50 ft. high, pole mounted fixtures. The driving field lights would be mounted on the poles facing the hillside and light the field surface at 5 to 10 foot candles. All illumination should be limited to 0 to 5 lumens at the property line, in order to provide the same level of off-site glare prevention as other commercial properties. A vertical limit for glare should be established to avoid indirect "stadium halo" effects. An option would be 0-3 lumens at a line drawn between the light and the hillside's 40 ft. contour or an equivalent. A luminare diagram which illustrates no off -site glare at different humidity levels, and specific fixture selection, will be presented during building permit review. Implement Roadside Frontal Improvements. Roadside frontal improvements are required by City ordinance sidewalks, curbs, underground power lines, etc:). These improvements should be provided pursuant to the 57th Avenue .g., Staff Report to the L94 -0005: Tukwila Golf Driving Range Planning Commission Page 6 (Southcenter Parkway) location and design report. The report would utilize the entire 60 ft. right -of -way for 5 travel lanes, with frontal improvements located in the adjacent 10 ft. strip (Attachment N). The applicant's design makes provision for the 10 feet of frontal improvements, but has not explicitly established- an easement for such purposes. The applicant has verbally agreed to the easement and will begin discussions with the land owner upon issuance of a conditional use permit. Responsibility for providing frontal improvements in a 10 foot wide easement has been incorporated as a required environmental mitigation requirement. It would also be needed in order to satisfy this criteria. Provide Adequate Sewer and Water Service The property is not served with a sewer line and is in an area of inadequate water service. Provision for immediate and long -term sewer service, and long -term water service will have to be made. The applicant has agreed to provide a sewer force main for immediate service and will enter into a developer's agreement for later provision of long -term sewer and water service. 2. The proposed use shall meet or exceed the performance standards that are required in the district it will occupy; The proposed use meets and exceeds the standards required for parking, frontal improvements (see lc), landscaping, and building setback and height requirements. 3. The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design; The proposed use is generally compatible with the surrounding industrial and pasture uses described in Vicinity /Site Information Item 3 (Surrounding Land Uses) with respect to traffic and pedestrian circulation (see 1c). An evaluation of building site design is presented in the Board of Architectural Review staff report (File No. L94- 0009). 4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan; The proposed recreational use of the site is not consistent with the property's "Light Industrial" designation in the Comprehensive Plan. This is the future, long- term use envisioned in the Plan. d Staff Report to the Planning Commission L94 -0005: Tukwila Golf Driving Range Page 7 The conflict between the Light Industrial designation and the proposed use, reflects the conflict between the Comprehensive Plan designation and the Zoning Code. The Zoning Code identifies this parcel as in the R -A (Agriculture) zone and conditionally allows the use. This conflict may be resolved in focussing on the long -term nature of the existing Comprehensive Plan. The immediate development is not anticipated to preclude the long -term development of industrial uses because of its relatively low level of capital investment and land disturbance. 5. All measures have been taken to minimize the possible adverse impacts which the proposed use may' have on the area in which it is located. These measures will be taken subject to resolving the concerns in Criteria No. 1. CONCLUSIONS 1. Criteria 1: The proposed action would not be materially detrimental to the property or surrounding improvements if the concerns raised in Criteria No. 1can be resolved. CF,,tp /ArGs) 2. Determine Illuminance Range. Re- ferring to Fig. 2 -2, Part I, and using the Illumi- nance Category selected in Step 2, determine the recommended range of illuminances. Because of the characteristics of the functions in Categories A through C, illuminances are re- quired over the entire area of the interior space considered. For instance, in a lobby area, one visual task is walking to an elevator lobby. This visual task remains constant throughout time and space; therefore, a general level of illumina- tion should be provided throughout the lobby. Categories D through F, however, are for tasks which remain relatively fixed at one location for meaningful visual performance, although tasks may change considerably from one location to another within a given space.
