Transportation
The site is served by Interurban Avenue South, which borders the property on
the west. Interstate 5 and Interstate 405 are within one -half and one mile
respectively of the site. The project proposes to relocate the current entrance to
the site approximately 120 feet to the south and add a second entrance at the far
south end of the site. The project will provide 286 parking stalls, an increase of
99 stalls over the existing 187 stalls.
The site is served by transit and there is a park and ride lot across the street from
the project.
Public Services
The construction of a larger clubhouse, with meeting space as well as enlarged
restaurant and lounge will likely generate a slight increase in the need for public
services such as police and fire. A fire lane will be constructed around the new
clubhouse.
Utilities
Utilities currently available at the site include electric, natural gas, water, refuse
service, telephone, storm water and sanitary sewer. No additional utilities are
anticipated to be needed as a result of the building construction.
Recommendation
Determination of Nonsignificance, Mitigated
The following conditions apply to this project:
1. Excavations into historically native soil, when in an area of archaeological
potential, shall have a professional archaeologist on site to ensure that all State
statutes regarding archaeological conservation/preservation are implemented.
The applicant shall provide a written commitment to stop work immediately
upon discovery of archaeological remains and to consult with the State Office
of Archaeology and Historic Preservation to assess the remains and develop
appropriate treatment measures, which may include refilling the excavation.
2. A certified arborist must identify measures to protect the Foster Maple Tree,
both during construction as well as after completion of the project.

RE: Wieland Tree Permit No. L94 - 0010.
About two weeks ago I received a telephone inquiry from Mr. Al
Wieland at 4654 S. 156th Street. He informed me that he had
applied for a Tree Permit in February so that he could remove some
hazardous trees and other trees possibly located in a wetland.
At Al's request, I visited the property with him on 5/20/94. He
has a situation that warranted a site visit and an interpretation
of the Tree Regulations. His property consists of about 3 acres
that is mostly downslope from his developed residence. His request
to remove trees is related to developing the land in the future.
Instead of clearing now, I advised him to wait until he or his son
decide on a development proposal.
His immediate need to remove potentially hazardous trees is
actually just a few trees around his house which is a flat and non-
sensitive area. After our discussion he decided to only remove
four non - hazardous trees and a couple we agreed were hazardous to
his home. I explained to Al that he is subject to Tree Regulations
because he has a sensitive slope on his property. However, if he
meets the Permit exemptions he can still remove certain trees
without processing a permit.
In summary, Al was frustrated that he had applied for the Permit in
February and had not received help to interpret the regulations or
review the property's trees. He told me there had been no
application fee but submitted a site plan with property
information. In addition to submitted information he was told he
would need to have a topographic survey before his permit could be
processed. I believe the required Permit application materials
(TMC 18.54.070) are necessary sometimes but in this case a waiver
to permit materials could have also been proposed.
As it turned out, there is no need to process this permit because
a simple 1 -hour site visit was conducted. I advised Al to remove
trees within the exemption limit and withdraw a Tree Permit
application.

All site plans shall be provided in one submittal for review by the Public
Works Department. Six (6) sets of plans stamped by a licensed engineer
are required along with this application completed and signed by the
applicant's representative.
The following information is necessary for Public Works Department
evaluation and approval of site plans:
• All utility construction is to meet the City of Tukwila Standards
• Indicate scale of drawing and show north arrow
• Identify location by address or distance to nearest intersection
• Identify public right -of -way and any easements
• Use standard 24' x 36' sheets for all site plans
