L94 -0013 Gt DEVELOPMENT SHORELINE Management SEPA Review — E02 -020 Foster Golf Course Clubhouse November 19, 2002 Transportation The site is served by Interurban Avenue South, which borders the property on the west. Interstate 5 and Interstate 405 are within one -half and one mile respectively of the site. The project proposes to relocate the current entrance to the site approximately 120 feet to the south and add a second entrance at the far south end of the site. The project will provide 286 parking stalls, an increase of 99 stalls over the existing 187 stalls. The site is served by transit and there is a park and ride lot across the street from the project. Public Services The construction of a larger clubhouse, with meeting space as well as enlarged restaurant and lounge will likely generate a slight increase in the need for public services such as police and fire. A fire lane will be constructed around the new clubhouse. Utilities Utilities currently available at the site include electric, natural gas, water, refuse service, telephone, storm water and sanitary sewer. No additional utilities are anticipated to be needed as a result of the building construction. Recommendation Determination of Nonsignificance, Mitigated The following conditions apply to this project: 1. Excavations into historically native soil, when in an area of archaeological potential, shall have a professional archaeologist on site to ensure that all State statutes regarding archaeological conservation/preservation are implemented. The applicant shall provide a written commitment to stop work immediately upon discovery of archaeological remains and to consult with the State Office of Archaeology and Historic Preservation to assess the remains and develop appropriate treatment measures, which may include refilling the excavation. I have noted the status of applications and permits that require planning approval. For the status of applications that require Public Works Department approval, you need to check with Phil Fraser or John Pierog of the Public Works Department. 1. You have received a Mitigated Determination of Non - significance for this project under, the State Environmental Policy Act (SEPA). You have also received approval for the project by Tukwila Board of Architectural Review. Please note that if you intend to alter the site plan significantly, you will need to re -visit these processes. 2. You have not been issued a Shoreline Substantial Development Permit by the City. In response to your question of August 19, 1994, a street vacation is necessary before your shoreline permit can be issued. This is because the shoreline permit application assumes a site plan that, in turn, assumes a street vacation. • If you want to revise your site plan such that you aren't using the vacated street for circulation, parking, flood storage and a bioswale, you could do.that and receive your shoreline permit before the street vacation is complete, provided you fulfill all other applicable code•requirements. 3. The status of the street vacation is that an ordinance for the vacation must be written and approved by the City Council. Please provide a•written request to the City Cleark that indicates your intent to continue or terminate the pending street vacation. . 4. You must have your Flood Control Zone Permit (FCZP) before you can receive your building permit. The FCZP can be issued in two phases; Phase One FCZP for shoreline improvements and Phase Two FCZP at the time of building permit application. 5. You must have your Substantial Shoreline Development Permit before you can receive your building permit. In addition to the street vacation, you must have your Phase One Flood Control Zone Permit before you can receive this permit. The following information must be complete and the drawings reflect these conditions where applicable before the shoreline permit can be issued. Please contact Phil Fraser if you have any questions on these items. Plans must include riverbank stabilization measures to assure riverbank protection. We have received your letter from Earth Consultants Inc. It addresses erosion control measures during construction, and says that, "If possible, the ground surface at the top of slope should be • sloped away from the bank in order to further reduce surface flow over the slope." Finally, we need a statement from your geotech that bank stabilization measures will provide protection for the development for the life of the project, with normal maintenance. b. The landscape and planting plan must be completed in accordance with King County Riverbank Stabilization Guidelines. c. The trail/dike maintenance /fire access easement must extend from the catch point original ground to easterly property line. d. An access easement from S. 144th Street to trail/levy for public use must be shown. e. Flood storage calculations for a 7 day /100 year flood must be included in re- submittal. f. Provide a hydraulic analysis that assumes that the capacity of down stream pipes (to river), used by the development, is not exceeded for 25 year/24 hour storm, in accordance with King County Surface Water Design Manual. g. You must obtain Hydraulic Permit Approval from Washington State Fish and Wildlife. 6. A lot consolidation needs to be completed before a building permit can be issued. 7. It is possible for you to submit your utility permit applications shortly before you start construction, as they do not take long to process. 8. The building requires a certificate of elevation. Once your Shoreline Substantial Development permit is approved it can be revised under the conditions outlined in the attached (WAC 173 -14 -064). Please note that these revisions must meet the following criteria: o They cannot result in greater than a 10% increase in ground area coverage or the height of the building from the original submittal; o They cannot exceed height, lot coverage or setbacks or other provisions of the master permit authorized under the original permit; o Landscaping must be consistent with conditions of original permit; and, o No adverse environmental impact can result from changes. In response to your question in our meeting of August 18, 1994, it would appear that a building permit will not vest your shoreline permit (see attached WAC 173 -14 -060), although there are other actions you could take that would demonstrate "substantial progress." We would like you to provide us with a plan of action for this project that includes the permits you intend to apply for, in what sequence, and in what time frames. This will assure us that you have an understanding of the requirements, and allow us to anticipate when we need to respond to your requests. Please give me a call if you have any questions. Rants, Mayor Rick Beeler, Director This is to summarize our meeting yesturday on the final requirements for the GT Development project Substantial Shoreline Development permit, and provide a couple of answers for questions that you had in the meeting. DRAWINGS 1. Corrections to the drawings and labels on the drawings need to be made, as discussed in the meeting. 2. The houses and small buildings on the plan need to be removed; they are no longer there. 3. All site drawings should be consistent, ie landscape drawings and architectural site plan should reflect civil engineering plans (location of trail with respect to building differs from drawing to drawing). SITE IMPROVEMENTS 4. Revisions to the grade between the trail and the building on the east side of the building need to be made, as discussed. If the elevation at the building foundation is raised two feet to meet the elevation of the trail, changes need to be made to the entrance and patio area on that side of the building. 5. Letter from geo- engineers is dated September 1993, and does not reflect what is being proposed in the project. This needs to be revised to reflect current plans (the letter says the blackberries will stay; landscape plans show otherwise). A statement needs to be made that the bank will be stable for the life of the project, as discussed with Phil Fraser. 6. The City prefers that the developer of the site construct the trail. At the least, the developer must provide a base to the trail appropriate for fire access and dike maintenance vehicles. I will confirm this with Don Williams of the parks department. UTILITIES 7. I spoke with Phil Fraser this afternoon, and he said that he still needs hydraulic calculations in 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • (206) 431-3670 • Fax (206) 431-3665 order to be assured that flood storage capacity is adequate on the site before the shoreline permit can be issued. 8. Phil also requires that the pipe from the development to the river be sized appropriately to assure surcharge, and that this is demonstrated. 9. Storm drain line on Maule Avenue should be shown in Section C -C so it doesn't appear that all the run -off from the parking lot is going to drain across Maule. EASEMENTS 10. All easements must be shown, as discussed. This includes an easement from the northeast property line to the trail, for public access. 11. The traiVdike maintenance/fire access easements must be shown from the toe of the western slope of the trail, rather than the top of the trail. In some cases, this means that the building is within the toe of the slope and the easement area, according to the Grading and Storm Drainage Plan. This is not acceptable. ARCHITECTURAL DRAWINGS 12. The building elevations need to reflect the changes in grade on the site, and corrections made at access points to the building if necessary. LANDSCAPING 13. Landscaping should be shown between trail and building as discussed with landscape architect on June 23, 1994. 14. Landscape inventory is still not complete on the drawing. Existing landscaping to be removed needs to be shown, so that I can be assured that the landscape plan meets the provisions of the Tree Preservation ordinance. 15. Certain plantings in the landscape plan were required for screening purposes. It is questionable whether this screening function is being provided for now that the site is depressed for flood storage. This needs to be checked. 16. It is possible that certain plantings cannot be installed as proposed due to changes on the civil engineering drawings. This needs to be checked. I am aware that some of these tasks are beyond the scope of work for the civil engineering for this project. I will forward copies of this letter to all parties involved (see below). I met with your landscape architect for this project on Thursday, June 23, 1994, and spoke with Dan Balmelli of Barhausen Engineers the Friday the 24th. I think that Corky Brown of the landscape firm is now able to proceed with what he needs to do to fulfill the conditions the Board of Architectural Review established for the landscape plan for this project. And Dan Balmelli said he would coordinate the civil engineering and landscape plans for the shoreline permit. There is still information that needs to appear on the drawings, however, before they can be reviewed for the Shoreline Substantial Development permit. In short, I need site and landscape plans (and civil engineering plans, if that's the way you want to handle it) that have the information that is required per the Shoreline Substantial Development permit application, as indicated to you in previous conversations, in the staff report dated May 19, 1994, and the Notice of Decision dated June 2, 1994. I also need this information to ensure that further engineering and design for this project will not significantly alter the site plan. The drawings need to be complete, consistent, and to an appropriate level of detail. The following is still missing from your most recent submittal (site plan dated 2- 23 -94, landscape plan dated 2 -8 -94, revised preliminary grading and drainage plans received 5- 24 -94) : o We need seven copies of the plans, which must include the site plan, project elevations, landscape plan, and grading and drainage. We also need up -to -date PMTs. B. Adjacent rights -of -way need to be shown consistently (S. 147th St.), as well as agreed -upon access easement across the Puget Sound Electric Railroad property. 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • (206) 431-3670 • Fax-(206) 431-3665 It would be also useful, for this project, to indicate property lines for parcels on the east side of Maule because of the access issue. D. The 30' dike maintenance easement needs to be indicated on the drawings (per conversations with Phil Fraser. Refer questions on this item to him or Don Williams, Department of Parks and Recreation). E. 60' low impact environment needs to be indicated on drawings. F. All existing mature trees, with canopy (drip -line) and an indication of species must be shown. I have discussed this with Corky Brown and he said that he'll include this information on the site plan. As you know, the earlier tree inventory was not complete per the Tree Preservation ordinance, and it was not clear on the landscape plan in some cases whether the proposed trees were the existing trees or replacement trees. G. Proposed landscaping: Again, Corky Brown has indicated that he will complete this drawing, and Dan Balmelli will ensure that the landscape plan corresponds to the other site drawings. For example, utility poles and other site details need to appear in the landscape plan, use of landscaping should correspond with the handicap entry indicated on the west side of the building (is this correct? Doesn't correspond with elevations), etc. H. Preliminary grading and elevations: The shoreline permit requires that existing and finished grades at 2' contours be provided. In addition, finished floor elevations and other auxiliary information like elevations at top of bank, in the parking areas, etc., need to be provided in order for us to have an understanding of what is being proposed here. Phil Fraser indicated in previous correspondance and meetings what is needed for the Flood Control permit. This needs to be reflected on the grading and drainage plan. The preliminary grading and drainage drawing shows some existing contours (these are not complete and not consistently labeled). Proposed grading is not shown. There is no indication in grading or spot elevations how the swale is to be accomplished, how flood storage is to be provided in the parking lot, how flood storage is going to be provided in the landscaped areas, how ADA requirements will be accomodated given flood protection requirements, whether grades shown will be possible given these other requirements, whether drainage and elevations for catch basins shown, etc., is accurate given these other considerations, whether or not any diking will occur at the shoreline, etc. The lack of information here makes the shoreline sections suspect. How the flood storage will be handled is a very significant aspect of this project because of site constraints. The drawing indicates that flood storage will be provided but I don't know exactly where and exactly how, and to what capacity. As a result, cl have no assurance that the way this will be handled will not affect the site plan, the landscape plan, and the location of trail and dike maintenance easements. Therefore, I cannot review the shoreline drawings until this information appears on the drawings. M. Screening of mechanical units needs to be shown or noted on drawings. N. The elevations (finished floor and spot elevations) of buildings and various parking areas need to be noted. 0. Conceptual storm drainage" plan (catch basin elevations, swale design) needs to be consistent with flood storage plans. Flood storage areas need to be indicated with more than just notes (elevations, topography). Flood storage needs to be provided per agreements with Phil Fraser of the Public Works Department. Q. The issues noted above and in the staff report need to be resolved before I can be assured that shoreline profiles are accurate. The 30' dike maintenance easement needs to be noted on shoreline profiles. Profiles on site plan need to match profiles on grading and drainage plan (or eliminate profiles on site plan). The public comment period for the Shoreline Substantial Development permit expired on June 20, 1994. As soon as I receive drawings for the shoreline permit that I can review and approve, I can forward the permit to the state for their 30 -day appeal period. As you are no doubt aware, during this appeal period no permits can be issued by the City (TMC 18.44.080). I would appreciate it if you could review these drawings as soon as possible. I need assurances that the work done for the Flood Control Zone permits, grading and drainage work necessary for the project, and riverbank stabilization plans will not significantly alter the site plan before I can submit the site plan to the State for the Shoreline Permit. I have forwarded a copy of the preliminary grading and drainage plan to the landscape architect so he can determine how it will affect his work, and will be discussing the plan with Dan Balmelli as soon as I can review it. I have some concerns that the preliminary grading and drainage do not appear to be complete.
