Intersections Improvements DATE: February 1, 1995 Memorandum Project File No. L94-0014 Project Description: The site is located along Pacific Highway S (PHS) generally between S. 130th and S. 132nd Streets. The proposal is to improve vehicular circulation and pedestrian safety by: 1. Installing street lights, traffic signals and sidewalks on PHS at the 130th and 132nd Street intersections; 2. Realigning 130th Street between 35th Ave S and PHS; 3. Eliminating vehicular access from PHS to 130th west of PHS, thus converting the 4 -way intersection to a 3 -way "T" intersection. The 130th Street right -of -way will be converted to a parking lot for the adjacent grocery store; 4. Constructing a sidewalk along the west side of PHS from 130th to 132nd Street, including a rockery at the toe of the slope; 5. Changing small portions of 35th Ave S and 133rd Street from two -way to one -way. The affected area covers about 1/3 of an acre. (b) Erosion. Existing asphalt adjacent to the realigned 130th Street will be removed and the area seeded. Does the proposal conflict with policies of the Tukwila Comprehensive Land Use Policy Plan? If so, what poli- cies of the Plan? No. Proposed measures to avoid or reduce the conflict(s) are: None required. -23- • ATTACHMENT "A" E -2. What are the alternative means of accomplishing these objectives? E -3. Please compare the alternative means and indicate the preferred course of action Five alternatives were developed and evaluated in order. to reduce accidents and improve safety at the intersection of Pacific Highway South and South 130th Street. A description of each alternative and a discussion of the advantages /disadvantages of each follows. Alternative No. 1 Alternative No. .1 would relocate South 130th Street approximately 60 feet northwesterly from the existing intersection. The realignment would intersect Pacific Highway South at a right angle and would reduce the grade of South 130th Street from 15 percent to 12 percent. The realignment would be accomplished by constructing reverse curves with radii of 100 feet and 260 feet respectively on South 130th Street east of the intersection. A traffic signal would be installed with pedestrian crossings and signals in all four directions. Protected left -turn pockets would be installed on Pacific Highway South for eastbound and westbound left- turning traffic. Advantages: 1. Vehicular safety would be improved with the realignment of South 130nd Street. The right angle intersection would correct the overlapping north -south left turns from Pacific Highway South and the realignment and grade reduction would improve the sight distance at the intersection. 2. Pedestrian safety would be improved with the addition of pedestrian signals and crosswalks at the intersection. 3. Installation of the traffic signal would. effect a reduction in speeds on Pacific Highway South. Disadvantages: 1. On- street parking and access at Bernie & Boys Market would be severely affected. The market has "right angle" parking located on the south side of South 130th Street and "angle" and "parallel" parking on the west side of Pacific Highway. South. Alternative No. 1 would remove seven "on- street" parking stalls on South 130th Street and would remove all of the "parallel" parking on Pacific Highway South. G wp5193025.023OO2 2. Would impact the stream crossing Pacific Highway South north of South 130th Street. This alternative would require relocation of the stream and could possibly encroach upon wetlands. 3. Neighborhood traffic could increase with traffic cutting through between Pacific Highway South and Military Road, as well as between Pacific Highway South and East Marginal Way /42nd. Alternative No. 1 was eliminated from further consideration because of the impacts on parking at Bernie & Boys Market and the environmental impacts on the stream crossing Pacific Highway South north of South 130th Street. Alternative No. 2 This alternative is similar to Alternative No. 1, except that the intersection of South 130th would be relocated only 20 feet to the northwest of the existing intersection and the angle of the intersection would be reduced from 90 degrees to 65 degrees. • Advantages 1. Similar to Alternative No. 1, the realigned intersection would correct the overlapping north —south left turns from Pacific Highway South, which would improve the intersection's safety. 2. Pedestrian safety would be improved with the addition of pedestrian signals and intersection crosswalks. 3. Installation of the traffic signal would effect a reduction in speeds on Pacific Highway South. Disadvantages 1. On— street parking at Bernie & Boys Market would be more affected than that of Alternative No.1, since all of the "on— street" parking stalls on South 130th Street would be eliminated, as well as the "parallel" parking on Pacific Highway South. 1 Neighborhood traffic could increase with traffic cutting through between Pacific Highway South and Military Road, as well as between Pacific Highway South and East Marginal Way /42nd. Alternative No. 2 was eliminated from further consideration because of its severe impact on parking and access at Bernie & Boys Market. c \wp51193025.0223002 Page 2 Alternative No. 3 Alternative No. 3 is similar to Alternative No.2, except that the intersection realignment would be accomplished with only a slight shift of South 130th Street to the northwest. The advantages and disadvantages of the alternative are the same as Alternative No. 2. Alternative No. 4 Alternative No. 4.would extend South 132nd Street from Pacific Highway South easterly to 37th Avenue South. A traffic signal would be- installed at South 132nd Street with pedestrian signals and crossings in all four directions. Protected left—turn pockets would be installed on Pacific. Highway South for eastbound and westbound left— turning traffic. With this alternative, South 130th Street would be made one way westbound to Pacific Highway South with a right turn only. Advantages 1. On— street parking and access at Bernie & Boys Market would not be impacted. 2. Making South 130th Street one way northbound to Pacific Highway South would resolve the South 130th Street misalignment problem and would improve intersection safety. Disadvantages 1. Residents living along South 132nd Street and 37th Avenue South would be severely impacted by the increase in traffic through their neighborhood. 2. Residents along South 132nd Street would lose their on— street parking and driveway access (backing out) would become very dangerous. J 3. The 18 percent grade on South 132nd Street, both east and west of pacific Highway South, is very steep and would become a driving problem during the winter months. 4. Neighborhood traffic could increase with traffic cutting through between Pacific Highway South and Military Road, as well as between Pacific Highway South and East Marginal Way /42nd. Alternative No: 4 was eliminated from further consideration because of it's severe impact on the neighborhood and particularly the residents living along South 132nd Street. Alternative No. 5 Alternative No. 5 would construct a traffic signal at both South 130th and South 132nd Streets. South 130th Street would be closed to thru traffic on the west side of Pacific Highway South. On the east side, South 130th Street would be realigned to provide a better intersection angle with Pacific Highway South and also provide a positive separation from the access to Bernie & • Cbvp51\93025.0213002 Page 3 Boys Market. A left —turn pocket would be constructed on Pacific Highway South for southbound to eastbound turning traffic. The driveway for the market would be right — turn —in and right- turn—out only and would not be controlled by the signal. A signalized pedestrian crossing would be provided across Pacific Highway south. Alternative No. 5 is the recommended plan for improvements to reduce accidents and improve Pacific Highway South and South 130th Street intersection safety. The following are the reasons for selecting this alternative: 1. Traffic safety will be improved with the closure of the west leg of South 130th Street and realignment of the east leg. The realignment and grade reduction on the east leg of South 130th Street will improve the sight distance at the intersection. 2. Pedestrian safety will be improved with the addition of pedestrian signals and crosswalks at South 130th and South 132nd Streets. 3. Installation of the two traffic signals , which will be interconnected for coordination, will effect a reduction in speeds on Pacific Highway South. This reduction will also help to improve traffic and pedestrian safety. 4. Of those alternatives developed and evaluated, this plan has the least impact on parking and delivery trucks at Bernie & Boys Market. 5. The neighborhood characteristics along South 132nd Street and 37th Avenue South will not be impacted. 6. With this plan, traffic will be less likely to cut through between Pacific Highway south and Military Road, as well as between Pacific Highway South and East Marginal Way /42nd. 7. The proposed action is to install a public traffic signal and associated improvements to improve sight distance and road safety, and which will not cumulatively increase road capacity by more than one lane. 2. The action involves grading.of over 2,000 cubic yards of earth. 3. "The construction and /or installation of commercial on- premise signs, and public signs and signals" is SEPA exempt (WAC 197- 11- 800(2)(b)). 4. The 2,000 yards of grading exceeds the SEPA exempt level of 500 yards (WAC 197- 11- 800(1)(c)(v)). 5. The contradiction of Findings 3 and 4 is resolved in WAC 197- 11- 800(2)(d), which exempts from SEPA: "Grading, excavating, filling, septic tank installation and landscaping necessary for any building or facility exempted by subsections (1) and (2) of this section, as well as fencing and the construction of small structures and minor facilities accessory thereto." 6. Categorical exemptions do not automatically apply if an action is in an environmentally sensitive area (WAC 197-11 - 305(1)(a).
