The following answers are provided in response to commermh in1994
your memo dated April 27, 1994:

1. Yes, a draft soils study has been completed.
2. No evidence of unstable soils is based on field
observation.
3a. The planter strip is not specifically called out on
the plans or sections; however, it is located
between the proposed curb and sidewalk. Revised
sections reflecting this location are attached.
b. The additional landscape strip reduces the overall
impervious surface from 99% to 95 %.
c. Revegetation will typically be erosion control or
lanscaping with trees, shrubs, etc in the planter
strip. There is no work proposed on the river bank
so no new trees or shrubs are proposed for this

4. No.stormwater treatment is needed in shoreline area
due to adding less than 5000 sq feet of impervious
surface. Other areas will utilize oil water
separators based on King County design.
5. Portions of sidewalk fall outside existing right -of-
way in easements being acquired.
5. This concept was considered and eliminated in a mini
value engineering study because the landscape areas
do not offer adequate width or slope to accomodate
biofiltration swales.
6. Northwest Auto Wrecking, Randy's Diner, and Kidder -
Matthews have parking which will be impacted by the
project. The owners have been contacted and invited
to public meetings held at the Museum of Flight.
7. The word industrial should be removed so the sentence
reads " urban design standards."
8. The answer to this question should be changed to read
as follows:
Approximately 53 spaces, 47 marked and 6 unmarked,
will be affected by this project. Approximately 9 to 24
spaces can be saved by reconfiguration depending on results
of discussions currently in progress with property owners.

9. This section does not lie within the shoreline area.
The south end of this area is the signalized
intersection of South 96th which is the primary
access to the Museum of Flight.
10. The back of the proposed sidewalk is at or very
close to the top of river bank. The sidewalk is
basically the limit of public access. S 104 St is
outside the project limits, however, the roadway
has a narrow shoulder to the top of bank thus
severely limiting public access.
11. East Marginal Way is not an established or
designated bike route. Bikes will have to use the
outside lanes.

Review Comments
The above application was reviewed at the June 21st Public Works
plan review meeting.
Since this project involves 3,600 square feet of new impervious
area in a. confined space, it was felt that a storm drainage
analysis and design, in accordance with the King County Surface
Water Design Manual, should be provided as part of the above
application submittal. In this way, site preparation and
construction to accommodate storm drainage would be reviewed and
approved early in the process. This would minimize or eliminate the
need for changes in the site design at a later date.
For your information, it appears that the existing water line in
51st Avenue South is substandard with regard to size. Therefore,
prior to approval of the building and irrigation permits, the
property owner will be required to sign a Water No- Protest
Agreement for future upgrade of the line.
If you do not feel that storm drainage design is necessary at this
point in time, we have no objections. It will be required prior to
the approval of development permits in any event. If you have
questions about this, please let me know. Tnx.X

I have some comments and questions on the East Marginal shoreline
project. You've probably already considered these things, but....
Application doesn't give a clear picture of the existing
vegetation along the river. For example, text indicates
there are existing trees within the project area, and I
know there are some; however, permit drawings don't show
any. Also, it's not clear on drawings how much "existing
vegetation" is to be removed by improvements, how much is
to be retained, and what exactly the vegetation is.
Application should probably include an enlarged plan view
of areal extent of vegetation, and construction limit
line (note: the construction limit line is always more
extensive than the edge of improvements). If
construction, fill or equipment will be within 10' of
dripline of any tree, the Tree Ordinance will require
tree replacement. If any areas of vegetation are to be
protected, we should require, as shoreline permit
condition, that a construction barrier be installed prior
to beginning work.
Can we get additional tree or shrub plantings along the
river, to enhance river environment and public access?
The stretch of EMWS next to river bend could provide
really nice public access to the river, especially where
104th Street intersects EMWS. (In fact, I envision dead
end 104th might eventually be closed to auto, & could be
nice river access area). How will the EMWS project
enhance public access?
The flowering pear recommended by consultant is OK street
tree, but doesn't provide the shade or wildlife value
important in the river environment. Can we get something
else?
Are the street improvements consistent with Boeing EIS'
design guidelines? Are we getting room for bike lane?

Dear Ms. Gotterer:

Please find enclosed a copy of the SEPA Checklist for proposed right -of -way improvements along East
Marginal Way South. Improvements include the addition of two 12 -foot wide drive lanes: one north and
one southbound lane, curb; gutter, sidewalk, planting strips, signalization and transit facilities as
necessary. The project location extends from Boeing Access Road northward to approximately S. 87th
Place. Improvements would be constructed by the City of Tukwila A Shorelines Permit is also required
for this project.
Any comments you may have should be forwarded to me by May 6, 1994. If you have any questions, .
