At the time building permits are issued, the owner shall pay the City of Tukwila a fair share traffic mitigation fee of $2,030. 2. The applicant shall provide a coalescing plate oil/water separator to treat runoff from parking areas at the point where site - generated storm water enters the City system. 3. The applicant will be required to sign a developer's agreement for fair share participation in constructing a 12" sewer line on the east side of Andover Park West to provide adequate capacity for this and other developments. CODE REQUIREMENTS: For your information the following items must be addressed as part of your building permit submittal: 1. The site's drainage plan shall detail how all roof and parking area storm water will be collected and discharged to the City system. 2. The applicant is required, due to the value of planned improvements, to participate in the City sidewalk plan. The 10' utility easement across the property frontage shall be modified to include sidewalks. The applicant shall provide a six foot concrete sidewalk along the length of the west property line, per TMC 11.64. 3. All site driveways shall be designed and constructed to meet City standards. 4. An additional fire hydrant shall be installed and located according to City of Tukwila standards. Fire sprinklers will be required in the building addition. 5. An automatic landscape irrigation system will be required. 6. Building expansion is contingent upon obtaining an agreement between the railroad company and property owner to the east for a 27' 'no -build' easement on the western boundary of the neighboring property, due to building code requirements governing allowable area. ENVIRONMENTAL REVIEW RECORD The environmental review of this proposal consisted of an analysis based on the following documents included in the environmental record: Reference A. SEPA Checklist submitted by Howard Braden, dated 1 August 94. Reference B. Entranco Engineers, Traffic Analysis. 1 August 94 Reference C. Memo from Ron Cameron, City Engineer, dated September 17, 1994. DESCRIPTION OF THE PROPOSAL 0 Project description: This project entails a 20,000 square foot addition to an existing warehouse /office building on Andover Park West. The present complex contains 63,373 square feet, and consists of a 13,040 sf office and a j 50,333 square q e foot warehouse. The additions will provide more warehouse space. Proposed overall parking will provide 109 stalls, 6 more than required (� 4\ by code. An additional 8 loading spaces will be created for this addition, but O v` no new railroad spur loading doors will be ,added. The new structure's height v will be 28 feet, the same as in the existinghstructure. The maximum height in K this CM district is four stories and 45 feet. Westinghouse Electric Ad( )n L94 -0066 MDNS November 15,1994 2 Access to the site is by three driveways from Andover Park West. Curb cuts for these access drives are already installed. The northerly two are 25 feet wide, while the third is 30 feet wide. An existing Burlington Northern rail spur serves the building along the its east side. The 4.2 acre site is presently vacant and level. With the addition of the parking areas and new loading, bays, most of the site will be covered in impervious surfaces.' Impervious surfaces total 148,911 square feet, which is ;:81.8% of the site. The project is more than one - quarter mile from the Green River. PRINCIPAL CHECKLIST ITEMS TRAFFIC The August 1,1994 traffic study prepared by Entranco addressed traffic mitigations and movements for the completed project. See Environmental Review Reference B which notes, "the expansion will generate nine new trips during both the noon and p.m. peak hours." The report then determined a "fair share" cost allocation for these new trips, giving two figures: $3,170 based on noon trips or $3,847 for p.m. peak hour trips. The City Engineer, in reference C., recalculated these mitigations, using more precise estimates of the improvement costs for the Andover Park W /Minkler project. He determined the total fair share to be ($445 + $1,585 =) $2,030.00. The project's frontage on Andover Park is without sidewalks, and the street must be widened to meet future traffic projections. DRAINAGE & UTILITIES The applicant noted in the environmental checklist (Reference A), "Storm water from building roof and site paving will be collected in an underground pipe system and discharged at a controlled rate to the existing city of Tukwila storm water system. " (p. 7). Given the size and location of the expanded warehouse building, an additional fire hydrant will be necessary for safety. The City's Comprehensive Sewer Plan identifies a deficiency in the sewer system along Andover Park West. CONCLUSIONS AND RECOMMENDATIONS Issuance of a Mitigated Determination of Non - Significance is appropriate since the environmental review indicates no probability of significant adverse environmental impacts from the proposal. At the time of issuance of building permits, the owner shall pay the City of Tukwila a fair share traffic mitigation fee of $2,030. 2. The site's drainage plan shall detail how storm water will be collected, retained ands its ::rate of. discharge. The approved plan shall contain coalescing plate oil /water separator(s) to treat storm water flows from all parking areas. 3. An additional fire hydrant shall be installed at a location meeting criteria established by the; Fire Department. 4. A developer's "agreement shall be signed for fair share participation for an additional 12inain on the east side of Andover Park West to provide for adequate capacity for this and other developments. 5. A concrete sidewalk shall be installed that meets the City's standards set forth in its sidewalk ordinance. Further, subject to reimbursement from latecomer agreements or similar financial devices, the owner shall provide additional roadway paving meeting the city's standards for this arterial. Both improvements shall be along the entire frontage on Andover Park West. 6. All site driveways shall be designed and constructed to meet the City's standards for commercial use. Miscellaneous Comments 1. Sidewalk Ordinance is triggered. Consult with Ross Heller, Senior Engineer, concerning CBD Sidewalk and Tree Plan. Driveways shall meet commercial City standards. 2. Consult with Brian Shelton, Transportation Engineer, for typical roadway section. Curb to curb road width should be 58'. 3. Show fire loop /hydrant locations. Fire Department has requested an additional hydrant. Presence of detector double check valve assembly shall be verified. 4. Drought tolerant plantings are recommended. If permanent irrigation plumbing is installed, a conservation system shall be utilized. 5. A coalescing plate oil /water separator will be required. No detention is needed. 6. The trips are distributed and mitigations tabulated in Table 4. Note that mitigations have not been coolected for less than 5 trips in the past and that condition is reflected in Table 4. Development traffic mitigations have been determined based on cumulative affects in order that small and large developments are treated equally and fairly in mitigation assessments. While a development such as the expansion may not result in a specific LOS grade change impact, it contributes to the accumulative impact created by multiple developments. The mitigation process to correct accumulative impacts has five steps: 1. determine traffic increases from 1990 to 2010, 2. determine the impacts due to the accumlative increases, 3. determine costs for the impact improvements, 4. divide the costs by the increased traffic, 5. determine development mitigation as the product of the cost /trip and development trips. It has been used through SEPA for developments including Home Depot, Segale Retail, Segale Simulcast, Best, and others. The following traffic mitigations for Southlot were determined using the same process. Andover Pk W /Minkler increase to 2010 is 1360 peak hour trips and improvement cost is $121,500. The prorated share is $89 /trip. 5 peak hour trips mitgation is $445. Andover Pk W /Strander increase to 2010 is 934 peak hour trips and improvement cost is $296,000. The prorated share is $317 /trip. 5 peak hour trips mitgation is $1,585. The existing 65,500 - square -foot warehouse will be enlarged by a 20,000- square -foot northward building extension, for a total of 85,500 square feet. The existing warehouse floor area includes a 10,400- square -foot office area which will not be enlarged. Based on existing site traffic generation counts and studies, the expansion will generate nine new trips during both the noon and p.m. peak hours. When these new trips are assigned to the arterial network, and using the City's "Mitigation Proportionate Fair Share Costs" table' the cost allocation to the proposed site expansion is: $3,170 based on the noon peak hour new trip generation and trip assignment $3,487 based on the p.m. peak hour new trip generation and assignment The City will decide which calculation basis will be used to allocate costs. STUDY METHODOLOGY AND FINDINGS Traffic Study Requirements Based on a study scoping with the City of Tukwila City Engineer, Mr. Ron Cameron, the proposed building expansion does not require a traffic impact study. Only a "fair share" cost allocation analysis for the new trips which the expansion will generate is required. This report outlines the results of that analysis and also highlights conditions noted during site reconnaissance visits. Site Features The 1180 Andover Park West warehouse has approximately 500 feet of frontage on the east side of Andover Park West. The site has three sole -use driveways, with the southernmost driveway 340 feet north of the southbound Andover Park West stop -line at the South 180th Street traffic signal (figure 2). Andover Park West here is four lanes and has curbs, but no sidewalks. Andover Park West and all vicinity driveways are on tangent alignment with a near -zero grade. Andover Park West is a low- frequency transit route with low -use bus stops adjacent to the site. Observations of traffic entering and exiting the site during the traffic counts revealed no significant delays or conflicts for site traffic at the site driveways, nor conflicts with site through traffic or adjacent driveways' traffic. Southbound Andover Park West traffic queues northward from the South 180th Street traffic signal, with queues occasionally reaching to 100 -150 feet south of the site's south driveway during the p.m. peak hour. The site area has good street lighting and good sight line "triangles" for the site's driveways. Driveway and Parked Vehicle Counts and Trucking Operations Figure 3 summarizes the noon and p.m. peak hour volumes of traffic turning to and from 1180 Andover Park West during two -hour manual counts at 11:30 a.m. – 1:30 p.m. on Thursday, July 21, and 4:00 -6:00 p.m. Wednesday, July 20. Peak site driveway volumes were identical -30 vehicles for both the 11:30 a.m. – 12:30 p.m. noon and the 4:30 -5:30 p.m. peak hours. The road freighters usually arrive at 5:00 -6:00 am. Three local distribution trucks leave at 7:00 -8:00 a.m. and make one round trip daily. The warehouse circulation pattern now involves a single shipping and receiving area on the south face of the warehouse. With the expansion, the road freight receiving function will be moved to the north face of the warehouse. The local delivery operations and outbound road freight shipping function will be at the south building face. No other changes in the site facilities' general operating patterns are anticipated. Trip Generation Analysis Table 2 compares the site's observed existing trip generation to that for several comparable or related land uses coded in the ITE Trip Generation manual. The observed trip generation rates are much lower than the ITE "Warehouse" and "General Light Industrial" rates. Considering the existing site activities and after discussion with the warehouse department manager regarding current operations and anticipated post - expansion operations, we recommend that a direct extrapolation of gross site trip generation volumes (office plus warehouse generated) be used to estimate the new trips to be produced by the expansion, as shown in table 3. Proportionate Fair -Share New Trip Mitigation Cost Analysis Table 4 presents the results of our estimation of the fair share cost allocation of the new trips in conformance with City of Tukwila requirements for this project. The mitigation for the proposed site expansion, as identified by Mr. Ron Cameron, Tukwila City Engineer, is an agreement to pay a Fair Share to the improvements identified in the City of Tukwila Transportation element, Table 12 - "Mitigation Proportionate Fair Share Costs" (reproduced in the Appendix). This fair share mitigation is assessed only when five or more peak hour project trips impact a project listed in the City of Tukwila Transportation Element. The amount to be submitted for mitigation is based on a cost per peak hour trip for each improvement, as defined in the mitigation table. Table 4 shows the fair share cost allocation for the 1180 Andover Park West expansion to be $3,487, based on p.m. peak hour trips. This is slightly greater than the $3,170 calculated based on the noon peak hour. At this time, the improvement costs for City improvement projects No. 5 through No. 9 are based on the City's planning level cost estimates. The City may refine the cost estimates and the cost per trip for these improvements.
