(4) Recognition of National Flag Day. Mayor Van Dusen opened the Public Hearing at 7:30 P.M. Atratil a r Ga y L. Van Dusen Norma Booher, Recording Secretary 7 City Hall Council Chambers Mayor Van Dusen called the Special Meeting of the Tukwila City Council to order. JOE H. DUFFIE, EDGAR D. BAUCH, MARILYN G. STOKNES, JOAN HERNANDEZ, DENNIS L. ROBERTSON, CLARENCE B. MORIWAKI. Maxine Anderson (City Clerk), John Cosgrove (City Attorney), Alan Doerschel (Finance Director), Ross Earnst (Public Works Director), Ted Freemire (Superintendent of Maintenance), Ronald Hardner (Police Chief). Ross Earnst, Public Works Director, presented a review of the water rates and rate structure established as a result of the in -house rate study in the fall of 1986 and applied January 1, 1987. He reviewed with the overhead the 1987 year -end results and revised the forecast in the light of new data obtained during the past two years. He presented a typical monthly rate comparison chart showing the present rate and the proposed annual rate. Robert Schaefer, representing the Doubletree Hotels, asked what the increase will mean. Alan Doerschel, Finance Director, explained the 5% increase over the next two or three years. The increase will take effect on billing going out in the next two or three weeks. Mayor Van Dusen closed the Public Hearing at 7:40 P.M. Ross Earnst, Public Works Director, explained the effect the water increase will have on commercial customers. The consideration has been given to summer rates and winter rates on water consumption. City Attorney Cosgrove explained the permit agreement with the Bergstroms that will allow access to the reservoir. They have made some modifications in the agreements. It will run for 24 months from the time of signing. The Mayor may, therefore, wish to sign the agreement at a later date. The Bergstroms have set certain conditions. Item 21 has been removed. He presented further details of the agreement. MOVED BY MORIWAKI, SECONDED BY HERNANDEZ, THAT THE MAYOR BE AUTHORIZED TO SIGN AN AGREEMENT WITH MR. AND MRS. BERGSTROM WITH THE DELETIONS OUTLINED AND RECOMMENDED BY THE CITY ATTORNEY. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY STOKNES, THAT THE SPECIAL MEETING ADJOURN. MOTIF' CARRI
