PROJECT DESCRIPTION: The Tukwila Parks Department has requested a revision to Shoreline Permit No. L94 -0079 which was issued September 29, 1994. That permit allowed for construction of a new irrigation pump station on the Duwamish River at the Foster Golf Course. Rather than installing a complete new station as authorized by the permit, the applicant proposes rehabilitating the existing pump station by installing a new steel pile at the same location as the existing pipe, using the existing foundation and supports. Rather than installing a new underground pump station as allowed in the initial permit, the new pump station will replace the existing station on the top of the bank on an existing concrete pad. 2. REVISIONS TO PERMITS: WAC 173 -14 -064 allows revisions to permits for projects which meet the following criteria: (a) No additional over water construction is involved except that pier, dock, or float construction may be increased by five hundred square feet or ten percent from the provisions of the original permit, whichever is less. Response: No additional over water construction is proposed. The new steel pipe will be located along the same alignment as the existing pipe. (b) Ground area coverage and height of each structure may be increased a maximum of ten percent from the provisions of the original permit. Response: The new pump station is located on the same pad and is lower in height than the existing pump station. (c) Additional separate structures may not exceed a total of two hundred fifty square feet. Response: The pump station is less than 250 s.f. (d) The revised permit does not authorize development to exceed height, lot coverage, setback, or any other requirements of the applicable master program except as authorized under the . original permit. Response: The proposal meets the development standards of the master program. (e) Additional landscaping is consistent with conditions (if any) attached to the original permit and with the applicable master program. Response: No additional landscaping is proposed (f) The use authorized pursuant to the original permit is not changed. Response: The use remains the same. Variations on the system design are proposed. (g) No substantial adverse environmental impact will be caused by the project revision. Devoir, Parks & Recreation Superint DATE: March 6, 1995 SUBJECT: Shoreline Permit Revision - Foster Golf Links Pump Station -L94 -0079 In August 1994, the City applied for a Shoreline Permit for the Foster Golf Links Pump Station Maintenance. Due to screening requirements by Fisheries and the uncertainty of approval from the Muckleshoot Indian Tribe, we have made some revisions to the plans and are seeking approval for an amendment to the original Shoreline Permit -L94 -0079. Instead of replacing the current pump station, we will use it with some minor maintenance improvements. The existing pipe supports and platform will be utilized using the old pump station to fill the pond and pump the water from the pond into the irrigation system. I have reviewed the revised plan drawings for the pump station with John from your department and have attached them to this memo. The maintenance type improvements to the old pump station are within the 200 foot shoreline. The vault with the mechanical equipment for the pump will be installed on the existing cement platform. After that is completed, a trench for a 6 inch water pipe will be dug and a pipe laid to connect with the pond. At the pond, another pump station will be constructed to take water from the pond into the irrigation system. The pond and irrigation pump station are outside of the 200 foot area. Please let me know if you need additional information for the revision to our Shoreline Permit. Once I receive your approval, we will submit our Hydraulic Project Application.
