Dear Mr. Kehle:
As you aware, your request for a Conditional Use Permit (CUP) for
a truck terminal was approved by the Planning Commission at their
January 26, 1995 public hearing. The ten -day appeal period ends
February 5, 1995, after which you may proceed with improvements
authorized with the CUP.
The project was approved as submitted. No modifications or
conditions were attached.

FINDINGS
VICINITY AND SITE INFORMATION
Project Description: United Parcel Service proposes to construct a 1,233 s.f.
building to house their package load /unload operation. The building will be 75 feet
south of the principal building, centered within a paved trailer storage area.
Additional landscaping and fencing intended for screening of the trailer storage
area is proposed. A Conditional Use Permit is required for Truck Terminals in the
CM zone.
Background: United Parcel Service has been located at this address since at least
1977 at which time the Board of Architectural Review granted approval of an
outdoor storage area at the south end of the building. The approved storage area
extended from the building for 105 feet south and was enclosed by a slatted chain
link fence. The approved plan for the remaining area south of the building
included a parking lot for 72 cars.
Because the new building is less than 10,000 s.f. in area and the proposal
upgrades the landscaping to the CM zone standards, the project is not required
to be approved by the BAR. A Determination of Non - Significance was issued the
proposal as no significant potential adverse impacts were identified.
Location: The pr ddress is 550 Andover Park West. The 7.1 acre site is
improved with 8,000 s f. concrete tilt -up building housing United Parcel Service
(UPS) and three other tenants. UPS leases the south 40,500 s.f. of the building.
Access and Parking: There are five points of access to the site, with parking
located along the entire front of the building. Additional parking is provided north
of the building. Two recessed areas with loading docks are located along the
front of the building. The area south of the building is being used for storage of
tractors and trailers and for loading and unloading packages. A parking analysis
provided by the applicant indicates 153 parking spaces are required for the
existing uses (168 are provided).

Landscaping: Landscaping in excess of the minimum 15 feet is provided along
the street frontage. Additional landscaping is provided along the front of the
building. No landscaping is provided along the side or rear property lines.

DECISION CRITERIA
The Planning Commission is guided by the following decision criteria for the
Conditional Use Permit for a truck terminal. The applicant's response and the
staff's response follow:
(A) The proposed use will not be materially detrimental to the public welfare or
injurious to the property or improvements in the vicinity of the proposed use or in
the district in which the subject property is situated.
Applicant's Response:
"No, the structure is a permanent building replacing an already existing facility,
there is no change in use or traffic. The structure will also be painted to match the
surrounding tilt -up buildings ".
Staff's Response:
The truck traffic associated with the use will generate noise, traffic and vehicular
emissions which would affect property beyond the site. Because of the number
and timing of the truck trips, little impact on the other uses in the vicinity is
expected. The applicant estimates there will be 559 vehicular trips generated by
the facility throughout the 24 hour day. All of the truck traffic leaves the site by 9:00
a.m. and does not return until after 5:00 p.m.
Other tenants at the site should not be affected by the proposal. Truck access is
provided directly in front of the new building. Therefore, disturbance of internal
circulation patterns should be minimal.
(B) The proposed use shall meet or exceed the performance standards that are
required in the district it will occupy;
Applicant's Response:
"The new offload facility will match color and finish (smooth) of the existing tilt -up
structure. The use is existing and will not be increased (traffic is the same).
Setbacks are greater than required, coverage is less than code allows, and the
potential storage areas are screened per code."

Staff's Response:
The 168 parking spaces exceeds the parking required by 15 spaces. An
additional 75 parking located across Andover Park West from the site is leased by
the applicant.
The Tukwila Municipal Code (TMC) requires five feet of landscape area along side
property lines and fifteen feet along the front. The applicant proposes to install five
feet of landscaping along the south property line to meet the CM standards.
Additional landscaping is proposed west of the tractor /trailer storage area for
screening.
The proposed structure conforms to the height and setback requirements of the
CM zone.
(C) The proposed development shall be compatible generally with the
surrounding land uses in terms of traffic and pedestrian circulation, building and
site design.
Applicant's Response:
"The use of the area will not change, only the structure housing it. The traffic load
and pedestrian access will remain the same."
Staff's Response:
Because of the minor nature of the project, it will have limited impact on the
compatibility with other uses and properties in the vicinity.
Traffic generated by the project is not out of scale with the amount of traffic
generated by the nearby commercial and industrial uses. Sidewalks are existing
on both sides of Andover Park West.
The project is not subject to Board of Architectural Review. The visual impact of
the building should be of little consequence. Its' small size, use of materials and
colors similar to the main building and the 115 foot setback from the front property
line will limit its visibility and impact. The applicant also proposes to locate all
trailer storage nearly 100 feet from the front property line and to install a slatted
chain link fence and landscaping south and west of the project area to provide
screening.

(D) The proposed use shall be in keeping with the goals and policies of the
Comprehensive Land Use Policy Plan.
Applicant's Response:
"Use is existing and is consistent with trucking, warehousing and industrial uses
in the area."
Staff's Response:
The Comprehensive Plan Map identifies the site as Light Industrial. The following
goals and policies of the Comprehensive Land use Policy Plan are applicable:
Commerce /Industry
Policy 3: Encourage aesthetic building and site design in working and trading
areas.
Policy 4: Encourage the use of live landscaping in all developments.
The applicant proposes to integrate the design of the new building with the site's
principal building. Landscaping consistent with current standards will be provided
with the project. Landscaping will be installed to address aesthetic impacts of the
project.
(E) All measures have been taken to minimize the possible adverse impacts
which the proposed use may have on the area in which it is located.
Applicant's Response:
"The structure is replacing an already existing facility, truck traffic will not increase,
and the building exterior will be painted to match the surrounding tilt -up buildings,
and landscaping will be provided to screen the potential storage of trailers."
Staff's Response:
In addition to matching the building color and providing the landscape screening,
the applicant is proposing to move all of the trailer storage back 105 feet from the
street. Currently, tractors and trailers are being stored up to the front landscape
planter in full view of passing motorists and pedestrians. The proposed landscape

materials include trees (6' Pyrmadalis), shrubs (24" Photinia Fraser) and ground
cover (Hahns Ivy). The pyrmadalis is a columnar tree which when planted 4' o.c.
as proposed, provides a neat low maintenance screen. The Pyrmadalis will screen
the storage area.
CONCLUSION
General Review Criteria
(A) The proposed use will not be materially detrimental to the public welfare...
The use is compatible with surrounding properties. The limited amount of truck
traffic will not have any serious noise, traffic emission impacts on surrounding
properties.
(8) The proposed use shall meet or exceed the performance standards...
The proposal will serve to upgrade the landscaping on the south property line to
standards of the CM zone. The project meets parking, setback and height
requirements of the zoning ordinance.
(C) The proposed development shall be compatible generally with the
surrounding land uses in terms of traffic and pedestrian circulation, building and
site design.
As proposed, the development is compatible with the surrounding industrial and
commercial land uses. The traffic generated by the use is dispersed throughout
the day, thus having minimal impact on vehicular and pedestrian circulation in the
vicinity.
(D) The proposed use shall be in keeping with the goals and policies of the
Comprehensive Land Use Policy Plan.
The use is identified as Light Industrial on the Comprehensive Plan Land Use Plan
Map. Light Industrial areas are characterized by distributive and Tight
manufacturing, commercial and office uses. The Comprehensive Policy Plan
addresses specific development aspects such as landscaping and building and
site design safety which are addressed in responding to the Conditional Use
Permit decision criteria.

(E) All measures have been taken to minimize the possible adverse impacts
which the proposed use may have on the area in which it is located.
The SEPA review was completed on December 19, 1994. No probable significant
adverse impacts were identified with this proposal. The landscaping and screening
improvements will improve the aesthetic character of the site.
RECOMMENDATION
Staff recommends the Planning Commission approve the Conditional Use Permit
as proposed.

Dear Dave,
As we discussed over the phone yesterday, this Air Recovery Unit
will not affect the number of employees or the traffic volume at
our building. The building will provide an enclosed area to
sort /gather the Next Day Air parcels. Previously this operation
has been done in the open lot exposed to the elements.
The current operation consists of 65 drivers who arrive at work
between 7:30 and 8:00 a.m. in their personal vehicles. From 8:05
a.m: to 8:30 a.m. these drivers leave the building in UPS package
cars. The building is practically deserted until 5 :'15 p.m. when
46 sorters commence work. They finish at 8:20 p.m. During the
sort the drivers return to the building with the majority of the
drivers arriving from 5:45 to 6:15 p.m. By 6:15 all of the air
parcels have been sorted and are headed to the airport.
The trailers are moved between 10:00 p.m. and•6:00 a.m. There
are about 16 trailers that are cycled through the building daily,
with 70% of the movement occurring between 2:00 a.m. and 6:00
a.m.
At 4:00 a.m. our pre -load sort starts up, requiring 55 employees.
This sort is finished at 8:00 a.m.

I have discussed your letter with Rick Beeler. He has confirmed
our previous telephone conversations, that a conditional use
permit is required to encompass the expanded tractor and trailer
parking area (which. was done without permit) and the new loading
facility.
The purpose of this permit.is to'ensure that the new expansion is
being accomplished in a manner which maintains the + area's
development quality, and satisfies Tukwila's specific development
standards.
I will be out of the office for a few weeks. .Further questions
should be addressed to Jack Pace, Senior Planner. He will be
assigning your conditional use permit to a planner.

Seven (7) copies of the site plan.. The scale shall not exceed 1 " =30' maximum, with
the north arrow, graphic, scale and date all identified on the plan. Each set of
plans shall have the license stamps of the architect and landscape architect.
The following information should be contained within the plan:
A. Vicinity map showing location of site and surrounding prominent landmarks.
B. Property dimensions and names of adjacent roads.
C. Lot size and lot coverage calculations.
D. Existing and finished grades at 2' contours with the precise slope of any area
in excess of 15 %.
E. Location and dimensions of existing and proposed structure(s), accessory
structures with appropriate setbacks, parking and loading area dimensions,
and driveways.
F. Existing (6" in diameter) trees by species and an indication of which will be
saved. Proposed landscaping: size, species, location and distance apart.

8. DETAILED DESCRIPTION OF PROPOSED USE (for example, describe the manufactur-
ing processes used, wholesale /retail /warehouse functions, outside storage of goods or
equipment or other information which will facilitate understanding of the activities you
proposed to develop on this site):
The new offload facility will be used for loading and unloading. Air cargo
containers of packages, used four hours per day. This replaces an existing non -
enclosed facility.
9. Will the conditional use be in operation and /or a building to house the use be started
within a year of issuance of the permit?
Yes.
10. Describe the manner in which you believe that your request for a Conditional Use Permit
will satisfy each of the following criteria as specified in TMC 18.64.030 (attach additional
sheets, if necessary).
A. The proposed use will not be materially detrimental to the public welfare or injurious
to the property or improvements in the vicinity of the proposed use or in the district in
which the subject property is situated.
RESPONSE:
No, the structure is a permanent building replacing an already existing facility,
there is no change in use or traffic. The structure will also be painted to match
the surrounding tilt -up buildings.
B. The proposed use shall meet or exceed the performance standards that are required
in the district it will occupy.
RESPONSE:
The new offload facility will match color and finish(smooth) of the existing
tilt -up structure. The use is existing and will not be increased (traffic is
the same). Setbacks are greater than required. coverage is 1PGs than cede
allows,' and the potential storage areas are screened per code.

C. The proposed development shall be compatible generally with the surrounding land uses in
terms of traffic and pedestrian circulation, building and site design.
RESPONSE:
The use of the area will not change, only the structure housing it. The
traffic load and pedestrian access will remain the same.
D. The proposed use shall be in keeping with the goals and policies of the Comprehensive
Land Use Policy Plan.
RESPONSE:
Use is existing and is consistent with trucking, warehousing and industrial
uses in the area.
E. All measures have been taken to minimize the possible adverse impacts which the proposed
use may have on the area in which it is located.
RESPONSE:
The structure is replacing an already existing facility, truck traffic will
not increase, and the building exterior will be painted to match the surrounding
tilt -up buildings, and landscaping will be provided to screen the potential
storage of trailers.
