RE: Notice of Decision by the Planning Commission on L94 -0091: Boater's World
This is to 'confirm that the Planning Commission approved your sign area increase on
October 27, 1994. The conclusions and recommendations contained in the Staff
Report of October 14 as well as the photo- montage presented at the meeting were
adopted.
The decision of the Planning Commission is not final until the appeal period has
elapsed, which is ten calendar days after the date of the decision. Appeals must be
filed in writing to the City Clerk by 5:00 PM on the final day of the appeal period.
Where the final day of the appeal period falls on a weekend or holiday the appeal
period will be extended to 5:00 PM on the next work day.
You now need to apply for a sign permit with dimensioned drawings which reflect the
size and design approved by the Planning Commission.

Boater's World is located in Southcenter Plaza which is at the southwest corner
of the intersection of Strander Boulevard and Andover Park West. The wall that
the sign would be located on faces Strander and is set back 575 feet from the
property line.
BACKGROUND
The applicant is requesting Planning Commission approval of a sign area
increase from the 97 square feet that would be allowed by the sign code to 154
square feet. The Planning Division has issued a permanent sign permit for the
"Boater's World" portion of the sign and a temporary sign permit for the
"Discount Marine Centers" text. The increase in sign area that Boater's World is
seeking would allow the "Discount Marine Centers" portion to become
permanent and include graphic elements to link the two signs. This larger sign
would allow the signage to be balanced across the store facade and
incorporate an architectural element of the building into the sign design.
PLANNING COMMISSION DECISION CRITERIA
The Planning Commission is authorized to approve requests for sign area
increases of 50% for each doubling of the minimum required setback per TMC
19.32.140. The maximum sign area that can be approved is limited to 6% of
the wall area on which the sign will be located or 500 s.f., whichever is less.
The CP zoning designation requires a front building setback equal to the height
of the building. The building that Boater's World is a tenant in is 23 feet high so
the required setback is 23 feet. The proposed sign is located on the front wall
of the building which is 575 feet away from the property line. This is 25 times
the required 23 foot setback based on the height of the building.
The wall area fronting the space that Boater's World is renting is 2576 square
feet so the maximum sign area that would be allowed based on the 6%
limitation is 154.5 square feet.

The proposed sign easily meets the setback requirements for the increase in sign area
and complies with the 6% maximum limitation.
RECOMMENDATION
The Planning Division recommends approval of the proposed sign area increase from
97 to 154 square feet. The sign permit for the proposed sign will not be issued until
dimensioned drawings which show that the sign area matches that allowed are
received from the applicant.

Dear Mr. Pace,
Continental Signs Inc., acting on behalf of Boater's World,
respectfully requests that the allowable square footage for
illuminated signage be increased based on the following;
1. We feel that because of the distance that tenant (Boater's
World) is set back from the roadway, additional signage is
required for proper exposure to potential consumers traveling
down the roadway. As stated on permit drawing #A498180 -1, tenant
is 116.74 feet from Andover Park West and 575.42 feet from
Strander Blvd. Additionally, tenant's exposure is blocked from
Andover Park West by bldg. "B" (see vicinity map) so the only
true exposure is from Strander Blvd., over 575 feet away.
2. The tenant has a long facade and with the current square
footage allowances, we can only make use of about half of that
facade.
3. We would like to combine the architectural design with the
sign design. In particular, the triangular gridwork located in
the center of the tenant's space architecturally connects the two
halves of the space, but at the same time blocks continuous flow
of signage along the entire facade. We would like to incorporate
signage within the gridwork to eliminate this blockage however,
we need additional square footage to be allowed to us by the City
of Tukwila in order to accomplish this objective.
