Dear Mr. Williams:
Dean Johnson of Paul Bunyan Forest Co. has written to attest that the trees removed by him
were all hazardous. Therefore, a tree restoration plan is not necessary and the above file
for a tree permit will be closed as no additional tree removal is proposed.
All of the other work was to be covered under Board of Architectural Review approval of
a revised landscape plan.

THE TREES THAT I HAVE APPROVED FOR REMOVAL ARE ONLY THOSE THAT I FEEL ARE A HAZARD TO PEOPLE OR PROPERTY AT SUNWOOD
CONDOMINIUMS. OF THE TREES REMOVED SO FAR, POT WAS FOUND IN ALL OF THEM. TREES WITH ROT ARE MORE PRONE THAN HEALTHY TREES TO
BREAK OFF OR HAVE LIMBS BREAK AWAY. AS RECENTLY AS THE 'WEEK OF NOVEMBER 14TH THIS YEAR, ONE OF THE MAPLE TREES ;VOW REMOVED)
HAD A LARGE PORTION OF THE TOP BROKEN OFF BY THE WIND, FORTUNATELY IT FELL AWAY FROM THE BUILDING.

Dear Mr. Williams:
I thought I should recap our telephone conversation regarding your pending tree permit and
additional landscape changes at the above site that you have requested. There are two
major components to your proposal - tree pruning and tree removal.
Pruning
Pruning is considered maintenance of site landscaping and should be conducted according
to best management practices in order to maintain the health, intended character, and
locational function of the plant. The City does not review landscape maintenance.
Tree Removal
Hazardous
Tree removal is covered under two different review processes. Trees that are hazardous
should be removed. The attachment to your letter contained three hazardous trees and 4
dead or partly dead trees that you would like to remove. As I mentioned you may proceed
with the removal, but you must submit adequate documentation that a qualified individual
made an assessment of the hazardous trees condition.
Other
Tree removal within sensitive areas that are not hazardous must be reviewed, and if
approved, replaced subject to City adopted standards. There was one maple tree ( #37)
along the north perimeter that is not listed as hazardous but was targeted for removal. Its
removal requires replacement per the standards of the ordinance. A site plan showing
replacement location and materials is required.

Tree removal outside of sensitive areas if substantial is considered modification of approved
landscape plans. Landscape plans must be approved by the City and in certain instances by
the Board of Architectural Review.
A site visit and review of the information submitted leads the Department to conclude that
the proposed changes to the landscape are substantial and must be reviewed by the BAR.
I have sent you a BAR application and noted that a special permission fee will be required.
SEPA review will not be required.
One of the concerns about your proposal is that tree removal is inconsistent throughout the
site and it seems likely that in the near future additional modifications will be requested.
It would seem appropriate for the Homeowners Association to comprehensively consider
their landscape and long term needs and issues, rather than, on a regular basis, continue to
thin the site.
Gary Schulz, the Urban Environmentalist, was notified of removal of three trees and the
intent to continue removal. One of the trees ( #37) that was removed and was not listed
as hazardous and therefore its removal is considered a violation of the Tree Ordinance.
Please submit the documentation on the hazardous trees as well as remedial measures for
the removal of the non - hazardous tree. If you have questions, please call me at 431 -3651.

Dear Mr. Tace:
Enclosed is a request by the Sunwood Homeowners Association to
perform landscape maintenance that includes pruning, thinning and
removal of selected trees, shrubbery and vegetation.
In order to properly prepare this request, the Sunwood Homeowners
Association retained the services of The Berger Partnership,
P.S., landscape architects, to review the entire site in detail
and to make recommendations to the Association concerning the
long -term management of the entire landscape of the property.
As a result of the review by The Berger Partnership, and the
Sunwood Homeowners Board of Directors, the enclosed list of
corrections are recommended in order to maintain the long term
health and appearance of the landscaping. A written, numbered
list of proposed corrections are provided for your review, as
well as corresponding numbered photographs showing typical
situations that require attention. Also enclosed is a letter
from The Berger Partnership commenting on the reasons for the
recommendations.
The Association is requesting your approval to execute the plan
and would appreciate a timely response. If there are questions,
or if other information is required, please contact me at my
office.

Re: Sunwood Condominiums - tree removal and pruning
To whom it may concern:
I am writing to you on behalf of the Sunwood Condominium Complex's request for tree
removal and pruning. I was brought in on the project to provide a professional
perspective on the condition of the existing landscape. On August 18, 1994 and
September 1, 1994, I walked the grounds of the Complex with 2 representatives of their
landscape committee. The following is a summary of my general observations made
during those site visits.
They are currently facing a problem with many of the original plantings that have become
overgrown. A number of these situations exist and require selective removal or pruning.
As we see in many projects of this nature, the original planting, installed over 10 years
ago, was designed to provide the appropriate affect at the time. With the passing of over
10 years, many of the plants have now become overcrowded and require selective
removal to prevent them from further disfiguring or eventually choking each other out.
In some areas tree removal or pruning is dictated due to inappropriate plant selections
made at the time of the original installation. Situations where large trees, Douglas Fir and
assorted Pines i.e., Austrian and Black have been planted too close to buildings or
rockeries.
There are a couple of large trees (Firs) which have developed weak structures and now
pose a hazard to inhabited spaces and should be heavily pruned or removed immediately.
A few of the situations reviewed were simply a case of site management problems.
Sucker Maples were inappropriately allowed to grow into trees. I also recommend crown
reduction (approximately 25 %) of selected mature Maples along the north perimeter of
the site to increased light levels.

Bldgs. A and B
1. Prune limbs from vine maple East side of A building as these branches rub on the
side of the building. .•,,h
2. Between buildings A and B - center grouping of trees in lawn - prune
pines to maintain views of condominium units looking over these trees.
West side of B on south end - remove 11 "•dia, pine that is rubbing on building. I =.
4. SW corner of B - remove the maple that is in the middle of this tight grouping of
tree trunks. In this same grouping also prune pine to allow light to enter units
directly behind this tree mass. Photo attached.
5. On the hillside on the east side of B (on lower planting area) remove 6" pine from
densly planted area and prune larger pine to enable some light to penetrate thick
canopy above. Photo attached.
6. On this hillside on the east side of B , remove 10" pine that is next to Sunwood
Blvd. and prune a larger one to allow some light to penetrate dense planting.

On same hillside east of B (a little further north) prune maple reducing dense '1
crown to allow light to penetrate. ( ,
V 8. On the NE corner of B prune some cedar branches that are rubbing building.,;
9. On the NE corner of B remove an 8" dia. fir to allow light to penetrate dense area
and allow other trees to have more growing room.
Cabana
10. Remove pines sitting directly on top of 10' rockery in front of building. They will
eventually have to be removed because of their location and eventual damage to
this rockery. This will allow us to landscape in front of the cabana with arbutus
trees and large rhododendrons. .3 Photos attached.
C Bldg.
11. NW corner - remove* an 3 1/2" dia. firs in thick planting group to allow some
light to come through and the other trees room to develop. Photo attached.
12. NW corner - remove 6 -1/2" dia. pine to reduce overplanting and allow adjacent
trees room to grow. This tree leans over sidewalk and toward street. Photo
attached.
13. South side of C (facing Crystal Ridg top ine to open up view for units behind.
14. Between C and D remove 8" and 6" pines that are planted right next to and
rubbing on each building (one next to each). ,

15. South side - remove approx. 14" dia. maple on bank - much of tree is dead and will
be a future problem. Photo attached.
16. South side - remove split fir on bank - approx. 12" dia..- This is a Hazard tree per
three contractors we had look at it. Photo attached.
17. E side - remove fir - 5" dia. which is next to and rubbing on building..

18. Remove Serbian spruce between D and E (beside road) for thinning purposes.
This area is so dense none of the trees can grow properly. Photo attached.

Between F & G remove 7" fir planted directly next to F building and rubbing on
side.
Remove 7 -1/2" dia. pine beside sidewalk which is crowded between strawberry and

22. Prune dangerous overhanging branches on very tall large maple E side of bulding.

24. Across parking lot to north cut back dead wood of tall dead maple so it will not

25. Between I bldg. and pool remove 8" dia. maple from lawn- 'beside sidewalk. This
tree has forced the sidewalk to rise and needs to be pruned approximately 10 ft.
per year in order to keep it under control in this location. Stump will be removed
and vine maples planted next to building for aesthetic purposes.
26. Remove 7" dia. pine at NW corner rubbing on building and hanging over roof. c,,U

12u 28. Remove dia.pine SE corner which was planted directly in front of view
windows.' Residents have completely lost their view.
29. Remove 3;;1/2 ", dia. spruce from same area and for the same reason.
30. Also thin 2 pines in this same area to help with the view. This area was very.
densely planted with no thought of views. The combination of removal and
thinning will help as this does still leaves'tall trees in the area. 2 Photos attached.

completely overgrown and hanging over buildings. Very little light can penetrate
this area backing up to South Central School Dist. property.
.,r 34. . Contractors state large maple on E side of back yard of J bldg. is a Hazard tree
and should be removed. It has previously split and was left with 50% holding
capacity & leans toward bldg. Photo attached.
35. In this same dense area prune another very tall maple that is on South Central
School Dist. property. They have given permission on this and will pay for
pruning these high branches that reach out over our buildings.

36. Remove 8" dia. side trunk of maple. Landscape architect advised that this split
branch should be removed.
37. Remove maple 7" beside above This is due to dense dark area of tall maples.

landscape architect advised us that this tall fir should come out due to the fact that
