Project Description:
The site is located at 1251 Andover Park West and is zoned C -M
(Industrial Park). The proposal is to convert 19,475 s.f. of
warehouse to retail showroom. The resulting facility would have
over 80,000 s.f. of warehouse space and over 50,000 s.f. of
showroom area. Modifications to the exterior of the building are
proposed including stairs, new entrance, planter boxes, windows and
overhead door and ramp.
Agencies With Jurisdiction:
No other agencies with jurisdiction have been identified.
Comments to SEPA Checklist:
Page 1, No. 10: Board of Architectural Review is required to
maintain landscaping less than CM zone standards or if the cost of
the exterior modifications is greater than 10% of the assessed
value of the building.
Page 5, No. 4(d): The site does not provide the minimum 15 feet of
landscaping along Andover Park West and South 180th Street. There
is about six and nine feet on those respective streets.
Page 7, No. 8(f & g): The Comp Plan designation of the site is
light industrial. The site is not within the SMP jurisdiction.
Page 8, No. 12(a): There is a recreational trail along the river,
1000 feet to the east.
Summary of Impacts:
(a) The proposal will increase traffic. Weekday trips will
increase by 85 (56 %) and Saturday trips will increase by 97
(56 %).
(b) Increased vehicular traffic will increase pollutants to storm
water system.
(c) The site has no sidewalks. The possibility of
vehicular /pedestrian accidents could increase with more
pedestrians and more vehicles in the area due to the
increasing retail activities on the site and in the vicinity.
Summary of Proposed Mitigation:
No mitigation to these impacts are proposed.
Comments Received From Reviewing Departments /Ordinance
Requirements:
Public Works: Sidewalks are required per the City sidewalk
ordinance. The applicant is seeking a delay of installing the
sidewalks as may be allowed by TMC. New landscaping should comply
with the CBD tree plan. The oil /water separator should be upgraded
to a coalescing plate to handle impacts from increased traffic. The
project triggers the City's undergrounding requirements. The
additional traffic generated requires a mitigation fee of $2,534 to
be payable to the City.
The Fire Department has no comments.
Recommended Threshold Determination:
MDNS with the following mitigation measures:
a. A traffic mitigation fee of $2,514 shall be paid to the City
of Tukwila.
b. The oil /water separator shall be upgraded to a coalescing
plate type separator.
Note that the impacts on pedestrian safety will be addressed
through application of the sidewalk ordinance, therefore, no
mitigation measure is recommended.

over the existing. Peak volumes will occur on saturdays

The impact of these new trips would be negligible when compared
to existing traffic volumes using the surrounding street system.

TRIP GENERATION /DISTRIBUTION STUDY
Dear Eric:
At your request, David Evans and Associates, Inc. (DEA) has prepared a trip
generation /distribution 2nalysis for the proposed expansion of the Dania Furniture Store
in the City of Tukwila. This analysis was prepared in response to a Pre - Application
Checklist prepared by the City on October 21, 1994.
Project Description
Dania Furniture Store is located on the northwest corner of the Andover Park West /S
180th Street intersection. They currently occupy about 74,500 square feet of space, of
which about 34,895 square feet is showroom space and 39,600 square feet is warehouse
space. Dania proposes to convert 19,475 square feet of the existing warehouse space to
showroom, with the proposed showroom space to be about 54,370 square feet. The
warehouse space would be reduced to about 20,125 square feet. No net increase in floor
space is proposed with the expansion of the Dania showroom.
Currently, access to the site is provided from driveways to Andover Park West and to S
180th Street. No change to access is proposed with the expansion of the Dania showroom.
Trip Generation
An increase in showroom space would logically lead to an increase in traffic generated by
customers visiting the store. The decrease in warehouse space could lead to a decrease
in truck trips, however, this decrease would be small in relation to the increase in trips
from the showroom expansion.
Trip generation for the proposed expansion was estimated using data contained in Trip
Generation, Fifth Edition, 1991, Institute of Transportation Engineers. Land Use Code
890 for Furniture Stores was used to estimate the trip generation for the proposed 19,475

Trip Distribution
Trip distribution and assignment for the proposed project is shown in Figure 1. It is based
upon turning movement counts taken at the site driveways on Thursday, November 9,
1994.
Impacts
With the proposed 19,475 square foot expansion, the Dania Furniture Store would generate
about 85 new daily trips, with 3 of these trips occurring during the AM peak hour and 5
trips occurring during the PM peak hour. On Saturday, 97 new daily trips would be
generated with 14 trips occurring during the peak hour of the store.
The impact of these new trips would be negligible when compared to existing traffic
volumes using the surrounding street system. Most traffic would be to and from the east

on S 180th Street. Lesser amounts of new trips would use S 180th Street west of the site
and Andover Park W north of the store.
