This is to inform you that the City of Tukwila has approved your
request for an exemption from a shoreline permit for the proposal
to remove diesel slurry from the soils located below Building 2 -66.
The exemption becomes effective immediately. Note that the
exemption is approved subject to the condition that the 550 gallon
tank be removed once the clean -up is completed.

This exemption has been approved subject to the following
condition:
1. The 550 gallon tank shall be removed from the site once the
clean -up is completed, unless a shoreline permit allowing the
tank on a permanent basis is subsequently issued.

Project Description:
The site is located at Boeing Plant 2, Building No. 2 -66. The
proposal is to remove diesel contaminate in the subsoil by setting
up a well inside the building and pumping the diesel water slurry
out of the well casing into a 550 gallon tank to be located outside
of the building. The tank and pad will be within 200 feet of the
Duwamish Waterway.
Category of Exemption:
WAC 173- 14- 040(b) allows normal repair of facilities to be exempt
from shoreline permits. "Normal repair means to restore a
development to a state comparable to its original condition within
a reasonable period after decay or partial destruction except where
repair involves total replacement which is not common practice or
causes substantial adverse effects to the shoreline resource or
environment."
During the life of the project, the environmental quality of the
soil on the site has deteriorated from the contamination by diesel
fuel. The proposal will restore the soils to a more natural
condition, and therefore, can be exempted from obtaining a permit.
Because the exterior tank is not a part of the original condition,
it should be removed once the removal of diesel is complete.
Policies of the Shoreline Management Act:
The proposal is consistent with the policies of protecting the
natural environment and public health and will not adversely affect
navigation or public access to the shoreline. The character of the
shoreline will not be affected by the project.
Policies of the Shoreline Master Program:
The site is within the jurisdiction of the King County SMP. The
proposal is consistent with the policies of the conservation
element that encourage protection of the shoreline environment.
SEPA:
The project is categorically exempt pursuant to WAC 197 -11 -800 (3)
"Repair, remodeling and maintenance activities."

Recommendation:
Approve the exemption with a stipulation that the 550 gallon tank
be removed once the clean -up is completed, unless a shoreline
permit is subsequently issued allowing the tank on a permanent
basis.

Subject: Shoreline Permit /Containment Extraction
We have identified inside the 2 -66 bldg some diesel
contaminate in the subsoil and are with the direction
of EPA proceeding with plans to set up a well inside
the building to pump the diesel water slurry• out of the
well casing and into a 550 gal tank to be located
outside on the west side of the building. The double
wall tank and concrete pad would be within 200' of the
Duwamish Waterway. We would like to ask for exemption
of this activity from any SEPA and or Shoreline Permit
requirements. Enclosed is a letter to me from our
Environmental Project Manager describing some of the
cost break down in thework to be done. It was written
after you and I talked briefly about the project over
the counter at your office.

Product Recovery System - Equipment Costs
On November 23, 1994, you requested a cost estimate for the portion of the subject product
recovery that is located outside, on the west side of Building 2 -66. It is my understanding that
The City Of Tukwila has requested this information as part of the permitting process.
The portion of the product recovery system that is located outside of Building 2 -66 includes the
500 gallon product accumulation tank and the concrete pad. The total lump sum bid for this
project came in at $18,850 however, the cost of the tank and the pad was not broken out. I
estimate that the cost of the tank and pad is within a range of 10% ($1,885) to 15% ($2,828) of
the total project cost. If a range is not acceptable I would suggest taking the average of the range
which is approximately $2,350.
