COMMITTEE OF THE WHOLE MEETING MINUTES City Hall Council Chambers CALL TO ORDER Councilmember Joe Duffie called the Committee of the Whole Meeting to order in the absence of Council President Harris. COUNCIL MEMBERS JOE H. DUFFIE, EDGAR D. BAUCH, MARILYN G. STOKNES, JOAN HERNANDEZ, PRESENT DENNIS L. ROBERTSON, CLARENCE B. MORIWAKI. STAFF MEMBERS SPECIAL ISSUES Prop. Water Rate Increase. REPORTS Mayor Maxine Anderson (City Clerk), John Cosgrove (City Attorney), Alan Doerschel (Finance Director), Ross Earnst (Public Works Director), Ted Freemire (Superintendent of Maintenance), Ronald Hardner (Police Chief). Councilmember Moriwaki stated the proposed water rate increase has been discussed in the Utilities Committee. The increase is justified and fair. There has been discussion also about a split rate higher in summer and lower in the winter months. In the committee two members were in favor of a split (summer) rate plan. Ted Freemire, Superintendent of Maintenance, stated June, July and August are high water consumption months. The City is charged a surcharge by Seattle for the excess water that we use. The proposed increase for single family will be from 80 cents to 85 cents; for multi family from 80 cents to 85 cents; for commercial industrial from 99 cents to $1.12. MOVED BY ROBERTSON, SECONDED BY HERNANDEZ, THAT THE PROPOSED ORDINANCE BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. Mayor Van Dusen suggested that staff work with the Utilities Committee presenting information on the split rate increase so it can be presented at the Regular Meeting. Budget Project Mayor Van Dusen explained the tentative schedule. Administration Calendar for Remainder will work with the Legislative Coordinator and the Council President of 1988. on definite dates and how the projects are progressing. Mayor Van Dusen stated the BRB meeting on the Fire District #1 annexation will be on Thursday, June 16 at Foster High School. We should plan ahead how to address the 16th Avenue Bridge. The costs for the bridge have been estimated to be $30 million. The staff in its presentation can recommend that the bridge stay in the County or go to Seattle because the majority of the traffic enters the City of Seattle. The bridge benefits the City of Seattle. If the City does not come forth with some plan the BRB may do something detrimental to the annexation. Mayor Van Dusen suggested approaching Tim Hill for an interlocal agreement to delay the vote. Another consideration is request the BRB to delay consideration so we can resolve with the region and coordinate what the choices may be. It would be put off until February. Rick Beeler, Planning Director, stated the City of Seattle wants to get rid of the bridge. It requires too much maintenance that is costly. Mayor Van Dusen suggested the City tell the BRB at the Thursday meeting that we are trying to negotiate on the bridge. Rick Beeler, Planning Director, drew the boundaries of the proposed annexation of Fire District #1 and showed the location of the 16th Avenue bridge. Councilmember Moriwaki stated he would have trouble suggesting an annexation with the bridge in it. It does not belong in the annexation. Mayor Mayor Van Dusen reported he has been appointed to the King County 2000 Committee. Community Affairs Chairman Duffie reported on the status of items in that committee. Parks Committee Utilities Committee Chairman Stoknes stated there is a draft proposal on waste that will be available for review very soon. Finance and Safety Chairman Hernandez reported they have nothing on their agenda at this time. Staff Alan Doerschel, Finance Director, stated the annual report draft is complete and will be distributed. EXECUTIVE SESSION MOVED BY MORIWAKI, SECONDED BY ROBERTSON, THAT THE COUNCIL GO 9:20 P.M. INTO EXECUTIVE SESSION FOR THIRTY MINUTES TO DISCUSS A PURCHASE OF PROPERTY. MOTION CARRIED. ADJOURNMENT 9:50 P.M.
