The applicant proposes a freestanding sign for the Southcenter Oil
cardlock fuel facility on Interurban Avenue (see Attachment A). The
freestanding sign is double - sided, with an area of 93.69 square feet (s.f.)
per face, a height of 43.75 feet, and a minimum setback of 46.0 feet (see
Attachments B and C). The sign is oriented to be seen by motorists
travelling north or south on Interurban. It will use the Pacific Pride
corporate colors of yellow, orange and red (see Attachment D). This color
scheme reflects the color scheme to be used on the facility's proposed gas
pump canopy and kiosk. The sign is to be internally illuminated. Its
upper portion will be lighted 24 hours per day, the operating hours of the
Pacific Pride cardlock facility. The remaining area will be lighted while the
retail fuel kiosk is open (6:00 a.m. to 7:00 p.m.) (see Attachment E).
B. Surrounding Land Uses
The project site is located near the intersection of Interurban Avenue and
Interstate 5. It is surrounded by commercial zones (see Attachment A).
The Metro Park & Ride lot abuts the project on three sides, with single -
family residential and office zones located on the hill behind the Park &
Ride.
BACKGROUND
The site was previously occupied by a Texaco service station. The new Southcenter
Oil sign will replace an existing Texaco sign, which does not conform to current Sign
Code setback requirements.
To meet the setback requirements, the new sign must have a minimum setback from
all property lines which is equal to the height of the sign. located next to
Interurban Avenue could not have the height which the applicant believes is
necessary for visibility. A taller sign must be located farther into the site to meet the
setback requirement. Due to the fact that most of the fuel facility site will be used
for vehicle circulation, opportunities are limited for placement of a freestanding sign
farther into the site.

The applicant's proposal is intended to achieve the following: 1) to meet the sign
setback requirements; 2) to keep the sign out of vehicle travel lanes; and 3) to
maintain visibility of the sign from Interurban. To maintain the visibility of a sign
located farther into the site, the applicant is requesting an increase in the sign size
and height.
While Southcenter Oil is the operator of the facility, it uses the corporate name of
"Pacific Pride" for cardlock fueling operations, and "Pacific Express" for non -
cardlock, or retail fueling. The proposed sign would identify these two enterprises.
DECISION CRITERIA
The'Planning Commission review criteria include the Tukwila Comprehensive Plan
policies, the intent of the Sign Code, and Sign Code regulations. These review
criteria are shown below in bold, along with staffs summary of relevant facts.
1. Tukwila Comprehensive Plan Policies
In its policies for Commerce/Industry, the Tukwila Comprehensive Plan
addresses signs as follows:
"All signs should be generally attractive and to scale in size and
height with the buildings and premises to which it is related"
(Policy 6, pg. 61).
The color scheme for the proposed sign matches the color scheme for the
adjacent fuel pump canopy and kiosk. The sign includes a graphic, and
large, dark lettering on a colored background. The adjacent fuel pump
canopy is 20.5 . feet in height, while the proposed sign is 43.75 feet in
height. Three other service stations in the I- 5/Interurban interchange area
have freestanding signs of a similar height or much taller (50 to 70 feet).
2. Intent of the Tukwila Sign Code
One of the key purposes of the Sign Code is:
"To establish standards...so that the streets of Tukwila may appear
orderly and safety may be increased by minimizing clutter and
distraction" (TMC 19.04.020 (A)).

Glare and legibility are two aspects of a large sign which would affect
public safety, clutter and distraction. The sign is internally illuminated. It
has two separately - illuminated parts. The darker - colored upper portion
(31.5 s.f.) is used for the 24 -hour Pacific Pride cardlock facility. This would
remain lighted at night. The lower portion of the sign serves Pacific
Express' retail fuel customers. This area, the brightest colored and largest
portion of the sign (62.19 s.f.), would be turned off at night. Letters used
on the sign are large and legible.
3. Tukwila Sign Code Regulations
The size of the proposed sign exceeds the allowable area and height for
a service station sign. However, the Tukwila Sign Code allows an increase
of 25% in sign area and height for businesses located in a freeway
interchange area, with approval from the Planning Commission:
"Height and area restrictions for freestanding signs as prescribed
in Section 19.32.140 (C) may be increased twenty -five percent for
freeway interchange businesses as defined in Section 19.08.080,
upon approval of the Planning Commission" (TMC 19.32.180).
The intent of this Code provision is to add to the basic sign area allowance
for all businesses in commercial zones. Sign areas for most commercial
uses are given in Section 19.32.140, while the basic sign allowance for
hotels, planned shopping centers, and service stations are given in separate
sections. To qualify for a 25% increase in size, the Southcenter Oil sign
must meet first meet the following requirements: a) requirements for
service station signs; and b) the definition of a freeway interchange
business.
a) Requirements for Service Station signs
The basic size allowed for a service station freestanding sign is 75
s.f. in area and height of 35 feet •(TMC 19.32.160). The
Southcenter Oil sign meets all of the Sign Code requirements for
service stations, except for the size limits.
b) Definition of Freeway Interchange Business
The Sign Code allows a business to apply for a 25% increase in
sign size, if it meets the definition of a freeway interchange

business. A freeway interchange business means a business
"...situated within a radius of 1000 feet from the freeway entry/exit
point of intersection with a public street or roadway and located
within a commercial or industrial zone..." In addition, the freeway
interchange sign must "...identify businesses such as eating, lodging
or service station facilities which serve the travelling public"
(TMC 19.32.080). The Southcenter Oil sign will be located in a
freeway interchange area, and will serve motorists.
A comparison between the proposed sign, the basic size allowed
for a service station and the maximum allowed with Planning
Commission approval is given below.

As shown in the chart, the largest service station sign that the Planning
Commission could approve would be one with an area of 93.75 s.f. and
a height of 43.75 feet. The proposed sign has an area which is less than
the maximum which could be approved for a freeway interchange
business, and the proposed height meets the maximum.
CONCLUSIONS
1. Comprehensive Plan Policies
The color scheme of the proposed sign is harmonious with other
structures on the site. The sign has an attractive graphic and legible
letters. While the sign is much taller than the adjacent fuel pump
canopy, it is compatible with the use of the site as a service station, and
its scale is consistent with other service station signs in the area.

Due to the sign's internal illumination and colors, glare would not be a
problem. In addition, the orientation of the sign in a north -south
direction reduces the impact of the sign on residential areas uphill from
the site. The proposed sign is legible, and would not create clutter or
distraction in the area.
. Sign Code regulations:
The proposed freestanding sign is consistent with the basic requirements
for a service station sign, the definition of a freeway interchange business,
and the maximum size allowed by the Planning Commission. Based on
this, the Planning Commission has the authority to approve the
applicant's proposal.
RECOMMENDATIONS
Given that the Southcenter Oil freestanding sign meets all of the Comprehensive
Plan and Sign Code criteria for attractiveness, safety, and service station and
freeway interchange signs, staff recommends approval of the sign as proposed..

automobile on the adjacent freeway interchange. In addition, they feel a
larger and higher sign is necessary to compete with local competing service
stations, and they must also convey two messages to the different buying
groups, wholesale cardlock fuel purchaser (Pacific Pride) and retail fuel
purchaser (Pacific Express).
The upper portion of the sign (Pacific Pride) will be lighted 24 hours per
day due to the nature of the cardlock.business. The lower 65% of the sign will
• be lighted only during hours of operation (anticipated 6:00 A.M. to 7:00 P.M.).

See attached list. Hnwever, we feel that the prnjert meets the goals and oh.jectives
of the Shoreline plan by setting back 150 from river, including upgraded water
quality design features such as oil /water separator and grass lined swale. Also
environmental protection is higher with new double wall tanks and piping
along with new leakage detectors.

12. Give a brief narrative description of the general nature of the improvements and land use within
one thousand (1,000) feet in all directions from the development site:
The South Center Oil site is surrounded on three sides by a Metro Park and Ride lot.
Beyond the Metro lot and up the hill to the north and west is Interstate 5. To the
south and west of this site :the area is in single family residential usage.
Across Interurban Ave. S to the north and west is a large warehouse and furniture
store. To the east of this site is a five lane road, Interurban Ave. S. and then
the Green River. Beyond the river to the east is single family residential use.
To the south and east across Interurban Ave. South is the Foster Golf Course.
7. Shoreline Program Goals and Policies that apply:
Overall Goals- Goal 2, page 4.1 - This project meets this goal by improving stormwater runoff with
a grasslined swale, and by reducing the amount of impervious surfaces on site.
Economic Development- Goal 4, page 4.2 - only a small portion of this project is within two hundred
feet of the creek. Commercial activity is moved back from the shoreline as far as possible.
Public Access Element- page 4.3, and the Circulation Element page 4.4 - This project meets Public
Access goals and policies by providing for pedestrian ciruculation along Interurban Ave. Limiting
access to one driveway and egress to one driveway will limit vehicle pedestrian conflicts. The proposal
is far enough back in the 200 foot shoreline zone so that future access to the river is not impacted.
Concervation Element- Goal 4, page 4.7 - *Water quality is preserved by installing an oil /water
separator and a grass lined swale. Landscaping is increased. Fuel storage is moved further from river
than in the previous fueling facility and the fuel storage and handling equipment is all new and state
of the art including leak detection systems.

freestanding sign for our retail /cardlock service station project
at: 13435 Interurban Ave. South, Tukwila.
A Twenty -five percent increase is allowed for height and size under
VIII as defined in section 19.08.080 in the sign code for freeway
interchange signs.
