The applicant proposes to erect two wall signs on the south and east building facades of Computer City. The Tukwila Sign Code allows a 50- percent area increase for wall signs for each doubling of a building setback with Planning Commission approval (Section 19.32.140). Each sign would be internally lit and constructed of fabricated sheet metal. The multi - colored signs would consist of red, black, blue and yellow on a white background. The sign for the south elevation would be directly over the south entry. The sign for the east elevation would be centered on the building facade. Surrounding Land Uses The site is surrounded by warehouse /commercial uses. The proposed signs would face Strander Boulevard and Andover Park East. BACKGROUND The Board of Architectural Review recently approved a significant remodel to the existing building which was previously used as a warehouse. The remodel, now underway, includes demolishing a portion of the southeast corner of the building and relocating the panels with added exterior enhancements. Additional parking, landscaping, and sidewalk improvements will also occur. Attachment A. shows the new south facade with the proposed sign. DECISION CRITERIA Section 19.32.140 of the Sign Code states that following: "Upon application to and approval by the Planning Commission, the permitted sign areas provided in Table 1 may be increased no more than fifty percent for each doubling of the required minimum setback distance for the wall upon which a particular sign is to be placed, but in no case shall sign area exceed that permitted in Section 1932.150." The table below shows the minimum sign area allowed by the Sign Code; setbacks: required and approved (as part of Design Review (DR)); the amount of area allowed with the 50% area increase; and the proposed sign area: Staff Report to the Planning Commission Page 3 L93 -0018: Computer City Permitted by Setbacks 50% Area Proposed the Sign Code Required DR Increase Area South: 113.3 sq.ft. 50 ft. 108 ft. 169.9 sq.ft. 142.95 sq.ft. 2 b7, East: 130.88 sq.ft. 25 ft. 60 ft. 196.32 sq.ft. 142.95 sq.ft. 0) ;2 Below is the applicant's reason for the requested area increase followed by the staff's response. "Computer City is requesting permission for the 50% bump on both elevations. By code we could have chosen to erect a pylon sign and one wall sign rather than two wall signs and no freestanding structure. Because of the density and overall height of the existing foliage which basically surrounds the perimeter of the property, a freestanding sign within height restrictions would not be visible to motorists. The existing trees which outline the easement are approximately 15 to 20 feet in height. "Our goal is to appropriately identify our store with visually balanced and attractive signage. This store will have an incredibly high break even point. It will employ 75- 100 Tukwila residents. All national, regional and local advertising will relate directly to this sign design. "Identity is crucial to our success! Our building is now scheduled for construction completion on May 20, 1993. If, for any reason we are unable to be on the April 22, 1993 agenda, signs can not be manufactured in time for opening." Staff's Response: The .Comprehensive Plan (Policy 6, page 61) states that "all signs should be generally attractive and to scale in size and height with the buildings and premises to which it is related." The intent of the Sign Code (TMC 19.04.020 (A) is to "establish standards...so that the streets of Tukwila may appear orderly and safety may be increased by minimizing clutter and distraction." Based upon the proposed building setback, both the south and east building facades are eligible for the 50% area increase. Staff Report to the L93 -0018: Computer City Planning Commission Page 4 The sign code does permit one sign per building face. The amount of sign area proposed is less than what could be permitted with the 50% area increase as shown on the table above. The proposed signs would be the same size for each building face. The architectural modifications proposed (per BAR approval) were designed to incorporate the sign. CONCLUSIONS The proposed signs meet the intent of the Comprehensive plan in the following ways: 1. The proposed signs for both the south and east elevations are designed to be aesthetically compatible with the new building facades. The new facades have been designed to incorporate the proposed signs which, by color and shape, enhance the overall appearance of the building. The proposed signs would be designed to avoid a cluttered effect. 2. The remodel approved by the Board of Architectural Review results in an increased building setback from Strander Blvd. or the south property line. This results in pushing the building further from Strander. Increased sign area would assist in gaining better visibility to the building and identifies the entrance. The larger signs as proposed, may improve visibility from traffic. 3. The fact that the signs would be of the same size affords a visual balance to both building elevations. 4. The applicant has agreed to retain as much of the existing, mature vegetation as possible. In order to avoid impacts to parking areas and landscaping, opportunities would be limited for the erection of an attractive free - standing/monument sign. As per our discussion, we agree that the original proposal dated March 18, 1993 was in error regarding the facade calculations. It is my understanding that the south and east elevations are both eligible for a 50% bump in signage square footage due to the overall setback dimensions. The attached revised calculations show a square footage allotment for signage on the south elevation of 169.9 and 196.3 on the east. The revised drawing attached designites signage on the south and east at 14-5 square feet. We have kept both signs the same size for balance and symmetry. Computer City is requesting permission for the 50% bump on both elevations. By code, we could have chosen to. erect a pylon sign and one wall sign rather than two wall signs and no freestanding structure. Because of the density of and overall height of the existing foliage which basically surrounds the per- imeter of the property, a freestanding sign within height restrictions would not be visible to motorists. The building dimension information provided with your letter dated March 18 and April 2 is inconsistent. a. March 18: Building Dimensions: width 157' height ranges from 22' to 32' total sq. ft. 3451 setback 108' Sign area proposed = 171 square feet. b. April 2: Building Dimensions: width 144' height ranges from 22' to 32' total sq.ft. 3165 Sign area proposed = 179.2 square feet. There is a discrepancy in the total amount of square footage for the exposed building face & the amount of sign area proposed. Both must be clarified immediately in order to proceed for the April hearing. this memo was not completed nor sent because of a phone conversation held with the applicant. We clarified the reason for the discrepancies in calculations. Wall area was considered which was not part of the exposed building face. A revised letter will follow with new drawings. In your letter dated March 18, 1993, you requested special consideration by the Planning Commission to approve a 50% increase for sign area for a proposed wall sign on the south building elevation. You also requested a variance for increased sign area for the east elevation. As we discussed, the City's Board of Adjustment (the Board) approves all variances. Their decision must be based on seven specific decision criteria which is contained in the Sign Code and variance application (enclosed). It is important to note that all of the criteria must be met in order for the Board to approve a variance. The Board meets the first Thursday of each month. The City typically asks that applications be submitted a minimum of 60 days in advance of a hearing. Should you choose to pursue a variance, the application and fee must be submitted as quickly as possible in order to determine a tentative hearing date. A fee of $200 should have accompanied your initial application. As agreed, I will continue to process your application and expect the $200 fee by April 6. A letter should be included which updates the March 18 letter to exclude the request for a variance. As per your sign code, our south elevation should be eligible for a 50% bump in overall square footage because of the reference to setback re- strictions. My calculations show an allocation of 178.5 square feet of allowable signage. The sign we are requesting is 171 square feet. We are requesting a variance on the east elevation for an additional 41 sq. ft.. For balance and uniformity, we would like to have the same size sign on both elevations. By code we could have chosen to erect a pylon sign and one wall sign rather than two wall signs and no freestanding structure. Because of the density and overall height of the existing foliage which basically surrounds the perimeter of the property, a freestanding sign within height restrictions would not be seen. The existing trees which outline the easement are approximately 15 to 20 feet in height. The actual building design with parapet details was developed with the intention of being able to permit the 11'2" signs as shown. It was our sincere belief that the city had verbally approved our requested signage. Building details were formulated and construction had begun before we realized our permitting problem. Our goal is to appropriately identify our store with visually balanced and pleasing signage. This store will have and incredibly high dollar breakeven point. Idenity is crucial to our success!
