DESCRIPTION OF THE PROPOSAL: The applicant proposes to install two 4 -inch fiber optic cable conduits along the underside of the East Marginal Way South bridge structure. The project boundaries extend for approximately 50 feet north and south of the bridge abutments of the East Marginal Way South bridge. Installation of the conduit involves underground boring, using a directional boring machine, on either side of the Duwamish River. From a proposed street manhole on each side of the river, t conduit will extend toward each bridge abutment, will daylight at each bridge abutment, and will then be attached directly to bridge girders extending across the river. Shoreline Permit, Page 2 POTENTIAL SHORELINE IMPACTS & SHORELINE REGULATIONS: The project must meet all applicable King County shoreline regulations, including the following (KCC 25.16.160, KCC 25.16.190): • Utility facilities shall avoid disturbance of unique and fragile areas; • Utility facilities shall avoid disturbance of wildlife spawning, nesting and rearing areas; • Utility facilities shall be designed to minimize visual impact, to harmonize with or enhance surroundings, to not create a need for shoreline protection, and to utilize natural screening to the extent possible; • Utility facilities shall be constructed to minimize scarring of the landscape, minimize erosion and protect vegetation, to avoid disruption of critical aquatic and wildlife stages. • Excavation shall be permitted only when aquatic life and water quality will not be substantially impaired; In addition, the project must be consistent with the 1978 King County shoreline policies, including: • Utility corridors crossing shorelines should consolidate or share rights -of -way; • Utilities should be located so as to not require bank protection or to restrict water flow or navigation. • Utilities should preserve the natural landscape and minimize conflicts with present and planned uses of the land. • Utilities should be designed to minimize detrimental visual impacts. The proposed fiber optic conduit is the only new development which will occur in the shoreline zone. The conduit will be located entirely within the public right -of -way, and attached to an existing bridge. Two proposed manholes will be located approximately 100' to 160' from the top of bank. Heavy equipment work will be located away from the river and riverbank; hand tools will be used for minor work at the bridge abutment. These measures, and the use of underground boring, will virtually eliminate any disturbance of soil or vegetation in the shoreline zone. The riverbank in the project vicinity consists of rip rap, herbaceous plants and blackberries. There are no street trees :.' Electric Lightwave, Inc. Shoreline Permit, Page 3 nearby. As a result, this project should have no significant effects on trees or shrubs, wildlife or fish habitat, water quality, or water flows. As the conduit will be located mostly underground,and attached to the underside of an existing bridge, it will not obstruct physical or visual access to the river. In addition, the project meets shoreline policies for sharing rights -of -way. Shoreline Permit for Electric Lightwave, Inc. Here is the additional information that should complete the shoreline application package for Electric Lightwave. You will find sheets 1, 4 -7 in 8.5x11 PMT's (you have sheets 2 and 3), a clean copy of the SEPA checklist, a check for an additional $100.00 (for a total of $875.00) and the following construction narrative. Construction Narrative The proposed fiber optic conduit route would be constructed by a directional boring machine for most of the alignment. This technology allows the 4" diameter conduit to be installed with little or no ground disturbance. The extent of excavation required includes a pit approximately 1 foot wide by 3 feet long by two feet deep at the starting point of the bore. This enables the boring bit to enter the ground at a predetermined angle so that a minimum depth of 48" can be achieved. The depth and horizontal alignment is controlled by an electronic transmitter in the drill head. Therefore, the exact location of the point of exit is known. The horizontal directional boring machine is capable of bore lengths of about 1,000 linear feet (depending on soil conditions and topography). The portion of this project that would occur near the Duwamish River would be installed with a directional bore from about 60 feet south of the south bridge abutment northerly to the west side of the abutment. The bore will pass 1 foot west of the abutment, in the fill material. The bore will terminate in the fill at the point where the fill slopes downward towards the river. There will be some small digging with shovels to open a trench about 2 feet in length. This will be the point where the alignment will transition onto the bridge with 2 -90 degree steel bends (as shown on sheet 3 of the plan set). The same technique will be used on the north side of the bridge with the bore length being about 275 feet in length. This construction method will require no excavation, other than a small amount of manual digging near the abutment, near the shoreline of the Duwamish River. There will be no excavation within the established bank or ordinary high watermark of the river. All digging will occur in fill material that was placed around the bridge abutments at the time of bridge construction.
