concentrations. The environmental assessment recommends
additional testing for the presence of PCE.
THRESHOLD DETERMINATION
In making this threshold determination the Responsible Official,
pursuant to WAC 197 -11 -330, has reviewed the environmental
checklist, the amended environmental checklist and staff
recommendation; the supporting documents listed therein;
consulted with the agencies listed therein; and considered
mitigation measures which the agency or the applicant will
implement as part of the proposal. As required by WAC 197 -11-
335, the Responsible Official finds this information reasonably
sufficient to evaluate the environmental impact of this proposal
and concludes that it does not pose a probable significant
adverse impact to the environment.
COMMENTS AND APPEALS
Any person, affected tribe, or agency may submit comments to the
lead agency within fifteen (15) days of the date of issuance of
the determination.
Any appeal of this threshold determination shall be filed with
the King County Environmental Division within fifteen (15) days
of the date of issuance and accompanied by a nonrefundable
filing fee for $125 made out to the King County Office of
Finance. Any appeal shall state with specificity the reasons
why the determination should be reversed.
Written comments or appeals must be received in the King County
Environmental Division before 4:30 PM on April 14, 1993. Please
reference the file numbers when corresponding. Comments or
appeals should be addressed to:

Dear Mr. Radabaugh:
Thank you for the opportunity to comment on the above referenced
proposal pursuant to the State Environmental Protection Act (SEPA). ENVIRONMENTAL IMPACT STATEMENT
No adverse impacts to the City of Tukwila are anticipated as a
result of this proposal. Please note, if the value of this
addition increases the value of the existing building by 25 %, floor
area by 20% or exceeds $250,000, the proposal is subject to the
City of Tukwila, Sidewalk Ordinance (TMC 11.64.021).
It appears from the description of the proposal that the 2,800
square foot addition is a 25% increase of the existing floor area.
Therefore, as a mitigating measure the Boeing Company is subject to
paying their fare share of frontal improvements along East Marginal
Way S. For further information on this matter please contact Ron
Cameron, City Engineer, at 433 -0179.
I would like a copy of the final mitigated determination of non -
significance for this proposal sent to me. If you need additional

an environmental review for the above referenced proposal
pursuant to the State Environmental Policy Act (SEPA). King
County requests your organization's comments on the proposal.
Enclosed is a copy of the environmental checklist and site plan.
King County would like to complete the threshold determination
for the proposal as soon as there is sufficient information to
do so. Therefore, we would appreciate receiving comments by
February 3, 1993. We will assume if no response to this request
is received by this date, then your organization has no comment

Thank you for the opportunity to comment on the above referenced
proposal pursuant to the State Environmental Protection Act (SEPA).
No adverse impacts to the City of Tukwila are anticipated as a
result of this proposal. Please note, if costs for this project
exceeds $250,000 or 25% of the assessed value of the existing
building, the proposal is subject to the City of Tukwila, Sidewalk
Ordinance (TMC 11.64.021). As a mitigating measure the King County
Airport is subject to paying their fare share of frontal
improvements along East Marginal Way S. We are unable to calculate
at this time the exact dollar amount of fare share costs without
knowing the assessed value of the expansion project and the current
assessed value of the existing building. For further information
on this matter please contact Ron Cameron, City Engineer, at 433-
0179.
Also, it appears that a discrepancy exists between the comments on
page nine of the SEPA checklist which indicates no parking spaces
will be removed as a result of the proposal and the submitted site
plan which shows the elimination of four parking stalls.

proposed uses and the size of the project and site. There are several

The proposal involves a 2,800 square foot addition to the existing 11,200
square foot North Boeing Field Firc Station. The addition includes: 640
additional square feet of garage area; a 1,080 square foot dispatch office
and an 1,080 square foot classroom. The additional floor area is
necessary to serve existing fire station operations. No additional staff will
be added to the facility as a result of the expansion project.
The fire station facility is located on the paved Boeing flightline area,
adjacent to the King County Airport runway. There is no pervious
surface on the near the site. The proposed expansion will, therefore, not
increase surface water runoff.
No new parking spaces are proposed because the workforce in the
building is not changing. Both parking and landscaping requirements
have been reviewed with George McCallum for compliance with King
County development requirements.
12. Location of the proposal. Give sufficient information for a person to
understand the precise location of your proposed project, including a
street address, if any, and section, township, and range, if known, If a
proposal would occur over a range of area, provide the range or
boundaries of the site(s), Provide a legal description, site plan,
vicinity map, if reasonably available. While you should submit any

The project site is located on King County Airport property east of East
Marginal Way South and west of the airport runway. The Fire Station is
referred to by The Boeing Company as the 3 -840 Building. The attached
map shows the building's location relative to the airport and other North
Boeing Field facilities.

Topographic relief of the site and surrounding area is flat, with an
elevation of approximately 15 feet above mean sea level.

There are no natural or artificial slopes greater than one percent on
the site.

clay, sand, gravel, peat, muck)? If you know the classification of
agricultural soils, specify them and note any prime farmland.
Refer to the attached soils study for a description of the soils
found on the site.

Grading will be limited to amount needed to install foundation

Green Lights program which will result in conversion to more

Typical construction noise would occur in the short term. No
Long -term noise impacts are anticipated.

The site is located in an industrial zone, and on a fully developed
airport flightline.

The current fire station is a two story structure which houses fire
trucks and equipment, and accessory office and classroom space.
The existing first floor footprint is approximately 9,100 feet in size.
The second story contains approximately 2,100 square feet of floor
area.

e. What is the current zoning classification of the site?
The King County zoning designation for the site is Heavy
Manufacturing (M -H). The Seattle and Tukwila classifications for
the this area are also "manufacturing/Industrial ".

Fire station employees park both inside the security fenced area
immediately adjacent to the building, and in the large Boeing
employee parking lots south of the security fence. There are
approximately 2,300 parking spaces available for employee parking
near the fire station.

Fire station operations and traffic will be virtually unchanged by the
proposed addition. No new parking demand will be generated. No

Purpose of Checklist:
The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies to consider
the environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be
prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of
this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce
or avoid impacts from the proposal. if it can be done) and to help the agency decide whether an EIS is required.
Instructions for Applicants:
This environmental checklist asks you to describe some basic information about your proposal. Governmental agen-
cies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring
preparation of an EIS. Answer the questions briefly, with the most precise information known. or give the best de-
scription you can.
You must answer each question accurately and carefully. to the best of your knowledge. In most cases. you should
be able to answer the questions from your own observations or project plans without the need to hire experts. If you
really do not know the answer, or if a question does not apply to your proposal. write "do not know" or "does not ap-
ply". Complete answers to the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations. such as zoning. shoreline, and landmark designations. Answer
these questions if you can. If you have problems. the governmental agencies can assist you.
The checklist questions apply to all parts of your proposal. even if you plan to do them over a period of time or on
different parcels of land. Attach any additional information that will help describe your proposal or its environmental
effects. The agency to which you submit .this checklist may ask you to explain your answers or provide additional in-
formation reasonably related to determining if there may be significant adverse impact.

In as much a fire lane is required on the south side of the
Control Tower site at 8200 East Marginal Way South, King County
Airport hereby imposes a building set back of 20' from the
southerly lease line for the Control Tower site.
Thus a building restriction zone is established as described
below. This restriction shall remain in effect until such time
as the Control Tower buildings are removed from the site and the
need for a fire line is eliminated.
